1. GENERAL

Reporting RequirementsAs per para 20 of Annexure 6 of Project Appraisal Document, 25 th Quarterly Progress Report (April, 2016 to June, 2016) is to be

furnished to World Bank.Loan Status

The Loan and Project Agreements were signed on 22-01-2010 by the representatives of World Bank, Govt. of India and Govt. of Andhra Pradesh at Hyderabad in the presence of Hon’ble Chief Minister of Andhra Pradesh. The World Bank declared Loan effectiveness from 23rd March, 2010.

In the month of March 2010, the World Bank disbursed Rs. 68.295 crores towards Advance Payment as RF.The amount reimbursed up to Quarter ending Mar, 2016 is Rs. 807.25 Crores based on IUFRs.The claim for the period from 01.04.2016 to 30.06.2016 to be prepared and sent to CAAA and World Bank for an amount of

Rs. 9.47 Cr. ACA received upto June, 2016 (including RF and capitalized amount) is Rs. 820.51 Crores.

Financial ManagementFor FY 2016-17, an amount of Rs. 200.00 Crores were allotted to APRSP. The Budget allocation for APRSP was done component-

wise under different sub-heads. The details of BE allocations are as follows.

The development objective of the project is to provide better quality, capacity and safe roads to users in a sustainable manner through enhanced institutional capacity of the Andhra Pradesh government in road sector.

The implementing agency is Andhra Pradesh Road Development Corporation (APRDC).

This project with four components, are as follows.

2.2 Road Improvement Component:

i. Physical Progress:

Chittoor-Puttur Road (CP-01):Work is completed.

Kurnool - Devanakonda Road (KD-02):Work commenced on 01.11.2014.

Widening of existing pavement is in progress. 31.78 Km of GSB is completed on both sides, 31.49 Km of WMM completed on both sides, 29.88 Km DBM is completed and 15.04 Km BC is completed. Out of 95 No’s of culverts, 55 No’s are completed and remaining are in progress. Out of 20 Minor bridges, 8 No’s are completed and remaining are in progress.

Mydukuru – Jammalamadugu Road (MJ-03):Work commenced on 20.03.2012.

Widening of existing pavement is in progress. Total length of GSB, WMM, DBM and BM are completed on both sides. 16.15 Km of BM is completed on both sides, 15.92 Km of DBM completed on both sides, 14.42 Km BC is completed. Out of 40 No’s of culverts, 38 No’s were completed and 2 No’s are proposed for deletion. 3 Minor Bridges and 1 Major bridge is are completed.

Mydukuru – Jammalamadugu Road (MJ-04):Work commenced on 19.06.2012.

Widening of existing pavement is in progress 11.06 km DBM and 8.945 Km of BC completed on both sides. Out of 53 nos. of culverts, 36 nos. are completed 6 culverts are in progress and 15 culverts are yet to be started. 2 Minor bridges are completed and remaining 2 No.s are in progress.

Pedana-Nuzivid - Vissannapeta Road (PNV -08):Work was terminated and re-bidding under process. Bids received for 3 packages. Evaluation is under progress.

Pedana-Nuzivid - Vissannapeta Road (PNV -09):Work is in progress.

Widening of existing pavement is in progress. 20.945 Km of BM is completed on both sides, 20.785 Km of DBM completed on both sides, 20.23 Km BC is completed. Out of 58 nos. of culverts, 39 nos. were completed, 3 are in progress and 16 are yet to be started.

Kakinada - Rajahmundry Road (KR-07):Agreement concluded on 06.02.2013 and work commenced on 13.03.2013. Interim EOT for section-II is granted upto 12.08.16. Work is in progress. 5.45 Km of WMM is completed, 2.97 Km of DBM is completed and 4.95 Km of BM is completed.

Chittoor – Puttur Road: Total 50 Variation Orders were issued in this road. No variation order was issued in this quarter. Revised contract price as on date is Rs.108,38,06,611/-.

Kurnool - Devanakonda Road (KD-02):2 Variation orders of Rs. 2,43,82,342/- were issued during this Quarter. The total amount of 5 Variation order approved so far is Rs. 2,8,1,56,710/-. Revised Contract Price as on date is Rs. 136,35,94,826/-

Mydukur – Jammalamadugu Road -03: No variation orders was issued during this quarter. The total amount of 21 variations orders approved so far is Rs. (-) 4,25,85,104/-. Revised contract price as on date is Rs. 60,95,84,432/-.

Mydukur – Jammalamadugu Road - 04: No variation order was issued during this quarter. The total amount of 15 variation orders approved so far is Rs. 4,81,01,016/-. Revised contract price as on date is Rs. 58,37,18,624/-.

Kakinada - Rajahmundry Road – 07: No variation order was issued during this quarter. The cumulative amount for total 6 VOs issued is Rs.2, 87,39,744/-. Revised contract price as on date is Rs.2,03,41,14,079/-.

Pedana – Nuzivid - Vissannapeta Road – 08: Contract terminated.

Pedana – Nuzivid - Vissannapeta Road – 09 : One variation order was issued during this quarter. Revised Contract amount is Rs. 92,73,94,061/- (12.434% excess).

iv. Dispute Board (DB):

For CP-01, Dispute Board is constituted comprising of Sri. P.V. RamaRaju, E-in-C(R&B) Retd., Sri. F.C.S. Peter, E-in-C(R&B) Retd & Director General, National Academy of Construction and Sri. U.Ch. Satyanarayana, Chief Engineer(R&B) Retd., . The DB has not visited the site during this quarter as the work was completed.

For KD-02, Dispute Board for new contract for balance work is constituted comprising of Sri M.K Rahaman, Engineer-in-Chief Retd., (Chairman), Sri M.V Narasimham Chief Engineer (R&B) Retd., and Sri B.S.N Reddy, Engineer-in-Chief Retd. The DB has visited the site on 16.06.2016 and attended the meeting on 20.06.2016 during this quarter.

For MJ-03, Dispute Board is constituted comprising of Sri V. Ravindranath, Chief Engineer (R&B) Retd., (Chairman), Sri F.C.S. Peter, Engineer-in-Chief (R&B) Retd., and Sri G.V. Raghava Reddy, Chief Engineer (R&B) Retd. The DB has visited the site on 08.02.16 & 09.02.16 during this quarter.

For MJ-04, Dispute Board is constituted comprising of Sri Dr. M.S. Srinivasan, Chief Engineer (Highways) Retd., (Chairman), Sri F.C.S. Peter, Engineer-in-Chief (R&B) Retd., and Sri S. Arunachalam, Chief Engineer (Highways) Retd. No meeting was done in this quarter.

For PNV-08, Contract terminated.

For PNV-09, Dispute Board is constituted comprising of Sri M.V. Narasimham Rao (Chairman), Sri Mir Yousuf Ali and Sri B.S.N. Reddy. No meeting was done during this Quarter.

For KR-07, Dispute Board is constituted comprising of Sri B. Ramasubba Reddy, Chief Engineer(R&B) Retd., (Chairman), Sri. U.Ch. Satyanarayana, Chief Engineer(R&B) Retd., and Sri B. Sree Rama Murthy, Chief Engineer (R&B) Retd. Sri B. Ramasubba Reddy, CE (R&B) Retd., Chairman, expired and new Chairman is to be nominated.

a) Long Term Performance Based Maintenance Contracts (LTPBMC):

Under this sub-component maintenance of 4329.862 Km of Core Road Network is taken up in 26 packages under Long Term Performance Based Maintenance Contracts (OPRC) in two phases. Out of which Phase-I 7 packages completed. The Contract Period is 5 years. Each package includes 150-250Kms of road lengths and spread over in all the districts of Andhra Pradesh. Phase-II packages are located in Srikakulam(1), Vizianagaram(1), Visakha patnam(1), West Godavari(1), East Godavari(1), Guntur(1), Prakasam (3), Nellore(2), Kadapa(1), Kurnool (3), Anantapur(4).

iii. VARIATION DETAILS:

List of variations in detail are given in the Annexure V.

The total value of the variation orders has not exceeded 15% of the original Contract price in any of the packages.

2.4. Institutional Strengthening Component

a. Institutional Aspects:

In light of State Bifurcation, Govt., were addressed for entrusting additional scope of work pertaining to A.P State. Govt. Orders received. No objection given by World Bank. Agreement was concluded on 28.09.2015 and services commenced. Consultant has submitted Inception report, Initial organization & staffing report; Training & HRD fumnctions; CRN focused fund reports.

Implementation of Right to Information Act, 2005 - During this quarter from 1st April to 30th June, 2016, under RTI Act 1 applications was received and 1 disposed off.Complaint Handling Mechanism- No complaints received during this quarter.

b. Road Management System:

The firm M/s. Scott Wilson Ltd. U.K. in JV with M/s. Scott Wilson India Private Limited have commenced the services from 1st June 2011. Services commenced under Amended Agreement with Revised Technical proposals.

Tenders for data collection for 4 packages entrusted to M/s ARRB 1) Guntur, Prakasam districts 2) Srikakulam, Vizianagaram & Visakhapatnam districts 3) East Godavari & West Godavari districts and 4) Krishna district & Nellore districts. Data collection is in good progress for packages. Data collection completed for packages 1 & 2.

c. Road Financing Study:

M/s Price Water House Coopers Ltd was appointed for taking up Road Financing Study. Findings and recommendations were discussed by Advisory Committee and the Recommendations were furnished to GOAP for establishing Road Fund. ISAP Consultants i.e., M/s. LEA Associates have reviewed the findings & recommendations and made further studies and submitted a report on Road Financing. The same is under review by APRDC.

d. Road User Satisfaction Survey:

M/s Wilbersmith Ltd., was appointed for carryout RUSS – I & II. The consultant completed survey (RUSS –I) in 2011 and submitted the reports on outcome of RUSS – I. The same was furnished to the World Bank. RUSS II is completed in Telangana Region & Andhra region. EOT sanctioned by Bank upto 30.08.15. Pilot & draft survey report – 2 was submitted by the Consultant. Consultant to submit final report based on World Bank comments dated 23.06.2016. The final report is awaited from Consultant.

e. Road Safety Component.

Under this component, it was proposed to undertake, “Demonstration project” on selected CRN corridors, carry out an extensive black-spot improvement program and implement institutional and policy action plans for improving the state’s road safety responsibility frame work and capacities.

Two demo corridors have been identified for taking up demo project (1) Hyderabad – Bijapur Road (2) Renigunta – Rayalacheruvu Road. After state reorganization Renigunta – Rayalacheruvu road pertains to Andhra Pradesh State. Transport Department has been appointed as Nodal Agency for implementing demo project. The inter-departmental working groups, Technical working groups and Empowered committee have been constituted to assist in implementation of demo project.

Road safety cell has been established in the office of Transport Department with experts from four departments (i.e. (R&B) Department, Transport Department, Police Department, and Medical & Health Department) for coordinating between the departments and to assist the Transport Commissioner in monitoring the demo project. Necessary furniture, Computers, Printers etc., for function of Road Safety Cell. All the experts are in place of monitoring the demo corridor.

The investment plan of multisector departments have been finalized and approved by the empowered committee.Progress of Procurement in Residual A.P:

(i) (R&B) Department:Renigunta – Rayalacheruvu Road: The work was awarded to M/s. PLR Project Ltd., and commenced on 1-03-2014. Work completed.

(ii) Medical & Health Department: Agreements concluded for Construction of Trauma Care Centre at Rajampet. Work is in progress. Tenders are invited for procurement of Medical equipment and evaluation of bids is in progress.

(iii) Transport Department:a) Work awarded for procurement of Speed Laser Guns and Breath Analyzers for Transport dept. & Medical

dept. Goods delivered to the stakeholder Depts.b) Tenders were re-invited for construction of Electronic Weigh Bridge for demo corridor & Modernization of

Renigunta Checkpost and cancelled as the single bidder quoting 40% excess on estimated cost. Again tenders are to be re-invited.

(iv) Police Department:Agreements concluded for two HOPs at Renigunta & Rajampeta. Work completed for HOP at Rajampet. For HOP at Renigunta site identified earlier and handed over. Private party approached the Court claiming ownership of land. Identified alternate land and work is in progress.

(v) Black Spots: Certain Black spots have been identified in East Godavari, Prakasam, Visakhapatnam and Anantapuram Districts. Agreements concluded for East Godavari, Visakhapatnam, Anantapur & Prakasam districts. Total 5 works in all districts are completed.

Performance based Maintenance Contracts of 37 packages.

The Consultant has submitted final Audit reports for all OPRC packages.

6 Consultancy for RUSS-I & RUSS II RUSS Consultant, M/s CDM Smith Ltd., have completed surveys for RUSS-I & RUSS-II within the EOT period i.e., 30.08.2015 for both AP state & Telangana state. World Bank team during their review meeting on 30.05.2016 has suggested to modify the Final report of RUSS-II with certain observations/comments. Final report from the Consultant is awaited as per World Bank comments.

7 Consultancy for ISAP implementation support services

1. Report on “Growth Scenarios and Network options” under ‘Preparation of Road Network Master Plan and identification of potential CRN for APRDC’ was submitted by ISAP Consultants.

2. A “Draft Final Report” on Institutional Strengthening Action Plan is submitted by the Consultants and is under review.

3. Entrustment of revision of reports for AP state to the same Agency is approved by Govt. Orders are received. Amendament Agreement entered on 28.09.2015 for extended services after obtaining Bank’s No-objection. Consultant submitted Inception report for Part A & Part B (RNMP); Initial organization & staffing; Training & HRD functions; CRN Focused Road Fund.

8 Proof Checking Consultant Proof checking has been completed for all four packages of phase I under up-gradation component of APRSP.

9 Design Review Consultant The Design Review Consultant submitted has completed the review. Submitted the final reports on KR & PNV Roads.

10 Consultancy services for Internal Auditor for APRSP
