Prof. Dr. Ali Al-QuradaghiProfessor at Qatar University, he has MA in Comparative Fiqh and PhD in Sharia and Law from Azhar University in Egypt. Currently he holds a number of tasks and positions, including Secretary General of the International Union of Muslim Scholars, based in Doha, Vice-President of the European Council for Fatwa and Research, as well as President of the Fatwa and Sharia Supervisory Commission for a number of Islamic banks and insurance companies in the Gulf States and around the world. He is a member and expert in more than 20 charitable or Da›wa associations and corporations. He participated in a number of symposia and conferences at the local, regional and international levels. He has more than 80 academic research works and 25 publications and books.

Dr. AmeurZemmaliDr.Zemmali is Advisor for the Islamic World Affairs, ICRC delegation in Amman. He was formerly Member of the Legal Division of the ICRC,Geneva, and Legal Advisor in the field, before joining theProtection Division of the ICRC. He studied law and subsequently qualifiedasbarrister.HeholdsaDiplomainAdvancedLegalStudiesand a Doctorate in Law and is author of several publications relating to international humanitarian law, in particular. Mr. Ronald OfteringerMr. Ofteringer is, since Oct 2008, Head of Global Affairs and Networking at the ICRC Directorate of Operations. He had worked as an ICRC delegate in different positions in Iraq, the Palestinian territories, Yemen and North Africa. He has an MA in Islamic studies, political science and ethnology.

Dr. Muhammad A. SalloomiProfessor of History Studies specialized in Islamic History. He has worked in Imam Muhammad Islamic University in Taif and Umm Al Qura University, Sharia College, Department of History. He holds a PhD Degree from Wales University in Britain. He is a member in a number of charitable organizations and writer of many books, including «the Charitable Sector and Allegations of Terrorism», «Innocent Victims in the War Against Terrorism» and «The Third Sector and the Available Opportunity», in addition to a number of studies. Currently he holds the position of the General Supervisor of the Third Sector for Social Studies and Consultations.

Dr. Moustafa Osman International humanitarian relief and development expert and a Visiting Lecturer of Disaster Management at Birmingham University (UK). He has extensive experience in preparing for and responding to complex emergencies and natural disasters. Moustafa is a reference point and regular commentator on humanitarian issues in international media. He is a master trainer for SPHERE (humanitarian charter and minimum standards in disaster response) and INEE (Interagency network for Emergency Education) in English and Arabic. Since 2006 he has been an independent consultant to UN and other major humanitarian agencies; until end 2012 he was also the Head of the Humanitarian Department at Islamic Relief Worldwide. Moustafa has 20 years’ experience in humanitarian and postconflictrehabilitation.

Dr. Bruce Eshaya – Chauvin Dr. Chauvin has been working, since the end of 2012, as Medical Advisor for the Health Care in Danger project at the ICRC headquarters. Bruce, an experienced physician, has worked for ICRC infieldoperations,andhasbeeninchargeofthehealthdepartmentof the ICRC and previously of the International Federation of Red Cross and Red Crescent Societies.

Dr. Mejdi Hassan Al-ToukhiDr. Al-Toukhi experience extends to more than 30 years in the medical, health, academic, charitable work and civil defence fields.HeholdsanMSinpublichealthandtropicalmedicinefromTulinUniveristy in the US in 1980, and obtained his PHD in 1992 from London university in the UK. He was a lecturer for 4 years in the faculty of applied medical sciences in King Saud›s university in Riyad. He has extensive work experience in the Saudi public health sector as well as the private one. He worked for four years in Washington DC for the World Bank as an expert on medical affairs and WB representative on AIDS in the MENA region. He participated and lecturedinnumerousconferencesinthehumanitarianmedicalfield,tropical medicine, and quality and change in public health and has published many papers on health issues.

Dr. Sayed El ZenariDr.SayedElzenari is a physician who has been focusing on the humanitarian work for the last 25 years. His experience extends from actual delivery of relief services to the needy on the ground, to managing and directing relief work at the middle and top management level in a number of Arabic Western, and multinational agencies. He has contributed in alleviating suffering in more than twenty countries like Pakistan, Bosnia, Palestine, Indonesia, Lebanon, Yemen, and Somalia.

Dr. Ibrahim Al - Zafarani

He served as Director General of the Human Relief Agency, Alexandria Medical Syndicate and Secretary General of the Relief and Emergency Commission of the Arab Doctors Federation. He participated in relief works during the armed conflict in formerYugoslavia, in Gaza during the two wars of 2008 and 2012 and duringtheriots,violenceandarmedconflictsineachofLibyaandSyria. He participated in a number of local and international relief conferences.

Mr. Hussam Yousef Ezz Eldin

Mr. Ezz Eldin has held many tasks of managerial and executive posts in Egypt and Saudi Arabia. He gained an excellence award in an international competition from the League of Arab States and the Saudi Ministry of Municipal and Rural Affairs in 2008. He was chosen as one of main speakers of the International Symposium on Disaster Management, and provided some creative ideas and advices to some universities. Mr. Ezz Eldin is currently the chief of Coordination Unit at the International Islamic Relief Organization (IIRO). Before he was a Head of IT and Planning unit for 12 years at (IIRO).

Mr. Salah Mathlouthi

Regional consultant for Civil Society Affairs and Relations with the Islamic World at the International Committee of the Red Cross. In this position, he served in Yemen and Jordan, and he currently occupies the same position at the ICRC Regional Delegation for the GCC in Kuwait. Prior to that, Mr. Mathlouthi worked for twenty years in Geneva with the International Labour Organization, the International Organization for Migration, the education sector and others. Mr.Mathlouthi holds a master›s degree in translation from the University of Geneva; he also studied Islamic Theology in Tunisia and Algeria and Arabic literatures in France and the United Kingdom.

Mr. Ahmed Suleman

He has obtained MA in Social Development /UK, is currently working as a Regional Cooperation Delegate for the GCC Countries/ ICRC Kuwait. He has been working with the Red Cross and Red Crescent over the last 23 years in different capacities. He worked in a number of multicultural environments in Sudan 19902001-, Papua New Guinea 20012003-, North Korea 20032005-, Kenya, Eritrea /Djibouti 20052010- and Libya as well as Yemen 20102012-. He gained ample experience in designing and implementation of emergency, recovery, and preparedness programs in complex humanitarian situation. Throughout of his missions he worked closely with the National Societies to reinforce their emergency response capacities in order to assist the victims to have better life.

Mr. Abd Rabbi Ben Sahra

Holder of MA in Planning and Organization from the Canadian University of Quebec at Chicoutimi. He has been working in the developmental and humanitarian field for 20 years; he did longterm missions, such as in Mauritania, Guinea and Mali as well as short term missions in many countries in the context of developmental projectsandhumanitarianinterventions.Mr.BenSahraisaconfirmedtrainerinvariousfields,wherehehasconductedtrainingcoursesinplanning , project management, crises response, capacity building, partnerships and cooperation. He has attended a large number of regional and international conferences and events and presented academic papers in some of them. He is interested in issues related to planning, evaluation, capacity building, partnerships and cooperation with civil society organizations. Mr.Ben Sahrahas been occupying the position of Director of Planning and International Cooperation in Qatar Charity for the last ten years.

Regional Delegation for GCC countries – Kuwait

The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives anddignityofvictimsofarmedconflictandothersituationsofviolenceandtoprovidethem with assistance. The ICRC also endeavours to prevent suffering by promoting and strengthening humanitarian law and universal humanitarian principles.

Established in 1863, the ICRC is at the origin of the Geneva Conventions and the International Red Cross and Red Crescent Movement. It directs and coordinates the internationalactivitiesconductedbytheMovementinarmedconflictsandothersituationsof violence.

The ICRC began working in Kuwait at the outbreak of the 19901991- Gulf War. One of its main concerns is the fate of hundreds of Kuwaitis and Iraqis still unaccounted for from thatconflict.

The ICRC’s Kuwait regional delegation covers Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates. It focuses on the incorporation of international humanitarian law into national legislation in countries of the Gulf Cooperation Council, on the protection of detainees and on humanitarian concerns arising from the 19901991- Gulf War.

The ICRC’s Kuwait regional delegation helps families in the region to restore or maintain contact with their relatives who are either detained abroad or otherwise separated by conflict.Detainees include those heldatGuantanamo.Contact is throughRedCrossmessages or, where possible, by telephone calls. In other cases, it is possible to arrange videoconference calls.

In this region, the ICRC gives priority to ensuring greater understanding of its role in the protectionofvictimsofconflictand topromotingrespect for internationalhumanitarianlaw.

OIC ISLAMIC COOPERATION HUMANITARIAN AFFAIRS DEPARTMENT (ICHAD)

Pursuant to the Vision of the Makkah Extraordinary Summit of December 2005 and as provided for by the OIC Charter, ICHAD was established by virtue of Resolution No. 1135-/C adopted by the 35th Session of the Council of Foreign Ministers, held in Kampala, Republic of Uganda in June 2008.

Its main objectives are: Elaborate clear Islamic humanitarian strategy - Strengthen the institutional and technical capacities of Member States to deal with emergencies and to reduce vulnerability to natural disasters - Develop mechanisms for coordination with relief organs to deal with disasters and emergencies in cooperation with UN Agencies and other humanitarian stakeholders - Strengthen the capacity of OIC/ICHAD to address humanitarian issues & humanitarian crises.

Whenever disasters occur, ICHAD sends needs assessment teams to evaluate the situation and inform Member States and NGOs, set priorities. Countries in which interventions made so far: Indonesia, Bangladesh, Sudan, Bosnia-Herzegovina, Libya, Turkey, Pakistan, Philippines, Kirgizstan Republic, Benin, Gaza, Yemen, Somalia, Tchad, Mauritania, Mali, Burkina Faso, Iraq.

ICHAD coordinates with OIC Funds and Programs. The Funds are established by Member States pursuant to Ministerial Decisions. The aim is to assist countries emerging from protracted conflicts to foster peace-building. The Funds areflexible.Theycanpartnerwithothersandimplementtheirprojectsbythemselves.Funds are run by a Council of Trustees with a special Secretariat based in Doha, Qatar.

Civil Society Organizations play an important development role in the OIC sphere. HumanitarianNGOsinOICMemberStateshavebecomesignificantpartnerstoICHAD in all disaster-prone areas. The 10-Year Program of Action called for the enhancement of relations between the OIC and civil society organization.

The OIC considerably widened its scope of cooperation in the humanitarian domain, with stakeholders such as OCHA, UNHCR, UNDP, WFP, DFID, New
