Rajasthan Minor Mineral Concecession Rules, 1986 read with Government of

Rajasthan Notification F-14(1)Mines/gr.llt2o11 dated 24.07'12, I here by

,ppror" the above said Mining Plan with Progressive Mine Closure plan This

approval is subject to the following conditions :-

1. Th;s Mlning Plai'i witii Frogressive Mine elosure plan is approved

without prejudice to any other laws applicable to the mine/area from time

to time whether made by the Central Government, State Government or

anY other authoritY.

2. lt is clarified that the approval of your aforesaid Mining Plan with

Progressive Mine closure plan does not in any way imply the approval

of the Government in terms of any other provisions of the Mines and

Minerals (Regulations and Development) Act, 1957 or The Rajasthan

Minor Mineral Concecession Rules, 1986 or any other laws including

Forest (conservation) Act, 1980, Environment Protection Act, 1986 and

the rules made there under'

3. lt is further clarified that approval of the Mining Plan with Progressive

Mine Closure plan is subject to the provisiorfs of Forest (Conservation)

Act, 1980, Forest (conservation) Rules, 1981 and other relevant statues,

orders and guidelines as may be applicable to the lease from time to

time.

4. The Mining Plan with Progressive Mine closure plan is approved

without prejudice to any other order or direction from 'any court of

comPetent jurisdiction. .

The gypsum deposit of the area is of recent to sub recent age and is free from

seam or bands intercalated with sand and siity materials' The desertic sand

overlying gypsum bed forms the upper layer of the entire area and the grain

size varies from 60 to 200 meshes'

4.0 MINING(I) Proposed mining method

The mining is proposed to be carried out by semi-mechanized open cast

method without drilling and blasting. Occasionally the Mineral & overburden

will be removed with help of lCBlor small capacity excavator on hire basis

and loaded in tractor trolleys/trucks and transported directly user industry.

In the proposed mining bloch sandy alluvium cover exists over the gypsum

bed which having thickness about L.Omts.

First five years, excavation of mineral gpsum will be worked covering the

deposit near boundary A to D. This area has been selected for mining because

this will be from one end of the deposit so that the reclamation can be done

on that area. The targeted production of mineral is 2,00,000 tones/Year.

The height of the bench is proposed as1.Omts (maximumJ in mineral bed and

1.0mts in alluvium. The advancement of benches is proposed in West

directions. The transportation of minerals has been proposed from working

face to their destination sites by trucks. The waste/sandy alluvium removed

are proposed to be backfilled simultaneously in the worked out area. The

year wise and bench wise development programme for the production of

minerals is given in the below table.

Year wise development plan & section are prepared and enclosed as Year

Wise Working Plan & Sections, Plate No. 5, The pit dimension and pit

section has been shown for the end of every year as shown in Plate No. 5.

(vi) Conceptual plan (at the end of life of mine)

1. Exploration: - In the next five years of mining, it is proposed to put five

exploratory pit (PEXP -1" to PEXP -6) in East part (towards BC boundary line)

& central portion of the applied area to verify the presence fextension) of

Gypsum bed laterally in respect of existing deposit. If the existence of Gypsum

is found further laterally in the proposed exploratory pits then the reserves

under probable and possible categories shall also be taken in proved

category.

2. Quantity of waste expected during lease period: - At the end of lease period

total L6,77,699tones of the mineral will be excavated from the applied lease

area from present production.729430cum O/B will be generated

3. Space: - No separate stacking arrangement of the waste are made as the

waste produced is soil/alluvium which lying as the top cover of the gypsum.

This will utilized for backfilling & leveled the mined put area simultaneously

4. Reclamation: - At end of the lease period whole worked out, area will be

backfilled by waste/O.B. generated during mining. So at the end of the lease

period, total72.50 hectares worked area will be backfilled & leveled to bring

its original use i.e. agriculture purpose. .

5. Plantation: - Total 12.50 hectares will be covered for plantation up to the

life of Mine.

(vii) Opencast mines

The proposed method of mining will be semi-mechanizdd:opencast mining.r

For the systematic working of opencast mines, benches wilt be formed. Tle'

height of benches will be governed by the thickness of gypsum.b-ed present in

the working area. Proper care shall be taken so that the bench height does not

reach more than 2.0 to 2.5mts at a time and the width of the benches will be

always more than the height. The mining will be done with the help of tractor

with ripper and scrapper arrangement attached with it or with small capacity

excavators, as well as with the conventional mining tools such as hammers,

hand shovels, picks etc, if required. Occasionally the, overburden will be

removed with help of ICB/or small capacity excavators on hire basis and

loaded in tractor trolleys/trucks and transported directly user industry. No

drilling and blasting will be required.

viii) Salient features of mode of working proposed five year fyear fromIst to Vth year)

YEAR WISE DEVELOPMENT & PRODUCTION PROGRAM

The pit shall be advanced in the western directions to get the desired

production. The overburden bench and the gypsum bench shall be worked

separately. The minimum advance of the overburden bench shall be kept

minimum 5mts ahead of the gypsum bench at any time.

1) First year Development & Production

In the first year of mining, the working shall be started from the boundary

line A to D (in block A) from lease area towards eastefn directions. The length

of the bench shall be kept 366mts faverageJ and width of bench,shall be kept240 mts, the height of the bench shall be governed by the thickness of the

alluvium encountered at the working place, which l-.0mts. Overburden will be

produced B9265cum in first year and the total mineral productipn will be

L96967tonnes. The height of the bench is proposed as1.0mts (maximum) inmineral bed and 1.0mts in alluvium.

The overburden is unconsolidated and sandy alluvium. The mineralizedgypsum bed is basically soft and easily extractable by the tractor withripper/scarper combination or directly f.C.B./Small capacity excavator. Inview of the above drilling and blasting of the mineral bed wOuld not be

required.

6.0 MINE DRAINAGE

The entire applied ML areas is almost a flat terrain with minor undulations.

The lease area has a maximum elevation of 194 M (above MSLJ in the western

part of the lease and the minimum elevation is 193 m above MSL which is in

the eastern part of the area. No nalas flows in the lease area.

Ganganagar region in which the area is situated is a little near to the famousThar desert and climatic conditions are extreme. The summers are quite hotand winters are very cools. The temperature in this region ranges in summerfrom 4B'C to 35oC, while in winter it comes as low as to 0'C. The averageannual rainfall in the area is about 150mm. however server hot or cold windsare common in this region.

The depth to water is shallow ranging from 50 to 55 m below ground level

[bgl) during post-monsoon period while it is deeper from 55 to 60 m duringpre-monsoon period. The present envisaged ultimate depth of the pit is

L92.00 m RL. So the ground water will not hinder the working.Garland drains will be constructed to prevent the flow of surface water, intothe working pit during monsoon.

(3) Flora and Fauna:

The area in the radius of 5.0kms from ML lease area does have some vegetation but

it is not of much significance. No existence of reserve or protected forest and/or

part of their in the surrounding 5km radius area. Some vegetation is there outside

the area near villages and farms in which density of plants range from 5-6 plants/

hectares. common species of flora found in this region are Khejdi, Babool, Neem,

Cactus, Laseera, Iharberi, Khakhara, Grass

Besides above some plantation exists around villages, agricultural farms and lands

under private ownershiP

No carnivorous animals are seen in 5.0kms radius boundary because there is no

Wild Life Sanctuary is observed. Some time Rabbit, Squirrel, Monkey, fackal or foxes

are seen occasionally. Pet animals like cow, goat, sheep, etc. animals are farmed by

the local villagers.

(a) Quality of air, ambient noise level and water

Quality of Air

The air is free from any pollution, as there is no industry or any other source

of air pollution present in the vicinity of the area. The quality of air is good.

Mining of Gypsum , handling of O.B. and mineral, and transportion of the

mineral. The above activity invariably generates dust which causes air

pollution in and around the mine. Apart from the above, the fumes emitted

by the mining equipment also pollute the atmosphere. Thus, the more

common pollutants in air are suspended particulate matter [PMro &PMz.s ),

SOz and NOx.

The existing air quality levels are within prescribed limits as dqtailed in the

earlier chapter which is far below the levels of NAAQ for industrial areas .

Water Quality

Since there is no surface water in the area therefore there is no need of

assessment of quality of surface water. Underground percolating water exists

in the region as seen in the tube wells in the nearby area. The depth to water

Noise

Operation of heavy machines and allied mining operations such as transport,

workshop activities etc. produce noise pollution in the, mining area unless

appropriate abatement measures are planned and effectively carried out.

The impact of higher noise levels on human beings and fauna are

The noise levels rise by about 1,5-20 dB in the work zone area, when the

mining activities are being carried out, However, no significant increase is

likely to occur in the buffer zofie area with appropriate abatement measures.

It has been observed that 100 dB generated at a point source gets attenuated

to 40 dB (noise level for silent zone) over distance of 1000 m, which clearly

indicates that there will not be any increase in ambient noise level beyond L

km from active working area even without any abatement measttres. This

one km comprises all activities pertaining to mining.ln the present working

all endeavour have been made to ensure proper maintenace of the machines.

Moreover, the proposed pripheral plantation that would be carriecl out along

the mined out pit will act as a barrier and will attenuate the sound level. Thus

there is no adverse impact of noise.

The recorded ambient noise levels recorded in the core and buffer zones are

rvell within the Iimits prescribed above .As such there will not be fiy impacts

on the personnel working at the site for proposed mining operations.

radius of ML area. There is no national park and wild life sanctuary near the

area. No telephone line or rail line is passing within ML area' No electric line

is passing through the ML area. No part of any village exists in the ML area'

use for agricultural practices on seasonal basis. Hence the impact on the

LL.2.3 Soil and Land use Pattern

The area forming a part of Great Indian Thar Desert lies under a thick blanket

of wind blown sand, which at places forms dunes varying in height from 5'0 to

50 mts. some of the sand dunes are established while others are of drifting

type and keep moving under the influence of the prevailing winds' These sand

dunes are generally transverse type with their longer axis at right angle'

The mining operations will not result in any subsidence as the underlying

formations are compact and the area is free from any major structural

disturbances like faulting , folding etc. The top soil occui in the area whose

average thickness is 1.00 m. While developing the top bench care is taken to

separate, which will be utilized for backfilling the worked out area

simultaneously making suitable for cultivation. The present Land use pattern

& after this mining plan period are given on Page No' 20 and24 respectively'

LL.2.3 Agriculture

The entire applied lease area is mainly occupied by patta lands which put to

use for agricultural practices on seasonal basis. Hence the impact on the

agricultural fields does not arise to greater extent. The agricultural lands

surrounding the lease in the buffer zone will not be disturbed due to mining

activity. All precautions will be observed not to disturb these lands. There

will not be any damage to these areas since a green belt to an extent of 7 '25

ha will be developed over a period of time

L1.2.4 Forest ,

The Applied Mining Lease do not include any forest area. Proposed mining

operations will not affect the forest land beyond the 10 km buffi:r zone. Thus

it can be safely projected that future mining operations at the proposed site

All safety measures and precautions as per Mines Act1952, Mines Regulation

1g61, and circulars of Director General Mines Safety IDGMSJ issued from time

to time will be followed effectively. Health monitoring camps and awareness

generation programmes will be designed for the rural masses. Necessary

protective equipment such as safety shoes, helmets, goggles, and ear muffs etc

will be provided to workers as per requirement at the mine. Adoption of

dust suppression measures, green belt development etc. also helps to

improve the health status of the workers as well as the residents of nearby

localities. Other measures are given below.

Occupational Health: All the persons will undergo pre- placement health

examination at the time of joining for the following tests.

Employees are monitored for occupational diseases by conducting the

following tests.

F Periodic medical examination at yearly frequency.

F Those who are exposed dust Lung function test on yearly basis.

F Chest X-Ray once in five years.

(3) Afforestation and Green Belt Development

FAGMIL has ambitious programmes of creating a green belt and plantation

areas within the lease wherever it is not put to use for mining. For the

development of plantation, greenery and afforestation a specialist approach

will be. it is proposed to plant 1500trees every year inside the area' During

the first years saplings of local species like Neem, Babool, Khejri' fal etc will

be planted over an area of 7.25 hectare along the periphery of lease area [7'5

operations; therefore no need of treatment and disposal of mine water.

(6) Measures for Water Regime Protection

As stated above that there is no seasonal drain or water reservoir is present

in the area hence there will be no adverse effect on water regime.

[7) Socio-Economic benefits arising out of Mining:

No major earning sources in the area other that the agricultural activity

which is solely depends on rains. The people of the area migrate for earning

their livelihood. The proposed enhancement in production at mine site will

generate additional employment for locals. Thus earning of the people will

increase and will help up-liftment of socio-economic status of the employees.

(B) Measures for dust control:

The mining will be done with help of tractor with ripper/scraper and small

excavator to be used for removal of overburden and mineral and movement

of tractors/trucks, there will be the generation of dust. Thus, it has very little

effect on the surrounding atmosphere and workers who enter the active

working area after the minimum prescribed time of'10 minutes. The amount

Minerals India Ltd. [hereinafter called as FAGMIL), Mr. of the

14.0 Mine DescriPtion

[i) Physiography & Drainage

The entire applied ML area is almost a flat terrain with minor.undulations'

The lease area has a maximum elevation of L94 m fabove MSLJ in the western

part of the lease and the minimum elevation is 193 m above MSL which is in

the eastern part of the area. Whole area consists of clay and sand covers of

about 1.0mts [Average), which is moist and fertile in nature. There is no firm

drainage present in the area, and the flow of rainwater is along the

topographical slopes. The Villayati and Deshi Babool trees are scattered in

and around ofthe area.

(ii) Local GeologY

The gy"psum deposit of the area is of recent to sub recent age and is free from

any geological disturbance. It is a sedimentary, which occurs in the area as a

seam or bands intercalated with sand and silty materials. The desertic sand

overlying gypsum bed forms the upper layer of the entire area and the grain

size varies from 60 to 200 meshes.

The gypsum deposit of the region appears to be deposited in a shallow

elongated basin. It is an elongated flat lensoid deposit and hence no specific

dip can be assigned. !

(v) Proposed Rate of Production and Life of Mine

The targeted production of Mineral (Gypsum) is 2,00,000 tones/year.

Total mineable reverses are 16,77,689 tones. Mineable reseryes are

estimated on the basis of proved geological reserves.

Then Total life of mine 1-6,77 ,689 /2,00,000 = B.3B say 8.0 years

[vi) Proposed mining method

The rnir-ring is proposed to be carried out by semi-mechanized open cast

method without drilling and blasting. Occasionally the Mineral & overburden

will be removed with help of fCB/or small capacity excavator on hire basis

and loaded in tractor trolleys/trucks and transported directly user industry.

In the proposed mining block, sandy alluvium cover exists over the gypsum

bed which having thickness about 1.0mts. ,

First five years, excavation of mineral gypsum will be worked covering the

deposit near boundary A to D. This area has been selected for mining because

this will be from one end of the deposit so that the reclamation can be done

on that area. The targeted production of mineral is 2,00,000 tones/year.

76.7.3 LandReclamation

In the first five years, there are proposals for reclamation of the land affected

by mining by backfilling & leveled the worked out pit simultaneously'

so at the end of the lease period, total 72.50 hectares worked area will be

backfilled & leveled to bring its original use i.e' agriculture purpose'

76.7.4 Afforestation and Green Belt Development

FAGMIL has ambitious programmes of creating a green belt and plantation

areas within the lease wherever it is not put to use for mining' For the

development of plantation, greenery and afforestation a specialist approach

wiil be. it is proposed to plant 1500trees every year inside the area. During

the first years saplings of local species like Neem, Babool, Khejri, |al etc will

be planted over an area of 7.25 hectare along the periphery of lease area (7.5

m barrier). The number of sapling proposed to be planted during first five

18.0 Air QualitY management

The air is free from any pollution, as there is no industry or any other source

of air pollution present in the vicinity of the area' The quality of air is good'

Mining of Gypsum , handling of O.B. and mineral, and' transportion of the

mineral. The above activity invariably generates dust which causes air

pollution in and around the mine. Apart from the above, the fumes emitted

by the mining equipment also pollute the atmosphere. Thus, the more

common pollutants in air are suspended particulate matter [PMro &PMz's J'

SOz and NOx.

The existing air quality levels are within prescribed limits as detailed in the

earlier chapter which is far below the levels of NAAQ for industrial areas '

19.0 Noise QualitY management

operation of heavy machines and allied mining operations such as transport,

workshop activities etc. produce noise pollution in the mining area unless

appropriate abatement measures are planned and effectively carried out'

The noise ie,,"els rise by about 1,5-2b' dB in the work zone area, when the

ntining actir,,ities are being carried out. However, no significant increase is

likell, to occur in the buffer zone area with appropriate abatement measures.,

it has been observed that l-00 dB generated at a point source gets attenqlted

to 40 dB [noise level for silent zone) over distance of 1000 m, which'clearly

inclicates that there will not be any increase in ambient noise level beyond L

km from active working area even without any abatement measures. This

one km comprises all activities pertaining to mining.ln the present working

all endeavour have been made to ensure proper maintenace of the machines.

Moreover, the proposed pripheral plantation that would be carried out along

the mined out pit will act as a barrier and will attenuate the sound level. Thus

there is no adverse impact of noise.

The recorded ambient noise levels recorded in the core and buffer zones are

well within the limits prescribed above .As such there will not be any impacts

on the personnel working at the site for proposed mining operations.

20.0 Waste management

Nature of wasteSandy alluvium exists at the proposed mining site. The thickness of the

alluvium is l-.0mts. The sandy will alluvium be utilized to backfill & leveled

the worked out area simultaneously and make it useful for cultivation. No

other waste shall be generated during the course of mining. The year wise

22.0 Tailing Dam Management

There will not be processing activity hence no toxic material will be used.

23. O Infrastructure

1. Transport and Roads facility: - The area lies 1.5kms North direction from

village Malkisar Chhota. The mine is approachable from Tehsil headquarter

Lunkaransar. The lease area is about 25km from Lunkaransar. Tehsil

headquarter Lunkaransar is about 73k.m. from District headquarter Bikaner.

The nearest railway station is Lunkaransar, which is about 25k.m' from the

lease area.

Bikaner is well connected with state capital ]aipur by both road and rail.

There are direct train services linking Bikaner with jaipur, Delhi, Kolkata, and

Mumbai.

2. Communication facility: -The facilities like telephone is available at village

Malkisar Chhota. /

3. Water Supply: - The water is required for drinking purpose only. Drinking

water is available nearby tube wells in the lease area.

4. Medical & School facility: - Medical & School facilities are available at

Vitlage Malkisar Chhota within the applied lease area.

5, Power Supply: - One electric line is available in the area so applicant will

take connection from this line to at the mining site.

employedandthedaytodaysafetyinspectionsandmeasuresinthemine

workings,surfaceopeningsshallbecarriedoutandregularlymonitored/

supervisedbytheMinesManager.Allprecautignswillbetakenforthe

security of machinery deployed while operations are progress' Similarly'

safetystandardswillbemaintainedtoprotecttheworkforce.

26.0 Disaster management and Risk assessment

or unforeseen circumstances. Risk is invorved in every activity and events. It

mining operations, the mine workings will be in the watch of a watchman'

Before re-open of the mine the maintenance will be provided to all the

machineries cteployed at mine. Before entering the laborers into mine

workings are proposed to inspect by manager for safety purpose as per Mines

Act.

2B.O Economic repercussions of closure of mine and manpower

retrenchment:

The mine will not close. There will not be any economic repercussions on

account of closure of mine; if at all any such contingency arises, alternate

employment avenues will be created .Hence manpower retrenchment and its

economic repercussions are not visualized at this stage.

28.2 Compensation given or to be given to the employees connecting

with Sustenance of himself and their family members:

Currently this situation does not arise. All eligible employees would be given

alternate jobs in the new mine in the event of even temporary closure of the

present mine. The retrenchment, compensations to the work force will be

made as and when situation warrants, as per Central Labour legislation

applicable to Metaliferous Mines

28.3 Satellite occupations connected to the mining number of persons

engaged therein, continuance of such business after mine closure

The major other occupation in this region is cultivation. The people in this

area very well associated with it and can be easily adopted. There are other

mines also in operation in the region. The workers in the surrounding are

mostly connected to seasonal agriculture labour. These satellite occupations

connected to mining are not considered. Hence after the mine is closed there

will not be any impact.

28.4 Continued engagement of employees in the rehabilitated status of

mining lease area and any other remnant activities

29.0Time scheduling for abandonment

No part of the mine is proposed abandonment during the period of this

progressive mine closure plan. However, if mine is abandoned due to any

unfores een reason, not much time is required for closing down the mine as

there is no permanent structure and there is proposal qf simultaneous back

filling.

30.00 Abandonment cost

Abandonment is not proposed in the period of this plan; hence abandonment

cost is not related with this plan. However, in case of abandonment' the cost

involved is for left out portion of back filling, plantation and compensation to

the workers. It is around Rs. 50,000/-'
