1 SERVICE:
1.1 Service Background and Description
The primary justification for this Procurement is:
Improving access to NHS dentistry Equitable access to NHS dental services The need for improved geographic access to dental care Increasing the number of new patients as measured by the number of
new patients seen in a 24 month period.
NHS Walsall requires the Provider to meet the following Critical Success Factors throughout the life of the Contract:
Access Easily accessible location Open for at least 40 hours per week Flexible opening hours to include early mornings, late evenings and
Weekends Additional NHS dentistry access
Capacity Must constitute additional capacity Must provide services to all categories of patients and deliver
continuity of care Must offer routine and urgent appointments during normal surgery
hours Must meet timescales for service commencement and be able to
demonstrate how services will be provided to meet anticipated demand

Quality Must have GDP services at core Ten clinical sessions per week will include skill mix Suitable level of chair side and administrative support Patient centred dental services delivered in a safe and effective

Value for Money Services offered must be affordable within available budgets Services must constitute Value for Money Demonstrate readiness to work within the Contract terms
Integration Maximise opportunities to integrate and co-locate with other
community-based services, including social care Contribute to local healthcare community

Develop innovative solutions to partnership working Must work collaboratively with NHS Walsall
Health inequalities Services procured must respond effectively to the particular health
needs of the communities the practices/health centres serve, leading to improved quality of life and well being.
Choice Services procured will offer choice of primary care provider.
Personalised care The procurement will enable personalised care to hard to reach
groups in the populations, that the practice serves
1.2 Service Location InformationThe location of the GDP Practice(s) being procured will be located in either Pheasey Park Farm, Streetly or Paddock.

1.3 Service RequirementsThe indicative service requirements for the practice being procured are as follows:
To work with NHS Walsall to deliver high quality, innovative dental services, in line with the oral health needs of the local population and address inequalities in access to care and oral health experience
To develop and implement innovative service delivery models and associated clinical pathways, which are to include evidence informed preventive interventions, in line with the evolving local strategic approach to primary care dental provision
To provide access to NHS dental services in the East and North of the NHS Walsall area
To deliver appropriate, efficient and cost effective services within the mandatory service framework of the contract
To provide high quality general dental services that meet the specific needs of diverse population groups within NHS Walsall area including flexibility of appointment times
To establish a positive working relationship with NHS Walsall and providers to facilitate and maximise service delivery
1.4 Dental Activity
A total of 10,000 Units of Dental Activity (UDA) are to be procured. In considering bidders proposals NHS Walsall will consider one large new set up practice or a satellite practice from an existing practice.
1.5 Opening hours
The provider will specify in its tender the normal surgery hours to be offered for patients of the practice and must demonstrate that they will ensure choice of appointment time, including early morning, evening and weekend availability. The contract does not include Bank Holidays.
1.6 Service Commencement
Service commencement is expected to be 1 February 2010 or earlier.
1.7 Workforce
All dentist performers will be included on the GDS tPCT Performers list.
Other Dental Care Professionals (DCPs) will possess or be working towards GDC registration.
Providers should indicate the proposed staffing structure (by category of performer) in their proposal and detail employment position of staff ie self employed, salaried or sub contractor.

The provider will notify NHS Walsall of any performer staff changes as soon as they become aware of this.
1.8 Training
Staff training and continuing professional development must comply with GDC professional and GDS contractual standards.
1.9 Infrastructure
Clinical care will be provided in an appropriate location easily accessible to patients arriving on foot, by public transport or by car.
The facilities will at all times meet the current legal and professional standards for the provision of primary care dental services and will be subject to approval by NHS Walsall’s Dental Practice Advisor.
1.9.1 Property
Bidders should indicate potential premises options planned for the provision of the service and identify if such premises are readily available and any works required and how this will be delivered within the timescales agreed.
Bidders may be eligible for NHS Walsall Capital funding up to a maximum of £50,000. Full details of how bidders can apply for this will be made available to bidders shortlisted for ITT.
1.10 IM&T
The practice will be fully computerised to allow the efficient and effective delivery of the required Key Performance Indicators, medical and social history taking and risk assessment of patients. Further details will be available in the scheme ITT

1.12 Clinical Governance and Accountability
The provider is expected to have clear policies, practices and procedures for clinical governance, and will demonstrate a “best practice” approach through obtaining the BDA Good Practice Scheme Award or equivalent within 2 years of the practice opening. The provider will be expected to comply with the Quality Standards and outputs required as outlined in the Primary Care Dental Services Clinical Governance Framework. These standards and their achievement are fundamental to the delivery of the service. The above is intended to help ensure that the provider achieves the Standards for Better Health required by providers with NHS contracts.

The provider will take part in the PCTs’ programme of:
- Practice Visits
- Clinical Governance
1.13 Decontamination
The provider is expected to comply with essential quality requirements for decontamination in primary care laid down in the Department of Health Decontamination Health Technical Memorandum 01-05: Decontamination in primary care dental practices and must demonstrate from the outset a pathway to full implementation as per the guidance.

1.14 NICE Recall Guideline
The provider is expected to fully comply with the NICE Guideline ‘Dental recall: recall interval between routine dental examinations’.

1.15 NHS Commitment
The provider will maintain a majority NHS commitment with a minimum of 95% of total income for the practice derived from NHS sources. The provider must provide all service to a full range of patients ie children, fee paying adults and exempt adults.
1.16 Contingency Planning
The provider will be wholly responsible for the performance of the contract for its duration and will not assign any part of the delivery to a third party. A third party does not include the principal/associate relationship typical of general dental practice.
The provider is required to demonstrate that contingency plans are in place to address failure or breakdown in service provision and that these state how business continuity will be sustained:
Due to loss of staffing, major incidents, or communications failure
Disaster recovery plans (eg loss of IT systems, equipment or premises)
1.17 Performance Monitoring
In addition to routine monitoring information available through the BSA, the provider will work collaboratively with the PCT to supply information on a quarterly basis in regard to the following:
Performance against the agreed clinical indicators
Number of DNAs, surgery time affected and patient status

Analysis of completed courses of treatment by recall interval advised
Appointment book audit
The provider will conduct a patient satisfaction survey on an agreed sample number of patients and share the results with NHS Walsall.
