ANNOUNCEMENT(s) President Schluer announced that during closed session the Board acted to reject the claim filed by Tony Singh by the following vote: six ayes, zero noes and one absent (Seelye). Legal counsel will be instructed to defend the District against any ensuing litigation.

President Schluer also announced that during closed session held earlier this evening, the Board accepted the resignation of the Principal of Weston Ranch High School.

CELEBRATION Trustee Nancy Teicheira and Trustee Evelyn Moore were honored and recognized for their years of service on the Manteca Unified School Board. Nancy Teicheira served from 1998 to 2018; Evelyn Moore served from 1994 to 2018. Community members including former Board members shared their experiences and stories about each trustee. A presentation paying tribute to the outgoing Trustees was presented Good-bye Trustees and Mrs. Teicheira presented a PowerPoint tribute to Veteran's - Nancy Teicheira's Tribute to Veterans. Both presentations can be found on the District's web site for this Board meeting.

Recess President Schluer called for a recess at 7:38 p.m. and the meeting reconvened at 7:48 p.m.

PUBLIC HEARINGS 1. Receive Input From Public Regarding Disclosure of Proposed Contract Reopener Between Manteca Unified School District and California School Employees Association (CSEA). Chapter 50 President Schluer opened the public hearing and stated that the purpose of this item is to "sunshine" and receive public input on the proposed reopener, 2017-2018 school year, Article TX-Salary; Article XII-Health and Welfare, Article XII-Retirement, and Article -,',,V-Vacation between California School Employees Association, Chapter 50 and the Manteca Unified School District.

Leo Bennett-Cauchon ('community member) spoke about focusing on people first and paying more than minimum wage.

President Schluer declared the public hearing closed as no one else spoke to this item.

2. Receive Input From Public Regarding Disclosure of Proposed Contract Reopener Between Manteca Unified School District and California School Employees Association (CSEA), Chapter 864 President Schluer opened the public hearing and stated that the purpose of this item is to "sunshine" and receive public input on the proposed reopener, 2018-2019 school year, Article VIII-Salaiy, Article XT-Leaves, and Article X11-Transfers between California School Employees Association, Chapter 864 and the Manteca Unified School District.

President Schluer declared the public hearing closed as no one spoke to this item.

Leo Bennett-Cauchon commented on consent item #4, inquiring about the member contact information; and spoke to consent item #4 that the single plan not posted on the website and questioned Title I funding.

PUBLIC COMMENT(s) The following community members spoke: Leo Bennett-Cauchon comments that we should not be structural deficit, noted expenses specifically Point Quest, the need of a year plan, budget transparency, and the First Interim report. Ken Johnson thanked Trustees Moore and Trustee Teicheira for their years of service. Ken spoke about the discrepancy with trimester grading and the teacher frustrations with the timelines. He noted that the CTA dinner is coming up in January; more information to follow.

ACTION AGENDA ITEMS 1. Student Board Member Report Armando Mendoza, Weston Ranch High School, reported on school activities from the high schools in the District. Weston Ranch High students and staff partook in holiday activities this past month by holding their annual "Trunk or Treat" event on October 30. Link Crew, Leadership, and Peer Resource classes also planned and held a Halloween dance for the special need's classes along with Lathrop and Sierra High. The kids had a blast with other students and participated in fun games, arts and crafts, and eating pizza! On November 5-9, will be the HOSA weeklong event to raise awareness for different health conditions. Throughout the week, students will learn about each health condition while spreading awareness. At Sierra High they held a successful Haunted House ASB fundraiser on October 30 - 31, where more than two hundred high-schoolers and one hundred students from feeder schools participated. Multiple of Sierra's fall sports teams made it to play-offs including golf, football, cross country, and tennis. On November 10, was the Community Leaders of America's second annual Veteran's BBQ. Veterans in the community are invited to bring their friends and family for an afternoon of food and entertainment. At East Union High, this past month the JROTC program placed third in the U.S. Army Westcoast Physical Fitness Challenge against 157 other JROTC programs. On October 30, East Union's FCCLA Club hosted their 2nd annual Fall Festival on campus. The canned food drive is an annual event going on through November at East Union, organized by the Community Service Commissioners on campus. So far, the school has collected over 700 cans of food, all of which will be donated to the local food bank, Second Harvest. At the annual powderpuff game, cans of food will be accepted as $1 off total admission price and wiii also go towards the cause. At Manteca High, on Friday November 9, in conjunction with Sierra High, presented the Diwali Festival of Lights. This event was held in the Manteca High Theatre. The festival was hosted by the SHSS, Sikh Honor and Service

Society, whose goal is to raise cultural awareness and unity. The Manteca High Girls Varsity tennis team won the Division 3 section championship on November 9. This is their second win in the past three years and third straight appearance in the section finals. Manteca also sent 11 runners to the section's finals cross country meet. The Buffalos commanded the first round of Division 3 football playoffs beating the Burbank Titans. Congratulations Makenna and Manteca High! At Lathrop High, from October 29 to November 2, held their "Random Acts of Kindness Week". Positive messages were drawn in the hallways with chalk as well as painted onto rocks placed around the campus. Sweets and notes were given to students as a reminder to spread kindness and positivity to one another. On Friday, October 26, band/choir held their dessert theatre. All proceeds go towards the band/choir programs, raising money for Carnegie Hall performance. The Fall Formal will be held on Saturday, November 17 at the Manteca Transit Center. They look forward to the year ahead as the holidays begin to roll around. He thanked the outgoing Trustees for their service to the students and community.

2. Consider Nominations for the California School Boards Association Delegate Assembly The Board nominated Eric Duncan to serve on the California School Boards Association Delegate Assembly.

3. Presentation: Be.next Builds a Monster Truck Mr. Scott Myers, Be.next teacher, his wife and the Be.next students were recognized and honored for their work and dedication in building a Monster Truck for an eight-year-old boy from Turlock. Be.next was selected as only one of the 40 build teams from Magic Wheelchair, a nonprofit organization, to build a Halloween costume to fit an eight-year-old boy from Turlock's wheelchair. The Monster Truck Wheelchair was featured in the MUSD The Mark, several newspapers, and TV stations. 4. Report: Local Indicators Prior to Publishing on California Dashboard Lisa Herrin, Ed.D., Director of Curriculum/Instruction Compensatory Education presented a PowerPoint presentation on California Dashboard Local Indicators which can be found on the District's website for this meeting. As part of the California Accountability and Continuous Improvement process, the state has developed a dashboard which indicates the progress schools and districts are making toward defined goals. As part of this dashboard, the state has identified state indicators which measure success and growth; these state indicators apply to all LEAs, schools, and student groups and are based on data that is collected consistently across the state. In addition, local indicators have been included which apply at the LEA and charter school level and are based on data collected at the local level. This year, there are five local indicators which pertain to the District: Priority 1 -Basic Services and Conditions at schools; Priority 2-Implementation of State Academic Standards; Priority 3-Parent Engagement; Priority 6-School Climate; and Priority 7-Access to a Broad Course of Study. An indicator of 'met" means that the LEA or charter school did measure the annual progress (collect the data), reported such at a regularly-scheduled board meeting, and reported the results to the public through the dashboard.

Leo Bennett-Cauchon (comrnuniy rnembe,) commented that there was not enough time to review the priorities. He inquired about the survey, parent engagement, the need to work with the school site councils, and concerned with continuation high schools.

Recess President Schluer called for a recess at 8:35 p.m. and the meeting reconvened at 8:46 p.m.

5. Consider, Discuss and Give Direction Regarding the Proposals for Growth Related Construction and Alteration Projects Facilities/Operations seeks authorization to proceed with the design process for projects that will accommodate the projected growth identified by the 2018 Davis Demographic Report. In summary the improvements/ alterations required for each school. Several actions are required for the continued implementation of this model: 1) Stop the Ethel Allen Project and reallocate obligated funding; 2) Authorize the Facilities and Operations department to establish the project's corresponding budget, hire the architect and initiate the design process for the construction and alteration projects at the following Lathrop Schools (Mossdale Elementary, Lathrop Elementary and Joseph Widmer Elementary); and 3) Authorize the Facilities and Operations department to establish the project's corresponding budget, hire the architect and initiate the design process for the construction and alteration projects at Lincoln Elementary, Sequoia Elementary, Veritas Elementary, Walter Woodward Elementary, and Brock Elliott Elementary.

Aaron Bowers, Director of Facilities/ Operations provided a brief PowerPoint presentation on the Growth Related Constructions and Alteration Projects which can be found on the District's website for this meeting. In summary, projects authorized by the Board in 2017 included increasing capacity of Lincoln and Nile Garden Elementary schools to 1,000 students, increasing Manteca High campus to 2,200 and to start the new elementary site, Ethel Allen, which would house approximately 400 students (first phase). He discussed the change of methodology to Resource Center model. The resource center model provides appropriate space for programs such as Read-180, Resource Specialist Programs, counselors, etc. By doing so, allows the District to load the existing full-size classrooms for instruction while providing the appropriately sized space for each of these programs. The intent of the program is to design each project and position the District to be ready to implement construction as growth is realized over the next three to five years. MIt. Bowers reviewed each project as the proposed program to respond to the anticipated growth currently identified in the 2017/2018 Davis Demographics report.

A motion was made by Trustee Wallace and a second was made by Trustee Moore to stop the Ethel Allen Project, Authorize to proceed with the design process for projects that will accommodate the project growth identified by the 2018 Davis Demographics Report and establish the project's corresponding budget, hire the architect and initiate the design process for the construction and alteration projects for the sites listed herein.

The following community members spoke to this item: Leo Bennett-Cauchon expressed concern with the model and paying for it now. Katherine Gross would like to see how this would look like and would like more information. Karen Pearsall is happy about the plan and with stopping Ethel Allen and conserving money with the creative idea (model).

6. Consider Adoption of Resolution 18/19-44. Approving the Request for Proposals for Pre-Construction and Lease-Leaseback Services for Identified Projects The request for proposals (RFP) for Pre-construction and Lease-Leaseback services for the following projects: Manteca High School Modernization and New Construction Project; East Union High School. Modernization Project; Nile Garden Elementary School Modernization and New Construction Project; Neil Hafley Modernization Project; Be.tech High School DSA Compliance Project. Utilizing the Lease-Leaseback construction delivery method requires the Board to adopt the resolution to define the process and procedures for selecting firms for Lease-Leaseback services. If adopted, the Facilities department will formally advertise the RFP and proceed with the identified process for the selection process for each listed project.

A motion was made by Trustee Wallace and a second was made by Trustee Moore to adopt Resolution 18/19-44, Approving the Request for Proposals for Pre-Construction and Lease-Leaseback Services for Identified Projects.

7. Consider Approval of Provisional Intern Permit This permit will allow the holders to work while completing the subject matter competence requirements for Marisa Urteaga, Brock Elliott.

A motion was made by Trustee Wallace and a second was made by Trustee Moore to approve the Provisional Intern Permit as presented: Marisa Urteaga, multiple subjects' teacher, grade 7, at Brock Elliott Elementary school.

8. Consider Approval of Short-Term Staff Permit This permit allows holders to work while completing the subject matter competence requirements.

A motion was made by Trustee Moore and a second was made by Trustee Wallace to approve the Short-Term Staff Permit as presented: Jillian Bruton, multiple subjects' teacher, grade TK/K, Nile Garden Elementary school.

FUTURE BOARD ITEM(s) (ifneeded) Trustee Teicheira would like the Lice Committee to meet regarding the policy. She would like to be part of the committee. She also inquired about the limitations with public comment at board meetings.

BOARD COMMENTS Trustee Howe said that Trustee Teicheira and Trustee Moore will be missed. She noted that she will miss Mrs. Teicheira's tribute to the servicemen and servicewoman during her comments. Mrs. Howe expressed her appreciation to both for making her feel welcome when she first came on the Board.

Trustee Wallace commended Mr. and Mrs. Scott for their hard work and efforts in making the Magic Wheelchair for the young boy. Mr. Wallace appreciates Mrs. Teicheira's love for the schools and students of the District. He said that Mrs. Moore was his mentor when he began teaching and she meant a lot to the community and schools. They both will be missed.

Trustee Duncan noted that Mrs. Moore and Mrs. Teicheira were his bookends (he sits between them,). Mr. Duncan wishes them well. He learned and has a lot of respect for them. He hopes to see them in the future.

Trustee Teicheira thanked those who assisted with the veteran's presentation. Mrs. Teicheira gave a heartfelt farewell and expressed her deepest appreciation for all that they do. She wished everyone well.

Trustee Moore said that it has been her sincere pleasure serving on the Board. She is very proud to be part of Manteca Unified. The staff are the best and the students are the light of the world. We need to do anything we can to make the students education great.

President Schluer provided an update on the Equity Network trainings through CSBA. In part, the role of the Board members to determine the patterns of inequity and utilize the tools on a practical level. They learned the different gender identities and the importance to accept and understand. They are preparing an equity statement and policy to bring forward for consideration. Mr. Schluer expressed his sincere appreciation to the outgoing trustees. Finally, he recited a poem The Bridge Builder from his literary exercise.

The District Administration offices and school sites will be closed November 22 and November 23 for the Thanksgiving Holiday. The next Board meeting is December 11, 2018, at 7:00 p.m. (open session).

MEMORY AND HONOR/ADJOURNMENT President Schluer announced that tonight he would like to adjourn tonight's meeting in honor of all those who lost their lives from the Paradise Camp Fire. The Board will also adjourn tonight's meeting in memory of Judith Fitzmorris. Judith taught for Manteca Unified for 22 years. The Board expresses its deepest condolences to the family and friends during this time of great loss.

As there was no further business to come before the Board, the meeting was adjourned at 9:55 p.m. The next Board of Education meeting will be on Tuesday, December 11, 2018, at Manteca USD Administration office, 2271 West Louise Avenue, Manteca, California.
