Reasons for this study
• Claiming now performed in TS instead of in unit libraries (after 5 departments merged into TS)
• Often have online anyway, so why claim?
• Different ways of claiming in different libraries – is one way better than another?
• How much does claiming cost?
Definitions
• Formal claiming: monitoring collections on a weekly or monthly basis
• Informal claiming: missing issues are reported by the public or shelving staff
Vendors estimate that they have an 85% fill rate on first claims

• It is unlikely that the library will receive the material after the 3rd claim
• The days of claiming for back issues at the time of binding are gone
• EDI claiming is the most effective
• Missing copy banks or reprint services are other alternatives
More Vendor Comments
• Claims for electronic issues are given priority and access is generally restored within an hour
• If an institution decides to discontinue all serial claiming, it may be possible to renegotiate lower service charges as claiming is also time consuming for the vendor
CONCLUSIONS AND FINAL THOUGHTS

Conclusions
• Formal claiming is very expensive (we need to leverage Sirsi to do the “formal” part for us)
• Informal claiming is not successful
• First claims are most successful for print materials – rates drop significantly after
Thoughts
• Identify primary serial titles and restrict claiming to primary titles only?
• First claims or no claims?
• Claim for print only (not print + online)
• Outsource claiming wherever possible?
More thoughts…
• Implement EDI claiming?
• Use ILL services for delivery of missing issues?
• Discontinue claiming but do an inventory of your serial titles every 2-3 years as a collection development tool (similar to reconciling journal packages)?
