PREFACE
Ever since the constitution of Samaj Kalyan Foundation by some like-minded people belonging to different age groups and different sections of the society in the year 2002, our organization is working in some devoted issues of women and child development, Health, environment, education, micro enterprise promotion, protection and promotion of rights of different vulnerable segments of the society, Disabled and management of natural disasters in the state of Odisha. Now it gives us immense pleasure to present the annual report for the year 2017-2018. Another eventful year is completed in the history of Samaj Kalyan Foundation, which would be ever remembered. The year is meaningful in achieving some milestones in the field of development with our own unique experience and expertise in implementing different development initiatives. This is only possible due to the hard work and commitment of our staffs, volunteers and other individual(s) directly or indirectly associated with our mission. We are very much thankful to them and delighted to present our achievements and thoughts in a systematic manner in this small report. Samaj Kalyan Foundation believes in participatory approach of development and community participation at grassroots level is one of the keys for success of our activities. We would never forget the felt support and positive attitude of the community towards our programmes, and at this juncture we are also inviting them to come closer and extend their full cooperation in the development process that is meant for them. Financial constraint has always remained as a barrier to shape up our dream. However, due to the support of our partners and members, we are marching towards our vision and mission in a collaborative approach. We wish their support would continue to work for the deprived and helpless sections of our community in the days ahead also.

Background & Formation Samaj Kalyan Foundation is a non-Government, non-political, non-profit making organization engaged in the field of social development. It was founded by a group of like-minded social development professionals in the year 2002 with a dream to consolidate professional experience and expertise towards innovating models in the field of development. The organization is formed with a wider concept of holistic and realistic development approach. Work periphery of SKF includes implementation of both need based & right based projects, render consultancy on emerging development issues and provide professional development support services to like-minded organizations/institutions and Govt. Departments in India. Legal status Samaj Kalyan Foundation is registered under Indian Trusts Registration Act. 1882, on 5th July 2002 bearing registration no. 6317/1471/IV. SKF is also registered under FCRA 2010 bearing no.
104830241 (renewed on dated 03/08/2016 for five years) to receive FC funds. The Income Tax
PAN of SKF is AAHTS9639L and GST No. is AAHTS9639L1ZW.
Operational Goal The operational Goals of SKF are to ensure community development through people’s participation and assuring the common masses to live with pride, dignity and peace. Health, Nutrition, Environment, Education, livelihoods, Management of Natural Resources, Rehabilitation of the PWDs, Women & child Welfare, Culture and training & capacity building of the stakeholders, providing development support services to like-minded organizations etc. are some of strategic goals/objectives of SKF towards building a healthy society so that all the people shall be involved in the process of development. Vision: An Institution, where aspiration of every individual is achieved through innovative models of research & action programmes. Mission: Development through Research & innovation. Board of Management Broadly the affairs of SKF is managed by its trust board, but apart from its trust board members, SKF has constituted an Advisory Board to guide the team from time to time in taking forward the mission of SKF and execution of action programmes. Health & Nutrition
Malnutrition is a major public health problem in Odisha which need multi-sectoral actions.
Samaj Kalyan Foundation, in partnership with UNICEF, Odisha has taken up a series of
activities targeting different stakeholders who will play a crucial role in reducing the rate of
malnutrition from the State and thereby ensuring a healthy future to our children.
Integration of National Nutrition Programme into MBBS Curriculum in Odisha
During last year, the partnership in association with the Directorate of Nursing, Govt. of
Odisha successfully integrated the national nutrition programmes into the nursing
curriculum. This year the national nutrition programme was integrated into the MBBS
(Medical education) curriculum which will benefit the medical students to deal with the
community when they will be engaged in periphery.
The project initiated with sensitization workshop organized on 30th June 2017 for the Vice
Chancellors, Registrars, Controller of Examinations of all the Universities of Odisha State,
Professors and other development stakeholders on the need of integrating nutrition into
the curriculum. The workshop was inaugurated by Dr. Pramod Kumar Meherda, IAS,
Commissioner cum Secretary, Dept. of H&FW, Govt. of Odisha. After Maharastra, Odisha
will be the second State to integrate the same into the pre-service Medical Curriculum.

A module was developed by a team of experts from different medical colleges and UNICEF
nutrition team, the module was vetted by a state level delegation in the chairmanship of
Director, Medical Education & Training (DMET), Govt. of Odisha.

Pool of trainers were provided training on the subjects by national level experts who are
going to provide training to professors from all the medical colleges who will teach the
students from the next session.

National Iron Plus Initiative (NIPI)
Anaemia is a major public health problem for children, adolescents and women in Odisha.
The prevalence of anaemia, although reducing with time, continues to remain at alarming
levels for all age-groups. The National Iron Plus Initiative (NIPI) programme launched in
2013 in Odisha, aims to address anaemia among children, adolescents, pregnant women
and lactating mothers through IFA supplementation, de-worming, Nutrition Health
Education (NHE) and counseling on food diversity.
District-level trainings for AYUSH doctors and data managers
UNICEF has been partnered with the Dept. of Health & Family Welfare, Govt. of Odisha to
conduct District-level trainings for AYUSH doctors and data managers in three districts
(Nayagarh, Sambalpur and Kandhamal) for strengthening quality of WIFS implementation
through systematic monitoring and on-site support. SKF as the partner Organisation of
UNICEF conducted the training programmes at the concerned District Head Quarters. The
training programme was conducted during November and December 2017.

State Level Training for District level Govt. Functionaries on WIFS and NIPI
State-level training for district-level functionaries of four departments (Health & Family Welfare,
Women & Child Development, School & Mass education and SC & ST development) on Weekly Iron
& Folic Acid Supplementation (WIFS) under National Iron Plus Initiative (NIPI) Programme
operational guidelines along with Menstrual Hygiene Scheme (MHS), Adolescent Health Day (AHD)
and Rastriya Bal Swasthya Karyakram (RBSK) Programme was conducted in 6 batches during
February 2018 to June 2018. In total 280 participants were provided training on the issue. The

Promotion of Micro enterprise
With an aim to upgrade the economic condition of the poor indigenous tribal community, SKF with support from Samdashani Foundation, has provided Banaraj chicks to two WSHGs in Matiagarh village under Jashipur Block of Mayurbhanj district. The women were provided basic training on poultry keeping. Now, they are taking proper care of the chicks which are at a grown up stage. It is expected that these poor women will get benefit out of this activity by earning income and provide nutritional support to their children.

Vocational training
Samaj Kalyan Foundation works towards promoting a self-reliant society and to fulfill the interest, we are providing vocational training to rural youths on different viable and need based trades, which will ultimately help them to stand on their own, providing sustainable livelihoods and income upgradation to their respective families after completion of the training. In this direction, we have imparted mason and carpentry training to 50 rural youths (25 in each category) in Jatani block project area of Khurda district. The trainees will be engaged in different sites of Bhubaneswar and its peripheries soon, as there is huge demand for such skilled persons due to booming housing projects. Agriculture Promotion
SKF organized a Block level meeting at Jatani with farmers, agriprenuers and WSHG members on Systems of Rice Intensification (SRI) method of paddy cultivation. Total 50 participants participated in the meeting and enhanced their knowledge on the method.
Environment Protection Plantation Activities
Plantation has become vital to rescue planet earth from pollution and balancing temperature. Every year, with the help of Horticulture department, we promote plantation activities in our project areas. During this year we have planted more than 5,000 saplings of different varieties in school premises, panchayat office premise and community lands in our project areas of Khurda District.

Awareness on AIDS
Acquired Immune Deficiency Syndrome (AIDS) has become the greatest threat to the human existence in this 21st century. According to an estimate AIDS spreads mainly among the young and reproductive age groups. WHO has estimated and warned that about 7000 young people get infected every day with HIV. It is perfectly said that prevention is better that cure and since there is no known care for this deadly disease, it can only be preventable with large-scale awareness among the community. On this subject, a sensitization programme was organized at Banamalipur of Khurda District on 1st December 2017, the world AIDS day.

Consumer Welfare & Protection
A Workshop –cum -Awareness Programme for rural change agents like students, school teachers, WSHG members, Anganwadi Workers, PRI members etc. was organized on 15th March 2018, on the occasion of World Consumer Rights Day at Balipatanana of Khurda, Odisha. The workshop was meant to raise the level of awareness of the CBOs like youth club members, WSHG members, grassroots organizations, PRI members, School teachers, Anganwadi Workers, school and college students, etc. on different rights of a consumer which will ultimately motivate them to spread awareness in their region on consumer rights. The workshop was attended by 50 participants from 5 GPs of Balipatana block. Disability
SKF promotes Prevention and rehabilitation PWDs in its project area. This year we have organized 6 camps one each in Puri Sadar, Satyabadi and Bramhagiri Blocks of Puri district and Balipatna, Balianta and Bhubaneswar Blocks of Khurda district to identify different problems faced by the PWDs, especially the disabled women. We have invited personnel from the VRCH, Bhubaneswar and other resource persons to orient the PWDs and their parents on different schemes and programmes of the Govt. and facilities available from other sources as well. Child Rights
The Convention on Rights of the Child (CRC) and the charter followed by the members of United Nations, including India, clearly mentions that every child has four basic rights like right to survival, development, protection and participation. Childhood is a phase of life that should be enjoyed by every child without any interference. But the rights are violated every day, and children are forced to do many heinous practices like prostitution, bonded or forced labour etc. and lead a life of adults at a tender age. It is the duty of every concerned individual to protect their rights, as the former are not capable for so. Protection and promotion of child rights is one of the thrust areas of SKF. On the occasion of International Child labour Day, SKF organized an awareness programme on the issue of child labour at Banamailpur involving the PRI members, teachers, students and WSHG members.

Water & Sanitation
Safe and clean drinking water is still remained as a distance dream to rural people in remote areas and the situation becomes worse during rainy season. Moreover, open defecation is a common practice in rural areas till today, which is a major cause of diseases and contamination of water. In this context, we have prepared IEC material on the issue and distributed in Bramhagiri Block of Puri district to spread mass awareness among the rural mass. The IEC activities include walling, booklets, pamphlets and posters etc. Skill development Training to WSHGs
Sakhigopal (Satyabadi Block) is famous for coir sector in Eastern region of the country and
a large number of women and adolescent girls are engaged in this sector, both as skilled
and unskilled labour to produce coir yarn, mats and mattings, handicraft items, office and
household decorative items etc. In collaboration with the coir unit owners, we are
providing skill development training to 50 WSHG members engaged in this sector with an
aim to enhance their skill and help them to earn more than the amount they are earning at
present. The training is proved to be beneficial to these WSHG members as they are earning
more. We are also in the process of providing them training on their rights, different
schemes and programmes of Govt. for their benefit so that they will be aware and avail the
scope.
Education
Education Material Support
SKF has always given importance on education of children, more specifically those who are deprived of it due to different socioeconomic barriers. In this context, in our project area of Jashipur Block, Mayurbhanj district, we are counseling parents of school drop-outs and child labourers engaged in different works, for continuing education in formal schools. To accelerate the process of retention of these children in formal schools, we are providing teaching learning materials (TLM) to 60 such children and also educating them at the evening hours in order to prepare them for enrollment in mainstream education.

Cluster Development Samaj Kalyan Foundation is working on cluster development activities for coir sector, handicrafts, etc. since last 8 years. It is implementing an income augmentation programme for Adolescent girls and women engaged in coir sector in Sakhigopal. They are formed into Self Help Groups and engaged in coir yarn, mat & mattings and handicraft items. Similarly, SKF has imparted coir handicraft making training to adolescent girls and women in 10 villages of Nimapada and Gop Blocks and they are now selling their items in Konark and Puri and also participating in different District level trade fairs, Rathayatra festival, Konark Dance Festival etc.

Coir Sector Activities
SKF is the Implementing partner for SFURTI programme by Ministry of MSME, Govt. of India for Konark Coir Cluster. Ground level works including survey of artisans, data base preparation, submission of DSR and DPR to Coir Board, Cochi, the nodal agency of the programme has already been completed. The programme will be launched very soon to meet the need of coir artisans working in the area and providing market linkage to their products.

End of Project Evaluation of BLF Project: Deaf Children and Primary Education for Deaf Child World Wide, London, UK
The assignment was undertaken for Deaf Child World Wide (DCW), UK for a BLF-DCW
supported four years project implemented in the State of West Bengal for education and
social mainstreaming of deaf children. The project was implemented by three local
partners in West Bengal namely Khagenhat Welfare Organization (KWO), Graham Bell
Centre for the Deaf (GBCD) and Child in Need Institute (CINI). The overall objective of the
final evaluation was to assess the results achieved against the agreed outcomes as outlined
in the project proposal including changes realized. the evaluation was undertaken using
participatory approach to ensure equal and open participation of the children and other
stakeholders of the project as well. Participatory exercises were conducted with the
beneficiary children and stakeholders to collect both qualitative & quantitative data from
the project participants on different project activities. It has helped in analyzing the result
and comparison of the same to assess both qualitative and quantitative gains (anticipated
outcomes) to map the overall project outcome.

Mapping of Ultra Sonography Clinics (USCs) through App based survey for
YUVA/PLAN India & Dept. of Health Govt. of Jharkhand
The Android based Mapping exercise was conducted for YUVA/Plan India and Dept. of
Health, Govt. of Jharkhand to find locate and assess the ultrasonography clinics operative in
all the 24 Districts of Jharkhand State. The survey was conducted during October to
December 2017 and in total 762 USGs were mapped and uploaded in the website of
PCPNDT Cell, Dept. of Health, Govt. of Jharkhand.
Social Impact Assessment Study of Land Acquisition for construction of Talcher-Bimalagarh new BG Rail link Project in Lahunipada Tahsil of Sundargarh District
The SIA study undertaken in 8 villages of Lahunipara Tahasil of Sundargarh District of Odisha for land acquisition for Talcher – Bimalagarh new BG Rail link Project. The study was undertaken by Samaj Kalyan Foundation, Bhubaneswar under the guidance of Nabakrushna Choudhury Centre for Development Studies, Bhubaneswar, State SIA unit for conducting SIA for land acquisition. The report is prepared as per Form – D of Sub-rule (2) of Rule 9 of the Odisha Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Rules, 2016.

Third Mid-term Evaluation of MKSP
Mahila Kissan Sashaktikaran Pariyojana (MKSP) is a flagship programme of Ministry of Rural development, Govt. of India for empowerment of women farmers through promotion of sustainable agriculture practices. Besides, it also aims to contribute for improved health and nutritional security, reduction of drudgery of women agriculture workforce and their socio-economic empowerment. SKF has undertaken the first mid-term evaluation of such a project implemented by the field partner in Pottangi and Semiliguda Blocks of Koraput District to assess the progress of the project against stated outputs as envisaged, as well as identify issues and recommend course of corrections. The evaluation also highlighted issues and challenges affecting effective and efficient implementation of outputs and their contribution to project outcomes and impact and recommended suggestion for smooth implementation and extension of the project.
