1. ConsentTick this box to consent to your submission being published with others on the website
of the Department of Agriculture Food and the Marine and to it being released under
FOI.
Do not include in your submission any telephone numbers or email addresses that you
do not wish to be published online.
2. Who is making this submission?
Framing your submission In order to enhance the effectiveness of your submission, stakeholders are encouraged to
make their points briefly, clearly and relevant to the particular question.
3. Lessons Learned from EMFF 2014-20What measures under EMFF 2014-20 worked particularly well and should be continued
under EMFAF 2021-27?
What measures need change to enhance their effectiveness? How?
What measures should be discontinued? Why?
Page | 4
Was the partnership with stakeholders (through the Monitoring Committee) effective
under EMFF 2014-20? In what practical ways can it be improved for EMFAF 2021-27?
Was the delivery and administration of schemes under EMFF 2014-20 effective and
efficient? How can it be improved under EMFAF 2021-27?
What other lessons should be taken from EMFF 2014-20 that would increase the
effectiveness of EMFAF 2021-27?

4. Climate ChangeThe Government’s Climate Action Plan 2019 was published on 1 August 2019. While the
Plan as a whole is a call to action for all Government Departments, a number of the
actions are particularly relevant to this consultation. Action 13 of the Plan requires that
each Government Department review selection criteria for each capital funding scheme
to ensure that low carbon designs and investments are prioritised. Action 14 requires
that we prioritise public funding for energy, climate action and sustainability, aligned
with the refreshed national research priority areas 2018-23. Action 163 commits to the
examination of national and international sources of funding that could be used to
support the transition to a low-carbon economy and society.
In this section, we wish to obtain your views on how the EMFAF 2021-27 can contribute
to Ireland’s climate change objectives. What can EMFAF 2021-27 do to support or
incentivise climate change projects? What type of supports should be offered, for what
type of projects and to which classes of beneficiary? How should selection criteria for
funding approval incentivise and prioritise low carbon designs and investments?
In your response, please differentiate between fisheries, aquaculture and seafood
processing, where possible.

5. Marine Biodiversity Marine biodiversity is afforded the highest priority in EMFF 2014-20 and is supported
through a range of interventions (see main consultation document). In this section, we
are seeking your views on what type of interventions should be supported in EMFAF
2021-27. Should existing areas of focus be continued? What additional supports to
marine biodiversity should be considered?
Page | 7
6. Clean OceansReduction of waste and collection of waste at sea are supported through the Clean
Oceans Initiative under EMFF 2014-20.
In this section, we are seeking your views on what type of interventions should be
supported in EMFAF 2021-27. Should existing areas of focus be continued? What
additional supports to clean oceans should be considered?

7. Small Scale Coastal FisheriesIn the draft EMFAF Regulation, Member States are required, in the elaboration of their
EMFAF programme, to take into account (where applicable) for small-scale coastal
fishing, the matters identified below. Stakeholders’ views are sought on these matters
and how they should be addressed in EMFAF 2021-27.
a) Adjustment and management of fishing capacity;
b) Promotion of low-impact, climate resilient and low-carbon fishing practices thatminimise damage to the marine environment;
Page | 9
c) Reinforcement of the value chain of the sector and promotion of marketing strategies;
d) Promotion of skills, knowledge, innovation and capacity building;
e) improvement of health, safety and working conditions on board fishing vessels;
f) Increased compliance with data collection, traceability, monitoring, control and surveillance requirements;
Page | 10
g) Involvement in the participatory management of the maritime space, including Marine Protected Areas and Natura 2000 areas;
h) Diversification of activities in the broader sustainable blue economy;
i) Collective organisation and participation in the decision-making and advisory processes;
j) The FAO voluntary guidelines for securing sustainable small-scale fisheries;

8. BREXITAt time of publication of this document, the shape and future direction of BREXIT was unknown. Whether the UK leaves the EU in accordance with the Withdrawal Agreement, or leaves with no deal on 31 January 2020, may have significant implications for
Ireland’s seafood sector and the type of supports required through EMFAF 2021-27. The
type of supports required in the 2021-27 period may differ significantly from those
required in the more immediate term. Many of the potential EMFAF interventions that
may assist with BREXIT impacts are not specific to BREXIT alone, e.g. market
diversification, innovation, capital investment, training etc.
In this section, stakeholders’ views are sought on the impacts anticipated in the event of
different BREXIT scenarios and what EMFAF 2021-27 should provide in terms of BREXIT
specific responses.

9. Access to & Cost of CreditSome enterprises undertaking investments supported by EMFF 2014-20 borrowed funds
from commercial banks to part fund the project. This question is seeking the views of
enterprises that borrowed or were unsuccessful in seeking to borrow to part fund their
project.
Please choose one of the following statements that reflects your experience.
I did not avail of bank credit to fund my project
I was unsuccessful in obtaining bank credit
I was satisfied with my experience of using bank credit to support my project
The cost of bank credit was a significant burden on my project

10. Financial InstrumentsFinancial instruments are a form of financial support such as low-cost loans, loan
guarantees, interest rate subsidies etc. They can assist in improving access to credit or
in reducing its cost. These are widely used elsewhere instead of, or in combination with,
grant-aid. Their use with grant aid may sometimes require a reduction in grant aid to
keep within support rate limits.
Please select one of the statements below which reflects your views.
Comments
I do not favour use of financial instruments
I support use of financial instruments instead of grant aid
Financial Instruments should be used in combination with grant aid, even
when this results in some necessary reduction of grant aid
No opinion or do not know

12. SWOT and Investment Needs AnalysisA SWOT Analysis exercise was conducted as part of the preparation of EMFF 2014-20
and was used as a key tool in identifying investment needs under the
Programme. These SWOT analyses can be found at page 10 of the EMFF 2014-20
Programme document, at the link below:

In this section, we are seeking stakeholders input to a SWOT and Investment Needs
Analysis for SDP 2021-27.
Stakeholders are asked to share their views on the SWOTs for the sectors of interest
to them. You do not need to input to each SWOT.
