[1] ANIMAL CARE FACILITY PUBLIC ART PROJECT OUTLINE BACKGROUND The SFACC project involves the adaptive reuse and seismic upgrade to a historic industrial masonry building at 1419 Bryant Street, which had undergone little change since its construction in 1893. The challenge was to fit the dense programmatic requirements of a state of the art animal facility in an historic urban shell. At the main entry, the floor plates were peeled back to expose the floor levels and roof structure above. It was intended to provide strategic experiences of volume as individual’s progress through the historic shell of the building with glimpses to each of the animal programs. ART OPPORTUNITIES and GOALS The goal of the project is to create signature site specific artwork(s) for the renovated landmark building to help highlight the little known but important City department, which continues to improve the welfare of the City’s animals and animal-loving population. SFAC staff met with the Animal Care Facility project team to discuss possible opportunities for artwork. Initial meetings focused on the exterior vehicular gate and a pedestrian entry gate on Bryant Street as well as multiple interior sites for artwork throughout the new the building. The possibilities for the interior sites include a cascading 3-story concrete wall (36 ft. high by 12 ft. wide), which is visible from each of the programmatic floors and will be centrally visible to the pedestrian flow through the building. There is also a possibility of a suspended or standing sculpture within the main entry. Artists selected as finalists will be asked to review the art opportunities and make a proposal for the site. The artists may choose to address more than one potential site to address within the budget. Artwork materials and media may include, but are not limited to sculpture, murals, paintings and photography.

    OVERALL PROJECT BUDGET Admin Fee $124,000.00 Conservation $62,000.00 Contingency $43,400.00 Selection costs/photography/documentation/plaques $15,000.00 Artwork (design, fabrication, installation) $375,600.00 Total $620,000.00

    ARTIST RECRUITMENT APPROACH AND ELIGIBILITY Use of the 2017/18 Pre-Qualified Pool to develop a short list of qualified candidates. The short list of qualified artists will be presented to the Animal Care Facility Artist Selection Panel consisting of two representatives from The Animal Care Facility, one from the architectural team, one Arts Commissioner and three arts professionals. The panel will identify three finalists who will be invited to develop conceptual proposals after attending an orientation session with the project team and key stakeholders. These finalists will be paid an honorarium of $850, inclusive of travel expenses, for development of a site specific proposal. The Animal Care Facility Artist Selection Panel will reconvene to consider the finalists’ proposals in an interview format and will select one artist and an alternate for the project for recommendation to the Arts Commission. If the full project budget us not utilized on the site specific work, a two-dimensional artwork program may be developed by SFAC staff with selections and placement proposal to be reviewed by a committee comprised of Animal Care Facility staff and the project architect for input before finalizing artwork selections and placement. COMMUNITY INVOLVEMENT The finalists’ proposals will be on display for public comment near the project site and on the SFAC website for two weeks prior to the final selection panel meeting. All selection panels, Visual Arts Committee (VAC) and Commission meetings are open to the public.
