It is truly a remarkable year for everyone. I commend you for
exerting your talents and efforts in battling the many different
challenges that we had encountered in the year 2019.
Thank you for contributing your time and skills that lead to the
many successes and accomplishments of this office. However, I felt
that we must do more for our district. In the year to come, I am
challenging everyone of you to put the gears of quality work and
unselfish service towards the collective achievement of our goals and objectives.Continue to stay true to
your commitment to the government, in faithfully discharging the best of your abilitiesfor the people
you serve.

GM’s Message
Congratulations on your accomplishments in CY 2019!
It has been a tough year for all of us but I am glad we
endured it through hard work and determination. I applaud all of
the efforts placed during times of trial, knowing that we gave our
relentless commitment and energy 24/7 in beating the odds.
For the succeeding year, may we continue to deliver more to public service, giving priorities to
projects that will convey our mandates. May we always strive to do more and be more, to always stay
positive and believe that goals can be achieved if we persist on it.
I am eager to see on what success awaits us in 2020. Thank you for the support and valuable
contribution in 2019!

Office of the Board of Directors
The Board of Directors are the policy making
body of Tandag City Water District. They are the ones
who collectively direct the company’s affair. Though
each of them brought different professional expertise,
knowledge and experience on the table, all of them
are working together towards the achievement of the
district’s vision and mission.
In FY 2019, the Board of Directors had
approved and implemented thirty seven (37) Board
Resolutions. While most of them were bank
transactions related, some were for human resource
actions and water safety and development plan.
The board also never forget to show their
humanitarian ways. By doing an act of kindness, they
approved to give a donation to other water district
who became victims of the 6.6 magnitude earthquake
that hit Southern and Central Mindanao last October
2019.
Also, they had formulated several resolutions
that support the present administration. One of which
is the strong implementation of a Drug Free
Workplace Program. Said program started off with the
conduct of a mandatory random drug testing of TCWD officials and employees, pursuant to the Civil
Service Commission Memorandum Circular No. 13, S. 2017.
The board isn’t just mere formulations of policies and resolutions. They also have to ensure that
expertise and knowledge are being updated from time to time to suit the changing demands of the
society. Hence, they have attended several forums, conventions and seminars like Basic Policy Makers
Seminar, Philippine Association of Water District Convention and Convergence, Forum on LWUA’s
Financing Policies, Non-Revenue Water Seminar, Mindanao Association of Water Districts Forum, and
the like.

The change in management brought big positive
changes in TCWD. First, an Executive Committee was
formed as an executive body who ensure that rules and
regulations are consistent with the standards of the
government. The establishment of four separate new
units, namely, the (1) Records Unit, (2) Procurement Unit,
(3) General Services Unit, and (4) IT and Networking Unit,
was also made to match the current needs of the GOCC.
Corporate social responsibility was also built-up
in FY 2019. The management began supporting the Blood
Donation Program of the Department of Health and
Coastal Clean-Up Programs of LGU-Tandag. Care for
water meters and Brigada Eskwela programs were also
continued to provide a constructive social value to our
consumers.
Strengthening of ties between employees and
other local water districts was also adhered. The TCWD
joined the MAWD Sportsfest in Cagayan de Oro and
SURWADA Sportsfest in Hinatuan, Surigao del Sur where
we polished as overall champion in the competition.
Family Day activity was also initiated pursuant to CSC
Announcement No. 53, S. 2019 to cultivate our employee
as one TCWD family and push their limits to soar higher.
Several water development projects were also
implemented to provide water security to our consumers
especially during the long dry season. To top it off, the
management had started the construction/installation of
a sump tank with booster pump house at Brgy. Telaje in
order to boost the existing water supply of the elevated
areas in the locality.

Aside from the routinary document
preparations like Transmittals, Memorandas,
Office Orders, Certifications, Travel Orders,
Itineraries and Liquidations of Travel, the OGM
also prepared and assisted in several report
preparations like the Annual Report,
Bacteriological Test Report, Water District Profile
Report, Project Accomplishment Report, Water
Source Data Report, Quarterly Performance
Monitoring Report, Philippine Ground Database
Bank Updating, Annual Procurement Plan and
Freedom of Information Reports. Manuals like
Operations Manual and People’s Freedom of
Information Manual were also prepared in this unit
as with Memorandum of Agreements between
agencies, and Gender and Development Survey
Forms.
Although there were challenging times,
where calamities and unforeseen events poke our
office, the management was able to overcome it
by minimizing the impact of uncertainty and
handling it with utmost dedication to public service.

Procurement Unit
As a general rule, all procurement should be done through Competitive Bidding. However, RA 9184 & its IRR provided conditions that Procuring Entity may resort to alternative methods of procurement in order for the district to promote efficiency. In all cases, the Head of the Procuring Entity will ensure that what it procure is of the most advantage to the district.
The district being a GOCC has a threshold of 1,000,000.00. Procurements or projects equivalent or above the threshold are subject for public bidding. Procurements with less than 50,000.00, the district will conduct the bidding through distribution of request for quotation. But above 50,000.00 and below 1M, the BAC will post the requirements to PhilGEPS to up to 7 days.
In FY 2019, the BAC processed and issued 358 Resolution to Award, and Resolution for Alternative Mode of Procurement through Small Value Procurement is 310, Agency to Agency is 6, Shopping is 28 and Direct Contracting is 14.
The BAC and TWG facilitated the public bidding for the following:
1. Supply, Delivery, Installation, Testing and Commissioning of Brand New Continuous Diesel
Generating Set, 150 KVA, 440v, 3 Phase with Complete Accessories with an ABC of Php
1,709,798.00. Three suppliers from 3 Aces Trading, Fil-Power Group & Marketing Corporation and
Dard’s Heavy Equipment purchased the bidding documents. It was awarded to Fil-Power Group
& Marketing with the bid price of One Million Four Hundred Fifty Thousand Pesos
(Php1,450,000.00).
2. Supply, Delivery, Installation, Testing and Commissioning of One (1) Unit 100KVA Prime Rating
Generator Set, Single Phase 230v, Diesel with Manual Transfer Switch, 250AT, 230 Volts. Four
suppliers participated with the bidding process, they are from Fil-Generators & Services Co., Fil-
Power Group & Marketing Corporation, Scanner Marketing, and Licht Industrial Corporation.
The winning bidder is from Fil-Power Group & Marketing.
3. Supply and Delivery of One Lot Water Distribution Analysis and Design Software. The bid price is
Two Million Three Hundred Ninety Nine Thousand Forty Pesos (Php 2,399,040.00) and was
awarded to the lone bidder, BSPH Marketing. This project is envisioned to provide an easy-to-
use environment for the district to analyze, design, and optimize water distribution system.
4. One (1) Unit Exploratory/ Productive Drilling at Brgy. Pangi, Tandag City with an ABC of One
Million Four Hundred Ninety Thousand Five Hundred Eighty Four and 50/100 Only
(1,490,584.50). This project is expected to augment the current water sources of the district.
Also, the TCWD Bids and Awards Committee and the Technical Working Group assisted Madrid
Water District in facilitating the public bidding for the following projects:

1. Supply and Delivery of Unplasterized Polyvinyl Chloride (uPVC) with an ABC of Php 1,388,497.69.
It was participated by four bidders from Moldex Products, Inc., Techno Trade Resources, Inc., GS
Ferrolino Construction & Supply and Jhaycor Industries, Inc. but Moldex was declared with the
lowest and responsive calculated bid price of 1,227,560.95.
2. Supply, Construct, Installation and Commissioning of 100 Cubic Meters Elevated Steel Tank with
an ABC OF Php 3,961,737.56. The bidding was participated by two bidders from Zeart
Construction & Supply and ADSE Enterprises & Construction Supply, both from Butuan City,
Agusan del Norte. The BAC & TWG awarded the contract to ADSE Enterprises because Zeart
failed to declare their existing/on-going projects.
The Procurement Unit also processed 647 Purchase Request, 738 Request for Quotations, 359
Abstract of Bidding, issued 507 Notice of Award and awarded 365 Purchase Order.
Records Unit
In order to revise and improve the existing
records system of TCWD, an establishment of a Records Unit was made. This unit is responsible for the proper routing of incoming and outgoing documents in the district. It is also responsible for the creation and storage of the district’s recorded information and likewise, in-charge in the retrieving and disposing of records. Records can be in paper.
During the year, attachment of routing slips to
documents was strictly imposed in order to track
documents effectively. An electronic filing of documents
was also carried out this year as well as the
implementation of a record logbook system wherein
records for all incoming and outgoing documents will be
coded and recorded in a logbook. The table below shows
the total logged documents for CY 2019.

Human Resource Management Unit
To be able to efficiently run an organization, competent and able workforce must be highly
maintained in order to cope with the changing demands of the society. In FY 2019, this unit focused on
human resource development, making sure that every employee got the necessary tools and trainings
needed for growth.

General Services Unit
The General Services Unit is a new unit created in 2019. This unit is in-charge in the cleanliness,
sanitation and security in the workplace.
IT and Networking Unit
The IT and Networking Unit is responsible in maintaining the computer hardware, software and
network interface of the office. Hence, this unit had overseen user access to the network, maintained a
back-up file for all users, and had troubleshot and repaired several IT equipment over the year 2019.
In addition, this unit was also tasked to prepare the billing invoices of consumers and service
connection reports monthly.
Property and Supplies Unit
The Property and Supplies Unit is responsible for administering and managing the proper
accounting, utilization, maintenance and disposing of all TCWD property, plant and equipment.
By the end of FY 2019, the Property and Supplies Unit had issued 3,490 Store Requisition Slip
and 170 Inspection Reports. Aside from that, this unit had prepared and submitted the Monthly Fuel
Consumption Report, Annual Procurement Plan for Common Supplies and Agency Procurement
Requests to the Department of Budget and Management.
Moreover, physical inventory of all TCWD Property, Plant and Equipment is being conducted
annually in order to ensure the integrity of property custodianship and confirm the existence of
property that may serve as basis in the preparation of accounting reports.

Cash Management Unit
Cash Management requires a practical approach and a strong base to determine the
requirement of cash by the organization to meet its daily expenses. Our management needs to ensure
that there is adequate cash to meet the current obligations while making sure that there are no idle
funds. Hence, TCWD have formalized process for collecting accounts receivable as well as strategies for
spotting potential cash flow issues and addressing them before they become detrimental to the
business.

Accounting and Finance Unit
The Accounting and Finance Unit of Tandag City Water District continues its function as the internal
auditor and the stewards of maintaining the finances, budget and adherence to the rules and
regulations of the state. We will continue to make more research regarding how to properly dispose of
government funds and to execute it properly. It is not easy but doable. The following were the
accomplishments of our unit for the year 2019, to wit:
1. All of the payments made were properly secured with the BUDGET UTILIZATION REQUEST AND
STATUS (BURS). We started to use the BUR since 2018 but was fully accomplished and utilized in
the year 2019. This will make the District’s Division Managers more aware of the utilization of
the budget.
2. All of the BURS were recorded at the REGISTRY OF BUDGET UTILIZATION AND DISBURSEMENTS
(RBUD). This is the report that will determine the totality of Budget that has been utilized and
paid. This report also shows the remaining unpaid obligations during the period.
3. Any adjustments to the BURS like refund of cash advance, erroneous BURS and the like were
properly secured with the NOTICE OF BUDGET UTILIZATION REQUEST AND STATUS AND
ADJUSTMENTS (NBURSA).
4. We also implemented the ORDER OF PAYMENT (OP) for collections like sale of bidding
documents, refund of excess cash advance, refund of audit disallowances and other collections
other than consumers’ payment.
5. In every Disbursement we attached a CHECKLIST, a checklist of supporting documents, to ensure
that the payments are in accordance with the rules and regulations.
6. Almost all the monthly, quarterly and annual financial reports were properly submitted. But,
there were times that delay may occur because of some unseen factors but eventually we
submitted those reports.
7. We implemented the use of the new format of the DIBURSEMENT VOUCHERS wherein the
Division Managers should sign on the Box A to certify payment is necessary, lawful and incurred
under his/her direct supervision.
8. Our unit also implemented the proper use of the BUDGET UTILIZATION REQUEST AND STATUS.
We obligate the transaction only if there is a perfected contract or purchase orders.
9. We adopted since 2017 the COA Circular 2017-004 dated December 13, 2017 regarding the
guidelines on the preparation financial statements and other financial reports and
implementation of the Philippine Financial Reporting Standards by Government Corporations

classified as Government Business Enterprise and Philippine Public Sector Accounting Standards
by Non-government Business Enterprises.
10. PROPERTY, PLANT AND EQUIPMENT LEDGER CARD (PPELC) had been prepared to properly
record the purchased, maintenance and depreciation of all of District’s PPE’s. In the past, there
was no physical record regarding the PPE’s of the District. So, in maintaining PPELC this might
help in the material problem of the District.
11. All our accounting entries were properly supported by JOURNAL ENTRY VOUCHERS.
12. Our unit prepared and conducted the establishment of GENDER AND DEVELOPMENT
DATABASE. We created the GAD survey form for organizational focus and conducted the survey
to all the employees of the District. With the results were in, we made an analysis and created
the DISTRICT’S GAD SEX DISAGGREGATED DATA FOR 2019.
13. We also implemented the use of REPORT OF DISBURSEMENTas the proper document in
liquidating special cash advances other cash advances for travel.
Our unit will continue to improve our function and conduct more research and training for year
2020 and thereafter.
On the other hand, in the period of 6 years, the District’s net income has generated a total of P
94,856,692.40 with an average net income per year of P15,809,448.73.

Billing and Commercial Unit
The Billing and Commercial Unit is in-charge in maintaining accurate and updated customer
service records. It is also in-charge in following-up delinquent accounts and enhancing collection
efficiency as well as enforcing utility rules and regulations on billing, delinquencies and adjustments.
Thus, a total of 408 demand letters were sent to consumers with overdue accounts in FY 2019.
This unit also receives and processes several service application requests such as applications
and walk-in seminars for new service connections, and disconnection and reconnection of water
services.
As a public utility, this unit endeavors to efficiently deliver its frontline services, tending to
customer requests and complaints, like the transfer or repositioning or replacement of water meters,
change of account details, and giving assistance as to the billing details of the payment process.
Reading of water consumption, reclassification of service lines, investigation of high water
consumption, marketing, and the formulation of programs on consumer relations were also conducted
by this unit on a routinely basis.
Anniversary Promo and Information and Education Campaign (IEC) during Barangay General
Assemblies was part of the marketing strategies which was implemented by this unit.
As of December 2019, out of the 10,633 total service connections, 9,367 of it were active and
1,266 were inactive.

Nonetheless, this unit had participated and supported several projects, activities and programs
of the district such as but not limited to the Gender and Development (GAD) Survey for consumers,
Clean-Up for Water Meter Drive, Coastal Clean-Up, World Water Day Celebration, SURWADA General
Assembly and Forum.

The Construction and Planning Unit is responsible in overseeing the planning, design and construction of a project from its beginning to end. Transmission and Distribution Lines Unit
Economic development also means
alleviation of our services to efficiently serve safe
and clean water across Tandag City. The
transmission and Distribution Lines Unit has laid
3,671 meters pipelines across the 15 barangays of
Tandag City where TCWD has an active service and
various gate valves has been repaired and replaced
throughout the year.
Maintenance of Services Unit
The Maintenance of Services Unit is in-charge in the overall maintenance of service lines of the
district. Customer complaints regarding service lines are directly forwarded by the Customers Desk to
this unit for immediate action.
As of December 31, 2019, the following are the list of the service request completed by this unit,

Production Unit
The rise of economic development in Tandag City
turns to be directly proportional to the demand of water
supply that the district should produce. In turn, the
Tandag City Water District has faced different dilemmas
for the year 2019. Periodically, the water quality and
production unit has done many activities thrust for the
improvement of our water supply systems aross the city.
It was on the last quarter of the year when some
pumping stations was not operational due to major
problems, but on the month of October, a rehabilitation
of Awasian Pumping Station 1 and cleaning of collection
well by air lift was done for its maintenance while
rehabilitation of Quezon Pumping Station 2 and cleaning
of collection well through air lifting was completed to
increase the recharge of the well and supply an ample
amount of water and rehabilitation of the first chamber
of Awasian Aeration facility for maintenance was done
through.
For the month of November, pull-out of 5Hp
submersible pump at BuenavistaPumping Station due to
damage motor was concluded and on the same month,
a repair and maintenance of 5hp at Pumping Station
Buenavista was also concluded for maintenance
purposes.
On December, replacement of new butterfly gate valve at Ihawan Spring source transmission
line and installation of new submersible motor 5hp at Pumping Station Buenavista was completed for
maintenance and preparation for the rainy season.

Watershed Management Unit
The Watershed Management Unit is
responsible in the stewardship of the 786 hectares
of land area, known as the Ihawan Spring
Community Watershed, at Brgy. Awasian, Tandag
City.
Duty-bounded in maintaining the health
and integrity of the watershed as source of
domestic water, the watershed team regularly
monitors the area through constant foot patrol,
thereby, minimizing illegal logging activities.
Effective in guarding the said area, the unit had
tallied only one (1) illegal cutting act in FY 2019.
This unit also facilitated the World Water
Day activity last March 22, 2019. Being advocates
of environmental protection, the unit conducted a
tree planting activity as well as cleaning of the
creeks and dams located at Ihawan Spring
Community Watershed, Brgy. Awasian, Tandag
City, for a sustainable management of the water
resources.
Nevertheless, the continued Reforestration
and Regreening Program were maintained by this
unit. The plant nursery was sufficiently cared for as
seedlings were well-nurtured and well-cultivated.
