AAnnnnee WWiieenn EElleemmeennttaarryy SScchhooooll && RRaannddyy SSmmiitthh MMiiddddllee SScchhooooll Anne Wien Elementary and Randy Smith Middle School are located off Danby Street between College Road and the Johansen Expressway within the City of Fairbanks. Anne Wien had 372 students and Randy Smith had 293 students enrolled for the 2010-2011 school year. The walk zone for the schools encompasses the Aurora neighborhood as well as the Walden Estates subdivision east of Danby Street. Approximately half of Randy Smith students walk. Aurora Subdivision is a mix of multi-family and single-family residential properties. Commercial property is limited to small areas of the walk zone.

Site Characteristics • The schools sit on adjoining property and are connected by paved footpaths. An 8-foot-

high chain link fence separates the properties. • There are separate parent and bus drop-off areas for each school, each with one-way

traffic patterns. • Students access school property from the west via two paved bike/pedestrian paths—

one at the eastern end of Marika Street and one off Evergreen Street between Southern and Central Avenues—and an unmarked informal trail through the forested area at the end of Carr Avenue.

• No sidewalks are present in Aurora Subdivision west of the schools. A paved bike path parallels Danby Street east of the schools. The Walden Estates subdivision has ADA-compliant sidewalks, although there is no sidewalk along Bainbridge Boulevard between the Danby Street intersection and the formal entrance to the subdivision (approximately 200 yards). There are ADA-compliant sidewalks immediately adjacent to the schools (on school property).

• One crossing guard is on duty at the intersection of Danby Street and Hampstead Avenue. Hampstead/Danby and Bainbridge/Danby intersections are marked with crosswalks.

• A heavily wooded FNSB park north of Anne Wien Elementary contains ball fields, picnic tables, pavilion, and Noyes Slough access. Several informal paths are interspersed throughout the park.

• Fencing around both schools has openings for road and path access. • Aurora Subdivision streets are posted at 20 mph, except that Aurora Drive is posted at

30 mph. • Danby Street is posted at 40 mph except when flashers are activated for school start/end

times, when the speed limit is reduced to 20 mph. • Streetlights in Aurora Subdivision have recently been upgraded to LED. • Aurora Drive AADT = 3,233; Danby Street AADT = 9,973.

Summary The Anne Wien Elementary and Randy Smith Middle School walk zones are deficient in several areas, although the areas immediately around the schools need only minor improvements. Aurora Subdivision’s lack of sidewalks forces pedestrians to walk on the shoulder of the road. Snow removal along neighborhood streets and school paths is essential for safe access.

Recommendations • Clear brush and install lighting at the informal trail at the end of Carr Avenue for safety

in the forested area. • Install 6-foot-wide ADA-compliant sidewalks along the entire lengths of Carr Avenue,

Southern Avenue, and Marika Road. • Install traffic calming devices such as speed humps and traffic circles in the Aurora

Subdivision. • Install crosswalks and pedestrian crossing signs on Aurora Drive at the intersections with

Carr Avenue, Southern Avenue, and Marika Road. Install pedestrian crossing signs (w11-2, W16-9P) along Aurora Drive.

• Add 6-foot-wide ADA-compliant sidewalk along Bainbridge Boulevard and Hampstead Avenue from the Walden Estates entrances to Danby Street.

• To improve sight distances as well as safety, clear brush on both school properties in the area along Wembley Avenue, along the west side of Danby Street from Wembley to Hampstead Avenue, and along the western edge of the school properties.

• Clear brush in the FNSB park north of Anne Wien Elementary and along the east side of Danby Street from Bainbridge Boulevard to College Road.

• Upgrade bike racks.
