Hawkers trading near the Tukondjeni open mar-ket in Windhoek’s Okury-

angava area say they are unable to feed their families after the police stopped them from trading.

At the start of the coronavirus lockdown at the end of March, in-formal traders were banned from operating, but some have resumed their activities at open markets.

With the country moving to stage two of the lockdown, street traders took up their spots again along On-doto Street this week.

However, they were stopped by police, who said the only traders allowed to do business are those within open markets.

Dumbstruck Susanna Kasaze, a trader operat-ing opposite a market, said the in-formal traders had been given the go-ahead to resume trading by the

police and City Police, but were dumbstruck when they were again told to stop trading. “They told us to buy face masks and sanitisers and to practice social distancing

by ensuring that we kept space be-tween ourselves and our customers. They said we should leave a space of at least five metres between us,” Kasaze said.

No grant, no food Another trader, Natalia David, said the measures meant she could not support her children and elderly mother. David, whose daughter had recent-ly given birth, also said she did not receive the N$750 emergency in-come grant or food parcels given to many informal traders.

She added she was being harassed by the police because of her disa-bility. David can only see through one eye, Namibian Sun established at the scene of the commotion in Okuryangava. City Police senior su-perintendent Simasiku said mini-mal force was used to disperse the traders and that they were comply-ing with police requests.

OGONE TLHAGE WINDHOEK With fuel prices dropping by a further N$1 a litre, economists differed on whether this will indeed have a positive impact

on Namibia’s depressed economy. Fuel prices for the month of May were decreased as glob-al demand fell again, with people forced to stay home to limit the spread of the coronavirus. As Namibia ex-ited its hard lockdown, some commentators felt that lower demand would result in ben-efits across the board. Independent economist Klaus Schade said the reduc-tion in fuel prices would help

consumers of fuel. Burden eased “Any price reductions will ease the current burden on producers and consumers. The drop in prices will in particular benefit the fisher-ies and transport sectors that spend a large proportion of their input costs on fuel.” However, for those using public transport, the effects of a lower fuel price were not as pronounced. “Non-motor-

ists will not see any benefits, since public transport prices will remain unchanged or will be increased as taxis are only allowed to transport fewer passengers. Without the steep depreciation of the Namibian dollar against the US dollar, the decline would have been larger,” Schade said. “However, the other side of the coin is that some countries that are heavily re-liant on oil revenue can turn into fragile or even failed

states, which would have implications for regional stability.” Hard to assess impacts IJG head of research Eric van Zyl said it would be hard to see the impacts of the low pump prices at the moment. “Generally, we would hope to see lower price inflation on goods as transportation costs reduce, but in the cur-rent economic climate there are additional supply and

demand factors at play due to the coronavirus pandemic, and measures aimed at slow-ing the spread of the disease will impact the prices of var-ious goods in different ways. “It is thus difficult to say that the low fuel prices will be much of a boost to the economy, but it does come at a time where more Na-mibians will be returning to work and it will mean a lower monthly fuel bill,” Van Zyl said.

Fuel price drop to bring some relief

With the national lockdown official-ly being lifted, thousands of Namib-ians are expected to start travelling again, causing major congestion on the country’s roads.

This is according to police inspector-general Sebastian Ndeitunga, who ap-pealed to road users to exercise caution on national roads.

President Hage Geingob last Thurs-day declared that the coronavirus state of emergency will continue with eased measures under stage two from Mon-day, 4 May. Ndeitunga said during the lockdown period, the security cluster noted that although many people com-plied with the guidelines and regula-tions to stay at home and make only essential journeys, there were some violations.

Police visibility to be maintained “It is therefore expected that with the lifting on the countrywide lockdown, thousands of people, particularly those who were locked out from their usual places of domicile, will be returning to their homes,” Ndeitunga said.

This is expected to result in con-gestion of the national road net-work, he said.

Ndeitunga added that high-level police visibility in all 14 re-gions will be maintained.

This will include the en-forcement of a countrywide

road traffic checkpoint deployment plan, including permanent road traffic checkpoints and mobile checkpoints or roadblocks within and outside towns.

Upholding laws He also stressed that the Road Traffic and Transportation Act and all other relevant laws must be upheld to pre-vent accidents.

“All motorists are called upon to be mindful of protecting not only their own lives, but also those of passengers and other road users.”

Ndeitunga said due to the increased visibility of law enforcement agencies during the past two months, fewer traf-fic violations were recorded.

“This situation is commendable

and it is our wish that the status quo remains.”

Ndeitunga urged motorists to be responsible, patient, tolerant and to travel early and avoid night driving.

He added they should adhere to speed limits and avoid blind spots.

Passenger restrictions Motorists should also adhere to the state of emergency regulations re-garding passenger restrictions.

This stipulates that a four-seat-er passenger vehicle may not ferry more than three passengers, while

a seven-seater may not ferry more than four people.

Buses with a carrying capacity of 16 or more may only load half the number of passengers, and only one person is permitted on a mo-torbike.

Stubenrauch Planning Consultants (SPC) hereby give notice to all potentially Interested and Affected Parties (I&APs) that an application will be made to the Environmental Commissioner in terms of the Environmental Management Act (No 7 of 2007) and the Environmental Impact Assessment Regulations (GN 30 of 6 February 2012) for the following:

Subdivision of Erf 3108 (of Erf 101), Okahao Proper into 12 erven and Remainder, Okahao, Omusati Region.

The construction of Public roads and the route determination of roads and design of associated physical infrastructure where it is a public road are listed activities as per the List of Activities requiring Environmental Clearance (Government Notice 29 of 6 February 2012) and accordingly require an Environmental Impact Assessment (EIA) to be conducted. In line with Regulation 21(2) of the mentioned EIA Regulations, a Background Information Document (BID) is distributed to pre-identified Interested and Affected Parties as part of the public consultation process for this Environmental Impact Assessment. An Environmental assessment will be undertaken to determine the potential impact of the development on the environment and to determine all safety, health and social impacts associated with the proposed development activities. A background information document is attached detailing the activity and the intended environmental assessment process.
