Proposed Scrutiny Review:
The Future approach to Waste, Recycling and Street Cleansing Services in Waverley
1. REVIEW OUTLINESubject of the review The future approach to waste management and street
cleansing in Waverley
Approach/Methodology An in-depth review by a Community Overview and Scrutiny Sub-Committee through a series of meetings.
To review the effectiveness of the current delivery model and,
a. explore the range of delivery models for the provision of waste, recycling and street cleaning services,
b. evaluate the strengths, weaknesses, opportunities and threats of each delivery model, and
c. recommend to the Executive a preferred delivery model.
To review the existing service provision and,a. investigate options and alternative service
provision standards,
b. evaluate the potential for service improvements using alternative service provision,
c. evaluate the value for money and potential financial savings of each alternative service provision
Meeting officers managing the current service contracts, engaging with other local authorities to understand their service delivery standards and delivery models, engaging a consultant to advise on current industry practice and trends in service provision, contract costs etc.
Develop proposals for the future shape of waste, recycling and street cleaning services and the appropriate service delivery model.
1.1 Reasons for the ReviewReasons for conducting this review
The current waste, recycling and street cleaning contract expires in October 2019 and the Council needs to determine how it wishes to provide these services and what standard of service it wishes to provide after that date.
Key question(s) the review aims to answer
Is the existing service delivery model under the current contract fit for purpose and does it deliver a satisfactory service to residents?
Are there alternative service delivery models which can provide the same standard of service or an improved service?
Are these service delivery models more or less expensive than the current model?
Can they offer the same or an improved standard of service?
Is the current service standard appropriate for the community’s needs?
Does it deliver satisfactory street cleaning standards and does it maximise recycling?
Are there alternative service standards that could be fit for purpose in today’s environment and could deliver improved performance?
Is the recommended service standard affordable and does the recommended service delivery model offer value for money.
Objectives of the review/areas for investigation
To recommend a service delivery model which would deliver value for money. To recommend service standards that can be provided by that service delivery model which are affordable, value for money and can generate savings and/or improved service standards for the Council.
Outcomes expected from conducting review
A clear recommendation to the Executive on the appropriate delivery model for the waste, recycling and street cleansing service beyond October 2019.A clear recommendation to the Executive on service standards for the waste, recycling and street cleansing service beyond October 2019.
