Summary
As the first workshop of the Cambodia case study, the participants were
introduced to the goals and objectives of the Project as well as the planned activities
of the study. The host organization, the Cambodia National Petroleum Authority
(CNPA) presented the geology, exploration activities, and data acquired from past
activities in the Khmer basin- the case study area. Group exercises and discussions on
petroleum resource assessment were conducted, highlighting also on the importance
of establishing the database inputs.
Mr. Yang Dengwei from SINOPEC, China gave a lecture on resource
assessment principles including the different methods of assessing resources and gave
details on play and prospect assessment principles. Ms Edit S. Abangan of the DOE,
Philippines, presented the PhilPRA project. The project was recently completed in
the Philippines with the aim of estimating volume and risk of the petroleum resources
of the Philippines.
Mr. Charles Stabell from Geoknowledge (Norway) gave a course in the use of
the Risk/Resource /Value tool GeoX version 5.0.6. The case study team was given
the opportunity to run assessment on both a synthetic prospect and a prospect in the
Khmer basin. It became clear from these exercises that it was not easy to define
either prospects or plays in the tectonic-complex Khmer Basin.

Summary

The workshop focused on the resource assessment experiences in the analogue
basins located close to Cambodia’s Khmer basin, the case study area. Mr. Annon

Punnahitanon, a Petroleum Engineer from Thailand’s Department of Mineral Fuels
lectured as well as facilitated the group exercises covering performance-based resource
assessment methodologies, petroleum economics exercises and production profiling
based on Thailand’s experience in the Pattani basin (Gulf of Thailand). In addition,
PETRONAS also shared their experiences through the presentation of Mr. Aidil
Shabudin, on the Development of Thin Oil Reservoir in Malaysia. The above
experiences provided new information and knowledge that would be of vital importance
in the case study. Also, the CNPA team updated the workshop on their data analysis on
source rock characterization that they learned from the expert visits conducted prior to
the second workshop.

Summary
The PPM Project continues to draw on experiences from analogue basins in
Thailand (Pattani basin) for resource assessment, economic modeling and cash flow
analysis exercises as well as field development concepts and experiences from Korea and
Vietnam. Also, the CNPA staff updated the workshop with their accomplishments on
data interpretation with new digitized maps and volume parameter datasets that were used
for the resource volumetric exercises using the GeoX tool. The CNPA team acquired
these new knowledge from expert visits conducted prior to the 3rd workshop.
Group exercises and discussions on resource assessment were conducted using the
GeoX software and evaluation on the various data and information available as input to
calculate the resource volume of Khmer basin. Another, was spent on petroleum
economics- cost, cash flow analysis and economic modeling using Thailand’s (DMF)
experiences. Thailand also, through PPTEP gave a presentation on the application of
organic geochemisty on source rock evaluation. Korea and Vietnam presented their
experiences on field development options and economic evaluation.

Summary
Dr. Alfred Kjemperud of the Bridge Group AS (Norway) was the main
resource person of the workshop. During the Workshop, the fiscal regimes (offshore)
of Indonesia, Malaysia, the Philippines, Thailand, and Vietnam were also presented.
Some of these fiscal regimes were used in the GeoX modeling exercises for
calculation of comparative company/government takes. The exercises on production
curve modeling were also conducted using both Excel and GeoX. These exercises
provided an opportunity for the participants to experience first-hand the
functionalities of the GeoX software and to also understand the concepts behind the
usage of the software.

Summary
Mr. Morten Pedersen, an economic adviser from the Norwegian Petroleum
Directorate was the main resource person of the workshop and he presented various
aspects of the Norwegian gas contracts, market, gas economics, etc. Mr. Pedersen also
prepared group exercises on gas economics and led the discussions on this subject.
The CCOP Member Countries shared their own experiences and practice concerning
gas policy, gas development, gas business, gas contracts and transportation. In
addition, Khun Supat Napanoparatkaew of the Department of Mineral Fuels, Thailand,
presented Thailand’s various development solutions and experiences in the Gulf of
Thailand.
The CNPA team updated the participants on their resource assessment
activities including the methodologies involved and data used, as learned from their
participation in past PPM activities. Also presented was an update on Cambodia’s
Energy Policy and Supply-Demand scenario.
In addition to the participants from CNPA, the Directors of Department of
Energy Development, MIME and Electricity Regulations Department of the
Electricity Authority of Cambodia also participated in the workshop.
Group discussions were also accomplished, primarily to identify the
challenges the government of Cambodia is facing in the development of their
petroleum resources and to find solutions to these challenges drawing on the CCOP
Member Countries’ experiences.

Summary
Mr. Ole Ekern of the Bridge Group (Norway) was the main resource person of
the workshop that was attended by 29 from 7 CCOP Member Countries, including 16
from the Cambodia National Petroleum Authority (CNPA), the host of the workshop.
The agenda covered presentations from CNPA on their petroleum resource
assessment updates. It is important to note that the CNPA presentation on resource
assessment update showed big improvements.

The participating Member Countries also presented their recent investment
promotions campaigns, with focus on strategies, issues and challenges encountered –
practically comparing lessons learned.
Mr. Ole Ekern’s presentations covered institutional and regulatory framework,
comparing the government and investor’s objectives in exploration investments, pre-
license activities, licensing and mechanism for exploration promotion, etc. The group
exercises on assessment of political risks resulted in active discussions in identifying
perceived political risks of the CCOP countries and some recommendations/actions to
enable the countries to change the oil company perceptions. The other interesting
group exercise on contract negotiation, where groups were divided to represent a
government and a petroleum company with specific negotiation agenda to adhere,
resulted in various negotiated agreement with agreed work programs. This is a
simulation of an actual contract negotiation between government and oil company(s).

Summary:
The training course was organized specifically to 4 technical staff of CNPA who
are tasked to manage the computer hardware and software that was purchased by the
PPM Project for Cambodia. The objective is to make the CNPA organization capable of

technical staffs were able to perform, on their own, some basic computer management
functions such as virus control, managing email and few web-programs, understanding
basic features of the PC’s operating system and installing and configuringe software on

OBJECTIVES, SCHEDULE AND BRIEF DESCRIPTION OF THE VARIOUS TOPICS TO BE COVERED IN THE
FOCUSED PETROLEUM GEOLOGY TRAINING FOR CNPA GENERAL OBJECTIVES For the three-day course, very short as it is considering the topics to be covered and the competencies to be developed, the objectives of the training are for the CNPA staff to have:
1. Refreshed understanding of the fundamentals of petroleum geology. 2. Better appreciation of the petroleum exploration data they have. 3. Basic ability to analyze the available data to generate more information
on their basins, including those required in resource assessment. The competencies to be developed among the participants are envisioned to help in promoting an informed assessment by CNPA of the petroleum resources of Cambodia. The conduct of the course will involve short presentation of the basic concepts. The lectures will be reinforced by a hands-on application/exercises utilizing data from the Cambodian case study basin (Khmer Basin). SCHEDULE

Module 1 PREREQUISITES FOR HYDROCARBON ACCUMULATION
This module would serve as an introduction to the course by way of putting the various topics to be covered in their proper perspective. It is at the same time a review of the fundamentals of Petroleum Geology.
In this module, the concepts of: 1. Source Rock, 2. Reservoir Rock, 3. Trap, 4. Seal, 5. Timing, and
6. Migration as prerequisites for hydrocarbon accumulation shall be discussed. Each prerequisite shall be defined and its role in a petroleum system explained.
Module 2 HYDROCARBON PROSPECTS AND EXPLORATION PLAYS
Discussion of hydrocarbon prospects will include their definition, generation and assessment. Differentiation of lead, prospect and drillable prospect will also be tackled to illustrate prospect assessment and the progression from a lead to prospect to drillable prospect. As for exploration plays, the term will be defined and differentiation of proven and conceptual plays will be covered. Identifying and defining play concepts will also be discussed, introducing an overview of sequence stratigraphy as a tool.
Module 3 SOURCE ROCK EVALUATION
This module will be a continuation of the introduction appertaining to source rock. A brief presentation of some of the various basic methods in source rock geochemical analysis will be made. This is to give the participants an overview of the analytical methods – the principles involved, sample requirements – and better appreciation of the results of the analyses (geochemical data). The second part of this module will deal on the interpretation of the source rock data, particularly organic richness, maturation, and expected hydrocarbon product – whether oil or gas. If time allows, a third portion of the module will be discussed regarding quantitative assessment of oil generation using mass balance equations.
Module 4 RESERVOIR ROCK EVALUATION
This module will pick up where the introduction on reservoir rocks stopped. Various methods in porosity and permeability determination and measurement will be presented. Identification of potential reservoir rocks in a well column will be conducted using logs, as well as calculation of porosity and permeability from well log data will be introduced which leads to the next module on Well Log Analysis
Module 5 WELL LOG ANALYSIS
This module is divided into 3 parts:
1. Differentiation of potential reservoir and non-reservoir using SP and GR and determination of sand-shale ratio in the prospective horizons
2. Determination of porosity using sonic, density, neutron and resistivity logs
3. Calculation of water saturation

Summary
Mr. Nelson Q. Llaban, a consulting geologist from the Philippines conducted
the training course to educate the CNPA staff on how to evaluate and analyze
petroleum data in order to obtain useful knowledge for an efficient assessment of
Cambodia’s petroleum resources.
The lectures were supported by exercises using data mostly from past
exploration activities in the Khmer basin. It was noted that the CNPA participants
were all overwhelmed of the amount of data and information that has long been kept
in the CNPA cabinets, their importance, particularly in the context of resource
assessment, was only realized and fully appreciated after the course. To make the
knowledge gained sustainable, the National Coordinators who are also Director and
Assistant Director, respectively, of the Upstream Division, were encouraged to
continue doing similar practical exercises using actual data and to build the database
for input parameters to be used in the total resource assessment of the Khmer basin.

Mr. Gener Revilla conducted the training to educate the 4 CNPA technical staff
assigned to make maps using the mapping software GeoCAD and rat digitizer. The
training covered software installation, basic map-making, usage of the digitizer, time-
depth conversion, and area/volume calculations.
The GeoCAD and rat digitizer were purchased by the PPM Project for CNPA to help
them in their resource assessment activities, particularly in creating maps, digitizing and
area-volume calculations. These are very important input for petroleum prospect and
play assessments.

Summary
After the course, the participants were able to make maps of prospects and leads
in the Khmer basin using the Rat Digitizer and GeoCAD software. The prospect volume
and areas were included in the input parameters for the volumetric calculation of the
resources in the Khmer basin using the software GeoX.
The results of the volumetric calculation exercise were lesser compared to the
results obtained using the Thai model – Pattani basin (learned from workshops 1 & 2).
The difference in the calculation is believed to be due to the uncertainties in the area
boundary of the prospects and leads. Access to the Chevron data could have helped in
determining a more realistic assessment of the basin but unfortunately the Project were
not given the permission by the Director General of CNPA to use the Chevron data. The
data used are those obtained by Woodside during their exploration campaign in the
Khmer basin and other older data.

Summary
Ms Ira Miriawati and Ms Nelly Ekayanti, both senior managers of BPMIGAS
(The Executive Agency for Upstream Oil and Gas Business Activities in Indonesia)
conducted a lecture on Plan of Development (POD) and shared Indonesia’s
experiences and process of POD evaluation, petroleum management system, the role
of the various government agencies in upstream petroleum business, and various
incentive packages offered to contractors. The lectures were supported by simple
exercises on project economy using the parameters highlighted in the presentations.
The visit provided also a forum for discussion on the many issues the CNPA
are currently facing related to their responsibilities as national managers of the
petroleum resources of Cambodia.
ANNEX 17 Cambodia Case Study Dissemination Seminar
The Dissemination Seminar of the Khmer basin case study of the PPM project
was successfully conducted at the Hotel Cambodiana, Phnom Penh on 30 June 2006.
The main agenda of the seminar is the presentations of the Cambodia team from the
Cambodia National Petroleum Authority (CNPA) of the results and recommendations
of the case study to the stakeholders- the senior management of CNPA, represented
by H.E Mr Ho Vichit, Vice-Chairman of the CNPA.
The CNPA presentations were delivered by Mr Lim Vatha and Mr Men Den,
Deputy Director and Director of the Upstream Division of CNPA, respectively. The
presenters are also the National Coordinators for Cambodia in the PPM Project.
Mr Lim’s presentation highlighted the process and results of the assessment of
petroleum resources in the Khmer basin. The report also recommended, among others,
o For the CNPA management to allow the technical staff access the latest data
and information from the exploration activities in the basin and use this data
to update the resource assessment of Cambodia
o To develop and implement policies that will require oil exploration
companies in Cambodia to share their knowledge and expertise to help
improve the capacities of the CNPA staff.
HE Mr Ho Vichit, Vice Chairman of CNPA, in his closing speech summed up
the achievement of the PPM Project as follows “I also highly appreciate the great
achievements realized in the framework of the study as it is witnessed today by the
presentations of the results of the study by the CNPA team. Through this study, our
officials have gained valuable knowledge that will be very useful for the future
development of our petroleum sector as well as for the development of our economy.
Our officials have also been provided the unique opportunity to learn from the
experiences of their friends from other countries.”
