SFN Annual General Meeting

The Snuneymuxw First Nation had a successful turn out of over 80 community members to the

Annual General Assembly held on Wednesday, September 30th. Each of the departments had

information tables set up loaded with material to share with the community. All the Depart-

ments: Social development and Family Preservation, Lands and Resources, Health, Community

Housing and Infrastructure, Education, and Administration all had not only information to share,

but DOOR PRIZES for the community.

The community members present asked important questions about the audited financial state-

ments for the 2014/2015 fiscal year. Concerns such as: Making sure the budget is followed, and

if it is not, that a note be added to explain the difference; ensuring that tobacco licenses held

and/or issued by the nation benefit everyone; inquiring about how off-reserve members can be

included in the store Christmas Hamper; noting that there is currently no one on council who is

“off reserve” and wanting to make sure the off reserve members have a voice.

We will ensure that there is more time to ask questions and receive feedback at our next AGM.

We thank everyone who took the time to be there to receive the audit report and participate in

the AGM. Huy tseep qu Siem.

Please Welcome Our Executive Director!

Snuneymuxw Chief and Council are pleased to announce the successful appli-

cant for the Executive Director position. We would like to extend a warm

welcome to Shana Manson who will be the Executive Director for Snuney-

muxw First Nation for a two-year term. Please join us in welcoming her to

the Snuneymuxw family!

Shana comes to Snuneymuxw with a wealth of knowledge, skills and abilities that will assist her

to fulfill the responsibilities and obligations of an Executive Director. Previously, Shana was a

senior Negotiator, a post-secondary Instructor, a Communications Director and has worked for

other First Nations on a variety of high level projects. She also has experience in public service,

working with top level government representatives and manages her own business. Her formal

education, qualifications, key competencies and high level work experience together with her ap-

preciation for traditional values is a recipe to produce positive outcomes for our Nation. We are

confident Shana will anchor herself within our current reality while seeking practical pathways to

help our organization grow.

Chief and Council will be working very closely with her to achieve the outcomes set out in our

Strategic Plan and Operational Plan. Her dynamic, confident and superior level of performance

will further assist her to manage Administration while implementing the direction of Chief and

Council.

We are happy to bring Shana on to our Snuneymuxw Team and work with our community, Ad-

ministration and Chief and Council to collectively trail blaze a path forward!

Education Department

QQS Updates

The 2014-15 school year has begun and Qwam Qwum Stuwixwulh Community School staff has exciting plans

and high expectations for your child’s learning. I know that you also have many hopes and dreams for your

child’s success in school and beyond.

To make sure those hopes and dreams are realized, I want to ask for your commitment to making sure your child

attends school every day possible this year. The evidence is clear: children with good attendance are more likely

to be successful in school. High attendance rates are linked to high student achievement. This is true for every

grade – elementary, middle, and high school students.

A recent review of student attendance data by the Wisconsin Department of Public Instruction shows that regu-

lar school attendance from Kindergarten on is essential to successful learning:

Every day counts. Missing school even 10% of the time has a significant negative impact on reading and math

achievement as children progress through school.

· Students with good attendance performed better in math and reading. Children who had good attendance

in Kindergarten through Grade 2 were more than twice as likely to score proficient on state math tests by the

time they reached Grade 8 as their peers who missed more school. In reading, there were similar results.

· Good attendance starts early. Research has shown that the attendance habits established Kindergarten

through Grade 2 have lasting effects on students throughout their education: children with high attendance in

the early grades continue to have good attendance; and students with low attendance in the early grades are

more likely to have low attendance—and lower academic performance—throughout their elementary and mid-

dle school years.

As your child’s most influential teacher, I am asking for your support in helping your child get to school on

time at 8:40 a.m. every day this year. Your child needs to be in school and engaged in learning to reach his or her

full potential. Yet, we realize that every family faces challenges. Please let me or your child’s teacher know if your

family needs help dealing with a challenge to your child’s good school attendance. My contact information is be-

low. We will do our best to help you and your family ensure that your child’s school attendance stays on track.

Welcome back Grade 6 and 7’s!

My name is Tina Walker and I am the new Grade 6 & 7 teacher in the portable. I am really happy to be teaching

at QQS for Snuneymuxw First Nation. For the past 6 years I taught Grade 5-7 at Penelakut Island Elementary

School. I live in Nanaimo with my husband Les; we love to spend time in the outdoors and in our free time we

enjoy kayaking, hiking, and camping.

It has been a good start to the school year! We began the year with building a positive and safe learning space

using icebreakers games and getting to know each other activities, including going over expectations and school

rules. Everyday we focus on a virtue such as: respect, kindness, generosity, and cooperation. The students

worked really hard on making a personal poster in the style of the front page of a newspaper. The poster activity

is used to encourage students to get to know one another, to celebrate what makes each person unique, and to

teach organizational, and reporting skills.

For Language Arts the Reading Groups are working hard focusing on comprehension and writing activities to

demonstrate learning using the Reading Mastery and Read to Achieve program textbooks. Read to Achieve is a

content-area text alternating between science and social studies topics. They also have regular timed reading

and retell practice with 6 Minute Solution and DIBELS programs with Peter. Since it is the 35th anniversary of the

Terry Fox Run, the students have been learning about Terry Fox and the Marathon of Hope. The students have

been training for the school run and learning about all the positive character traits that make him a Canadian

Hero. For Math we use the Saxon math program and are currently doing a review of number sense, adding &

subtracting, and multiplying & dividing whole numbers & money, and fact families; then we will do multi-digit

multiplication and long division, and order of operations. For Social Studies we are doing a unit on First Nations

studies, we also have Gary Smith teaching Language & Culture. For Physical Education we have been going to

Princess Royal Park Field to play soccer and Frisbee golf. We are looking forward to the “Meet a Mariner” pro-

gram where athletes from VIU will be leading some coaching sessions on soccer, basketball, and volleyball with

the students. The students also have Music class once a week as well as several field trips; look in the QQS calen-

dar for upcoming events.

To encourage students to dream about going to University after high school, recently the students went on a

tour of VIU lead by Sport Health and Physical Education Professor Les Malbon. The tour was also organized to

show the class that VIU supports aboriginal students. The class went to the gym to play basketball, the library to

see the totem pole, to the First Nations Studies Building, Kwulasulwut Garden, and the Gathering Place to see

the totems poles and visit with the Elders. It is going to be a great year! Please come down to the portable to

Who was Terry Fox?

Terry Fox was a very athletic person. He liked Basketball and other sports. Terry Fox dis-covered he had bone cancer at the age of 18 so the doctors amputated his leg above his knee. Then Terry wanted to raise money from each person in Canada; at the time Canada had 24 million people. Terry planned to run across Canada at 42 km a day. Then Terry Fox had to go home half way through the Marathon of Hope because his cancer spread to his lungs.

IF you have previously received a notice that your SA application has or is about to expire, and

have not come in to renew your file has now been closed.

If you still require social assistance you must make an appointment to complete a new ap-

plication and bring in all required documents.

IF you have already submitted a renewal application yet still have to bring in any or all of the re-

quired documents, you must bring in documents immediately to avoid the closure of your file.

IF you are unsure about the status of your file, please give us a call and we will be happy to give

you an update.

REMINDER:

Regular cheque processing days are Tuesdays and Thursdays. Requests will be processed on the

NEXT processing day.

Did you know that while you are receiving SA you are permitted to work and make up to a MAXI-

MUM amount of money WITHOUT it affecting your SA cheque!?

If you make UNDER the maximum you will receive your normal benefit amount

If you make OVER the maximum you will be deducted dollar for dollar the amount that ex-

ceeds the max.

If you make MORE THAN CAN BE DEDUCTED your file will be put on hold and you will not re-

ceive an SA cheque for that month

If you make more than can be deducted 3 MONTHS IN A ROW your file will be closed and if

necessary you may reapply once your employment has ended

IT IS IMPORTANT TO DECLARE ALL EARNINGS WHEN YOU RECEIVE THEM. FAILURE TO DECLARE

YOUR INCOME IS FRAUD ACCORDING TO THE SOCIAL DEVELOPMENT POLICY, AND YOUR FILE

WILL BE CLOSED WITHOUT NOTICE AND YOU MAY BE REQUIRED TO PAY BACK ANY AND/OR

ALL BENEFITS PAID TO YOU IN THAT PERIOD.

Urgent Social Development Updates

Deductions that are still outstanding will be reflected on

your next SA cheque

Appointments need to be made with Social Development

when you are bringing in hydro disconnection notices.

Please don’t drop off and assume we know what to do

with your bill. Repayment agreements need to be dis-

cussed. We need to determine if you are entitled to a

repayment agreement.

Social development only has a responsibility to pay up to the maximum equal installment

amount on all hydro bills. This will depend on what your rental amounts are and whether

you are entitled to this based on your family unit size and shelter allowance. We encour-

age all SA clients to talk to BC hydro about getting on equal installments to better man-

age your account.

Please talk to BC hydro about getting tax exemption on your hydro bills. For this you need a

photo copy of your status card and to complete a tax exemption form signed by you and

then faxed to BC hydro.

Cheques are processed on Tuesday and Thursday only. Please keep this in mind.

All new applications will be processed once all the required documentation is received.

Those clients with outstanding documentation for your SA files (eg.id for kids or spouse, hy-

dro bills, 2014 taxes) please get this in ASAP to avoid interruption of service.

PLEASE NOTE: the Social Development Department will be looking at scheduling drop in days

in the very near future for all SA matters to be dealt with.

Housing and Infrastructure Department Pest control Please be aware of the following contributing factors for each different pest problem.

Rats and mice - Keep your yard and house clean of open food sources (dog or cat food, animal or fish parts) Keep your grass trimmed and any brush or bushes cut Pick up ripened fruit from the ground. Clear all possible pest nesting areas (junk and burn piles, old couches or beds, tires) in your yard and basement When discarding of fish, deer or elk parts, please take them well back into the forest and fish remains go back to the ocean.

Ants - Clean your house and yard of any sweet foods or drinks (pop or juice containers)

Bed bugs - Highly transferable and can move from home to another home very quickly. Many travel through USED furniture, luggage and clothing. Since this bug is by far the hardest to get rid of, full cooperation from the tenant or home owner with our professional service provider is the only way to get rid of bed bugs.

Contact SFN Housing if you suspect anyone in your household having bed bug bites or any other pests.

PLEASE NOTE:

Please do not throw out beds/furniture you may suspect have bed bugs - homes and fur-niture can be treated to remove the infestation.

SFN Housing Dept. is unable to purchase new beds/furniture that are thrown out. Thank you.

Keep your vehicles locked!

Transients take advantage of unlocked vehicles for places to sleep - please keep your car locked!

Have you had something stolen?

Through the CPIC website, www.cpic-cipc.ca the public can search for themselves to see if items may be reported stolen.

Housing: Disturbing the Peace Policy

SFN housing has been receiving calls of Loud Music and cases of disturbing the peace. Please note that SFN does have a nuisance by-law that applies to all on reservation here in Snuneymuxw.

The SFN housing department would like to remind SFN tenants and the SFN community of the Party and Noise clause in SFN ten-ancy agreements. According to section 9.6 and 11.6 of our tenan-cy agreements:

9.6 The Tenant shall not disturb the peace through acts either in or around the Premises, or within the community in general. Where Housing determines, in its sole discretion, acting reasonably, that the Tenant has disturbed the peace, the Tenant shall be in material default under this agreement.

11.6 Proceedings – Disturbing the Peace Where Housing has a reasonable belief that the Tenant was disturbing the peace in and around the Premises; the Tenant shall be notified (Notice of Default) that they are in default.

1. If the Tenant receives three (3) Notices of Default for disturbing the peace within any 12 con-secutive month period this agreement shall be terminated and an Eviction Notice issued, requir-ing the Tenant to remove his or her belongings and vacate the Premises within five days of deliv-ery of the Eviction Notice or by the last day of the month in which the Eviction Notice is issued, whichever is later to occur (the “Eviction Date”).

2. On the Eviction Date, the locks on the Premises will be changed at 3:00 p.m. on the Eviction Date. Any personal effects will be put into storage. The Tenant is responsible for the payment of moving and storage charges. The Tenant will peacefully surrender the Premises.

If there are case(s) of disturbing the peace, please

1. Call the police to make a report. They will check on the incident. 250-754-2345 2. Call the housing department to also make a complaint. 250-740-2300

Disturbing the peace is a breach in our tenancy policy and could lead to default in tenancy if problems persist. SFN would like to keep our community safe for everyone.

Septic Tank Maintenance What are the warning signs of a troubled septic system?

Grass over the system is unusually green & spongy to walk on. Drains in the house are slower to drain them normal. Odors may be no-ticeable Grey or black liquids surface in their yards or in the house. If any of these signs are happening, you need to:

1. Call our SFN maintenance Department ASAP

2. SFN maintenance will call in a contractor to fix the problem

3. expose the septic system lids (the contractor will be waiting for you to expose the lids to your septic system before he does the service call)

Reminder – if what you flush down the pot doesn’t rot – don’t do it!

Some items that will not rot & will eventually cause complete failure of your septic sys-tem such as:

Any kind of fats or grease down your kitchen sink or toilet

Cleaning paint brushes in your laundry tub sink, rinsing out paint related items or using solvents to clean brushes in your sink Reminder – septic systems are not garbage disposals:

Please do not place - disposable diapers, condoms, dental floss, tampons down your toilet And please try and use toilet tissue that is septic friendly – one of the worst toilet tissues for septic tanks is Charmin - because it breaks down at such a slow rate, your septic tank will fill much quicker

If in doubt – don’t pour it out!

Paints, solvents, thinners, nail polish remover Laundry bleaches, toilet bowl cleaners & caustic drain openers can slow the treatment process. Septic systems can not digest oils, grease & fat – oils or greases solidify in pipes & often plug them ( even if you use hot water)

Remember septic systems are not garbage disposals, including disposable diapers, tampons, their holders, condoms, wrappers and many other kinds of refuse plug & impair septic systems.

Solution: Often guests are not familiar with septic systems, post a sign in the bathroom, “if it doesn’t break down, don’t flush it down."

Water conservation- does it matter? You bet, it does! Based on the nature of the system, it takes time for the micro-organisms to work. Therefore, less water in the system allows more time for the system to work. Too much too quickly may cause untreated solid materials to flow into the drainage field, clogging it.

Don’t Wash too many loads of washing in a day. Having a large party? Flushing causes an overflow!

Do not drive cars, machinery or snowmobiles over the septic bed – this compresses & compacts the bed; subjecting it to damage.

Do not water the grass excessively or plant shrubs and trees (especially willow & poplars) This interferes with the soils ability to absorb liquids and break down waste.

Summer, and early fall are the best times to pump out your septic systems the ground will not be frozen and the spring water table has receded. The SFN maintenance department usually checks septic tanks during the summer months.

Remember a septic system pump-out is less than a hundredth the price of an overhaul. So remember, a well maintained septic sys-tem can run for decades. An abused or neglected one can fail tomorrow and cost valuable money.

Mould and Condensation Those of you that have aluminum frame windows know that when it’s cold outside and warm inside – your win-dows condensate and the window frames and bottom portion of the glass get wet. But did you also know that each night, one person can exhale a pound of water while breathing! So if you have four persons in a home, that equals to 4 pounds of water each night going into the air as well as the normal condensation process for win-dows. Over time, these processes can contribute to mould growth on window frames and liners.

How can a homeowner help prevent mould growth on window frames / liners?

When you close your blinds, do not close them tightly and do not drop the blinds all the way to the bottom of the window liner; leave the blinds up slightly to allow for air-flow. For those of you that have curtains / drapes, leave the curtains / drapes up slightly to allow for air-flow. In the winter particularly, when it’s cold outside and warm inside, windows will naturally condensate – take the time to dry each and every window frame; and on a bi-weekly basis, clean the window frames and corners with white vinegar (1 part vinegar to 2 parts water). Leave windows open slightly to allow for additional air-flow.

How can a homeowner help prevent mould growth in a bathroom?

Air-flow in a bathroom is especially important; each week, have a look at your bath fan for dust and if you notice that it looks clogged, vacuum the dust or wipe it off with a soft brush. After baths, showers, if you notice water lying around the bottom edge of the tub, wipe it down with a dry towel. Wood Burning Stoves Wood Burning Stove Safety Tips - Don’t burn your stove too HOT!

Be sure to follow the manufacturers' directions and the local building codes for proper installation, use, and maintenance of your wood-burning stove.

Always start your fire using paper and small pieces of kindling. Never use ac-celerants to start a fire. Things can get out of hand in a hurry!

Be sure that any combustible surface is kept well clear of the wood burning stove – an example would be a couch or chair that is placed too close.

Burn only well-seasoned wood. Green or unseasoned wood burns cooler than well-seasoned wood, and can cause creosote to build up at a much faster rate. Do not burn driftwood as it’s laden with salt and will corrode the linings of your pipes.

Be sure to clean the ashes out of your wood-burning stove on a regular basis. Store the ashes in a covered metal container. Hot coals in discarded ashes can easily ignite grass, leaves, and trees if left uncovered. Keep the ash container at a safe distance away from the house and any other nearby buildings.

Smoke Detectors and Fire Extinguishers

Change the batteries and test each smoke detector unit regularly. If for some reason you have disconnected a smoke detector, hook it back up. This precaution SAVES LIVES! Smoke detectors can be purchased at most hardware, home building, and a variety of retail stores. This is a very inexpensive way to protect you and your family.

Keep a fire extinguisher handy, and make sure that everyone in your household knows how to use it. Keep your fire extinguisher well maintained. If it does not work, it won't do you any good!

Summary of Tips

Have your chimney inspected and cleaned by a certified, insured Chimney Sweep. Never start a fire using an accelerant.

Burn only dry, well-seasoned wood.

Clean out the ashes regularly. Store the ashes in a covered metal container at a safe distance from your house.

Be sure your smoke detectors are in proper working order. Keep a fire extinguisher handy.

Make sure your fire extinguisher is well maintained and that every household member knows how to use it.

Passing of Jeff Penn

City Seeking Proposals for Temporary Outdoor Art

Accepting proposals until November 17, 2015

Summary

The City of Nanaimo is currently seeking proposals for temporary outdoor art for display in public places. All

artists are invited to submit their proposals through "CALL FOR ARTISTS FOR TEMPORARY OUTDOOR ART NO.

1677", which is available on the City's website. The deadline for proposals is November 17, 2015.

Since 2010, the City of Nanaimo has been involved in a dynamic and evolving public art program that enhances

and animates our City’s parks. Each year, outdoor artwork is installed in public places on a temporary basis for

the enjoyment of residents and visitors. The parks essentially become outdoor art galleries and showcase art-

works for a limited period of time.

Strategic Link: Installation of temporary public art furthers the goals of the Cultural Vitality (Creativity, Diversity

and Innovation) pillar of the City's Corporate Strategic Plan, by continuing to support the downtown core as an

Arts District.

Am I eligible to vote in the federal election?

You can vote in this federal election if you:

are a Canadian citizen

are at least 18 years old on election day

can prove your identity and address

Make sure you are registered to vote.

When and where can I vote?

Advance polls will take place Thanksgiving weekend, when people may be away or visiting family. What does

this mean for voting?

The Canada Elections Act (Justice laws website) says that advance polls must be held the 10th, 9th, 8th and 7th

days before election day. As a result, advance polls coincide with Thanksgiving weekend, which runs from Fri-

day, October 9 to Monday, October 12. You can choose how and when to vote:

on election day

on an advance voting day

at an Elections Canada office

by mail

I did not get a voter information card in the mail. What should I do?

Elections Canada sends a voter information card by mail to each registered voter. It should arrive between Sep-

tember 28 and October 2. The voter information card gives the hours and address of your advance polling place,

election day polling place and local Elections Canada office.

If you did not get a voter information card, or if your card has the wrong name or address, follow these steps to

register to vote or update your voter registration.

I live in a hospital or long-term care facility. How do I vote?

Voters who live in hospitals and facilities that provide long-term care may have the extra option of voting at a

mobile polling station in their residence
