    Annex D - Lambeth Residents concerns on Kennington Station

    In their consultation document for the Northern Line Extension, TfL did notpropose any modifications to Kennington Station. As recently as March 2013, LBLambeths Consulting Engineers, Ramboll, in their consultation report, cite TfLs

    response as No to their question (No. 901) as to whether modifications toKennington Station were part of the NLE

    It is a surprise therefore that the TWAO introduces a new element in theDeposited Plans and Sections associated with Sheet No. 7 of that document.

    These are changes at platform level to Kennington Station. As there has been noopportunity to scrutinise these proposals it is important that there is anopportunity so to do at a Planning Inquiry. The station is a listed building.

    The narrative provided in the TWAOs Report on Consultation (TWAO Section A7)shows that TfL fully realised that crowding at the station would be a problem onlywhen concerns were raised by local residents. It is now clear that an unmodified

    Kennington Station will be liable to overcrowding when the Northern LineExtension is operating.

    The TWAO includes a crowd conditions study dated April 2013. The input data tothis study require independent scrutiny as there are reasons for believing that itunderestimates the numbers that will change lines at Kennington once the NLE isoperational. Serious questions remain about emergency egress in view of thegreater number if passengers in the station following the NLE.

    TfL state (NLE Factsheet G) that a separate review is being undertakenconsidering further improvements to the ticket hall, lift capacity and stationentrance. This then is far from the integrated approach required, and willsubject users of Kennington Station to years of disruption whilst sequentialalterations are carried out. TfLs current plans for the Station are at bestdisjointed, and could most accurately be described as incoherent.
