Assisting as many as 40,000 young people in Asia in improving their technical skills and acquiring
knowledge within three years (Prime Minister Abe’s Initiative in the last ASEAN summit)
Providing courses of lectures and capacity building based on the ASEAN-Japan agreement with
the new 2.5 billion yen ($22 million dollar) HRD budget for ASEAN alone (Some HRD programs
are expected to start from this spring)
Based on the ASEAN-Japan agreement, AMEICC secretariat started some HRD programs for
capacity building for local employees in ASEAN countries and officials engaged in infrastructure
development and engineering in collaboration with Japanese companies.
They are also preparing to provide endowed courses at 20 universities in ASEAN countries in
cooperation with Japanese companies operating locally.

In March 2015, a JAIF project'Comprehensive Industrial Human Resource Development (Ci-HRD)'
proposed by APEN was approved. The project consists of (1) Development of Credibility Index
for SMEs, and (2) Comprehensive Higher Professional Education System. In June 2015, APEN
launched the project under the JAIF scheme. Since then, APEN has made conctracts with
member universities in AMS, and held some seminars in AMS. In May 2016, APEN compiled the
'Normal Model' of Multiversity, which provides the reference in compiling localized models of
Multiversity in each AMS.
*APEN will hold the Higher Industrial Human Resource Development Seminar at Universiti
Teknologi Malaysia in July 2016*.
Under the JAIF scheme, member universities in AMS will be required to compile local models of
Multiveristy, and implement feasibility studies of introducing the Multiversity system in each
AMS by June 2017.

JICA has been conducting AUN/SEED-Net Project Phase III (2013.3-2018.3) continuously with the
expansion of the network from 30 to 40 universities among ASEAN Member Institutions and
Japanese Supporting Universitiesmenber universities.
JICA will continue to support strengthening faculty staffs of top engineering institutions,
organizing regional research conference and University - Industry collaboration seminars in
ASEAN, and financing collaborative researches on global and local issues among universities and
industry through the network of 40 universities.

A JAIF project "Implementation of The Credit Rating System for SMEs within ASEAN Member
Countries: Developing an ASEAN Benchmark for SME Credit Rating Methodology" project was
conducted.
Japan will support ASEAN’s effort to developnational credit guarantee systems. ASEAN and
Japan will hold ASEAN-Japan SME Finance Round Tables (RT) to exchange good practices and to
discuss steps to develop national credit guarantee systems in the region.

Japan introduced its policy program on the “Guideline for SME Accounting” at the 13th Joint

"Mekong Design Selection" project was organized for Cambodia, Laos, Myanmar and Vietnam.
After awarding G-mark in Nov 2014, Japanese designers were dispatched to 4 countries to create
new design products with 12 awarded companies. New prototype products were introduced to
the Japanese market through the G-mark Exhibition in Nov 2015.
Collaborative works between CLMV private sectors and Japanese designers will continue for
further business development under an umbrella of the promoting creative industries project.

・On February 18, JETRO co-organized the Thailand Investment Seminar welcoming Deputy Prime
Minister Pridiyathorn Devekula.
・On March 5, JETRO co-organized the Laos Seminar celebrating the 60th anniversary of the
establishment of Laos-Japan diplomatic relations in Tokyo with the participation of Lao Prime
Minister Thongsing Thammavong.
・On March 24, welcoming Indonesian President Joko Widodo, JETRO held the Indonesia
Business Forum in Tokyo.
Also consulting desk on investing in Indonesia was also held on location, where 36 Japanese
companies considering investment into the country were able to receive advice directly from
experts of both the Indonesian Investment Coordinating Board and JETRO.

the Philippne Investment Forum in Tokyo.

JCCI held investment seminars on Cambodia, Indonesia, Thailand, Vietnam, Myanmar, Laos,
Malaysia, and the Philippines for Japanese SMEs.
The Tokyo Chamber of Commerce and Industry signed an MOU with the Kasikornbank of
Thailand. Under this MOU, TCCI organized seminar for SMEs with the bank.
JCCI will find SMEs that are interested in doing business internationaly, by holding seminars or
business matchings in cooperation with the embassies of ASEAN countries and investment
organizations.
JCCI will promote SMEs' business in ASEAN countries through TCCI's advisory system.

APEN weighed several plans of next Japanese "Only-One SME Mission" and decided to dispatch
the mission to Lao PDR in March 2014. APEN built a team consiting about 30 SME owners and
executives.
APEN dispatched the mission to Malaysia in March 2015. APEN build a team consisting about 20
SME owners and executives. The mission had meetings with industries, academia, and
government senior officials of Malaysia, including Kedah State.
APEN weighs several plans of next Japanese "Only-One SME Mission". And APEN will establish
"APEN Committee on Asian SMEs Connectivity" as to institutionalize and internationalize (not
only Japan-AMS, but also among AMS) the system of "Only-One SME Mission".

JCCI received and provided seminars for ASEAN CCIs upon their visits to Japan.
JCCI dispatched missions to promote mutual understanding of meetings and business matchings

The "Association of ASEAN-Japan Entrepreneurship Education" was established by participant
universities of "Common Curriculum for Entrepreneurship in ASEAN" project.
A JAIF project "Fostering Competitive SMEs in ASEAN by promoting Business-Academia
Networking of Entrepreneurship Education" is approved.
Japan will support human resource development for SMEs in AMSs through providing incubators
with know-how of entreprener education programs including "Consultant Based Learning for
ASEAN SMEs (COBLAS)" program, which has introduced into universities in AMSs as "Common
Curriculum for Entrepreneurship in ASEAN".
The 14th program of the project will be implemented in the fourth week of June, 2016 in
Cambodia in collaboration with the Association of ASEAN-Japan Entrepreneurship Education
(AAJEE), a network consisting of university professors and researchers who are engaged in
ASEAN Common Curriculum for Entrepreneurship (COBLAS) in each AMS.
Networking among incubators who have been trained will be widely developed in ASEAN.
JICA will continue to support human resource development at Japan Center in Cambodia, Laos,
Myanmar and Vietnam.

JETRO reserched the Logistics situation of Mekong area(Cambodia, Laos, Vietnam, Myanmar
and Thailand).Based on the findings of the survey, JETRO further conducted its 3rd survey on
Business Needs and Strategies in the Mekong sub-region, which was submitted to 7th Mekong-
Japan Economic Ministers Meeting on 24 August 2015.
Given its crucial rule toward developing further integrated ASEAN Economies, JETRO will
continuously trace the latest development situation and its actual operation of cross-border
infrastructure development.

Japan promoted feasibility studies of spreading Japanese medical services and technologies in
five ASEAN countries (Indonesia, Myanmar, Cambodia ,Thailand and Viet Nam) fromin 2013.
And Japan promoted feasibility studies of spreading Japanese medical technologies and services
in six ASEAN countries (Cambodia, Indonesia, Myanmar, Philippines,Thailand and Viet Nam) in
2015.
On a result of F/S five medical facilities opened in Indonesia, Myanmar and Viet Nam in 2013 and
2014.Three medical facilities will open in Cambodia and Viet Nam in 2016.
Japan will support spreading preventive medicine such as medical check-up system, which can

・From January 27 to 30 2015, JETRO dispatched a Myanmar infrastructure mission to Yangon and
Dawei. In this program, which was subsidized by the Ministry of Economy, Trade and Industry, a
total of 35 representatives participated from 26 companies and two organizations in a broad
range of industries, including trading companies, manufacturers, a financial institution, general
constructors and engineering companies.
・On April 29 2016, JETRO organized the High Speed Rail Seminar in Kuala Lumpur, to help the
Japan Union win the order related to the Malaysia-Singapore High Speed Rail Scheme. The
seminar was organized as an "all-Japan" effort by related parties such as the Ministry of Land,
Infrastructure, Transport and Tourism (MLIT), the Ministry of Foreign Affairs, the Ministry of
Economy, Trade and Industry, the Japan Railway Technical Service (JARTS) and the Japan
Overseas Rolling Stock Association (JORSA), attracting approximately 700 people from the
Malaysian government, companies and media.
・In July 2016, JETRO will organize the High Speed Rail Seminar and exhibition in Singapore
following a similar event in Kuala Lumpur, Malaysia in April 2016.
・In september 2016, JETRO will dispatch a Philippine saving energy mission to Manila.

Japan compiled a list of Japan's Cooperation Projects for Enhancing ASEAN Connectivity.
[ASAEN comment] During the 2/2014 ACCC-Japan in October 2014, ASEAN Connectivity
Coordinating Committee (ACCC) submitted its list of proposed flagship projects to Japan for
consideration. AMS to provide Japan with more detailed information on the proposed flagship
projects. In the meantime, ASEAN is consulting relevant agencies on the List of Japan's
Cooperation Projects for Enhancing ASEAN Connectivity submitted by Japan.

Japan held a workshop on Food Service Corporate Activities for Myanmar in February 2014,
inviting restaurant managers and government officers related to food service industry. It also
held a training program on Beauty Business for Vietnam in February 2014 for beauty salon
managers. Government officers related to beauty industry were also invited to the program so
that they would become aware of necessary regulations and monitoring for sound development
of the industry.
To enhance Myanmarese service industries' capability to make their business strategy/industrial
promotion policies competitive enough in the international market, Japan held a workshop on
business management and on store management for the Service Industry in Myanmar fromin
September 2014.
For further understanding, an advanced workshop was held in Japan in February 2015, inviting
those who gave a good performance during the previous workshop in Myanmar.
In response to a request from Beauty association in Vietnam, a seminar on Japanese nail industry

Japan provided the training courses, aiming to enhance capability of risk assessment on
chemicals in ASEAN countries, which took place in Japan in January 2015 for government officials
and private sectors.
Technical consideration was carried out on ASEAN-Japan Chemical Safety Database (AJCSD) at
the 1st, 2nd, 3rd and 4th special workshops of AMEICC WGCI (Working Group on Chemical Industry)
held in Bangkok in May 2013 (Bangkok), March 2014 (Bangkok), August 2014 (Jakarta) and March
2015 (Bangkok), respectively, organized by AMEICC secretariat.
The trial operation of the AJCSD was launched in April 2015.
Techinical consideration on AJCSD was carried out at the 4th Specail Workshop of AMEICC WGCI
(Working Group on Chemical Industry) held in Bangkok in March 2015, organized by AMEICC
secretariat.
The 1st Technical Working Group (TWG) on the AJCSD was held in September 2015 in Bangkok to
discuss technical matters toward the full operation of the AJCSD which was planned in April
2016.
Japan signed the Memoranda of Cooperation on Strengthening Chemical Management (MOC)
with Thailand and Vietnam respectively in 2012 to achieve the WSSD 2020 goal.
The renewed MOC was signed in July and December 2015 with Vietnam and Thailand
respectively.
Japan will provide the training courses, aiming to enhance capability of risk assessment on
chemicals and GHS in ASEAN countries.
The member countries of the AJCSD will continue to update and enrich contents of the AJCSD,
and also to promote use of the AJCSD.
The 3rd TWG is planned to take place in 2016.
Based on the MOC with Thailand and Vietnam, Japan will continue the cooperation for
supporting them to achieve the WSSD 2020 goal.

Japan supports Phase II of the ASEAN ICT Skill Standards - Definition and Certification (ISSDaC)
Project through funding by JAIF (Japan - ASEAN Integration Fund)
IPA (Information-technology Promotion Agency, Japan) explained Information Technology
Engineers Examination(ITEE) , the skill standard of Japan(ITSS), and the Information Technology
Professionals Examination Council (ITPEC: Members are Malaysia, Myanmar, Philippines,
Thailand, Vietnam, Mongolia, and Bangladesh) activities to promote ITEE and ITSS to be one of
the ASEAN standards at the ISSDaC Phase II workshop.(30-31 Oct. 2014)
The final report of Phase II of the project has already been completed. Conclusion from the
report of Phase II was presented during 14th TELMIN/15th TELSOM and related meeting on the
20th January 2015, in Bangkok.
The successful completion of ASEAN ICT Master Plan (AIM) 2015 was welcomed, and the
adoption of AIM 2020 was agreed at 15th TELMIN in November 2015 in Dan Nang, Vietnam.
According to the AIM 2020, efforts to align ICT Skill Standards for ASEAN is only stated to be
continued, and no new direction nor plan is explained.

・Technical cooperation and capacity building for Customs reform and modernization on various
areas have been implemented by dispatching short term-experts as well as holding training
courses in Japan.
・Development of VNACCS has been completed in March 2014 and was taken over in April to
Vietnam side. Japan continued Technical Cooperation Project for effective utilization of VNACCS.
・The system development of MACCS has been completed and Japan continued Technical
Cooperation Project for launching its operation.
・Japan will continue technical cooperation and capacity building for customs reform and
modernization on various areas.
・The Running Test for MACCS will be commenced in Aug 2016, and the operation of MACCS is
planned to be launched in Nov 2016. Japan will continue Technical Cooperation Project regarding
MACCS.

PTG (Port Technology Group) Meeting was held in Feb 2014 in order to finalize Guideline on the
introduction of Port EDI.
In addition, Port EDI seminar was held in Indonesia.
In November 2014, 'Guideline for Introduction of Port EDI System on Port-related Procedures'
has been endorsed in the 12th ATM+J.
ASEAN countries and Japan will work together to promote Port EDI system.

JICA conducted preparatory survey on the Project for Port EDI for Port Modernization in
Myanmar from Aug 2014 till Mar 2015. Exchange of Notes on the Project was signed between

JICA conducted a survey for project formulation in May 2015 (Indonesia).
