ASSESSMENT OF ECOLOGICAL DAMAGE, REMEDIATION
PLAN AND NATURALANDCOMMUNITY RESOURCE
AUGMENTATION PLAN
As per the MoEFCC notification dated 14th March, 2017 an application was made to MoEFCC (EAC
Violation) by M/s.Vadivarhe Speciality Chemicals Ltd.at Gut No.204, Nashik-Mumbai, Highway,
A/P-Wadivarhe, Tal-Igatpuri, Dist-Nashik-422403,Maharashtra [FileNo.J-11011/123/2016-IA II (I))
and Proposal No:IA/MH/IND2/52374/2016, dated 30th March 2016].
The project was reconsidered in 14th meeting of Expert Appraisal Committee for the proposal
involving violation of the EIA Notification, 2006 (for reconsideration of Terms of References of
M/s.Vadivarhe Speciality Chemicals., Gut No.204, Nashik - Mumbai Highway, A/P-Wadivarhe, Tal-
Igatpuri, Dist-Nashik-422403, Maharashtra was held at MoEFCC, New Delhi on 22th-24th
October,2018. EAC (Violation) have prescribed ToRs (published under MoEFCC website Projects
under Violation, date of meeting 22nd to 24th October 2018) for the preparation of Environmental
Impact Assessment Report and Environmental Management Plan (Including Assessment of ecological
damage and the remediation plan and the natural and community resource augmentation plan to be
prepared as an independent chapter in the EIA.
In order to carry out the environmental/ ecological damage assessment and formulation of related
remediation plan and the natural and community resource augmentation plan with respect to
M/s.Vadivarhe Speciality Chemicals Ltd. has proposed for expansion of existing products as well as
addition of new products. The existing production capacity of the plant is 12.85 MT/M and proposed
production capacity will be 22.018 MT/M. Thus the total production capacity after expansion and
addition of new products will be 34.868 MT/M without obtaining prior Environmental Clearance
under the Environment Impact Assessment Notification, 2006 (as amended from time to time),
M/s.Wadivarhe Speciality Chemicals Ltd. has assigned the work of carrying out the above stated
study to a NABL Accredited and QCI / NABET Accredited organization i.e. M/s.Green Circle. Inc,
Vadodara.
The various issues/suggestions/ objections/ opinion raised by the participants and responded by the
representatives of the project proponent during the public hearing as well as budget/fund allocated to
address these issues/suggestions/ objections/ opinion are as under
1) M/s.Vadivarhe Speciality Chemicals Ltd. (VSCL) is an existing unit in production
Manufacturing and R & D in Intermediates and Bulk Drugs.VSCL is a Zero Liquid Discharge
(ZLD) unit. The air emissions are regularly monitored by 3rd Party accredited by NABL and results have been consistently within MPCB/CPCB approved limits.

2) VSCL have taken sufficient measures to prevent and contain any leaks as per well defined
Emergency Preparedness plan as well as on regular basis mock drills is being carried out by VSCL to ensure emergency preparedness.
3) VSCL provides employment to locals in accordance with the law. At present, more than 95%
of locals are engaged in their workforce and VSCL give preference to local people based on
their education, skill, qualification and experience.

The natural and community resource augmentation plan
12.3.1 Introduction
M/s.Vadivarhe Speciality Chemicals. Nashik awarded us the work of assessment of the impacts due to
the Production capacity after expansion and addition of new products will be 34.868 MT/M. We have
carried out the assessment during March-May 2016. The following pages describe the assessment
with respect to the same. The details have been enumerated in the following pages.

Violation Details:- Industry for its existing operation obtained CTE vide letter no.BO/RO-Nsk/PCI-I/946-07/E/CC-329 dated 05.04.2007 which was obtained after EIA Notification
,2006.hence,the industry for its existing operation did not obtain Environmental Clearance,
therefore, it is violation of provisions contained under Environmental (Protection) Act, 1986 by not following EIA Notification,2006.

The collection and analysis of data with respect to air, water, land, noise and other environmental attributes was carried out by NABL accredited laboratory and details are
presented in Chapter-3.

The augmentation plan will be multi fold in nature and will be in conjunction with the damage

The proposed activities under the remediation/ EMP measures suggested/recommended, natural and

phased manner.
It may be noted that the project proponent will also give a bank guarantee equivalent to the amount of
remediation plan, natural and community resource augmentation plan as well as public hearing
aspects i.e. Rs 1,40,10,000/- Cr to Maharashtra Pollution control board which could be returned on
completion of the above stated plan.

B. I think this subject does not belong to
us. Men are not able to hold a needle If
rest of the men felt insulted please
pardon me. I think art of embroidery to
women is perhaps by birth. Thus we
have suggested to start this type of
embroidery or such type of classes or
regular classes for women. I feel if we
introduce such type of activities for
women which would bring out their
capabilities, women of many villages
will not require anybody to uplift them.
They themselves will attain their up
liftment. The company is committed to
provide the things which are required
from that point of view.
C. With respect to views of the Hon’ble
Chairman of Wadivarhe Speciality
Chemicals Ltd, mentioned that as said
by the Honour, definitely Beti-Bachav
is one of our programmes. In fact now
girls in no field are lacking behind.
Girls are in the forefront in all the
fields. Second point is we have
suggested the company to organize
health camps from the view point of
health of girls. And third is skill
development. Thus we have proposed
these three things.

Dam which is also nearby. People also drink water from
them. I therefore only request
the company that we have
sent number of proposals to other companies that the
chemical water that is
flowing from their companies is consumed by
our animals and by some
people. I request all, and also
to your company. I do not recollect that any
complainant has been
received against your company. However, 1 to 2
days back, one such
complaint was received from one of the companies that no
crop survives in the fields of
our farmers due to their
chemicals. I request you that if you discharge any
chemical from your
company, please do some processing so that human
beings are not suffered.. You
have also given good projects to Wadivarhe village through
CSR for example it may be
regarding school education
or regarding development of the village. As you said you
have completed projects of
the cost of 27 lakhs

mentioned that we have planned up-to Tertiary treatment plant from the point of

some of the things are not adequate and
some things are not efficient. From that point
of view, we have taken measures and have plans to invest nearly Rs. 1.5 crores so that
the said water will be available to us for re-
