Section 1. Executive Summary and Introduction to the 2017 AER 1.1 Summary Report on 2017 This Annual Environmental Report has been prepared for D0038-01, Shanganagh, in County Dublin (DLR), in accordance with the requirements of the wastewater discharge licence for the agglomeration. There are no specified assessments appended to this 2017 AER. The agglomeration is served by a wastewater treatment plant with a Plant Capacity PE of 186,000. The treatment process includes the following:-

Preliminary Treatment (Screening Degritting Grease Removal)

Primary Treatment (Settlement)

Secondary Treatment (Traditional Activated Sludge) The final effluent from the Primary Discharge Point was compliant with the Emission Limit Values in 2017. 2,852,000kg of sludge as dewatered cake and 492,000kg of dried sludge was removed from the wastewater treatment plant in 2017. Sludge was transferred to Biocor Ltd., Carrollstown Estate, Trim, County Meath. The following improvement works were undertaken in 2017:-

Bray Shanganagh Drainage Area Study began in Q4 2017. An Annual Statement of Measures is included in Appendix 7.1.

Other inputs in the form of sludge/leachate are added to the WWTP after the influent monitoring point and are therefore not represented by influent monitoring. Other inputs, where relevant, are detailed in Section 3.6. Significance of results The annual mean hydraulic loading is less than the peak Treatment Plant Capacity as detailed further in Section 3.2 The annual maximum hydraulic loading is less than the peak Treatment Plant Capacity as detailed further in Section 3.2. The annual mean organic loading is less than the Treatment Plant Capacity as detailed further in Section 3.2. The annual maximum organic loading is greater than the Treatment Plant Capacity as detailed further in Section 3.2. The design of the wastewater treatment plant allows for peak values and therefore the peak loads have not impacted on compliance with Emission Limit Values.

The results for coastal monitoring from DCC Laboratory are included in the Appendix 7.2.

The WWTP was compliant with the ELV’s set in the wastewater discharge licence as detailed in Section 2.2.

The discharge from the wastewater treatment plant does not have an observable negative impact on water quality.

The discharge from the waste water treatment plant does not have an observable negative impact on the Water Framework Directive Status.

In terms of bathing water (i.e. Killiney Beach), it is considered that the discharges from Shanaganagh WWTP are not impacting on these waters. The current 2017 bathing water status of these waters is “Good” (Source: Beaches.ie)

3.3 Extent of Agglomeration Summary Report In this section Irish Water is required to report on the amount of urban waste water generated within the agglomeration. It does not include any waste water collected and created in a private system and discharged to water under a Section 4 Licence issued under the Water Pollution Acts 1977 (as amended).

Section 4. Infrastructure Assessments and Programme of Improvements

4.1 Storm water overflow identification and inspection report A comprehensive stormwater overflow identification report was submitted with the 2010 AER. A storm water overflow assessment is not appended to this 2017 AER. The Drainage Area Plan (DAP) for the Shanganagh-Bray agglomeration commenced in Q4 2017 and is due to be completed by 2019. The DAP is an investigation covering hydraulic, environmental, structural, service and operational failure mechanisms within a drainage area. The purpose of the DAP is to use an integrated, risk based approach to assess network performance and to identify and prioritise any interventions needed to ensure compliance with environmental and service objectives.

The DAP will encompass both Storm Water Overflow and network assessments and will therefore comprehensively address the need to carry out separate Storm Water Overflow or Sewer Integrity Assessments at this time. Table 4.1.1 - SWO Identification and Inspection Summary Report

5.1 Toxicity of the Final Effluent Report In the original application for the discharge licence, an estimate of the PE entering the plant from leachate from Ballyogan and Fasseroe landfills of 8,000 PE was made. Wicklow County Council has advised that there is no leachate entering Bray Pump Station from Fasseroe Landfill. RPS Consulting Engineers monitor leachate levels entering the Carrickmines sewer (which leads to the Shanganagh Plant) on a quarterly basis. Analysis of the results of this monitoring has shown that in fact the PE from leachate was grossly overestimated at the time of the application. In fact, the PE figure is very low, less than 10. Consequently, with this low level of leachate entering the plant, there is no need for toxicity testing.

Comment on the Bathing Water Monitoring results: Killiney is classified as achieving Good Water Quality in 2017 based on the assessment of bacteriological results for the period 2014 to 2017. Killiney also had a Good Water Quality rating in 2016 and achieved an Excellent Water Quality rating in 2015 and 2014.
