FOREWORD

The Annual Administration Reports (AARs) published every year highlights

various aspects of forestry working. The report for the year 2010-11 also

comprises updated statistics of the Forest area, its management and

exploitation, the targets and achievements under Annual Development Plan,

Minor Forest Produce collection, financial aspects of forestry activities and

organizational set up of the State Forest Department. The series of Annual

Administration Reports provide insight into functioning of the department

and details of evolution of various programmes of department.

I am sure this report highlights the initiatives taken in recent year in the field

of wildlife conservations. Joint forest management and agro forestry

including quality seedling production. These initiatives would be interesting

records for dissemination and posterity.

CHAPTER - II

CONSTITUTION OF FORESTS

1. FOREST AREA

The area under forest at the end of the year 2010-2011 i.e. 31

st March 2010 was 19145.83 Sq. km.

which constitutes about 9.77 % of the total geographical area (196024 Sq. km) of the State.The forestry

working is covered by six territorial circles, four social forestry circles, two wildlife circles and one Marine

National Park. The forest area is spread over ten forestry circles. The SF circle Ahmedabad also has

territorial forest areas. Two territorial cirlces viz Kachchh and Gandhinagar also control social forestry area.

The autonomous institution GEER Foundation also manages one wildlife sanctuary that has reserved forest

as well as protected forest. The foundation also has protected forest in a nature park. (Statement-1)

Out of an area of 18669.85 km. of length along road side, canal banks and railway side an area of

14616.60 km is declared as protected forest, 843.20 km is reserved forest and 3210.05 km is

unclassed forest. (Statement-1 A)

3. Settlement of Forest Areas

At the beginning of the year, an area of 6350.34 Sq.km. was on hand for settlement. During the year

2010-2011, the settlement was carried out in an area of 6.53 Sq.km. (Statement -2)

4. Demarcation

During the Year 2010-2011, total length of the demarcated boundaries where boundary marks have

been created was 20340.34 km. but of which boundary marks in 10532.20 km. were repaired and

the marks in 9465.30 km. were not repaired and boundary marks in 342.84 km. ( length) were

demarcated during the year under report. Total 4090.89 km. boundary remained to be demarcated at

the close of the year and only 693.42 km. of boundary did not require demarcation. Therefore the

total length of the boundary at the close of the year remained 25124.65 km. . (Statement -3)

5. Survey of Forest Areas

During the year 2010-2011, there was no area surveyed by the Survey of India. The area of 9871.14

Sq.km remained to be surveyed. (Statement -4)

CHAPTER - III

FOREST MANAGEMENT AND EXPLOITATION

1. FOREST MANAGEMENT AND REGULATION

During the year area under sanctioned working plan was 14777.73 sq.km., area required in working

plan was 354.77 sq.km. and the area for which the plan is under preparation is 2296.03 sq.km.

Therefor the total area covered or to be covered under working plan was 17073.76 sq.km. Which is

about 85.45 % of the total forest area of the state. (Statement : 5 )

2. FOREST COUPS WORKING.

During the year in all 159 forest coupes were harvested, out of which 55 coupes were allotted to

Forest Labourers’ Cooperative Societies for harvesting and remaining 104 coupes were harvested

departmentally.

3. ROADS AND BUILDINGS

The expenditure incurred on forest roads and buildings during the year 2010-2011 is as under.

During the year 2010-2011 there were total 51 incidences of attack on the forest officers/ staff, in

which , 2 RFO, 2 Foresters and 24 Beat Guard were injured, while performing their protection

duties.27 Mobile squads of various circles booked 239 offences, in which 17.845 lakh worth forest

produce was seized.

Out of the 7603 cases disposed off during the year, 6296 cases were compounded departmentally,

while 82 cases were disposed off by the court. Out of these 109 cases 82 cases resulted in acquittal

and 27 cases resulted in conviction. 4541 cases were pending in various courts at the end of the year.

6. DAMAGE CAUSED TO FOREST BY FIRE

The forest area measuring 19144.34 Sq.km. of forest and 19145.83 Km. of length under Road side,

Canal Bank and Railway side were covered by fire protection measures. During the year there was

7515instances of fire. An expenditure of Rs. 209.90 lakh was incurred towards fire protection

measures during the year. (Statement – 6 & 7 )

8. SALE OF KHAIR TREES TO KATHA FACTORIES.

As per the Government of Gujarat, Forest and Environment Department resolution

No.VPS/20102007/318/W, dtd.30/9/09 the allotment of Khair to the Katha factories on Royalty

basis, has been stopped with effect from date 31/3/2009. Hence no khair trees have been allotted to

any of the Katha factories on royalty basis during the year 2009-2010.

9. SALE OF BAMBOOS LOPS & TOPS TO INDUSTRIES.

The J.K. Paper Ltd has been allotted bamboos laps and tops on the royalty basis as per the following

details.

12. OUTTURN OF TIMBER & MINOR FOREST PRODUCES

During 2010-2011 the out-turn of timber was 18662.32 CMT with sale value of Rs.2141.98 lakh and

of fuelwood was 79079.46. MT with the sale value of Rs. 1898.25 lakh. Minor Forest Produce

worth Rs. 951.76 lakh was collected by GSFDC during the year, and the Minor forest produce worth

160.77 lakh was collected by the Forest Department. (Statement-11&12)

13. WAGHAI SAW MILL

In the forest division of South Dangs at Waghai, there is a sawmill owned by the Department.

Defective and non-usable logs are sawn at this mill. During the year 2010-2011, the mill had

produced sawn material as under.

15. JOINT FOREST MANAGEMENT

Govt. of Gujarat has initiated Joint Forest Management (JFM) programme in the State in the year

1991 for the rehabilitation of degraded forests. This new concept was initially introduced in

Bharuch, Surat, Vadodara and Panchmahal districts and thereafter it has been extended to

Sabarkantha, Valsad, Banaskantha and Gandhinagar district. Govt. of Gujarat F & E Deptt. GR

JFM/201005-191-G Dt.17-12-2005 , the JFM activities are extended even on good forest area i.e

above 0.4 density area with a specific condition of net profit showing between Government and

JFM @ 80:20 ratio in place of 50 : 50 as it specified for areas below 0.4 density.

With the JFM approach, has resulted in improved in tree cover in many forest areas. This has been

further confirmed through the studies carried out by the GEER Foundation on the basis of satellite

imaginaries and ground trusting in 2010 villages in Sabarkantha Forest Division and two villages in

Vyara Forest Division.

To support the JFM villages, the much needed development works are carried out by availing funds

from other sources. These activities are popularly known as Entry Point Programme / Activities.

There has been significant progress in the field of JFM in recent times with total No. of 3205 JFMC

have been formed, out of which 1890 have been registered. The progress of Joint Forest

Management in Gujarat State is shown in statement 9.

CHAPTER - IV

TARGET AND ACHIEVEMENTS UNDER ANNUAL DEVELOPMENT PLAN

The total outlay for the Annual Development Plan 2010-2011 was Rs. 41200.00 lakh. As against this

outlay, the total expenditure for the year was Rs. 38958.96 lakh, which works out to 90.05 % of the total

plan outlay of the Forest Department which is 1.42 % of the total State outlay. The expenditure under Tribal

Area Sub-Plan was Rs. 14416.95 lakh

For the review purpose, all plan schemes of the Forest Department are clubbed into 18 schemes. The

scheme wise details of the progress during the year are given below.

1. DIRECTIONS AND ADMINISTRATION

During the year 2010-11, Rs. 566.00 lakh has been incurred as against the outlay of Rs. 560.13.

lakh for continuation of staff and fire protection work contd.

2. STATISTICS

During the year 2010-2011, Rs. 89.67 lakh has been incurred as against the outlay of Rs.88.91 lakh

for continuation of staff and purchase of equipments etc, for the collection of data and preparation of

statistics.

3. COMMUNICATION AND BUILDINGS

The schemes included under this group are (1) Development of Communication and (2)

Construction of Buildings. The total outlay provided was Rs.315.00 lakh and the expenditure was Rs. 315.00

lakh, which includes construction and maintenance of roads/causeway and construction of staff quarters/

seed store and maintenance of buildings.

4. CONSTRUCTION OF ARANYA BHAVAN

The total outlay provided was Rs. 50.00 lakh and the expenditure was Rs. 50.00 lakh during the

year 2010-2011.

5. PLANTATION SCHEMES UNDERD & M WING IN THE FORESTS :

5.1 FOREST CONSERVATION AND DEVELOPMENT :

The following schemes are included in this group.

(1) Soil and Moisture Conservation

(2) Afforestation in Degraded Forest Areas (Merged in Sch. No. 1)

(3) People’s participation in the regeneration of degraded areas through protection of coppice

growth (Merged)

(4) Development of Silvi pasture (Merged)

(5) Fuelwood & small timber plantation (Merged)

(6) Teak, Khair & Bamboo plantation

(7) Development of reserved and non-reserved vidis

The total expenditure incurred under this group was Rs. 4772.00 lakh for maintenance of old

plantation against the total outlay for above schemes of Rs. 4768.00 lakh provided during the year.

6. PLANTATION SCHEMES UNDER SOCIAL FORESTRY WING.

6.1 COMMUNITY FORESTRY PROJECT:

The following schemes were previously under implementation under this group.

1. Community Forestry Project (CFP)

2. Development of fore shore plantation

3. Promotion of non conventional energy saving device (Merged)

4. Fruit tree plantation through farmers participation (Merged)

5. Fruit tree plantation through landless labourers participation (Merged)

6. Fruit tree plantation under SCP (Merged)

7. Green Guards Schemes.

Plantation along the roadside, canal banks, village woodlots and raising of seedlings for public

distribution are generally included in the scheme (CFP). Under this scheme provision of Rs. 6744.00 lakh

was made for undertaking advance works of plantation of 8296 ha. and 408.00 lakh seedling distribution and

old plantation maintenance works. As against this, expenditure incurred was Rs. 6744.00 lakh during the

year for achieving the targets.

7. SCHEMES OF TRO WING AND GEER FOUNDATION :

EDUCATION EXTENSION AND TRAINING.

The following schemes were implemented under this group :

(1) Training of staff

(2) Forestry publicity

(3) Forest research

(4) Preparation of Micro-plan (Merged)

(5) Mangrove forest research centre (Merged)

(6) Wildlife education, Interpretation and Training

(7) Scheme for Forest Environment

(8) Exploratory survey, Preparation of Data Bank and Bio-Diversity Conservation.

(9) Forest cover density map remote sensing (Merged)

The total outlay provided for the above scheme was Rs. 1585.00 lakh in the year. The expenditure

incurred was Rs1573.00 lakh for establishment, purchase and maintenance of office equipments, training to

staff, forest publicity, maintenance of research plots and vehicles, preparation of micro plans and research

works and organizing education shibirs etc.

8. SCHEMES UNDER WL WING :

PRESERVATION OF WILDLIFE

8.1. The following schemes were implemented under this group. The total provision made for the year

was Rs. 3825.00 lakh. Against this, the total expenditure was 3761.92 lakh for establishment, purchase of

medicines & food for wild animals and other developmental works. The scheme wise details are as under

1. Management of sanctuaries & National parks.

2. Development of wild life out side forest area

3. Development of Zoological wildlife & Natural Park.

4. Development of Nature park at Indroda

5. Scheme for Minimizing and preventing depredation by wild life to human life and property.

9. OTHER SCHEMES

The schemes mentioned below pertaining to tribal welfare and forest development and management

are included in this group.

10. COMPENSATORY AFFORESTATION SCHEME

The total outlay provided under the scheme of compensatory afforestation (a) to regularize

unauthorised cultivation and (b) for user agency was Rs. 1007.00 lakh, while the expenditure was Rs.

1004.12 lakh for 1457 ha. and maintenance, establishment and other related works.

11. SPECIAL AREA PROGRAMME ( DANGS)

The outlay provided for the above schemes was Rs.550.00 lakh and the expenditure incurred or the

schemes was Rs. 545.90.

12. TWELTH FINANCE COMMISSION

The outlay provided for the above schemes was Rs. 1044.34 lakh and the expenditure incurred for

the schemes was Rs. 1034.17.

13. SPECIAL COMPONENT PLAN

The total outlay provided for the above schemes was Rs. 1800.00 lakh and the expenditure incurred

was Rs. 1803.87 lakh.

14. EARMARKED FOR TASP

The provision of 165.00 was made for this scheme and expenditure incurred the year

2010-2011.

15. SECRETARIAT ECONOMIC SERVICES

The provision of Rs. 32.00 lakh was made for this scheme and Rs. 31.92 expenditure incurred

during the year 2010-2011.

16. GFDP ( JBIC Japan)-

The total outlay provided under GFDPs scheme was Rs. 19893.84 lakh with the target of

maintenance and staff continuation. At the end of year the expenditure was Rs. 19058.44 lakh with the

maintenance and staff continuation during the year.

17. DANTIWADA RIVER VALLEY PROJECT.

The provision of Rs. 95.00 lakh was made for this scheme and Rs.45.00 lakh expenditure incurred

during the year 2010-2011.

18. 20-POINT PROGRAMME

There are two afforestation programmes being implemented by the Forest Department under this

group.

1. Point No.52 (A) Area covered under plantation in /out side forest areas.

2. Point No.52 (B) Seedling distribution to public

The target allotted by GOI under Point No. 52(A) was 125000 ha of land to be planted. The

achievement against the target was 128255.53 ha. i.e, 102.60 %..

Under the Point No. 52 (B) 812.50 lakh target seedling plantation for the year 2010.-2011. Against

this, the achievement was 2244.33 lakh which is about 276.23 % of the annual target.

19. MONITORING OF PLANTATION PROGRAMME

Tree planting being major activity of the Integrated Forestry Development Project (IFDP),the

monitoring and evaluation of this plantation programme has been regularly taken up by the Monitoring &

Evaluation cell of the State Forest Department on an annual basis. The results of the study are given below.

MONITORING SURVEY :

Out of total 100127 ha. Of plantation raised under GFDP, 7349 ha. of plantations were sampled out

for monitoring which shows that 7.70% of area was monitored and covered under the study. Samples were

selected from the list of modelwise, sitewise and yearwise plantations.

1. VALUE OF THE FOREST PRODUCTS

The total value of the Forest products (major & minor) for the year 2010-2011 was worked out as

Rs. 5677.46 lakh. The percentage distribution of total value by items of forest produce is as under.

3. TOTAL REVENUE & EXPENDITURE

The total revenue received under different budget heads during the year was Rs 4606.37 lakh.

Whereas the total expenditure of the Forest Department during the year 2010-2011 was Rs. 62874.02 lakh,

which constitutes Rs. 39739.29 lakh as plan expenditure & Rs.23131.66 lakh as non-plan expenditure.

4. OUTSTANDING RECOVERIES

The outstanding recoveries of the Forest circles at the beginning of year 2010-2011 were Rs.483.66

lakh and Rs 633.24 lakh remaining at the end of the year. (Statement – 14)

CHAPTER - VI

SOCIAL FORESTRY

Gujarat is a forest poor state. Approximately 2010% geographical area of the state is legally

designated as forests. The forests are irregularly distributed and confined mainly to the eastern and

southern district of the state. The situation is aggravated by absence of tree cover from about half of the

area. On the other hand, the climate and rainfall of state are quite varied. Agro-climatically the state is

divided in to 8 agro-climate Zones. The rains are undependable and drought arte quite common (about

35% of the area is chronically affected). Fodder becomes scare during years and the state has to transport

large quantites of fodder from far-off places to save the cattle from starvation. Promotion of tree planting

on non-forest lands has been considered to be the only answer to improve the situation in the state. The

Gujarat Forest Department, therefore, put forth a Social Forestry Programme for planting trees on all types

of vacant lands. Under this programme, tree planting is carried out on the following categories of lands :

(A) GOVERNMENT LAND : 1. Strip lands (along roadside, railway side and canal banks) 2. Government

wastelands. 3. Degraded forest lands. 4. vacant lands belonging to other Govt. Depts.

(B) SEMI- GOVERNMENT LAND : 1. Gaucher lands (Village Panchayat grazing lands) 2. Corporation

land and belonging to other Semi-Govt. Institute (C) PRIVATATE LAND : 1. Private lands of

individuals 2. Degraded farm lands.

During the year 2010-11 the following achievements have been made under the programme of

Social Forestry.

1. STRIP PLANTATION

Strip plantation are created on the vacant land of NHW, SHW, MDR, ODR, V.R. and canal Bank

and Railway side. No. of 1600 plants per ha. are to be planted. During the year 467 ha. of land covered

under this model.

2. GRAM VAN (IRRIGATED)

Gram Van (Irrigated) are created on village Gaucher land, 1666 seedling per hectare are to be

planted on block. During the year 427 ha. of land was covered under this model.

3. GRAM VAN (RAIN FED)

Gram Van (Rain fed) plantation are created on village Gaucher land. No. of 1600 plants per

hectare are to be planted. During the year 1771 ha. of land was covered under this model.

4. ENVIRONMENTAL PLANTATION (E)

Air and Noise pollution near the human habitation created environmental problems. It is therefore

necessary, that all the vacant lands in and around cities belonging to Corporations, Municipalities,

Government’s Panchayat’s, School’s, college’s and other Institutions and also near tourist and religious

places are brought under tree cover as far as possible. About 1111 seedlings per ha. are to be planted under

this model at a definite spacing (5m x 5m). During the year 488 ha. of area was covered under this model.

5. FARM FORESTRY (FF)

Land holdings of small and marginal farmers and those of farmers belonging to scheduled tribes

and scheduled castes, which are economically unsuitable for raising agriculture crops are covered under

this model to supplement their income by starting an activity which can give them quick returns. Under

this model, suitable trees including those of fruit are planted in the lands owned by these categories of

farmers. Planting is along the field boundary, or lines so as to creates assets for the farmers. During the

year under review 5290 ha. area was covered under this model.

6. DRIP IRRIGATION (D)

Drip Irrigation plantation are created in village Gaucher land and Barren Hillocks land. No. of 1350

plants per hectare are to be planted. During the year 320 ha. of land was covered under this model.

7. VAN – MAHOTSAV

Under this programme, during the year 2010-11 about 2201.11 lakh seedlings & seeds have been

distributed to industries, educational institutions, Government/Semi-Government agencies, farmers, religious

institutions and individuals through farm forestry.

8. SCHOOL-KISAN NURSERYY (D.C.P.)

Seedling of various species are raise by the beneficiaries under this scheme. Technical guidance and

training is provide to the beneficiaries by staff of Forest department. During the year about 47.50 lakh

seedlings were raised and distributed under this scheme.

9. SPECIAL COMPONENT PLAN

Five model viz (1) Rehabilitation of degraded farm land (RDFL) (2) MODEL-E (3) MODEL-E

Ashramshala (4) Kissan nursery and (5) Fruit tree plantation (FTP) are implemented under this programme.

These schemes include beneficiaries of small & marginal farmers belonging to scheduled caste. During the

year the achievements under the schemes are as under.

(1) Under Rehabilitation of degraded farm land (RDFL) 1144 ha. of was covered

(2) Under Model-E Environment plantation 613 ha. of was covered

(3) Under MODEL-E Ashramshala plantation 125 ha. of was covered

(4) In Kisan Nursery, 330.53 lakh Seedling were raised and distributed.

(5) Under Fruit tree plantation (FTP) 0.85 lakh fruit trees (seedlings) were distributed.

Important Events :

(1) Honbl vice President graces the Gir Forest

The Honorable Vice President of India Shri Hamid Ansari along with his wife Mrs. Salam Ansari

visited the Asiatic lion in their habitat at the sinh Sadan Forest Gust House on 8th

January’2012.

(2) Handheld PDA’s to strengthen the Forest Protection:

GFD is in the process of getting a GIS integrated MIS through its TSP* M/s GIPL. With the

help of GPS enabled smart phones, the location of forest protection related events, like forest

offences, fires, encroachment, man-animal conflict, animal injury and the planned works, can be

authored in real time by the front line staff themselves. This added functionality will increase

managerial intervention efficiency of the senior management and will provide the necessary edge to

the frontline staff in real time.

The areas to be patrolled or covered under surveillance on a day to day basis are decided at

the Range and subordinate levels for the Beat Guards and Foresters. The senior officers do not have

any overall picture of the area being covered ( and area not being covered) under patrolling and

surveillance over any given time period. Therefore, senior officers are unable to make any real time

interventions in surveillance schedules on day to day basis.

Field level subordinates are equipped with PDA/ Smart phone capable of voice, data and

geo-coordinate transmission. These are networked to a central server. It would be possible to know

at the managerial levels, the extent of areas. This would enable real time managerial input. In

situations of emergency reinforcements can be called for and / or rushed with a better understanding

of the field situation.

The PDAs are capable of voice transmission, text messaging and have functionality of a

GPS hand-held device like getting and transmitting geo-coordinates, storage of individual points,

tracks and routes, drawing of polygons, area calculation, etc.

(3) E Auction of Timber Commences:

It is always difficult to bring about change in any set tradition. there is a resistance against any

procedural or administrative change. However the forest Department has made this possible in an

exemplary way. It was an age old tradition in the forest department to auction the timber produced

from the forest by inviting the bidders at the timber- stacking- site only. Now the forest department

has adopted an innovative method of selling the forest timber and brought about a much awaited

change. Gone are the days when bidders had to gather at one place and had to stand for hours

together for bidding for the timber lots. The strenuous and time consuming method has been shed

off. In this new method the photographs of the timber stacks are displayed on the computer screen

through website in the drawing rooms of the potential buyers of timber lots. They, not only keenly

observe the stacks, quality and quantity wise both and can very well bid as per their wish, all the

time sitting in the comforts of their living rooms. The participants involved in this process do not

know each other and communicating with each other is absolutely impossible. No rigging is

possible and therefore the timber fetches better value also. The payment also can be made digitally

through website. The department has appropriately named this method of selling of wood as "E-

auction". From September 2011 to April 2012. Gujarat Forest Department has successfully sold

around 2600 lots of timber and gained revenues of 18.67 Crore INR from them
