As outlined in the methodology, the sample for the current GMPS study included three additional countries whichwere not part of the previous GMBS study; namely, DRC, Madagascar and Mauritius. To assess the comparabilityof the GMPS regional data to the GMBS regional data, analyses were conducted to assess significant differencesin proportions of key variables for GMPS between the three countries which were previously not part of GMBS(non-GMBS) and the eleven countries that were part of GMBS (GMBS).

The aim of this exercise was to assess whether the inclusion of the three countries would result in any bias in theoverall outcomes. Using binomial proportions test it was hypothesised that there is no difference in the proportions(p) of the key variables between the GMBS and the non-GMBS countries. The results are presented in table 1.

ANNEX D: TECHNICAL NOTE ON COMPARISONSBETWEEN GMBS AND NON-GMBS COUNTRIES

The statistical results show a difference in the proportions of all but one key variable between GMB and non-GMBScountries. The inclusion of the three non-GMBS countries in the regional statistics for GMPS does therefore resultin some bias. While this is significant in statistical terms, the difference in percentage terms, from an advocacy pointof view, is small.

In conclusion, it should be borne in mind that the GMPS regional data for the 14 countries, including the 3 previouslyexcluded countries, is not directly comparable to the GMBS. Where regional comparisons are made in this analysis,a distinction should be made between GMBS and non-GMBS countries in the regional aggregate of the GMPS.Going forward, the GMPS provides a baseline for 14 countries of the SADC region to benchmark progress.

Media provisions in theSADC Protocol on Gender and Development

Ensure gender is mainstreamed in all information, communication and media policies,programmes, laws and training in accordance with the Protocol on Culture, Informationand Sport.

Encourage the media and media-related bodies to mainstream gender in their codesof conduct, policies and procedures, and adopt and implement gender-aware ethicalprinciples, codes of practice and policies in accordance with the Protocol on Culture,Information and Sport.

Take measures to promote the equal representation of women in the ownership of,and decision-making structures of the media, in accordance with Article 12.1 thatprovides for equal representation of women in decision-making positions by 2015.

Take measures to discourage the media from:

• Promoting pornography and violence against all persons, especially women andchildren;

• Depicting women as helpless victims of violence and abuse;

• Degrading or exploiting women, especially in the area of entertainment andadvertising, and undermining their role and position in society; and

• Reinforcing gender oppression and stereotypes.

Encourage the media to give equal voice to women and men in all areas of coverage,including increasing the number of programmes for, by and about women on gender-specific topics that challenge gender stereotypes.

Take appropriate measures to encourage the media to play a constructive role in theeradication of gender-based violence by adopting guidelines which ensure gender-sensitive coverage.
