Cost) shall be earmarked under Corporate Environment Responsibility (CER) for the activities such as solar power, rain water harvesting, plantation, solid waste management and education etc. The activities proposed under CER shall be restricted to the affected area around the project. The entire activities proposed under the CER shall be treated as project and shall be monitored. The monitoring report shall be submitted to the regional office as a part of half yearly compliance report, and to the District Collector. It should be posted on the website of the project proponent.

(IA/DL/MIS/91578/2006; F.No. 21-45/2019-IA-III)

42.3.8.1. The project proponent and the accredited Consultant M/s Perfact Enviro Solutions Pvt. Ltd. gave a detailed presentation on the salient features of the project and informed that:

(i) The project will be located at Latitude 28°31'44.03"N and Longitude 77°13'10.23"E.

(ii) The Project is Expansion. The proposed project titled expansion of “Commercial Complex SELECT CITY WALK (Shopping Mall)” at A-3 & P1-B, District Centre, Saket, New Delhi has already been granted Environmental Clearance vide letter no. 21-672/2006-IA-III dated 14/02/2007 from MoEF&CC for the development of the “Commercial Complex SELECT CITY WALK (Shopping Mall)” at A-3 & P1-B, District Centre, Saket, New Delhi for FAR area of 44,623 sqm & Built-up area (Including basement area) of 1,07,671.51 sqm.

(iii) Due to enhancement of FAR of the above said plot under MPD 2021 there is change in FAR, NON-FAR area and increase in FAR and built-up area. The built- up area of the project after expansion will be 1,18,079.00 sqm (including basement area). As the built- up area of the project is less than 1,50,000 sqm. Hence, the project falls under Category B, Item 8 (a) of EIA Notification, 2006 and its amendments. The activities of the project involve Shopping Centre/ Mall building, Service Apartment, Offices, Multiplex & Hotel. The changes are proposed in Shopping Centre/ Mall building only. (iv) During the construction phase, total water requirement is expected to be 12 KLD which will be met by Saket Place Developer’s Association. During the construction phase, mobile toilets will be provided during peak labour force. Waste water from labours shall be treated in Exiting STP.

(v) The total water requirement after expansion will be 699 KLD. Out of which fresh water 354 KLD will be met by Saket Place Developer’s Association and remaining water will be outsourced from STP water. The total waste water generation after expansion will be 245 KLD which shall be treated into Sewage Treatment Plants (STP) of total capacity 300 KLD (already installed). 220 KLD treated water will be used in flushing & Cooling. 125 KLD of outsourced treated water shall be used for gardening purpose. No treated water shall be discharge outside the project.

(vi) The total solid waste generation after expansion will be 1.624 TPD. Out of which the biodegradable waste (0.65 TPD) shall be treated in Organic Waste Convertor provide within the complex, recyclable waste (0.487 TPD) and Plastic waste (0.487 TPD) will be handed over to NGO Chintan Environmental Research & Action Group and Used Oil of

62 lit/month shall be collected in leak proof containers at isolated place and then it will be given to approved recycler. E- Waste of 2-3 kg/month will be collected and given to approved recycler.

(vii) The Total power requirement during construction phase will be met by 62.5 KVA DG sets. The total power requirement after expansion will be 5660 kW (Connected load: 6340 KVA) which will be provided by BSES, Delhi. D.G. Sets of capacities 3 x 2000 kVA & 2 x 1010 kVA has already been installed for back-up. To avoid the emissions, stack height of 6 m above roof level has already been provided to reduce the air emissions, meeting all the norms prescribed by CPCB.

(viii) Rooftop rainwater of buildings will be collected in 17 RWH tanks of total 345.67 KLD capacity for harvesting after filtration.

(ix) Parking facility for 1170 ECS for four wheelers and 222 for two wheelers is proposed to be provided against the requirement of 1125 ECS for four-wheeler & two-wheeler.

(x) There are two Eco-sensitive areas within 10 km radius of the project i.e. Asola Wildlife Sanctuary is at a distance of 3.26 Km S from the project site & Okhla Bird Sanctuary is at a distance 9.83 Km NEE from the project site. The ESZ boundary of Okhla Bird Sanctuary is 100 m to 1.27 Km & Asola Wildlife Sanctuary is 1 Km. Hence, NBWL Clearance is not required.

(xi) Forest Clearance is not required.

(xii) There is no court case pending against the project.

(xiii) Investment cost of the project: The total estimated cost of the project is Rs. 428 Crores including cost of expansion which is Rs. 32 Crores.

(xiv) Employment potential: Labourers during construction phase 150 nos. and after expansion total staff will be 1121 persons.

(xv) Benefits of the project: Employment opportunities provided due to the project will lead to better quality of life and will also set a standard for future developments in the area. The project will provide direct and indirect employment opportunity. The project will also enhance the infrastructure facility of the area. Corporate Environment Responsibility will also be considered for the social benefits of the society. Well connected with network of public transport, local railways and cabs. Pollution free environment with proper drainage and sewage system. Easy access to airport and local Railway Station.

42.3.8.2. The EAC noted the following:-

(i) The proposal is for grant of Environmental Clearance to the project Expansion of “Commercial Complex SELECT CITY WALK (Shopping Mall)” at A-3 & P1-B, District Centre, Saket, New Delhi by M/s Select Infrastructure Private Limited for plot area 15,884.50 sqm and total built-up area of 1,18,079.00 sqm.

(ii) The project/activity is covered under category ‘B’ of item 8(a) ‘Building and Construction projects’ of the Schedule to the EIA Notification, 2006 and its subsequent amendments, and requires appraisal at State level. However, due to absence of SEIAA/SEAC in Delhi, the proposal has been appraised at Central level by sectoral EAC.

42.3.8.3. The project proponent informed the EAC that the proposed project is expansion of “Commercial Complex SELECT CITY WALK (SHOPPING MALL)” at A-3 & P1-B, District Centre, Saket, New Delhi. The project will be developed by M/s Select Infrastructure Pvt. Ltd. Delhi Development Authority had handed over the land in 2004 on lease hold basis to M/s

Select Infrastructure Pvt. Ltd. for development of the commercial complex, which was converted into free hold in 2009. The project has already been granted Environmental Clearance vide letter no. 21-672/2006-IA-III dated 14/02/2007 from MoEF&CC for the development of the “Commercial Complex SELECT CITY WALK (SHOPPING MALL)” at A-3 & P1-B, District Centre, Saket, New Delhi for FAR area of 44,623 sqm (Excluding basement area) & Built-up area (Including basement area) of 1,07,671.51 sqm.

The project proponent informed the EAC that at present water supply in complex is being made through Saket Place Developer's Association (duly authorized by DDA) which is sourcing water through approved tubewells and water tankers under mutual legal agreement with DDA.

The project is already operational Commercial Complex. These include activities such as Shopping Centre/ Mall building, Service Apartment, Offices, Multiplex. Due to enhancement of FAR of the above said plot under MPD 2021 there is change in FAR, NON-FAR area and increase in FAR and built-up area. The built- up area of the project after expansion will be 1,18079.00 sqm (including basement area).

The project proponent further informed that they have already got water scheme sanctioned from DJB for water connection and requisite fee of Rs. 29,09,250/- (Rs. Twenty Nine Lacs Nine Thousand Two Hundred Fifty only) has already been paid to Delhi Jal Board in the year 2010, The copy of the approved scheme and receipt of fee is enclosed for your ready reference.

The EAC deliberated on the certified compliance report letter No. 4-251/2007-RO(NZ)/111 dated 02.05.2019 issued by the MoEF&CC’s Regional Office (CR), Lucknow. As per Compliance report, it is observed that PAs have complied or are in process or complying the environmental conditions stipulated for this project. A discrepancy has been noticed as project has got occupancy certificate from Delhi Development Authority, Delhi (vide letter no.113(62)04/13010/93 dated 20.08.2007) whereas CTE submitted (letter no. DPCC/CMC/2013/31913) is valid from 03.04.2013, for one year. STP adequacy report has been obtained from Delhi College of Engineering Delhi vide no. Adequacy/Env/2009/07/01 dated 02.07.2009. As per the submitted document, it has been found that under Section 15, 16 & 19 of Environment (Protection) Act, 1986, a complaint filed in the court of Chief Metropolitan Magistrate, Delhi vide complaint no, 2008/ 0240RO297302208 dated 06.05.2008. Where, PAs have been found violating the norms by the court and agreement has been settled with DPCC dated 02.11.2012 where they have deposited Rs. 14,00,000/- vide DD No. 464452 dated 21.11.2012 as compensation and then above mentioned CTE has been granted to PAs by DPCC. After that they have been granted above mentioned CTOs by DPCC.

However, some other non-compliances of the environmental conditions stipulated in the EC was also noticed and in this context information/action plans have been sought and pp has been asked to submit the details at the earliest.

The project proponent informed the EAC that there is some minor difference between online submitted application and presentation being made. The EAC after detailed deliberation asked the project proponent to submit the following:

(i) Revised Form-1/Form-1A.

(ii) Status of reply submitted to Regional Office of MoEFCC on non-complied EC conditions.

(iii) Source of water from where Saket Place Developer's Association is drawing and supplying fresh water to the existing/proposed project. In case ground water withdrawal, submit requisite NOC/Clearance from CGWA.

In view of the foregoing observations, the EAC recommended to defer the proposal. The proposal shall be reconsidered after the above details are addressed and submitted.

Sri. V.V. Krishna Prasad Residential Apartments Project at Sy. No 79/1 Part, Hafeezpet Village, Serilingampalli mandal, Ranga Reddy District, Telangana by M/s Sri. V.V. Krishna Prasad – Environmental Clearance

(IA/TG/MIS/104553/2019; F.No. 21-40/2019-IA-III)

42.3.9.1. The project proponent and the accredited Consultant M/s Right Source Industrial Solution (P) Limited gave a detailed presentation on the salient features of the project and informed that:

(i) The project is located at 17°28'29.35"N Latitude and 78°22'36.39"E Longitude.

(ii) The project is new. The total plot area is 28,327.49 sqm, Road Affected Area is 2,588.12 sqm and Net Plot Area is 25,739.37 sqm. The FAR area is 42,025.13 sqm, Non-FAR area is 15,940.36 sqm and total construction (Built-up) area is 57,965.49 sqm.

(iii) The project will comprise of 3 Buildings (Block-A, Block-B and Amenities). Total 177 flats shall be developed. Maximum height of the building is 29.55 mts. The details are as follows-

(iv) During construction phase, total water requirement is expected to be 50-70 KLD which will be met by private suppliers.

(v) During the construction phase, soak pits and septic tanks will be provided for disposal of waste water. Temporary sanitary toilets will be provided during peak labor force.

(vi) During operational phase, total water demand of the project is expected to be 109 KLD and the same will be met by 76 KLD fresh water from Municipal supply and 33 KLD Recycled Water. Wastewater generated 88 KLD will be treated in STPs of total 105 KLD capacity. The treated water available is 79 KLD, out of which 33 KLD will be used for flushing, gardening etc. and 46 KLD will be disposed in to Public sewer line

(vii) About 0.610 TPD solid wastes will be generated in the project. The biodegradable waste 0.366 TPD will be processed in OWC and the non-biodegradable waste generated 0.244 TPD will be handed over to authorized local vendor.

7.1 From handling, storage, use or spillage of hazardous materials

Yes In the existing operational complex, the hazardous waste generated is used oil only and it is being stored in HDPE drums and kept in covered room under lock and key and is being handed over to authorized vendors of CPCB only. Special care is being taken to prevent leakages and spills. Since there is no change in DG sets numbers and capacities, hence the same shall be generated after expansion. Therefore, same measures shall be followed after expansion.

7.2 From discharge of sewage or other effluents to water or the land (expected mode and place of discharge)

No STP of capacity 300 KLD has already been installed for the treatment of waste water. In existing operational complex, the treated water of 210 KLD from in house STP is being used in cooling purposes & 231 KLD of outsourced water is being used for gardening & Cooling purposes. After expansion, the same STP of 300 KLD capacity shall be used for treatment of wastewater of 245 KLD. The treated water of 220 KLD after expansion shall be completely reused in flushing and cooling & outsourced water of 239 KLD shall be used for gardening and cooling purposes. It will be a zero-discharge complex.

The entire project influenced area has been developed as per the provision of Master Plan and same shall be followed for expansion purposes, thus no induced development is foreseen due to the proposed project.

Also, the proposed expansion shall be carried out as per the defined building by-laws; hence no impact is envisaged due to proposed development.

Construction phase as well as operation Phase of the project, will generate direct and indirect employment opportunities for a large section of society. The employment will have positive impact thereby increasing the quality of life.

No low lying and wetland areas are present in and around the project site.

The construction waste that will be generated from the project will be common in nature and will not cause any health hazard to associate and nearby population. The construction debris shall be used for land leveling/back filling. Waste concrete shall be reused as aggregate in construction process.

Mobile toilets & drinking water for construction labor shall be provided. The sewage and waste water generated will be disposed off to exiting STP Plant.

2. WATER ENVIRONMENT

In case Saket Place Developer’s Association supply is not made or the supply made is inadequate then the water complying with IS – 10500 shall be arranged.

2.4 How much of the water requirement can be met from the recycling of treated wastewater? (Give the details of quantities, sources and usage)

After expansion, total treated water of 220 KLD shall be generated from the S.T.P of 300 KLD & will be used in flushing, cooling purposes & 239 KLD of treated water will be outsourced STP will be used for gardening and cooling purposes.

2.5 Will there be diversion of water from other users? (Please assess the impacts of the project on other existing uses and quantities of consumption)

There will not be any substantial effect on water demand of this region as the proposed development will be done as per the development plan.

2.6 What is the incremental pollution load from wastewater generated from the proposed activity? (Give details of the quantities and composition of wastewater generated from the proposed activity)

After expansion, total waste water generated from the complex will be 245 KLD which will be treated in STP of capacity 300 KLD. The total treated water of 220 KLD will be used in flushing, cooling purposes & 239 KLD of treated water will be outsourced for gardening and cooling purposes. Approx. 65.66 % of total water requirement will be met by recycled water.

Total 17 number of rain water harvesting pits are proposed out of which 15 have already been provided at site. (Detail of Rain Water Harvesting is given in EMP Report).

2.8 What would be the impact of the land use changes occurring due to the proposed project on the runoff characteristics (quantitative as well as qualitative) of the area in the post construction phase on a long-term basis? Would it aggravate the problems of flooding or water logging in any way?

In existing complex, 15 numbers of Rainwater harvesting pits have already been provided. After expansion, the rain water will be channelized to total 17 no. of RWH pits through the storm water drainage network already developed within the complex & shall be used to recharge the ground water. No, it will not aggravate the problem of flooding or water logging in any way, rather will reduce the same.

2.9 What are the impacts of the proposal on the ground water?

(Will there be tapping of ground water; give the details of ground water table, recharging capacity, and approvals obtained from competent authority, if any)

There will be no ground water extraction, however ground water recharging is already being done through rain water harvesting in existing complex, so, there is a positive impact on ground water levels. The same will happen even after expansion.

2.10 What precautions/measures are taken to prevent the run-off from construction activities polluting land & aquifers?

(Give details of quantities and the measures taken to avoid the adverse impacts)

During the construction phase, runoff from the construction site shall not be allowed into the roadside. It shall be collected in a tank & after pre-treatment it will be reused for sprinkling, etc.

2.11 How is the storm water from within the site managed? (State the provisions made to avoid flooding of the area, details of the drainage facilities provided along with a site layout indication contour levels)

During construction phase, adequate measures shall be taken to channelize such storm water and the same will be collected in a tank & after pre-treatment it will be reused for sprinkling etc. During operation phase, after expansion storm water will be channelized to 17 no. (Exiting-15 no of pits) of rainwater harvesting pits in the complex.

2.12 Will the deployment of construction laborers particularly in the peak period lead to unsanitary conditions around the project site (Justify with proper explanation)

Mobile toilets shall be provided for laborers during construction period. The waste will be disposed off to exiting STP Plant.

2.13 What on-site facilities are provided for the collection, treatment & safe disposal of sewage?

Waste water during construction phase from labors will be disposed off to exiting STP Plant. During operation phase, after expansion, total waste water generated from the complex will be 245 KLD

3. VEGETATION

3.1 Is there any threat of the project to the biodiversity?

Core Zone:

Green area of 8290.16 m2 has already been provided in the complex. The green area comprises of different variety of species of trees where avifauna is attracted. Some species of trees planted at the site are Ficus benjamina, Magnolia champaca, Rubber tree, Ficus spp., Ashoka, etc.

Buffer Zone:

Since the area is already a developed area hence no threat to biodiversity is envisaged rather the plantation is giving a positive impact to the area.

The traffic will increase due to influx of persons in commercial complex. Since the area is an already developed area, increased traffic generation of vehicles due to project will not cause increase in atmospheric concentration of gases and will not result in heat island formation.

328 numbers of tree plantation in the complex has already been provided to minimize the impact of air pollution.

No dust, odor will be generated at site. Smoke is being generated from the operation of DG sets. Proper emission standards are being maintained as per CPCB guidelines.

5.3 Will the proposal create shortage of parking space for vehicles? Furnish details of the present level of transport infrastructure and measures proposed for improvement including the traffic management at the entry & exit to the project site.

At present, approximately 1226 ECS parking has been provided in basements of the complex. The total parking provision of commercial complex after expansion will be 1170 ECS for four- wheeler & 222 no of two-wheeler. Hence, there will be no shortage of parking space for vehicles.

5.4 Provide details of the movement

patterns with internal roads, bicycle tracks, pedestrian pathways, footpaths etc., with areas under each category.

After expansion, maximum Parking shall be provided within basements. Since the area is already a developed area, a proper route has already been provided for the traffic movement as well as pedestrian movement.

During construction phase, noise barriers shall be installed to reduce traffic noise & vibration. Green belt area of 8290.16 m2 has already been developed at the commercial complex will mitigate the traffic noise. Proper care has already been taken in designing the structure like provision of two-way traffic movement. Same measures will continue after proposed expansion such that there will not be any significant increase in traffic noise.

The foundation has already been made very hard and paved to minimize the vibration during the traffic density remains same shall be followed during expansion.

5.6 What will be the impact of DG sets & other equipment on noise levels & vibration in & ambient air quality around the project site? Provide details.

DG sets of capacities 2x1010 kVA and 3x2000 kVA have already been provided at site. To maintain noise levels and ambient air, quality following measures have been followed:

1. All the DG Sets of the proposed project have been kept in basement in acoustically treated room.

2. Stack height (6 m above roof level) as per C.P.C.B. norms to reduce the impact on air quality has already been provided

6. AESTHETICS

3. The noise from DG sets are meeting the desired standard as per C.P.C.B. guidelines. Low Sulphur fuel is being used to run these DG sets.

8. BUILDING MATERIALS

8.1 May involve the use of building materials with high-embodied energy. Are the construction materials produced with energy efficient processes? (Give details of energy conservation measures in the selection of building materials and their energy efficiency)

The major materials required for construction of the project will be steel, cement, bricks, flooring tiles/ stones, sanitary and hardware items, electrical fittings, etc. Energy efficient building material shall be used for proposed expansion. Following measures shall be taken:

• Chillers shall be used with ozone friendly HFC refrigerant.

• Use of LED Luminaires. • Optimally sized water supply distribution piping.

The debris of construction material shall be used in backfilling, levelling of roads etc.

The existing solid waste is being segregated at source in color coded bins into wet & dry waste at each floor level. The organic waste is being treated in Organic Convertor Waste Convertor in-house & converted into manure, generated manure is being used at site for landscaping purposes & remaining manure is being handed over to Chintan Environmental Research & Action Group). The non- biodegradable & plastic waste is being handed over to NGO Chintan Environmental Research & Action Group. Same shall be followed after expansion. Details are given in EMP report.

Power back up after expansion will be done by using already existing D.G. Set of capacity 3 x 2000 kVA and 2 x 1010 kVA. During power failure, D.G. Sets will start automatically. As per the latest C.P.C.B. norms, D.G. Sets have been installed in acoustically treated room.

Currently, LED lights, energy efficient motors and pumps are being used to conserve the electrical energy & to minimize the consumption of non-renewable fuel. Same shall be followed after expansion.

After expansion, solar Measures shall be adopted to provide shading devices for windows and roof which would effectively reduce heating up of building envelope. Louvers and sunshades will be used around windows in order to protect from direct sunlight.

Suitable energy optimization has been adopted during the calculation of energy load for proposed expansion. The space heating load will be minimized using solar structure and suitable buildings envelop material. Uses of incandescent lamp and halogen lamps shall be avoided and energy efficient LED shall be used for all common area for proposed parts as well. After proposed expansion, the diesel generator sets shall be automatically controlled to optimize their usage based on the actual load requirements at any time. Space conditioning will be provided as per norms of National Building Code – Part 8; Building Services Section 3–

Mechanical Ventilation. Lighting intensity will be done as per the National Building Code Guidelines. Ozone Friendly HFC chillers shall be used.

9.8 What are the likely effects of the building activity in altering the micro-climates?

2.1 INTRODUCTION

The proposed project is expansion of “Commercial Complex SELECT CITY WALK (SHOPPING MALL)”

at A-3 & P1-B, District Centre, Saket, New Delhi. The project will be developed by M/s Select Infrastructure Pvt. Ltd. The Delhi Development Authority had handed over the land in 2004 on lease hold basis to M/s Select Infrastructure Pvt. Ltd. for development of the commercial complex, which was converted into free hold in 2009. The project has already been granted Environmental Clearance vide letter no. 21-672/2006-IA-III dated 14/02/2007 from MoEF&CC for the development of the “Commercial

Complex SELECT CITY WALK (SHOPPING MALL)” at A-3 & P1-B, District Centre, Saket, New Delhi for FAR of 44,623 m2 & Built- up area (Including basement area) of 1,07,671.51 m2.

Now Due to enhancement of FAR of the above said plot under MPD 2021 there is change in NON-FAR area and increase in FAR and built-up area. The built- up area of the project after expansion will be 118079.00 m2 (including basement area). As the built- up area of the project is less than 1,50,000 m2. Hence, the project falls under Category B, Item 8 (a) of EIA Notification, 2006 and its amendments.

The project is already operational Commercial Complex. The includes activities such as Shopping Centre/ Mall building, Service Apartment, Offices & Multiplex. The changes are proposed in Shopping Centre/mall building only.

2.6 POPULATION DETAILS

During Construction Phase- Approximately 150 Nos. of local labour will be employed for the construction of the project.

During Operation Phase- After expansion, the total population of the project has been estimated to be 10567 persons. The population details are given in Table 2.

2.7 WATER MANAGEMENT

During construction phase, during construction phase, for Approx. 150 no of labours 7 KLD of water shall be required for domestic use and shall be sourced from Saket Place Developers Association (SPDA). For construction activities, 5 KLD water shall be sourced from exiting STP as a part of treated water. Mobile toilets for construction labours shall be provided which will be cleaned regularly and hygienic conditions shall be maintained at site. Approx. 6 KLD of wastewater shall be generated from 150 no. of labours during construction phase which will be disposed off to exiting STP Plant

During operation phase, at present the water requirement is being met by Saket Place Developer’s

Association, in-house STP treated water and outsourced STP treated water. Same shall be the source after expansion also.

2.8 RAIN WATER COLLECTION DETAILS

After expansion, total 17 nos. of Rain Water harvesting pits shall be provided out of which 15 no. of RWH pits have already been provided in the project site.

2.9 POWER REQUIREMENT & BACK-UP

During Construction Phase- DG sets of 1 x 62.5 kVA will be used for construction works.

During Operation Phase- After expansion, the total power requirement of the project will be 5660 kW (Connected load: 6340 kVA) (Existing: 4400 kW power load) which will be met by BSES. In case of power failure, power backup will be provided through DG sets of capacities 2x1010 kVA and 3x2000 kVA which have already been installed in existing complex.

2.10 SOLID & HAZARDOUS WASTE MANAGEMENT

During Construction Phase- Total 23 kg/day of waste will be generated from labourers.

During operation phase- At present, total 1382 kg/day solid waste is being generated from the project. After expansion, total 1624 kg/day of solid waste will be generated from the project.

62 ltrs/month used oil is being generated from existing complex and 2-3 kg/month E-waste is already being generated. Same amount shall be generated after expansion also.

Battery waste shall be generated mainly from inverters & UPS.

2.11 PARKING MANAGEMENT

During construction phase- Proper parking provisions of trucks and other construction vehicles shall be made. Proper spaces for loading and unloading shall be defined.

During operation phase- After expansion, the parking provision shall be 1170 ECS for four- wheeler & 222 no of two-wheeler.

2.12 GREEN AREA DEVELOPMENT

Total plantation area for the project of 8290.16 m2 has already been provided in the complex. Details of plantation programme have been given in EMP report.

3.1 EXECUTIVE SUMMARY OF THE PROJECT 3.1.1 Description & Details of Project:

The proposed project is expansion of “Commercial Complex SELECT CITY WALK (SHOPPING MALL)”

at A-3 & P1-B, District Centre, Saket, New Delhi. The project will be developed by M/s Select Infrastructure Pvt. Ltd. The Delhi Development Authority had handed over the land in 2004 on lease hold basis to M/s Select Infrastructure Pvt. Ltd. for development of the commercial complex, which was converted into free hold in 2009. The project has already been granted Environmental Clearance vide letter no. 21-672/2006-IA-III dated 14/02/2007 from MoEF&CC for the development of the “Commercial

Complex SELECT CITY WALK (SHOPPING MALL)” at A-3 & P1-B, District Centre, Saket, New Delhi for FAR of 44,623 m2 & Built- up area (Including basement area) of 1,07,671.51 m2.

Now Due to enhancement of FAR of the above said plot under MPD 2021 there is change in NON-FAR area and increase in FAR and built-up area. The built- up area of the project after expansion will be 118079.00 m2 (including basement area). As the built- up area of the project is less than 1,50,000 m2. Hence, the project falls under Category B, Item 8 (a) of EIA Notification, 2006 and its amendments.

The project is already operational Commercial Complex. The includes activities such as Shopping Centre/ Mall building, Service Apartment, Offices & Multiplex. The changes are proposed in Shopping Centre/mall building only.

3.3 INTRODUCTION OF THE BACKGROUND INFORMATION

3.3.1 Brief Description of the Nature of the Project:

After Expansion, the total plot area will remain the same i.e. 24174.66 m2 while built-up area of the project area will increase from 107671.51 to 118079.00 m2. As the built-up area of the project is less than 1,50,000 m2, the project falls under Category ‘B’ Item 8(a) of EIA notification, 2006 and its amendments.

The project will provide a better amenity, the activities of the proposed project are as follows:

• Shopping Centre/ Mall building (changes is proposed in mall building only) • Service Apartment • Offices • Multiplex

3.4 PROJECT DESCRIPTION 3.4.1 Land Use and Ownership of the site land

The proposed project is located at A-3 & P1-B, District Centre, Saket, New Delhi. The Delhi Development Authority had handed over the land in 2004 on lease hold basis to M/s Select Infrastructure Pvt. Ltd. for development of the commercial complex, which was converted into free hold in 2009. Land use of the project has already been changed to Commercial Complex as per Master Plan of Delhi, 2021.

Land Ownership: Land is in the name of M/s Select Infrastructure Pvt. Ltd

Source of Water

At present the water requirement is being met by Saket Place Developer’s Association, inhouse STP treated water and outsourced STP treated water. Same shall be the source after expansion also.

Disposal

At present, the total quantity of wastewater generation is 233 KLD. The generated sewage is being treated in in-house Sewage Treatment Plant of capacity 300 KLD based on Extended Aeration Technology and treated water of 210 KLD is being generated from STP which is being reused in Cooling & outsourced water of 231 KLD is being used for Gardening & Cooling. At present there is no dual plumbing line in the project.

After expansion, the total quantity of wastewater generation will be 245 KLD. The generated sewage shall be treated in in-house Sewage Treatment Plant of capacity 300 KLD based on Extended Aeration Technology and treated water of 220 KLD shall be generated from STP which shall be reused in flushing & Cooling & outsourced water of 239 KLD shall be used for Gardening and cooling purposes. Dual plumbing shall be installed for proposed part.

3.5.2 Energy Resource Management During Construction

DG sets of 62.5 kVA shall be used for Power supply during the construction phase.

During Operation

During operation phase, after expansion 5660 KW (Connected load: 6340 kVA) (existing- 4400 kW) of electric load from BSES shall be supplied to the Complex. Power backup for common utilities has been provided by DG sets of 3 x 2000 kVA and 2 x 1010 kVA which will be used during power failure only.

Conservation

Following are the measures adopted in Existing Part to conserve the energy:

• Energy Management System -ISO 50001, certified Shopping Centre • Integrated Building Management System (IBMS) installed for controlling and monitoring of

main Plants & Auxiliary Machineries. • APFC equipped with passive tuned harmonic filters in capacitor bank to reduce harmonics and

inductive losses to achieve P.F in the range of 0.99(1agging)- unity. • Automatic Tube Cleaning System (ATCS) installed in Chiller plants for condenser cleaning

thereby maintaining optimum approach temperature for better efficiency (1.F approach temperature is 3% of energy reduction)

• UV heat resistant transparent film applied over facade glasses to have 90% heat rejection.

• Energy Metering has been provided at the project site as recommended by ECBC: For Services exceeding 1000 kVA - Metering is done to record demand (kVA), energy (kWh), and total power factor. The metering display’s current (in each phase and the neutral), voltage (between phases).

Apart from above metering, following metering is at site, each phase and neutral), and Total Harmonic Distortion (THD) as a percentage of total current.

• The power cabling is sized so that the distribution losses do not exceed 3% of the total power usage in Buildings.

Following shall be the measures adopted to conserve the energy:

• HVAC system design shall be planned with energy conservation features to reduce energy consumption and operating cost.

• High efficient Water-cooled Screw chillers shall be used considering IPLV of 0.6 IKW/TR & COP is 5.8 as per AHRI 550-590.

3.7 PROPOSED INFRASTRUCTURE 3.7.1 Types of Buildings & Activities Proposed

The proposed project is Expansion of commercial complex “SELECT CITY WALK (SHOPPING MALL)” wherein the activities consist of Shopping Centre, Service Apartments, Offices, Multiplex and

Anchor Shops.

3.8 ENVIRONMENT MANAGEMENT PLAN

The Environment Management Plan (EMP) is a site-specific plan developed to ensure that the project is implemented in an environmentally sustainable manner where all stakeholders including the project proponents, contractors and subcontractors, including consultants, understand the potential environmental risks arising from the proposed project and take appropriate actions to properly manage that risk. Adequate environmental management measures need to be incorporated during the entire planning, construction and operating stages of the project to minimize any adverse environmental impact and assure sustainable development of the area.

The EMP presented below should be followed and regular monitoring of relevant parameters as stated in post project-monitoring schedule shall be carried out. The EMP is to be proactive in nature and will be upgraded if new facilities or modification of existing facilities, with environmental concerns, come up at a later stage.

EMP includes four elements:

• Commitment and Policy: Proposed project will strive to provide and implement the Environmental Management Plan that incorporates all issues related to air, land and water.

• Planning: This includes identification of environmental impacts, legal requirements and setting environmental objectives.

• Implementation: This comprises of resources available to the developers, accountability of contractors, training of operational staff associated with environmental control facilities and documentation of measures to be taken.

• Measurement and Evaluation: This includes monitoring, corrective actions, and record keeping.

3.8.1 Environment management during construction AIR ENVIRONMENT :-

Air quality around the project will be adversely impacted during the construction stage. Various construction activities especially related to lose material likely to cause generation of dust that adversely impacts the air quality of the surrounding area of the project site. To minimize such impact, following measures will be taken:

❖ Dust mitigation measures shall be taken as per Environment (Protection) Amendment Rules, 2018.

❖ No loose soil or sand or Construction & Demolition Waste or any other construction material that causes dust shall be left uncovered.

❖ Wind-breaker of appropriate height on the construction area. ❖ Vehicle timings will be as per permitted by laws. ❖ Flexible water sprinkling system shall be put in place. ❖ DG set of capacity 1 x 62.5 kVA will be bought acoustically enclosed. ❖ Dust mitigation measures shall be displayed prominently at the construction site

for easy public viewing. ❖ Grinding and cutting of building materials in open area shall be prohibited. ❖ Construction material and waste should be stored only within earmarked area

and road side storage of construction material and waste shall be prohibited. ❖ No uncovered vehicles carrying construction material and waste shall be

permitted. ❖ Vehicles used during transportation of construction material will be kept fully

covered & have PUC certificate ❖ To minimize the occupational health hazard, proper mask shall be provided to

the workers who will be engaged in dust generation activity. ❖ 328 no. of trees are already planted (existing commercial part) which will help

reduce emissions at site.

WATER MANAGEMENT: -

During the construction of the proposed project, the services required like water supply and sewage facilities shall be arranged on a temporary basis and the same shall be maintained without any adverse impact on the environment. Following are the measures required to manage the water environment at site:

❖ For Approx. 150 no. of labours 7 KLD of water shall be required for domestic use and shall be sourced from Saket Place Developers Association (SPDA). For construction activities, 5 KLD water shall be sourced from exiting STP as a part of treated water.

❖ Mobile toilets for construction labours shall be provided which will be cleaned regularly and hygienic conditions shall be maintained at site.

❖ Approx. 6 KLD of wastewater shall be generated from 150 no. of labours during construction phase which will be disposed off to exiting STP Plant.

NOISE ENVIRONMENT: -

During the construction stage, expected noise levels will be in the range of 80-100 dB(A), which will decrease with increase in distance.There will be some noise generation due to the movement of

vehicles carrying construction materials and as this will be only a temporary phenomenon, Furthermore, following measures will be adopted:

• To prevent any occupational hazard, ear muffs / ear plugs shall be given to the workers working around or operating the plant and machinery emitting high noise levels.

• Operation of such plant or machinery shall be strictly prohibited during night hours. • Careful planning of machinery operation and scheduling of operations shall be done to

minimize such impact. • Pre- Fabricated steel structure & Ready-mix concrete will be used so no noise will be

generated. During demolition, temporary noise barrier will be made • All the machinery and equipment shall be regularly maintained to reduce the noise level. • DG sets of capacity 1 x 62.5 kVA shall be installed acoustically enclosed. • Barricading of site shall be done in order to reduce noise impacts outside the project

boundary. • Service equipment and machineries will be maintained regularly. • All noisy construction work activities shall be carried between 7 am to 7 pm

WATER MANAGEMENT

Total water requirement in existing operational complex is 670 KLD, out of which fresh water requirement will be 229 KLD which will be met by Saket Place Developer’s Association. Water is mainly used mainly for domestic, flushing, food court, gardening, Cooling, Misc. and kitchen purposes.

Total quantity of wastewater generation is 233 KLD from existing operational project. The generated sewage is being treated in Sewage Treatment Plants of capacity 300 KLD based on Extended Aeration technology. 210 KLD of the treated water is being completely reused for cooling purposes & outsourced water of 231 KLD is being used for Gardening & Cooling.

After expansion, total water requirement shall be 699 KLD, out of which fresh water requirement will be 240 KLD which will be met by Saket Place Developer’s Association. Water will be mainly used for domestic, flushing, food court, gardening, Cooling, Misc. and kitchen purposes.

Total quantity of wastewater generation will be 245 KLD. The generated sewage will be treated in Sewage Treatment Plants of capacity 300 KLD based on Extended Aeration technology. 220 KLD of the treated water from STP shall be completely reused for flushing and cooling purposes & outsourced STP treated water of 239 KLD shall be used for gardening and cooling purposes.

3.8.1.6.1 WASTEWATER TREATMENT

SCHEME OF SEWAGE TREATMENT PLANT:

The sewage treatment plant (Extended Aeration Technology) has already been installed to treat the raw sewage having the following characteristics. Schematic diagram of sewage treatment plant is shown below: The process for Sewage Treatment Plant is as follows: - The sewage from the occupants and treated wastewater from Industries will be received in common wastewater treatment plant. It is proposed to use Primary – Secondary and Tertiary Treatment for wastewater. The treated wastewater can be recycled for non-process and non-potable application. The sewage treatment plant shall be installed at one place for the entire complex.

Design Basis The treatment scheme is aerobic biological aeration treatment using the suspended media process. The process is named as Extended Aeration system. It is a modified form of Activated sludge process. Excess aerobic biological sludge generated will be thickened in the aerobic digester cum thickener tank. The treatment scheme proposed is split into three distinct parts:

• Pre-treatment: which comprises of screening, oil and grease trap. • Biological treatment: comprising of suspended media aeration followed by

clarification. • Tertiary treatment: comprising of sodium hypochlorite addition, dual media

pressure filtration, activated carbon filtration etc. Detailed description of each treatment step is given below: PRE-TREATMENT

The raw sewage is collected through a 20 mm clear spacing Bar Screen and Oil / Grease trap in a Collection/equalization tank and then pumped to the aeration tank. The Bar Screens are made of steel bars, placed at equal intervals. The inclination of bars is kept such that manual raking becomes easy. Manual removal of large foreign objects trapped in the Bar Screen will be carried out so as to protect downstream pipelines/ pumps from choking. The oil & grease from the Oil & Grease Trap would have to be removed manually. Venturi type flow measurement arrangement is provided for flow measurement.

BIOLOGICAL TREATMENT The organic pollutants in the raw sewage are measured in the form of Bio-chemical Oxygen Demand (BOD) and Chemical Oxygen Demand (COD). Aerobic bacteria biodegrade the organic pollutants present in domestic sewage to harmless by-products such as water and carbon dioxide as well as to additional bacterial biomass, which has to be disposed off as sludge.

Aerobic biological treatment using the suspended media technology is carried out in the Sewage Treatment Plant. The Sewage Treatment Plant consists of an Aeration Tank, a Hopper Bottom Secondary Clarifier, and Sludge holding tank. The Aeration Tank is filled with mixed liquor volatile suspended solids (MLVSS). Aerobic bacteria will suspend in the liquor. The sludge from clarifier will be returned into the aeration tank to increase the bacterial population to achieve the desired concentration of MLVSS. The Aeration Tank will be provided with a drain line with valve to empty the tank as required. Aerated sewage will overflow to a Hopper Bottom Secondary Clarifier. The Hopper Bottom Secondary Clarifier will be equipped with tube settler media. Tube settlers effectively increase the clarification plan area available by a factor of 6-7. The Tube Settler shall be provided with adjustable overflow weir to collect the treated effluent and a scum baffle shall keep any floating matter from passing out in the final treated water. Treated supernatant from the Secondary Clarifier will overflow by gravity to the Buffer Tank for tertiary treatment. Excess sludge from the bottom of the Tube Settler shall be wasted in an adjoining aerobic digester cum thickener tank. In this tank sludge shall be aerated. The air shall be shut off periodically and supernatant water shall flow into the collection tank. This way the sludge shall be thickened and its volume shall be reduced. The sludge digester cum thickener tank shall be sized to hold excess sludge. The excess sludge would be further passed into a filter press where the sludge would be pressed between plates and the liquid concentration in the sludge would be further reduced. The sludge would then form into semi-solid cake, which can be removed for disposal.

TERTIARY TREATMENT The treated sewage from Secondary Clarifier is collected in a Buffer Tank. Sodium hypochlorite is added to the treated sewage to kill the pathogens/ E-Coli bacteria in the Buffer Tank. The treated sewage is then pumped through a Dual Media Pressure Filter and an Activated Carbon Filter in series. Disinfection of the treated water shall be done by passing the water from UV treatment

structures have been proposed out of which 15 have already been constructed in the site to recharge the ground water. The runoff from the rooftop and storm water will be channelized to 17 nos. of RWH harvesting.

Scheme for Ground Water Recharging

The rainwater is diverted from the rooftop using rain water pipes to the surface / underground drainage network. The entire complex is sub divided for recharging structures. The rainwater is diverted into the desilting tank to remove inorganic impurities and the outflow of the desilting tank is taken into the recharge well.

Desilting Tank

The desilting tanks are used to remove silt and other floating impurities from rainwater. Desilting tank is like an ordinary container having provision for the inflow, outflow and overflow. Apart from removing silt it holds the excess amount of water till it is soaked up by the recharge structure. The bottom of tank will have unpaved surface (layers of coarse sand) to allow standing water to percolate into the soil. The rainwater collected in these desilting chambers shall be utilized for horticulture.

Recharge well

The recharge well consists of percolation pits with boreholes in the middle of the pit. UPVC pipe perforated will be lowered in the middle of the boreholes and the pit will be filled with gravel and pebbles in three layers consisting of boulders, gravel and coarse sand. The mouth of the UPVC pipe shall be protected to avoid silt getting into it. The depth of the bore will depend on the soil condition/water strata. The schematic diagram is enclosed. It should be therefore concluded that there is no significant impact on surface water quality & hydrology of the area. The proposed rainwater-harvesting scheme will stabilize the groundwater table in the area.

NOISE ENVIRONMENT

The main sources of the noise pollution will be D.G sets. of 2 x 1010 kVA and 3x2000 kVA that are already installed in the project.

3.8.1.8.1 Noise Pollution Control System

DG sets have already installed in acoustically treated room meeting the norms prescribed by CPCB. Planting of the trees at the boundary of the project has helped in reducing the level of the noise within the project. Same DG sets shall be used after expansion also.

3.8.1.8.2 ACOUSTIC ENCLOSURE / TREATMENT

There are two methods to reduce noise from DG Sets.

1. Acoustic Treatment [when DG Set is kept indoor]

Insulation of air inlet and outlet points

The sound travels along with air therefore it is necessary to control the travelling sound with the help of insulated ducts [2” glass wool pads and perforated sheets] and louvers at inlet and outlet air points. The

ducts have S-type shape to prevent any direct escape of noise

Insulated service door

The maintenance and servicing of D.G. set is done using a suitable service door of 5’ x 7’ size. The door

is made of MS sheet and frames fully insulated with 3” thick glass wool pad followed by perforated

aluminium sheets.

WASTE MANAGEMENT

3.8.1.10.1 MUNICIPAL SOLID WASTE

At present, for 8954 around 1382 kg/day (Biodegradable: 552 kg/day, Non- Biodegradable: 415 kg/day & Plastic: 415 kg/day) of municipal waste is being generated form the project.

After expansion, for 10567 persons, around 1624 kg/day (Biodegradable: 650 kg/day, Non- Biodegradable: 487 kg/day & Plastic: 487 kg/day) of municipal solid waste will be generated from the proposed project.

62 lit./month used oil shall be generated and 2-3 kg/day E-waste will be generated.

Battery waste shall be generated from inverters & UPS.

3.8.1.10.2 Hazardous waste management: -

Hazardous waste is a waste with properties that make it dangerous or potentially harmful to human health or the environment. The universe of hazardous wastes is large and diverse. Hazardous wastes can be liquids, solids, contained gases, or sludge. They can be the by-products of manufacturing processes or simply discarded commercial products, like cleaning fluids or pesticides. All hazardous wastes are required to be treated and disposed off in the prescribed manner.

The main objective is to promote safe management and use of hazardous substances including hazardous chemicals and hazardous wastes, in order to avoid damage to health and environment.

3.8.1.10.3 PLANTATION

Green belt planning will be done with ecological perspectives for the project taking into consideration and availability of space and other aspects. This will help in increasing the aesthetic effect of the environment.

Since tree trunks are devoid of foliage, scrub should form there to give coverage to the trunks. The trees maintain the regional ecological balance and conform to soil and hydrological conditions. Indigenous species would be preferred.

Green belt/greenery will be developed along most of the periphery of the project area as well as along roads. Proposed area under plantation/greenery is 8290.16 m2 (34.29 % of total plot area) with trees, plants, herbs & shrubs and lawns. The trees planted will be of adequate height.

3.8.1.10.4 PLANTATION PROGRAMME LAYOUT

Plantation in the project area helps to arrest the particulate matter in the area and hence attenuate the pollution to a great extent and contribute positively to the environment. The trees also help in maintenance of regional ecological balance and conform to soil and hydrological conditions. Indigenous species are preferred for the purpose.

The following characteristics are taken into consideration while selecting plant species for green belt development and tree plantation.

• They are fast growing and tall trees. • They are perennial and evergreen.

3.9 ANTICIPITATED IMPACT & MITIGATION MEASURES

3.9.1 During construction phase

The rain water from the construction site will be collected & reused for sprinkling.

Mobile toilets will be installed at the site during construction phase which will be regularly cleaned by the agency.

3.9.2 During operation phase

Fresh water requirement shall be reduced by using STP treated water in the complex.

After expansion, the waste water/ sewage of 245 KLD shall be treated in a STP of 300 KLD capacity based on EXTENDED AERATION technology.

The treated water of 220 KLD will be reused in flushing & Cooling. Outsourced water of 239 KLD shall be used for gardening and cooling purposes.

There will be no discharge of excess treated water as the treated water shall be reused in complex. It will be a Zero-discharge complex.

Rain water shall be recharged into the ground water by 17 no. of rain water harvesting pits (15 existing & 2 proposed).
