� Annual Congress – The supreme governing body of the Association.

� Ard Chomhairle – The supreme governing body for the Association between congresses.

� Club – The basic Unit of the Association. Units within the 3rd Level Education sector are regarded asClubs.

� Competition – League or Championships officially sanctioned by County, Provincial, NationalEducation Councils, International Boards or Ard Chomhairle. Underage blitzes and indoor Camogieactivities are not considered competitions.

� Core Executive Committee Members – A term used to describe the following officer positions on anExecutive Committee: Chairperson, Vice-Chairperson, Secretary, Treasurer, Registrar, PRO, Children’sOfficer, Development Officer and Delegates to the higher Unit.

� County Board – The central committee in a county to which all clubs must affiliate. It is responsiblefor the administration and development of Camogie within its county.

� Developmentally appropriate – In accordance with the Camogie Association Player Pathway.

� Executive Committee – The committee responsible for the day to management and administrationof camogie within its Unit.

� Ex-officio Members – Persons who, by virtue of office, are entitled to attend and contribute atmeetings but who do not having voting rights.

� Home Club – The club with which a player first legally participates in club competition, either leagueor championship, organised by the County Board or one of its sub-committees is designated as aplayer’s home club.

� Match Official – The term “Match Official” is used to describe the following persons- a Referee, anumpire or a linesperson.

� National Education Council – Refers to the national governing bodies for Camogie in post-primaryschools (Comhairle Chamógaíochta na nIarbhunscoileanna) and in the third level education sector(Chomhairle Chamógaíochta um Ard-Oideachas).

� Officer – A term used to describe the following officer positions on an Executive Committee:Chairperson, Vice-Chairperson, Secretary, Treasurer, Registrar, PRO, Children’s Officer, DevelopmentOfficer and Delegates to the higher Unit.

� Official – The term “Official” shall refer to appointees such as team managers/mentors/trainers andcoaches.

� Official Correspondence – Notification of fixtures, notices of meetings, circulation of minutes ofmeetings, objections /appeals, circulation of disciplinary findings, bye-laws for ratification, request forspecial meetings, request for investigations, declaration Forms (CC3), transfer forms (CC4), Referee’sreports (CC5) and sponsorship approval form (CC7), nominations and papers for AGMs, AnnualConventions at all levels, nominations and papers for Annual Congress.

� Provincial Council – The provincial committee to which all county boards in a province must affiliate.It is responsible for the administration and development of Camogie within its province.

� Small Sided Games – For under 8 these are seven a side; for under 10 these are nine a side; for under12 these are eleven a side.

� Sub-Committee(s) – A committee operating to specific terms of reference under the ExecutiveCommittee of a particular Unit or Ard Chomhairle.

� Subsidiary Committee – A committee who has jurisdiction for games development andadministration at particular levels e.g. a Division within a county i.e. a Divisional Board or for aparticular group a Minor Board or an Underage Board.

� Unit – A term used to describe a Club; a County Board; a Provincial Council, an Education Council andan International/Board.

1. Title

The name of the Association will be “An CumannCamógaíochta” (“The Camogie Association”) herein afterknown as “The Association”.

2. Objectives and Values of the Association

2.1. The Association is the national organisation whichadministers, legislates and promotes the game ofCamogie. The resources of the Association will beutilised for this purpose, together, with otheractivities sanctioned and approved by ArdChomhairle and Annual Congress.

2.2. The objectives of the Association are to:

a. promote, develop and manage Camogie inIreland and internationally;

b. promote the active participation of women insport;

c. work in partnership with the wider Gaelicgames family;

d. foster an awareness of the richness of ournational culture, including the Irish language;

e. support Irish industries;

f. create a safe environment for our membersand supporters;

g. promote community development andcommunity spirit.

2.3. The core values guiding the Association are:

a. inclusiveness;

b. voluntarism;

c. equality in accordance with relevant equalitylegislation and fair play;

d. anti-racism and anti-sectarianism;

e. openness, accountability and professionalism;

f. respect and welfare towards our members.

2.4. The Association is a voluntary and democratic body.This Rule does not prohibit the payment of salariesto employees of the Association.

2.5. The Association is non-party political. No memberwill seek to identify the Association with anypolitical movement, nor will party politicalquestions be raised or discussed at any meeting ofthe Association.

2.6. The records created and received by theAssociation, its members and administrators arethe property of the Association. These records shallbe transferred to a recognised GAA archive inaccordance with such directions as may be given by Ard Chomhairle.

2.7. The National Flag should be properly displayed atall games as far as is practicable and in accordancewith protocol.

All questions as to the interpretation of the rules in this Official Guide will be referredto Ard Chomhairle whose decision is final

3. Basic Structure of the Association

3.1. The Club, comprised of its members, is the basicUnit of the Association. Each Club is representedat County Board. Each County Board is representedat Provincial Council. Each Provincial Council isrepresented on Ard Chomhairle. Annual Congressis the Association’s supreme governing body. ArdChomhairle is the supreme governing body of theAssociation from Congress to Congress. Each Unitand Ard Chomhairle is subject to the Rules in theOfficial Guide.

3.2. Comhairle Chamógaíochta um Ard-Oideachas(CCAO the Higher Education Camogie Council)administers Camogie within third level education.Comhairle Chamógaíochta na nIarbhunscoileanna(the Post-Primary Camogie Council) administersCamogie within post-primary education except forthe academic years stated in Rule 3.2.1. EachCouncil is subject to the Rules in the Official Guide.Both Councils must affiliate to Ard Chomhairleand are under the jurisdiction of Ard Chomhairle.Camogie within the primary school sector isadministered by Cumann na mBunscoil.

3.2.1 The All-Ireland Post Primary Schools Committee,whose membership and terms of reference must beratified by Ard Chomhairle, will run Camogie withinthe post-primary education sector for the academicyears 2013-2016.

3.3. Internationally, camogie is administered byInternational Camogie Boards. Where there is noindependent Camogie Board the CamogieAssociation recognises GAA Boards as anappropriate structure for the administration ofCamogie internationally. Such Boards andCommittees must affiliate to Ard Chomhairle andthey and their subsidiary Units, are subject to theRules in the Official Guide.

3.4. Each Unit under Ard Chomhairle must have anExecutive Committee to run its affairs. Themembers of the Executive Committee are elected atthe Unit’s Annual General Meeting or Convention.

The Executive Committee at club, county andprovincial levels, must be comprised of thefollowing core Officers: Cathaoirleach

(Chairperson), Leas Cathaoirleach (Vice-Chairperson), Rúnaí (Secretary), Cisteoir(Treasurer), Cláraitheoir (Registrar), OifigeachCaidreamh Poiblí (P.R.O.), Oifigeach na bPáistí(Children’s Officer), Oifigeach Forbartha(Development Officer) and Delegate(s) to thehigher Unit. The Children's Officer must beappointed by the Executive Committee. All Officersmust be members of the Association and areentitled to vote at meetings by virtue of that office.No delegate to the higher Unit is required forNational Education Councils or International Units.

If a Unit fails to elect a full complement of ExecutiveCommittee members at an AGM, and following atleast one re-convened AGM (see also Rule 18.9) theUnit may make interim arrangements and mustnotify these to the higher Unit.

3.5. An Executive Committee may have additionalmembers as provided for in the Unit bye-laws.These additional members must be members of theAssociation and are entitled to vote at ExecutiveCommittee meetings only.

3.6. An elected officer must only serve on the sameExecutive Committee in the same officer capacityfor no more than five consecutive years. TheUachtarán of the Association, the Cathaoirleach ofProvincial Council and Ard Chomhairle memberselected by Annual Congress are all exceptions tothis as each will serve one term of three years.

3.7. An elected officer must only serve a maximum often consecutive years on the same ExecutiveCommittee at county and provincial level in anyofficer capacity.

3.8. The powers and duties of the Executive Committeewill include the day to day management andadministration of the Unit.

3.9. Should an Officer vacancy arise on the ExecutiveCommittee following that year’s AGM, it must befilled on the basis of:

a. nominations by affiliated Units or membersand

b. ballot vote of eligible Units and members.

In the case of the Uachtarán of the Association theposition must be filled in accordance with Rule 11.4.

4. Membership4.1. Membership of the Association can only be granted

by a Club or through a National Education Council.Membership is open to all persons who subscribeto the aims and objectives of the Association. Theclub with which a player first legally participates inclub competition either league or championship,organised by the County Board or one of its sub-committees is designated as a player’s home club.A Club reserves the right to refuse membership toany person. The decision to refuse membershipmust comply with relevant equality legislation.

4.2. Persons wishing to become members (playing/non-playing) of the Association will pay to the Club,an annual membership fee. The fee will be decidedat the Annual General Meeting. On receipt of clubaffiliation at national level, membership of theAssociation is established and a member will havea right to vote, subject to Rule 5.3, at meetings andat the Annual General Meeting or Convention of theUnit concerned.

4.2.1. There will be four types of membership

(i) Full membership for persons who are playersand have reached the age of 18 years

(ii) Youth membership for persons who areplayers and have not reached the age ofeighteen years

(iii) Administrators/Coaches/Referees/TeamMentors at all levels of the Association whoare non-players

(iv) Social membership; may be granted topersons, who subscribe to and undertake tofurther the aims and objectives of the Cluband the Camogie Association, but who donot seek to take part in the administrative orgames related affairs of the Club. Thesemembers will have full voting rights as perRule 18.3.a.

4.2.2 Before 30th April each year a club must submitaffiliation/membership fees as outlined in the tablebelow. Once a club is affiliated, its members remainregistered until 29th April of the following year.

4.2.3 When a new club or a club being re-establishedafter a lapse of at least five years registers for thefirst time with a County Board or Provincial Council,half of the individual membership fee must be paidto the County Board who will retain this fee in fullfor this first year only. Thereafter, membership must be registered in accordance with Rule 5.4, 6.5 and 7.5.

4.2.4 International Units/Boards and National EducationCouncils will pay €300 per annum direct to ArdChomhairle by April 30th.

4.2.4a To become an affiliate body of An CumannCamogaíochta, Cumann na mBunscol will pay €300per annum direct to Ard Chomhairle by April 30th.

4.3. Where the title of Honorary President is conferredon a member by a Unit this position will be alifelong position and will entitle the HonoraryPresident to speaking rights at the relevant Unitlevel of the Association. The Honorary Presidentwill have voting rights only at club level. TheHonorary President must be a registered memberof the Association.

5. The Club

5.1. No Club will be named after a living person.

5.2. A Club must have at least twelve playing membersbefore it may affiliate to the Association.Application for affiliation must be made to therelevant County Board, using the CamogieAssociation’s electronic registration, which muchbe completed (as provided for in the system and inaccordance with Rule 5.5). The electronicregistration must comprise members who havepaid their annual club membership in accordancewith Official Guide Section 4. On acceptance ofinitial affiliation by the County Board, the Club willbe provided with a copy of the Official Guide fromthe County Board. Each affiliated Club and eachmember of each affiliated Club are bound by theRules of the Association.

5.3. Each Club will be comprised of the registeredmembers of the Club. All members aged 16 years orover will have the right to vote at general meetingsincluding the AGM.

5.4. Before 30th April each year, each Club must affiliateto the County Board by providing the board with:

a. a list of its registered members;

b. the required affiliation/membership fee;

c. club colours; and

d. proof of insurance.

5.5. The names of members to be registered will beprovided in Irish and English in the electronicregistration system. This does not apply in the caseof names who have no Irish or English form.Alterations and additions to the initial list must besubmitted to the County Board with the requiredmembership fee for a member to be consideredaccepted. All registrations must have the ClubSecretary’s name printed on it in English or Irish.

5.6. No two Clubs in the same County will have similarcolour details. The Club whose colours have beenlongest affiliated will be entitled to retain thesecolours. In the event of a clash of colours by clubsin competition within the County, the longestestablished club will retain their colours.

5.7. Only those Clubs who have affiliated to the CountyBoard may take part in any competition.

5.8. Each Club is answerable for the conduct of itsmembers and known partisans and/or supporters.

5.9. In Counties where County Boards do not exist,Clubs will affiliate to the Provincial Council who willdecide in which competitions such Clubs areeligible to participate. Where no Provincial Councilexists, Clubs will affiliate to Ard Chomhairle.

5.10. Each club is required to:

a. comply with the Camogie Association’sbinding codes and mandatory procedures;

b. promote best practice in player welfare;

c. adhere to good governance standards asoutlined in Section D of the Official Guide; and

d. liaise and co-operate with other organisationswithin the Gaelic games family and otherrelevant bodies.

5.11. A decision to disband a Club may only be taken at ameeting specially convened for that purpose. Suchmeeting must be convened in accordance with Rule16.1 Two members of the County Board ExecutiveCommittee, who must not be members of the Clubseeking to disband, will be requested to attend thespecial meeting. A motion to disband a Club willbe carried only if supported by 75% of thosepresent, entitled to vote, and voting. Should a Clubdisband, any assets remaining after the satisfactionof debts and liabilities will not be distributedamong the members, such property will betransferred to the County Board. A decision todisband must be communicated in writing withinseven days to the County Board.

5.12. The Camogie Association recognises the followingas the definition of a “One Club”:

The One Club is one that equally promotes thegames, ideals and aspirations of the CamogieAssociation, GAA and Ladies Football. Itsadministration will be governed by a singleconstitution, which provides for the election of anExecutive Committee to manage the business andaffairs of the club as well as providing for a singlemembership structure. All activities, includingfundraising and games development will be carriedout to support the development of the club and thepromotion of all games.

6. County Boards

6.1. On the establishment of three Clubs within aCounty, a County Board will be formed.

6.2. Each County Board will be comprised of theExecutive Committee and two voting delegatesfrom each affiliated Club, who must be a registeredmember of that Club.

6.2.1. In addition each County Board will have one votingdelegate each from Cumann na mBunscoil andComhairle Chamógaíochta na nIarbhunscoileannaboth of whom must be members of theAssociation, and where applicable, one votingdelegate of each Subsidiary Committee. In additionto voting delegates only core executive committeemembers will have the right to vote (Ref Rule 3.4and 3.5). The Uachtarán or his/her nominee fromArd Chomhairle is an ex-officio member of CountyBoards.

6.3. Executive Committee Officers, as defined in Rule3.4 cannot be represented by proxies at meetings ofthe County Board.

6.4. Each County Board is required to:

a. control Club affiliations;

b. control County competitions;

c. make bye-laws, as appropriate, which will notbe at variance with the Rules of theAssociation. Such bye-laws must in the firstinstance be approved at the AnnualConvention and then ratified by ArdChomhairle;

d. submit motions, as appropriate, to ProvincialConvention or Annual Congress, as applicable.Such motions must in the first instance beapproved at Annual Convention;

e. determine the manner of selecting teams torepresent the County in Inter-Countycompetition;

f. delegate authority and establish terms ofreference for all Sub-Committees andsubsidiary committees as appropriate;

g. raise finances, to control, administer andutilise the funds and property of theAssociation as set out in Rule 2.1;

h. Appoint a Transfers, Hearings and DisciplinarySub-Committee to hear and adjudicate ontransfers, objections and to independentlyinvestigate irregularities and have autonomy tosuspend, fine, disqualify or debar individuals,clubs or Units for breaches of the Rules of theAssociation or any bye-laws made thereunderin accordance with the Disciplinary Code. The

committee will act in accordance with theprocedures agreed and issued by ArdChomhairle.Rules affected 7.4h, 8.1d, 9.2d, 10.8.

i. appoint a Development Sub-Committee topromote Camogie in the County chaired by theCounty Board Development Officer;

j. appoint any other Sub-Committees asrequired;

k. comply with the Camogie Association’sbinding codes and mandatory procedures;

l. promote best practice in player welfare;

m. adhere to good governance standards asoutlined in Section D of the Official Guide andits relevant Codes of Practice;

n. liaise and co-operate with other organisationswithin the Gaelic games family and otherrelevant bodies.

6.4.1 Each County Board may appoint staff whoseemployment contract and job specificationmust be approved by Ard Chomhairle’sResource Management Committee andratified by Ard Chomhairle.

6.5. Before 30th April each year, each County Board willaffiliate to the Provincial Council by providing theCouncil with:

a. an electronic list(s) of registered memberswithin the County. The county Secretary’sprinted signature must accompany each list;

b. the required affiliation/membership fees; and

c. details of County colours

6.6. Only those County Boards which have compliedwith Rule 6.5 may participate in Inter-Countycompetition.

6.7. Each County Board will ensure that the authorisedexpenses of Executive Committee members, matchofficials and others acting on its behalf, are paid.

6.8. Each County Board will be answerable for theconduct of its members, known partisans andsupporters.

6.9. In all matters, the County Board will be subject tothe Provincial Council and Ard Chomhairle.

6.10. Where a Provincial Council does not exist, a CountyBoard will affiliate direct to Ard Chomhairle who willdecide in which competitions such Counties areeligible to participate. In the case of County Boards abroad, the manner of their participation in Inter-County competition will be decided by Ard Chomhairle.

7. Provincial Councils

7.1. On the establishment of three County Boardswithin a Province, a Provincial Council will beformed.

7.2. Each Provincial Council will be comprised of theExecutive Committee, the delegate to ArdChomhairle and two voting delegates of eachaffiliated County Board within the Province.

7.2.1. In addition each Provincial Council will have onevoting delegate from the relevant Provincial Councilof Chomhairle Chamógaíochta nanIarbhunscoileanna, one voting delegate ofChomhairle Chamógaíochta um Ard-Oideachas andCumann na mBunscoil all of whom must bemembers of the Association. In addition to votingdelegates only core executive committee memberswill have the right to vote (Ref Rule 3.4 and 3.5).The Uachtarán or his/her nominee from ArdChomhairle is an ex-officio member of ProvincialCouncils.

7.3. Executive Committee members, as defined in Rule3.4, cannot be represented by proxies at meetingsof Provincial Council. A County representative may,with the prior approval of the County Board, berepresented by a proxy.

7.4. Each Provincial Council is, within its own Province,required to:

a. control County affiliations;

b. organise and control Provincial and/or inter-county/inter-club competitions;

c. control Camogie, in a County where no CountyBoard exists or where a County Board hasceased to exist;

d. make bye-laws, as appropriate, which will notbe at variance with the Rules of theAssociation. Such bye-laws must in the firstinstance be approved at Annual Conventionand then ratified by Ard Chomhairle;

e. submit motions, as appropriate, to AnnualCongress. Such motions must in the firstinstance be approved at Annual Convention;

f. determine the manner of selecting teams torepresent the Province in Inter-Provincialcompetition;

g. raise finances, to control, administer andutilise the funds and property of theAssociation as set out in Rule 2.1;

h. Appoint a Transfers, Hearings and DisciplinarySub-Committee to hear and adjudicate ontransfers, objections and to independentlyinvestigate irregularities and have autonomy tosuspend, fine, disqualify or debar individuals,

clubs or Units for breaches of the Rules of theAssociation or any bye-laws made thereunderin accordance with the Disciplinary Code. The committee will act in accordance with theprocedures agreed and issued by ArdChomhairle.

i. appoint a Development Sub-Committee topromote Camogie in the Province which mustbe chaired by the Provincial CouncilDevelopment officer;

j. appoint any other Sub-Committees asrequired;

k. delegate authority to Sub-Committees asappropriate. All Sub-Committees will berequired to work to specific terms of reference.

l. comply with the Camogie Association’sbindingcodes and mandatory procedures; ;

m. promote best practice in player welfare;

n. adhere to good governance standards asoutlined in Section D of the Official Guide andthe Association’s relevant Codes of Practice;and

o. liaise and co-operate with other organisationswithin the Gaelic games family and otherrelevant bodies.

7.4.1 Each Provincial Council may appoint staff whoseemployment contract and job specification must be approved by Ard Chomhairle’s ResourceManagement Committee and ratified by ArdChomhairle

7.5. Before 30th April each year, each Provincial Councilwill submit to Ard Chomhairle:

a. an electronic list(s) of registered Clubmembers within each County affiliated to theProvince

b. the required affiliation/membership fees; and

c. details of county colours

7.6. Each Provincial Council will ensure that authorisedexpenses of Executive Committee members, matchofficials and others acting on its behalf are paid.

7.7. In all matters, the Provincial Council will be subjectto Ard Chomhairle.

8. National Education Councils

8.1. National Education Councils are required to:

a. control competitions under its auspices;

b. make bye-laws, as appropriate, which will notbe at variance with the Rules of theAssociation. Such bye-laws must in the firstinstance be approved at Annual Conventionand then ratified by Ard Chomhairle;

c. submit motions, as appropriate, to AnnualCongress. Such motions must in the firstinstance be approved at Annual Convention;

d. Appoint a Hearings and Disciplinary Sub-Committee to hear and adjudicate onobjections and to independently investigateirregularities and have autonomy to suspend,fine, disqualify or debar individuals, post-primary schools or third level Units forbreaches of the Rules of the Association or anybye-laws made thereunder in accordance withthe Disciplinary Code. The committee will actin accordance with the procedures agreed andissued by Ard Chomhairle.

National Education Councils only have thepower to expel clubs or individuals forbreaches of the Rules. For further appealreference Rule 10.8.

e. appoint an Appeals Committee, whererelevant, to hear and decide on appeals arisingfrom decisions by Provincial College Council(s)Hearings and Disciplinary Sub-Committees;

f. appoint a Development Sub-Committee topromote Camogie within the Education sectorchaired by the National Education CouncilDevelopment Officer;

g. appoint any other Sub-Committees asrequired;

h. to delegate authority to Sub-Committees asappropriate. All Sub-Committees will berequired to work to specific terms of reference.

i. comply with the Camogie Association’sbinding codes and mandatory procedures;

j. promote best practice in player welfare;

k. adhere to good governance standards as setout in Section D of the Official Guide and theAssociation’s relevant Codes of Practice; and

l. liaise and co-operate with other organisationswithin the Gaelic games family and otherrelevant bodies.

8.2. Within fourteen days of its Annual Convention, eachNational Education Council Secretary will forwardto the Ard Stiúthóir:

a. a copy of the Secretary’s Report;

b. a copy of the Treasurer’s Statement ofAccounts; and

c. the members of the Executive Committee andtheir contact details.

8.3. Each National Education Council will beresponsible for the authorised expenses of

Executive Committee members, match officials andothers acting on its behalf.

8.4. In all matters, each National Education Council willbe subject to Ard Chomhairle.

9. International Boards

9.1. On the establishment of three or more clubsabroad an International Camogie Board may beformed subject to the approval of Ard Chomhairle.Where there is no independent Camogie Board theCamogie Association recognises GAA Boards as anappropriate structure for the administration ofCamogie internationally.

9.2. Each International Camogie Board is required to:

a. control competitions under its auspices;

b. make bye-laws, as appropriate, which will notbe at variance with the Rules of theAssociation. Such bye-laws must in the firstinstance be approved at Annual Conventionand then ratified by Ard Chomhairle;

c. submit motions, as appropriate, to AnnualCongress. Such motions must in the firstinstance be approved at Annual Convention;

d. 9.3. Each International Board will be responsible for theauthorised expenses of Executive Committeemembers, match officials and others acting on itsbehalf.

9.4. In all matters, the International Board will besubject to Ard Chomhairle.

10. Ard Chomhairle

10.1. Between each Annual Congress, Ard Chomhairle isthe supreme governing body of the Association.

10.2. Ard Chomhairle is comprised of:

a. An tUachtarán;

b. An tUachtarán Tofa in the year followingher/his election;

c. The Ardstiúrthoir. The Ard Stiúrthóír is an ex-officio member of Ard Chomhairle and willreport to Ard Chomhairle and provide anyinformation requested by Ard Chomhairle;

d. The Cathaoirligh of the Provincial Councilswho are Leas-Uachtaráin of the Association;

e. One delegate from each Provincial Council;

f. Two trustees who shall be appointed by ArdChomhairle for a period of four years;

g. Four members elected by Congress for a threeyear term as follows:

• coaching and games developmentrepresentative: a member withdemonstrated Coaching & GamesDevelopment expertise, nominated by atleast one County Board, Provincial Council,International Board or National EducationCouncil, who will also serve on the NationalCoaching and Games Development Sub-Committee;

• PR and communications representative: amember with demonstratedcommunications and marketing expertise,nominated by at least one County Board,Provincial Council, International Board orNational Education Council who will serveon the National Communications andmarketing Sub-Committee;

• Secretary: a member with demonstratedadministrative experience, nominated by atleast one County Board, Provincial Council,International Board or National EducationBoard, who will serve on the NationalResource Management Sub-Committee;

• Treasurer: a member with demonstratedfinancial expertise, nominated by at leastone County Board, Provincial Council,International Board or National EducationCouncil, who will serve on the NationalResource Management Sub-Committee.

10.3. Each member of Ard Chomhairle has the right tovote with the exception of the Ard Stiúrthóir, who isa non-voting member of Ard Chomhairle.

10.4. Cathaoirligh of the Provincial Councils may not berepresented by proxy at Ard Chomhairle meetings.

10.5. The powers of Ard Chomhairle include:

a. leading on policy and strategic direction of theAssociation;

b. the management of the affairs of theAssociation;

c. applying the Rules as set out in this OfficialGuide. Ard Chomhairle can rule on specialcases, even where no particular Rule of theAssociation relates to those cases. A record of such rulings will be maintained by theArdstiúrthóir. Such rulings will be conveyed toCouncils and County Boards. Where thesubject matter warrants, Ard Chomhairle willsubmit such ruling as a motion for ratificationat the next Congress;

d. reviewing reports on the managementaccounts of the Association and all Sub-Committees;

e. approval, rejection or amendment ofrecommendations from all Sub-Committees;

f. submission of motions, where appropriate, to Annual Congress;

g. ratification of bye-laws as submitted by CountyBoards, Provincial Councils, NationalEducation Councils and International Boardsprovided always that they are in accordancewith the Official Guide;

h. formulation, adoption, amendment, orrevoking of National Codes, policies andprocedures for the carrying out of theobjectives and purposes of the Associationand for the administration of the Associationand the observance of Members;

i. ratification of the appointment of central levelstaff of the Association;

j. enter into any contract for the lease, purchaseand disposal of property;

k. when a new Uachtarán assumes office, ArdChomhairle appoint the following StandingSub-Committees:

• Resource Management Sub-Committee;

• Coaching and Games Development Sub-Committee;

• Referees’ Committee;

• Competitions Management Committee;

• Communications & Marketing Sub-Committee;

• Player Welfare Sub-Committee;

• Child Welfare and Protection Committee;

• National Transfers, Hearings & DisciplinaryCommittee;

• National Final Appeals Committee;

• Clemency Committee; and any other Sub-Committees as required.

l. open bank accounts in the name of theAssociation. Transactions in these accountsmust be administered in accordance withapproved financial procedures;

m. appointment of an individual or individuals toact as patrons of the Association;

n. borrowing money and to mortgage or chargeits undertaking and property or any partthereof in accordance with approved financialprocedures;

o. controlling All-Ireland competitions;

p. controlling Camogie in a Province where noProvincial Council exists or where a ProvincialCouncil has ceased to exist;

q. accepting affiliations/membership fees fromClubs where a County Board or a ProvincialCouncil does not exist;

r. compliance with the Camogie Association’sbinding codes and mandatory procedures;

s. promotion of best practice in player welfare;

t. adherence to good governance standards asoutlined in Section D of the Official Guide andthe Association’s relevant binding codes; and

u. liaison and co-operation with otherorganisations within the Gaelic games familyand other relevant bodies.

10.6. On taking up office, the incoming Uachtarán willnominate to Ard Chomhairle all members ofStanding Sub-Committees for its ratification. ArdChomhairle Standing Sub-Committees will berequired to work to specific terms of reference. Theterms of reference of the Sub-Committees will beapproved by Ard Chomhairle and posted on theofficial Camogie web-site. Sub-Committees will notassume the powers, rights and authority which isvested in Ard Chomhairle, with the exception of theNational Transfers, Hearings & Disciplinary Sub-Committee and the National Final AppealsSub-Committee.

10.7. The National Transfers, Hearings and DisciplinarySub-Committee will hear and adjudicate ontransfers, objections and appeals andindependently investigate irregularities and willhave autonomy to suspend, fine or disqualify clubs or individuals for games breaches of theRules of the Association or any bye-laws madethereunder in accordance with the DisciplinaryCode. The committee will act in accordance withthe procedures agreed and issued by ArdChomhairle. It will be the final appeal on decisionsfrom Provincial Council Transfers, Hearings, andDisciplinary Committees.

Ard Chomhairle has the power to expel clubs orindividuals for breaches of the Rules.

10.8. The National Final Appeals Committee will onlyhear and decide on cases first heard by the NationalTransfers, Hearings and Disciplinary Committeeunder Rule 10.7.

10.9. The Clemency Committee will hear appeals frommembers/Units only in the event of a period ofsuspension being of more than twelve monthsduration and after the adjudication of the NationalFinal Appeals Committee.

11. An tUachtarán

11.1. A candidate for the position of an tUachtarán mustbe nominated by County Board or/and ProvincialCouncil or/and National Education Council or/andInternational Board.

11.2. An tUachtarán will be elected by secret ballot atCongress one year prior to the commencement ofhis/her term of office. For that year she/he willserve as Uachtarán Tofa and three consecutiveyears as Uachtarán.

11.3. The outgoing Uachtarán will not be eligible forimmediate re-election.

11.4. In the case of death or permanent incapacity of theUachtarán, Ard Chomhairle has the authority toappoint from among the Vice-Presidents an actingUachtarán, who will perform the duties of thePresidency until the next Annual Congress.

11.5. An tUachtarán’s role includes-

a. leadership of the organisation;

b. chairperson of Annual Congress, ArdChomhairle and the Resource ManagementCommittee;

c. taking the lead responsibility in representingthe Association at national level;

d. acting as the primary spokesperson for theAssociation in public communications fromthe Association at central level;

e. with the Ard Stiúrthóir, ensuring that theAssociation works to the best standards ofcorporate governance; and

f. with the Ard Stiúrthóir, ensuring that ArdChomhairle and its Committees comply withtheir agreed terms of reference.

12. Annual Congress

12.1. Annual Congress is the supreme governing body ofthe Association and as such it will be required to:

a. Consider and approve an Annual Report fromthe Ard Stiúrithóir, Sub-Committees set upunder Rule 10.5.k. and from subsidiary Units(Provincial Councils, National EducationCouncils & International Boards &Committees);

b. Consider audited annual accounts of ArdChomhairle to 31st December and accounts of Provincial Councils to 30th November,prepared in accordance with Rule 22.2.Sanction for failure to submit these auditedaccounts is withdrawal of voting rights for thesubsidiary Unit concerned at Annual Congress.(Ref Rule 22.2)

c. Elect an tUachtarán in accordance with Rule 11;

d. Elect by secret ballot four members of ArdChomhairle listed in Rule 10.2 g. who will servea three year term on Ard Chomhairle;

e. Consider motions and enact, amend or rescindRules; and

f. Determine Association policy in broad outline.

12.2. The Annual Congress will be held on the lastweekend of March each year, except where thatcoincides with Easter weekend. Each Congress willfix the date and venue for the next Congress.

12.3. The Annual Congress will be comprised of thefollowing members:

a. The outgoing members of Ard Chomhairle;

b. One Provincial Council delegate;

c. Delegates, all of whom must be aged 16 yearsof over, from affiliated Units on the followingbasis;

• Counties:

o 3-14 Clubs – two delegates;

o 15- 30 Clubs – four delegates;

o 31 or more Clubs – six delegates;

• Cumann na mBunscol – two delegates;

• Comhairle Chamógaíochta um Ard-Oideachas – two delegates;

• Comhairle Chamógaíochta nanIarbhunscoileanna – two delegates;

• International Boards: Each of these whichaffiliate as a Unit to Ard Chomhairle –two delegates.

Each of the foregoing, with the exception ofappointed staff of the Association will have the right to vote.

12.4 Powers of Annual Congress Motions Committee

The Committee will comprise of the Uachtarán, theimmediate two Past Presidents, the Ard Stiúrthóirand two other members nominated by ArdChomhairle.

The Committee will approve motions as submittedby County Boards, Provincial Councils, NationalEducation Councils and International Boards forsubmission to Annual Congress. The Committeemay put a motion in order where there is a failureto quote the numbers of the Rules affected or wherethere are minor clerical errors.

In the case of a motion submitted by a CountyBoard, Provincial Council, National EducationCouncil and International Board not being in order,the relevant Units will be advised in writing of thereason(s) for a motion being not in order, andsubject to a time-limit determined by ArdChomhairle, will be afforded an opportunity toresubmit an appropriately corrected motion for theconsideration of the Annual Congress MotionsCommittee.

In the event of motions from different CountyBoards, Provincial Councils, National EducationCouncils and International Boards that relate to thesame Rule, the Committee will liaise with theseUnits to seek an agreed approach, if appropriate.The Committee will advise on the presentation ofthe motions on the Congress Clár.

12.5. Annual Congress has the power to rule a motionout of order.

12.6. Within one month of Annual Congress, the ArdStiúrthóir will forward to the Secretary of eachCounty Board and Council the minutes of AnnualCongress including the text of new and amendedRules and attendance at same. The County Boardand Council Secretaries will distribute the text ofnew and amended Rules to Clubs and Colleges.

12.7. Unless otherwise decided by Congress, new andamended Rules will become operative one calendarmonth from the date of Congress and will beposted on the official camogie website.

13. Staff of the Association

Under the direction of the Ard Stiúrithóir allemployees of the Association implement policiesand decisions as agreed by Annual Congress andArd Chomhairle. Voting rights for employees of theAssociation are confined to the Club of which theyare a member.

14. Supporters’ Clubs

14.1. A Supporters’ Club at any level of the Associationmay be set up only by the Committee in charge atthe relevant level, i.e. County Board or Council. The constitution of such a Club will be as set out inthe binding “Code for Camogie Supporters Club”.

15. Official Correspondence

15.1. Electronic format (Email or fax) will be the preferredformat for all official correspondence to and fromUnits. In the case of e-mails the sender’s namemust be contained in the email itself and the emailmust be sufficiently identifiable as coming directlyfrom the person sending the email.

15.2. Official correspondence must issue to and from theSecretary of the relevant Unit except:

(i) when binding codes or mandatory codes ofthis Official Guide stipulate alternativecorrespondence procedures or

(ii) a person is employed by the Unit toadminister, in conjunction with, and, on behalfof, the Unit.

In the absence of the Secretary, correspondence willonly be acceptable from an officer nominated by theExecutive Committee of the Unit concerned. Whereappropriate, delegates to a higher body must becopied on all correspondence concerning meetingsand business of the higher body.

15.3. All official correspondence to/from Units/Membersmust be signed in Irish or English. This does notapply in the case of surnames where there is noIrish form. When there is more than one form of asurname in Irish, the English form may be addedfor clarification purposes. In the case of e-mails the sender’s name must be contained in the emailitself and the email must be sufficiently identifiableas coming directly from the person sending theemail.

16. Meetings

16.1. The quorum for meetings of all Units of theAssociation must be 20 per cent of those entitled toattend and vote, in addition to the Officers present.

16.2. Decisions taken at meetings at all levels of theAssociation must be taken by a simple majority ofthose in attendance at the time of the vote, entitledto vote, and voting, motions for such decisionshaving been proposed and seconded. Decisions sotaken will not be rescinded at any subsequentmeeting except with the consent of two-thirds ofthose present at the time of the vote, entitled tovote, and voting.

16.3. Decisions taken at the Annual Convention at alllevels of the Association will not be rescindedexcept at a subsequent Annual Convention, andthen, only with the consent of two-thirds of those inattendance at the time of the vote, entitled to voteand voting. Each member must receive advancenotice of intention to rescind such decisions.

16.4. Enactment of a new Rule at Annual Congressrequires a simple majority of those in attendance atthe time of the vote, entitled to vote, and voting.Rescindment or amendment of an existing Rulerequires a two-thirds majority of those inattendance at time of voting, entitled to vote, andvoting. Each member must receive advance noticeof intention to rescind such decisions.

16.5. Election of officers as outlined in Rule 3.4 will be bysecret ballot. Candidates for positions at all levelsmust be nominated, and, in each instance, thecandidate’s Club/County/College as applicablemust be stated. In the event of there being morethan two candidates for elected office at any level,election will be under the ProportionalRepresentation (PR) system as outlined in ArdChomhairle guidelines. In the case of twocandidates, the candidate who obtains a simplemajority of those in attendance at time of vote,entitled to vote, and voting, will be elected.

16.6. In the event of a tie in voting, the Cathaoirleach willexercise her/his casting vote whether or not she/heexercised her/his vote in the original decision.

16.7. In the event of a tie for the election of any officerposition the outcome must be decided by drawinglots. Tellers must be appointed to carry out thedraw.

16.8. Any member of the Executive Committee who hasabsented her/himself from three consecutivemeetings, without reasonable explanation, will bedeemed to have resigned from the ExecutiveCommittee.

17. Extraordinary General Meetings

17.1. At all levels of the Association an ExtraordinaryGeneral Meeting of the Unit concerned may besummoned by the appropriate ExecutiveCommittee. Members will receive at least five days’

notice of the date, time and venue of such meetingand the special business to be transacted.

17.2. An Extraordinary General Meeting may besummoned by a Unit’s Executive Committee on awritten request signed by:

• In the case of a Club, no fewer than 33 per centof the members registered;

• In the case of a County or Council, no fewerthan 33 per cent of affiliated Units.

17.3. The only business to be transacted at such ameeting will be the special business for which it issummoned.

17.4. A Special Meeting of Ard Chomhairle will besummoned by the Ard Stiúrthóir on the writtenrequest of five members. The only business to betransacted at such a meeting will be the specialbusiness for which it is summoned. Members willreceive at least five days’ notice of the date, timeand venue of such meeting and the specialbusiness to be transacted.

17.5. Ard Chomhairle may summon a Special Congressshould the necessity arise. The only business to betransacted at such a meeting will be the specialbusiness for which it is summoned. Members willreceive at least fourteen days’ notice of the date,time and venue of such meeting and the specialbusiness to be transacted.

18. Notice of Club, County & Council(Provincial/Education/International)Meetings

18.1. Members will be notified by the Unit Secretary ofthe date, time, venue and agenda of meeting atleast five days beforehand.

18.2. Each Unit will hold an AGM/Annual Convention ata date decided upon by the relevant ExecutiveCommittee on or before -

a. November 15th in the case of a Club AGMexcept in the case of camogie Units whoseAGM is part of a GAA club AGM;

b. December 8th in the case of a County BoardAnnual Convention; and

c. The third weekend in January in the case of aProvincial/Education Council or InternationalBoard Annual Convention.

18.3. The AGM/Annual Convention will be comprised ofthe Executive Committee and in the case of

a. a Club AGM, all members of the Club whohave paid their membership at least threemonths in advance of the AGM for the year

under consideration by the AGM. Paid upmembers aged 16 and over have voting rights.

b. a County Board Annual Convention, twodelegates from each affiliated Club and whereapplicable, two delegates from eachDivisional/Subsidiary Board; one delegatefrom Cumann na mBunscol and one delegatefrom Comhairle Chamógaíochta nahlarbhunscoileanna.

c. a Provincial Council Annual Convention, twodelegates from each affiliated County Boardwithin the Province and where applicable, onedelegate from Cumann na mBunscol, onedelegate from Comhairle Chamógaíochta nahlarbhunscoileanna, and one delegate fromCCAO each of whom will have the right tovote.

d. An International Camogie Board, two delegatesfrom each affiliated Club and where applicable,two delegates from each Divisional/SubsidiaryBoard.

e. National Education Councils:

As outlined in Unit bye laws.

18.4. At least five weeks prior to the date of theAGM/Annual Convention the Unit Secretary willforward to all eligible persons/Units:

a. a nomination form on which to return theproposals for Officers and other electedpersonnel, motions and bye-laws.

For Provincial Council Executives thenominating bodies are County Boards. ForCounty Board Executives the nominatingbodies are Clubs. For Club Executives thenominators are paid up Club members subjectto Rule 18.3.a. For CCAO the nominatingbodies are affiliated colleges. For Comhairle nanIarbhunscoileanna the nominating bodies areprovincial councils and for internationalcamogie boards the nomination bodies areclubs.

The name, and Unit name if applicable, of eachoutgoing office-holder will be shown on theform, together with the latest date for thereceipt of nominations, motions and bye-lawswhich will be at least three weeks prior to thedate of the AGM/Annual Convention.

b. Nomination forms will be acceptable only if;

• lodged with the Unit Secretary by the stateddate

• signed by the Unit Secretary, or if applicable by the Club member in the caseof a Club AGM

18.5. At least 10 days prior to the date of theAGM/Annual Convention, the Unit Secretary willforward to the Unit’s Executive Committee and tothose relevant parties as listed in Rule 18.3.

a. an Agenda for the AGM/Annual Convention,showing date, venue and time of same;

b. minutes of previous year’s AGM/AnnualConvention;

c. Unit Secretary’s Report for year;

d. accounts prepared to professional accountingstandards prepared by an independentaccountant, except for the following, who mustprovide audited accounts:

(i). Units that are in receipt of funding wherean audited statement of accounts is acondition of funding

(ii). Units that have employees

(iii). Any other circumstances determined byArd Chomhairle or funding bodies

All Clubs, except those whose accounts areincluded with the GAA Club accounts, allEducation Councils and County Boards willprepare accounts to year end 30th September.Provincial Councils will prepare accounts toyear end 30th November.

Should any Unit executive committee deem anaudit necessary they are empowered to makethat decision on an individual basis.

e. nominations for the Executive Committee andother elected personnel as relevant, indicatingproposer;

f. notices of motions and bye-laws, indicatingproposer.

18.6. The Unit AGM/Annual Convention will

a. consider the Minutes of the previousAGM/Annual Convention;

b. consider and approve reports and accounts forthe previous year;

c. elect and appoint the Officers who will holdoffice until the next AGM/Annual Convention subject to compliance with Rule3.6. and 3.7. In the event of a county chairintending to and succeeding in serving a fifthconsecutive year a Cathaoirleach Tofa must beelected at county convention.

The Cathaoirleach of the Provincial Council isan exception to Rule 3.6. S/he will be electedfor a term of three years, preceded by a year as Cathaoirleach-Tofa. The Cathaoirleach willbe a Leas Uachtarán of the Association. Theoutgoing Cathaoirleach will not be eligible forimmediate re-election

d. elect and appoint members of Sub-

Committees and any other personnel asrequired by Rule or Bye-laws, and

e. approve or disapprove motions and bye-laws.Bye-laws will not be contrary to Rule and willnot become binding until ratified by ArdChomhairle.

18.7. Only those motions, bye-laws or recommendationswhich have been approved at an Annual Conventionmay be submitted to the appropriate higher body,as appropriate.

18.8. Immediately after the Unit Annual Convention, theUnit Secretary will forward to the Secretary of theappropriate higher body and in all cases except aClub Annual Convention, to the Ard Stiúrthóir:

a. a copy of Unit Secretary’s Report;

b. a copy of the Unit Treasurer’s AuditedStatement of Accounts. At Club level Accountsare not required to be audited but must bepresented in accordance with financialprocedures agreed and issued by ArdChomhairle;

c. the names of the elected and appointedOfficers and of the delegate(s) to the higherbody.

d. a copy of approved motions and bye-laws.

18.9. In the event of a Unit AGM/Convention failing toelect an Executive Officer or Officers as outlined inRule 3.4, the AGM has the power to nominate aperson or persons to call a reconvened AGM for thepurpose of these elections.

The issuing of a nomination form for proposals forofficers to be elected at a reconvened AGM isrequire to issue to all eligibile persons/Units, noless than two weeks and no later than three weeks,prior to the date of the reconvened AGM.

Nomination forms must be lodged with a personappointed at the original AGM and by a date set atthe original AGM. Seven days’ notice is required fora reconvened AGM and the notice must includenominations received for the Executive Committeevacant positions.

19. Notice of Ard Chomhairle Meetings

19.1. Members will be electronically notified by the ArdStiúrthóir of the date, time, venue and agenda ofmeetings at least seven days beforehand. In casesof emergency, shorter notice will be sufficient.

20. Notice of Annual Congress

20.1. At least eight weeks prior to the date of Congress,the Ard Stiúrthóir will send to the Secretary of eachUnit (excluding Clubs) a Nomination form on

which to return each Units nominations andmotions for Congress and bye-laws for ratificationby Ard Chomhairle. The latest date for receipt ofnominations, motions and bye-laws from allnominating Units will be at least six weeks prior tothe date of Annual Congress.

20.2. Nomination forms will be acceptable only if -

a. lodged with the Ard Stiúrthóir by the stateddate;

b. signed by the Secretary of the nominating Unit.

20.3. Proposals to enact new or to amend existing, Ruleswill give the full text of the proposed addition oramendment, and also quote the number of anyRules affected thereby.

20.4. Motions to revise the Playing Rules will only betabled every three years.

20.5. Four weeks prior to Annual Congress the ArdStiúrthóir will send to the members of ArdChomhairle and to the Secretary of each Unit(excluding Clubs):

a. Agenda for Congress, showing date, venue andtime of same;

b. Annual Report from the Ard Stiúrthóir;

c. Audited Accounts;

d. Annual Report from all Provincial Councils,National Education Councils and InternationalBoards;

e. Annual Report from all Ard Chomhairle Sub-committees;

f. Nominations for Uachtarán, indicating Unit(excluding Club) of proposer and proposed;

g. Nominations for Ard Chomhairle members asper Rule 10.2.g.as appropriate;

h. Proposals for motions, indicatingCounties/Council/Board of proposer.

21. Fees and Charges

21.1. Every club affiliated to An Cumann Camógaíochta isrequired to purchase tickets for the All-IrelandCamogie Finals in Croke Park, to the value of twofull priced adult tickets.

21.2. Fees for objections and appeals are as follows:

• To a County Board (THD Committee) €100

• To a Provincial Council (THD Committee) €200

• To National THD Committee €250

• To National Appeals Committee €250

• To a College Council (HD Committee) as pertheir bye laws

• Appeal for Clemency €300

22. Code of Conduct and Accountability

22.1. That all Officers of the Association shall complywith the Code of Practice for All Officers of theCamogie Association. Any alleged breach of theCode must be investigated according to theprocedure outlined in the Code. This procedureonly applies to non-games related breaches.

22.2. Each Unit within the Association is responsible forits finances. Financial management practices mustbe compliant with all legal requirements, with thirdparty funding requirements and professionalaccountancy standards requirements. All Units willhave power to acquire, hold and develop, sell, lease,mortgage charge, exchange or sell Real andPersonal Property, and to borrow or raise money inpromotion of the objects of the Club, subject to theoverall authority of Ard Chomhairle. The propertyshall not be leased, mortgaged, charged,exchanged, sold, conveyed, transferred or otherwisedealt with without the consent of Ard Chomhairle,or as may be set out in any separate Declaration ofTrust.

22.3. All county boards and national education councilsmust comply with financial procedures as agreedand issued by Ard Chomhairle. Sanction for failureto comply is withdrawal of voting rights for the Unitconcerned at Annual Congress. For ProvincialCouncils see Rule 12.1.b.

22.4. The funds of any Unit of the Association must belodged in a bank or other financial institution. All payments issued on behalf of the Unit must beauthorised by at least two members of the coreExecutive Committee of the Unit concerned. All payments are required to have at least twosignatories from the core Executive Committee ofthe Unit concerned one of which must be thetreasurer. Decisions on signatories and paymentprocedures must be formally agreed and recordedat Executive Committee meeting(s) of the relevantUnit.

22.5. A Unit failing and refusing to comply with Rules22.2 to 22.4 will be suspended until compliance isagreed and implemented.

23. Insurance

23.1. Each club must ensure and be satisfied that itsplaying members, members who officiate at gamesand members involved in managing/coachingteams are covered by insurance. Any member notinsured may not play, officiate at games ormanage/coach teams.

23.2. Executive Committees at all levels within theAssociation must indemnify its Executive members.

23.3. In order that all fixtures other than official fixturesare recognised for insurance purposes notificationmust be given on the following basis:

• To the County Board when both teams arewithin the County;

• To the relevant County Boards and ProvincialCouncil when teams are from differentCounties;

• To the relevant County Boards, ProvincialCouncil and National Fixtures Administratorwhen teams are from different Provinces orInternational.

Notification to hold or participate in fixtures otherthan official fixtures must be sent by email by therelevant Secretaries prior to the date of theproposed fixture.

Approval to host inter-county underage blitzes willbe provided by the Director of CamogieDevelopment.

Permission must be requested by a date specifiedby the Ard Stiúrthóir each year.

24. Sponsorship

24.1. Sponsorship may only be accepted by Units withinthe Association when the sponsorship meets thecriteria set down in the binding Code forSponsorship.

25. Safeguarding of Children/Young People(under 18 years)

25.1. The Association will safeguard and promote theinterests and well being of members under 18 yearsof age.

25.2. The Association will take all practical steps toprotect them from all discernable forms of abuse,harm, discrimination or degrading treatment andwill respect their rights, wishes and feelings.

25.3. Members of the Association must comply with the binding Code of Best Practice in Youth SportWhen Working with Underage Players, Our GamesOur Code, (including the disciplinary and otherprocedures to be applied in the event of a breach ofthat Code). Ard Chomhairle is entitled to amend orrevoke any provisions of that Code from time totime.

That Code will provide for the manner in which it is determined whether the procedures under theCode, or the Association’s mandatory investigative and disciplinary procedures are invoked in anyparticular case.

The Code will specify the disciplinary procedures tobe applied for breaches of the Code.

This Rule constitutes authority for carrying out allfunctions an actions in accordance with the Code.

25.4. Ard Chomhairle must have in place guidelines andprocedures for dealing with allegations of abuse.Complaints and allegations will be dealt withexclusively in accordance with the binding Code ofBest Practice in Youth Sport When Working withUnderage Players, Our Games Our Code and notunder any other provision of these Rules or ClubConstitution.

26. Anti-Doping Compliance

26.1. The Association forbids the use of prohibitedsubstances or methods, generally known as dopingin sport.

26.2. The Anti-Doping Rules and application of them toour playing membership as agreed with the relevantstatutory sports authorities will have effect and beconstrued as Rules of the Association in thosestatutory jurisdictions.

26.3. The ordinary disciplinary and appeals procedures,as set out in An Treoir Oifigiúil will not apply incases of alleged violations of the Anti-Doping Rules.The anti-doping Rules of the Camogie Associationare the Irish Anti-Doping Rules as amended fromtime to time. Any anti-doping Rule violation will bedealt with under the Irish Anti-Doping Rules.

27. Rules and Disciplinary EnforcementPowers

27.1. Ard Chomhairle and all Units in the Associationhave within their respective jurisdictions the power:

a. to enforce Rules and Bye-Laws

b. investigate breaches of Rules and Bye-Laws

c. investigate misconduct considered to discreditthe Association

d. impose upon Members, Teams, Officials,Units and supporters such penalties as may be prescribed

e. where no penalty is prescribed imposeproportionate and reasonable penalties, forsuch breaches.

27.2. Disciplinary procedures will be administered by theTransfers, Hearings and Disciplinary Sub-Committee at county, provincial and ArdChomhairle levels. The Transfers, Hearings andDisciplinary Committee has the powers to hear andadjudicate on transfer requests, objections and toindependently investigate irregularities and have

autonomy to suspend, fine or disqualify Clubs orindividuals for breaches of the Rules of theAssociation or any bye-laws made thereunder inaccordance with the Disciplinary Code.

27.3. The National Final Appeals Committee will hearand decide on appeals arising from decisions firstheard by the National Transfers, Hearings andDisciplinary Sub-Committees.

27.4. The Clemency Committee will hear appeals frommembers/Units only in the event of a period ofsuspension being of more than twelve monthsduration and after the adjudication of the NationalFinal Appeals Committee

27.5. Any penalty imposed will apply throughout theAssociation. Members, Teams, Officials and Unitssubject to investigation by a Transfers, Hearingsand Disciplinary Sub-Committee must attend thosemeetings when requested. Failure to comply willresult in automatic suspension until they appear.

27.6. The secretary of the committee in charge of ahearing, investigation or appeal must inform theparents or guardians of players under 18 of theallegation and investigative procedure. Childrenmust be accompanied by an adult at investigations,hearings and appeals. Such adults are not requiredto be members of the Association.

27.7. Arbitration

(a) In the event of any dispute or differencebetween any member or Unit of the CamogieAssociation with any other member or Unit ofthe Camogie Association, as to the legality ofany decision made or procedure used by anyUnit of the Camogie Association in pursuanceof the Rules and Bye Laws of the Association,which cannot be settled by amicable meanswithin the Rules of the Camogie Association,such dispute may be referred by either party toArbitration under the GAA Disputes ResolutionCode (see www.sportsdra.ie), as initiallyapproved by GAA Congress and from time totime amended by the GAA DisputesResolution Authority with the approval of GAACentral Council.

(b) Such Dispute Resolution shall be conducted inaccordance with that Code and the ArbitrationAct 2010 or any statutory modification or re-enactment thereof. The Rules of the CamogieAssociation, the GAA Disputes ResolutionCode and the Laws of Ireland shall govern suchDisputes Resolution.

(c) No member of Unit of the CamogieAssociation may issue proceedings relating toany such Dispute in any Court of Law in anyjurisdiction.

(d) No member or Unit of the CamogieAssociation shall refer such Dispute to DisputeResolution until all available avenues of Appealunder the Rules of the Camogie Associationhave been exhausted.

(e) Disputes arising from or concerning dopingcontrol under the Rules of the CamogieAssociation, any rules of the Irish SportsCouncil or under general law shall not be thesubject of any Arbitration under this Rule.

(f) Arbitration shall only apply to Disputes raisedby members/Units from Ireland or Britain.

27.8. Disciplinary hearing timeframes

Timeframes for dealing with disciplinary mattersare as follows: Executive Committee referral to theTransfers, Hearings and Disciplinary Sub-Committee within three days of suspected breachbeing brought to their attention. The Transfers,Hearings and Disciplinary Sub-Committee mustinitiate a hearing and/or investigation within sevendays of receiving referral. The Transfers, Hearingsand Disciplinary Sub-Committee must issue its finaldecision to the party or parties no later than 21 daysfrom the original notification of the breach. (Section44 and Rule 45 re penalties).

28. Player Eligibility

28.1. Before taking part in competition, a player must beregistered with the Committee in charge of thecompetition. A player may play in a competitionthree days after her registration has been receivedby the Committee in charge or by the personnominated by the Committee in charge to acceptregistrations.

28.2. In Inter-County Competition a player isautomatically eligible to represent her nativeCounty. If the County in which a player is registeredis not her native County, she may declare for heradopted County in Inter County competition.

Such declaration must be made on Official FormCC3., properly completed in duplicate, and lodgedwith the Ard Stiurthoir by 31st January. Howeverwhere the adopted County is outside of Ireland thena player may still declare for her adopted County inInter-County competition after this date.

This declaration will become effective three daysafter acknowledgement by the Ard Stiurthoir.

A player will not represent more than one County inthe same season. Once permission to declare foran adopted county is granted to a player, it is notnecessary to repeat application, unless the playerwishes to declare back to her native county.

28.3. A member will not register or play with two Clubsexcept in the following instance:

a. A full time student of one of the affiliatedInstitutes of Higher Education may play forboth her College Club and her home Club inthe same season’s competitions. She will notrepresent both Clubs in the same competition.Where a Club in an Institute of HigherEducation participates in competition under the auspices of the County Board, a studentwill not represent both her College Club andanother Club in that County in the sameseason’s competitions in any grade. In theevent of both her College Club and her homeClub being County Champions in theirrespective Counties in the same season, astudent must, prior 31 to participation at thenext level, notify the Ard Stiúrthóir by the lastday in February in writing with which Club sheintends to play in the All-Ireland ClubChampionship competition;

b. A player may play with her home Club inIreland and a Club in her European Country ofstudy and vice versa, provided she isparticipating in a recognised programme ofstudy in another European Country, or Ireland,for at least three months duration and sheobtains permission from Central Council.These players may play with their home Clubor County in their respective championships orother competitions. This does not apply toIrish home Club players studying in Ireland orBritain;

c. Where a CC6 sanction has been granted inaccordance with Rule 32.1

28.4. A player must meet the following age criteria inorder to be eligible to participate in competitions:

U12 Be Under 12 and Over 8

U14 Be Under 14 and Over 10

U16 Be Under 16 and Over 12

U18 Be Under 18 and Over 14

Adult Be Over 15 except in the case of inter-county competitions where a player mustbe over 16

‘Under’ means that a player must be under the agelimit by midnight on the 31st December of the yearprior to the Championship year e.g. to play U16 aplayer must be aged 15 years or under on the 31stDecember prior to the Championship year.

‘Over’ means a player must be over the age limit bymidnight 31st December of the year prior to theChampionship (e.g. to play under 14 a player mustbe 10 years of age on the 31st December prior to theChampionship year).

For breaches of the above Rule, the penalty is theawarding of the game to the opposing team whereapplicable and a suspension of up to six months tothe person(s) in charge of the team in which thebreach is committed. (Ref Rule 44 for player playingillegally)

28.5. Where Clubs have insufficient numbers of playersin underage competitions, they may combine with a team from another club to participate incompetitions, subject to prior approval from theUnit in charge.

28.6. Adult club teams from lower grades may onlycombine to participate in higher gradecompetitions e.g. two intermediate teams combineto play Senior Championship/League. The Unit incharge of the competition must approve this inadvance. Where a Club already has a teamparticipating in the higher competition it may notavail of this provision. Where teams combineunder Rules 28.5 and 28.6 players’ registrations andplayer grading will remain with their home club.(Also see Rule 28.3.)

28.7. Combination or divisional teams may not enter theprovincial and All-Ireland Club Championshipcompetitions. In the case where a combination/divisional being county champions, the beatenfinalists will represent the county. In the event ofthe finalists being two divisional/combined teamsthe beaten semi-finalists will play off to representtheir county.

29. Player Grading for Club Competitions

29.1. Any player who plays a higher gradedChampionship is not eligible thereafter to play in alower graded league or championship in the sameyear. This applies to all graded competitions e.g.adult and under-age A, B and C competitions.

29.2. In the case of teams participating in ClubChampionships in accordance with Rule 28.5 and28.6 their grading status with their registered Clubis not affected by participating in a higher gradecompetition.

29.3. A player may apply to the County Board, by a datespecified by the Board, to be re-graded in thefollowing year. A player’s application must specifythe reason for her grading request. The CountyBoard may delegate responsibility for dealing withapplications for Re-grading to a Sub-Committee.The Re-Grading Sub Committee must make arecommendation to the County Board forratification. If a re-grading application isunsuccessful, within five days, the player must bepersonally notified in writing of the reasons.

29.4. A player who transfers to a lower graded club isautomatically re-graded to the highest grade in thatclub.

29.5. In the event of two or more transfers from a highergraded club to a lower graded club being granted inone year, the grading of that team may beconsidered by the committee in charge.

29.6. A player who has not taken part in any league orchampionship match with a club, for a period of 24 months from the date of her last game, will beautomatically re-graded to the next immediategrade down in that club.

30. Player Grading for Inter-CountyCompetitions

30.1. Any player who plays a higher gradedChampionship is not eligible thereafter to play in alower grade championship or national league.Grading of players for inter-county competitionswill be defined as follows:

Senior

a. Any player who plays senior championship isonly eligible thereafter to play Division 1national league and senior championship. Forre-grading see Rule 30.2.

b. An All-Ireland senior medal winner who hasplayed senior championship will not be eligibleto apply for re-grading for a year. For re-grading see Rule 30.2.

c. An All-Ireland senior medal winner who hasnot played senior championship will be eligibleto apply for re-grading for the following year.For re-grading see Rule 30.2

Intermediate

a. Any player who plays intermediatechampionship is only eligible thereafter to play Divisions 1 and 2 national league andintermediate championship. For re-grading see Rule 30.2.

b. An All-Ireland intermediate medal winner whohas played intermediate championship will notbe eligible to apply for re-grading for a year.For re-grading see Rule 30.2

c. An All-Ireland intermediate medal winner who has not played intermediatechampionship will be eligible to apply for re-grading for the following year. For re-gradingsee Rule 30.2

Junior

a. Any player who plays at a higher level in theAll-Ireland junior championship is only eligible

thereafter to play higher level juniorchampionship or higher level national leagues.For re-grading see Rule 30.2

b. An All-Ireland junior medal winner who hasplayed junior championship will not be eligibleto apply for re-grading to a lower junior gradedfor a further two years. For re-grading see Rule30.2

c. An All junior medal winner who has not playedjunior championship will be eligible to applyfor re-grading for the following year. For re-grading see Rule 30.2.

Minor (Under 18)

An U-18 player will be eligible to represent herCounty in the All-Ireland Minor Championship. She may participate in adult competitions,including the All-Ireland Senior Championship,without prejudice to her eligibility for Minorcompetition.

Under 16

An U-16 will be eligible to represent her County inthe All-Ireland Under 16 Championship and MinorChampionship.

30.2. A player must apply to Ard Chomhairle to be re-graded in the following year by a date specified byArd Chomhairle. Ard Chomhairle must delegateresponsibility for dealing with applications for Re-grading to a Sub-Committee. The Re-GradingSub Committee must make a recommendation toArd Chomhairle for ratification. If a re-gradingapplication is unsuccessful the player must bepersonally notified in writing within five days of the reasons.

31. Transfers

31.1. Clubs are prohibited from approaching players totransfer from their home club. See Rule 4.1 fordesignation of a player’s home club.

31.2. A player who wishes to transfer from one Club toanother must:

• Fully complete Section A of Transfer Form CC4

• Must specify the reasons for her transferrequest

• Give the CC4 form to her Club Secretarythereby putting her Club on notice of herintention to apply to the County Board forpermission to transfer Club.

31.3. A transfer must not be refused to a player alreadyregistered with a Camogie club who wishes totransfer to a newly established camogie club in thelocality where she is ordinarily resident.

31.3.1. A transfer may be refused on one or several of thefollowing grounds:

• If a player or a player’s immediate family orguardian are not ordinarily resident within thearea of the club to which she wishes to betransferred;

• Where the county board has objective evidencethat a player has been approached by the clubshe wishes to transfer to;

• Where the relevant Transfers, Hearings andDisciplinary Committee has adjudged that thereceiving club has sufficient playing members

• Where the relevant Transfers, Hearings andDisciplinary Committee has adjudged that theplayer’s current club would be negativelyaffected by her transfer

• Where the relevant Transfers, Hearing andDisciplinary Committee has adjudged that thetransfer would not be in the best interests ofcamogie.

31.4. Where a Club/County Board/Provincial Councilagrees to a transfer the following procedures apply:

(i) On receipt of a Transfer Form CC4 from aplayer, the Club Executive Committee mustconsider the application within seven days,except in the case where the transfer requestraises a concern about alleged practice that iscontrary to the Association’s Code of BestPractice in Youth Sport When Working withUnderage Players, Our Games Our Code (seeRule 31.6.1).

(ii) On agreement of the transfer the ClubSecretary signs Section B of Transfer FormCC4, and submits it to the County BoardSecretary no later than the seventh day.

(iii) The County Board Secretary must immediatelyon receipt refer it to the Transfers, Disciplinaryand Hearings Committee ratification, except incases where the transfer request raises aconcern about alleged practice that is contraryto the Association’s Code of Best Practice inYouth Sport When Working With Working withUnderage Players, Our Games, Our Code (seeRule 31.6.1).

The Transfers, Hearings and DisciplinaryCommittee will confer and inform the CountySecretary of their decision within three days.The Board Secretary must sign Section C ofForm CC4 and inform the player accordingly byreturning a signed copy of Form CC4 to theplayer and immediately inform the affiliatedUnits of the transfer.

(iv) Where the club transfer request is to a cluboutside the County but within the Province the

County Board Secretary must send the CC4form to the Provincial Secretary within threedays of the Transfers, Hearings andDisciplinary Committee’s decision. TheProvincial Council Secretary must immediatelyon receipt refer it to the Transfers, Disciplinaryand Hearings Committee.

The Transfers, Hearings and DisciplinaryCommittee will confer and inform theProvincial Secretary of their decision withinthree days. In the case of a positive decisionthe Provincial Council secretary must signSection C of Form CC4 and inform the playeraccordingly by returning a signed copy of FormCC4 to the player and immediately inform theaffiliated Units of the transfer.

(v) Where the club transfer is from a club in oneProvince to a club in another Province,following completion of the transfer atprovincial level, the Provincial Secretary mustlodge the transfer form with the Ard Stiurithoirfor notification to the National Transfers,Hearings and Disciplinary Committee.

(vi) The player must lodge her copy of the acceptedTransfer Form with the Secretary of the Clubwith which she wishes to register. Rulesgoverning her eligibility then apply.

31.5. When a club, county or province does not agree tothe transfer the following procedures apply:

(i) On receipt of a Transfer Form CC4 from aplayer, the Club Executive Committee mustconsider the application within seven days,except in cases where the transfer requestraises a concern about alleged practice that iscontrary to the Association’s Code of BestPractice in Youth Sport When Working withUnderage Players, Our Games Our Code (seeRule 31.6.1).

If the club does not agree to the transfer theClub Secretary does not sign Section B of theTransfer Form CC4, and must return thetransfer form to the player within two days ofconsideration of the transfer. The clubsecretary must notify the player of the reasonsfor the non-agreement. The player seeking thetransfer may then submit the CC4 form to theCounty Secretary for the County Board’sconsideration.

(ii) The County Board Secretary must immediatelyon receipt of a transfer request refer it to the Transfers, Hearings and DisciplinaryCommittee, except in cases where the transferrequest raises a concern about alleged practicethat is contrary to the Association’s Code ofBest Practice in Youth Sport When Working

with Underage Players, Our Games Our Code(see Rule 31.6.1). The Transfers, Hearings andDisciplinary Committee must consider theapplication within seven days and decide toaccept or reject the transfer.

(iii) If the transfer is rejected by the CountyTransfers, Hearings and DisciplinaryCommittee, the Board Secretary, must set outthe reasons why the transfer was rejected andmust inform the player of the Transfers,Hearings and Disciplinary Committee’sdecision and return Form CC4 (unsigned atSection C) to the player within seven days. Theplayer may appeal this to the ProvincialCouncil’s Transfers, Hearings, Appeals andDisciplinary Committee.

(iv) If the transfer is first rejected by the ProvincialTransfers, Hearings and DisciplinaryCommittee, the Provincial Council Secretary,must set out the reasons why the transfer wasrejected and must inform the player of theTransfers, Hearings and DisciplinaryCommittee’s decision and return Form CC4(unsigned at Section C) to the player withinseven days. The player may appeal this to theNational Council’s Transfers, Hearings,Appeals and Disciplinary Committee.

(v) If the transfer is rejected by the NationalTransfers, Hearings and DisciplinaryCommittee, the Ard Stiúrthóir, must set outthe reasons why the transfer was rejected andmust inform the player of the Transfers,Hearings and Disciplinary Committee’sdecision and return Form CC4 (unsigned atSection C) to the player within seven days.

31.6 Where a transfer request raises a concern aboutalleged practice that is contrary to the Association’sCode of Best Practice in Youth Sport When Workingwith Underage Players, Our Games Our Code, itmust immediately be passed to the Club Children’sOfficer, who must deal with the concern aboutalleged practice that is contrary to the Association’sOur Games Our Code, under the provisions of OurGames Our Code.

If the subsequent investigation finds no cause forconcern the Club Secretary must be so informed bythe Club Children’s Officer.

If however the investigation finds cause for concernthe Code of Best Practice in Youth Sport Committeemay subsequently advise the Club ExecutiveOfficers to allow the transfer in the best interests of the child.

The Club Children’s Officer must also notify theCounty Children’s Office that an investigation has

taken place and its outcome. The transfer processwill then proceed as per Rule 31.4

31.6.1 Where a transfer request raises a concern aboutalleged practice that is contrary to the Association’sCode of Best Practice in Youth Sport When Workingwith Underage Players, Our Games Our Code, theCounty Secretary must immediately contact theCounty Children’s Officer to check that the concernhas been fully investigated at club level.

31.6.2 If the concern has been investigated andconcluded, transfer procedures as per Rule 31.4 willbe applied.

31.6.3 If a club has failed to carry out an investigation intothe concern, the transfer process must be put onhold. The County Children’s Officer mustinvestigate the concern about practice that iscontrary to the Association’s Code of Best Practicein Youth Sport When Working with UnderagePlayers, Our Games Our Code, under theprovisions of Our Games Our Code.

If the subsequent investigation finds no cause forconcern the County Executive Secretary must be soinformed by the County Children’s Officer. Transferprocedures as per Rule 31.4 will be applied.

If, however, the investigation finds cause forconcern the Code of Best Practice in Youth SportCommittee may subsequently advise the CountyTransfers, Hearings and Disciplinary Committee toallow the transfer in the best interests of the child.

31.7. Transfers are not necessary in the followinginstances:

• From one club to another within a county or inanother county if player has not taken part inany competitive match with a Club for a periodof twenty-four months

• From a club which has disbanded.

31.8. A player who has commenced a competition in acounty will not be eligible to complete thatcompetition with her club or county, if she haslegally transferred and is playing with another clubor county except in instances where the player isplaying on a CC6 when Rule 32.5 will apply. Shewill not represent both clubs or counties in the

same competition.

32. Permission to Play Internationally

32.1. Any player who is temporarily domiciled outside of the country in which she is registered and whowishes to play with a club in another country for theduration of such domicile, must notify her clubsecretary of her intention to seek permission to so do.

32.2. Applications for permission to play on a temporarybasis for a club in another country will be acceptedonly on Official Sanction Form CC6, properlycompleted and signed by the relevant Secretaries.All such applications require the sanction of thecurrent club and County Board Secretaries.

32.3. The County Board Secretary must notify theRegistrar of the relevant International Board. ThatBoard will reserve the right to grant or refuse theapplicant permission to play with a club on atemporary basis. The original form must beforwarded by the County Secretary to Ard Stiúrthóir.

32.4. Official sanction to play on a temporary basis with aclub abroad will be valid for the period specified onthe Official Sanction Form CC6, which should notexceed a period of four months in the calendar year.A transfer will be required for a longer period.

32.5. A player who avails of these Rules will remain aregistered member of her current club during theperiod specified on the Official Sanction Form CC6.A player may only play for the club to which she istemporarily transferred for the duration of theperiod outlined on the CC6 form. A player whoreturns to play with her home club before the end of this period automatically rescinds her CC6.

33. Competitions Management andAdministration

33.1. Ard Chomhairle, Provincial Councils and countyboards must prepare a draft fixtures schedule for allcompetitions for the following year under theircontrol as follows:

a. Ard Chomhairle by end of October ofpreceding year

b. Provincial Council by end of November ofpreceding year

c. County Board by end of January of current year.

Eligibility to participate in competition will be onthe following basis:

a. County competitions will be open to allaffiliated clubs within the county and asotherwise agreed at the county convention (Ref6.4(b)).

b. Provincial competitions will be open to allaffiliated counties within the province (Ref 7.4(b)).

c. All-Ireland competitions will be open to allaffiliated counties (Ref 10.6 (o)).

33.2. For all competitions, participating Units will benotified of the date of a fixture by the Unit Secretaryor by a Fixtures Sub-Committee delegated this taskin accordance with the following timeframes:

• at least five days email notice for competitionsrun by County Boards unless otherwiseprovided for in County bye-laws;

• at least five days email notice for all Inter-County and All-Ireland competitions. Emailnotification of venue and time must be givenno later than 48 hours prior to the fixture.

33.3. Where a team has been notified in accordance withRule 33.2 of a fixture and fails to fulfil that fixture,the committee in charge of the competition mustimpose the following penalties:

• in all cases the match will be awarded to thatteam’s opponents in the fixture;

• in the case of leagues or championships runon a league basis the defaulting team(s) will be deducted two points;

33.4. The committee in charge may also impose one orseveral of the following penalties should it considerthat the situation warrants such:

• defaulting team lose home advantage forfixtures in competition(s) in the following year;and/or

• a fine on the Committee responsible for thedefaulting team;

• any vouched expenses incurred in connectionwith the fixture will be paid by the Committeeresponsible for the defaulting team exceptwhere at least 72 hours notice has beenconfirmed with the committee in charge

33.5. The following exemptions apply to Rules 33.3 and 33.4:

• an independent decision by the Referee andthe host club/ground that the pitch isunplayable

• a death which is deemed by the Unit in chargeto warrant postponement of the fixture.

33.6. Should a team withdraw or be disqualified duringthe course of a competition, the results of its playedgames will be null and void and no points will beawarded for un-played matches.

33.7. For fixtures other than official competitions seeRule 23.

33.8. All games activities organised for all players agedU12 by all Units of the Association must be:

• Child centred

• Small sided games

• Developmentally appropriate

• Provide all players with meaningful playingtime.

34. All-Ireland Inter County Competitions

34.1. All-Ireland competitions must be held on an annualbasis in the following grades: Senior, Intermediate,Premier Junior, Junior A, Junior B, Minor A, B and C,Under 16 A, B and C Championships; NationalLeagues; Inter-Provincial Championships; Senior,Intermediate and Junior Club Championships.

34.2. The winners of the Provincial club championshipswill contest the All-Ireland semi-finals, except whereArd Chomhairle decides that the competitionshould be run on an open draw or other basis.

34.3. Should Provincial, County or Club teams from othercountries enter any All-Ireland competition, themanner of their participation will be decided by ArdChomhairle.

34.4. Venues for All-Ireland quarter-finals, semi-finals andfinals of competitions under the auspices of ArdChomhairle will be decided by the NationalCompetitions Management Sub-Committee.

34.5. The Finals of All-Ireland competitions must beplayed on or before the dates specified hereunder:

• Senior, Premier Junior and JuniorChampionships: the last Sunday in September;

• Intermediate Championships: the last Sundayin October;

• Minor Championships: the last Sunday inOctober;

• Under 16 Championships: the last Sunday inOctober;

• National Leagues: the last Sunday in May;

• Senior & Junior Inter-ProvincialChampionships: the last Sunday in November;

• Senior, Intermediate and Junior ClubChampionship: the 17th March of the followingcalendar year

34.6. Unless notified by Ard Chomhairle the homeCounty Board/Provincial Council will makearrangements to collect gate receipts at all fixturesunder the auspices of Ard Chomhairle. Such gatereceipts must be forwarded by the County/Provincial Secretary to the Ard Stiúrthóir withinfourteen days of the date of the fixture. Failure todo so will result in a fine being imposed by ArdChomhairle on the County/Council. Gate receiptsfrom National League games run under theauspices of Ard Chomhairle excluding the semi-finals and finals will be shared on a 50/50 basiswith the host county.

35. All-Ireland Club Championships

35.1. County Champions will be eligible to play in the All-Ireland Club Championship(s), except where thewinners are comprised of a representative ordivisional team. In this event, the County Boardmust nominate the Club team which advancedfurthest in the County Championship to representthe County.

35.2. The grading of Counties for the All-Ireland ClubChampionship(s) will be decided by ArdChomhairle.

35.3. Where a County Board does not exist, the ProvincialCouncil will have the power to permit properlyaffiliated Clubs to represent the County in Provincialand All-Ireland competitions.

35.4. In the event of a draw in Semi-Finals, extra timemust be played.

35.5. Each Provincial Council Secretary must notify theArd Stiúrthóir of the winners of Senior andIntermediate Provincial Club Championship Finalsby the 30th of November, winners of JuniorProvincial Club Championship Final by the 31st ofOctober.

35.6. Unless notified by Ard Chomhairle the homeCounty Board/Provincial Council will makearrangements to collect gate receipts at all fixturesunder the auspices of Ard Chomhairle. Such gatereceipts must be forwarded by theCounty/Provincial Secretary to the Ard Stiúrthóirwithin fourteen days of the date of the fixture.Failure to do so will result in a fine being imposedby Ard Chomhairle on the County/Council.

36. Inter-Provincial Championships

36.1. In the event of a draw in Semi-Finals and Finals,extra time must be played.

37. Trophies

37.1. Ard Chomhairle will each year present:

a. An All-Ireland Perpetual Cup/Trophy and up to thirty medals to the winning team in eachAll-Ireland competition under its auspices. Asthe design of All-Ireland and National Leaguemedals is the property of Ardchomhairie, theawarding of more than thirty such medals willnot be permitted.

b. Runners-up medals to the losing teams inevery All-Ireland minor competition underits auspices

37.2. Provincial Councils will each year present up tothirty medals or trophies to the winning team ineach competition under its auspices.

37.3. County Boards will decide on the nature of awardsto be made to the winners in competitions undertheir auspices.

37.4. All official medals and trophies should be of Irishmanufacture where possible. Inscriptions, if any,will be in Irish.

37.5. It will be the responsibility of the Committee incharge of a competition to have the winners’ namesinscribed on cups/trophies.

37.6. All Perpetual Cups/Trophies must be returned in

good condition by the holders to the relevantCommittee at least one month prior to theconclusion of the following season’s competition.The committee in charge of the cup or trophyholder is liable for the cost of any damages andcleaning to perpetual cups or trophies.

38. Catering Arrangements for competing teams

38.1. Catering arrangements and costs for competingteams (30 each) will be the responsibility of therelevant Unit in charge of the team.

38.2. Catering arrangements and costs for match officialswill be the responsibility of the relevant Unit incharge of the competition.

39. Control of Matches

39.1. Matches will be under the control of the Referee,four Goal Umpires and two Line Umpires. Allmatters affecting play will be decided on the field ofplay by these officials.

39.2. Matches must begin at the appointed time.Referees are required to report late starts in theofficial Referee’s report and the reasons for same.For club games an automatic fixed penalty of€50/Stg£45 will apply for reported late starts. Forinter-county games an automatic fixed penalty of€100/Stg£90 will apply to the relevant parties forreported late starts. These penalties are subject toreview by Ard Chomhairle.

39.3. The Committee in charge of a team participating inany officially sanctioned league or championshipcompetition must:

• have the players and substitutes clearlynumbered, such numbers must correspondwith those in the official match programmeand official team list;

• in the case of All-Ireland semi-finals and finals,submit to the Ard Stiúrthóir at least six daysprior to the fixture the names of its panel ofplayers up to a maximum of 30 panelmembers. The numbered team line out mustalso be submitted.

39.4. Should the competing inter county teams in anyfixture have similar team colours, both teams mustchange if requested to do so by the Unit in chargeof the fixture (Ref Rule 5.6. re similar colours).

39.5. Should a competitive match end in a draw it mustbe replayed except where:

• the competition is run on a league basis and apoint will be awarded to each team

• the Unit in charge of the fixture has made aprior decision to play extra time and hasadvised the participating teams in advance of same; or

• both teams agree, with the approval of theUnit in charge of the fixture, to play extra time.

39.6. In the case of competitions run on a home andaway basis the team which travelled in the firstinstance will have a home venue for the replay.Should a replay finish in a draw, extra time must beplayed. Should the teams finish level again afterextra time, the match must be replayed.

39.7. All All-Ireland under 16, minor and junior A and Binter county championship games must be playedat a venue which is approximately half way betweencompeting teams when the distance betweencompeting teams is greater than 320 kilometres(200 miles).

40. Appointment of match officials

40.1. The Committee in charge of a competition or a sub-committee with the appropriate delegatedpowers will appoint Referees for all fixtures underits auspices or decide other methods for theappointment of Referees.

40.2. Appointed Referees are required to beknowledgeable of the official playing Rules ofCamogie and at the earliest opportunity areexpected to attend a recognised Camogie Refereescourse. Referees must co-operate with assessmentprocedures as required.

40.3. Referees must be members of the CamogieAssociation or the GAA.

40.4. Referees must wear regulation uniform or atracksuit while officiating at matches.

40.5. Ard Chomhairle will ratify the appointment of allmatch officials for All-Ireland Semi-Finals andFinals. Ard Chomhairle will be responsible for theauthorised expenses for match officials acting onits behalf.

40.6. All officials including line and goal umpires must be18 years of age or over to officiate at inter-countymatches.

41. Duties and powers of the Referee

41.1. The Referee must fairly enforce the playing Rules.During the match, her/his decision on all mattersconnected with play will be final.

41.2. The Referee will:

• Decide whether ground or other conditions aresuitable for play; (Also see Rule 33.5.)

• Deal with the intrusion of unauthorisedpersons on to the playing pitch;

• Record and report the names of players orofficials interfering during the course of amatch;

• Take the name of the offender and requesthim/her to go outside the pitch area, when ateam mentor or known team partisan isadjudged by the Referee to have been abusiveor behaving in a threatening manner to anyMatch Official. The nature of the abuse mustbe included in the Referee’s Report.

• Ensure the game starts on time and reportteams that fail to comply. (Also see Rule 39.2)

• Temporarily suspend play for a serious injuryto a player, sudden deterioration in theweather, broken goalposts, pitch invasion orfor any other matter/incident that s/he feelswarrants such a decision.

Play should be temporarily suspended for amaximum of 15 minutes. If the issue cannot beresolved during this period, then the matchshould be abandoned. The Referee, havingdecided to temporarily suspend play, shouldsimultaneously inform team officials from bothteams that play is being suspended. Teamsmay retire to their dressing room and if theissue is resolved within the specified period,play will be resumed within 5 minutes of theteam managers of both teams being informedby the Referee that the issue has beenresolved.

As the Referee so instructs team officials fromboth teams, the sideline official should informthe public announcer (PA) of this, whereoperable, so that spectators may be informedwhat is happening.

41.3. The Referee must keep a record of the match andmust lodge with the Committee in Charge a reportof the match including the score and commencingand finishing time of each half. Such report mustbe submitted on Official Form CC5, together withsigned Team Lists, on or before the sixth calendarday after the date of the match. The Referee’sreport must be considered as final except where theCommittee in charge is satisfied beyond allreasonable doubt that the match was not Refereedin accordance with the Rules. Failure of a Referee to submit a report does not render the game nulland void.

For a trial period, should Ard Chomhairle so decide,a Referee or Goal Umpire may seek and/or obtain aclarification, from the officially sanctioned ScoreDetection System where operable, that a sliotar has

gone between the posts for a point or outside theposts for a wide. The protocols for the operationand use of the system must be in accordance withthe specific provisions determined and authorisedby Ard Chomhairle.

41.4. The Referee must, in the event of one team failingto field, count the players of the team present andobtain a Team List for submission with her/hisreport. In the event of both teams failing to field,the Referee should record this fact on his/her reportfor submission to the Unit in charge of thecompetition.

41.5. The Referee must:

• Give a final decision on scores or wides wherethe Goal Umpires disagree, or where there isonly one Goal Umpire or no goal umpire. TheReferee must not over-rule the joint decision ofboth Goal Umpires;

• Give a final decision on side-line pucks andmay over-rule the decision of a Line Umpire.In the absence of a Line Umpire, the Referee’sdecision must be final.

The Referee may:

• Consult the Goal and Line Umpires on anymatter during the course of the match;

• Apply the appropriate penalty when his/herattention is drawn to a Rule infringement by aGoal/Line Umpire. (See Rules 42.2 and 42.3)

41.6. The Referee must extend time in each half:

• For delay, deliberate or incidental, in that half.In the case of injury to a player, play may bestopped at the discretion of the Referee. Suchstoppages must not exceed two minutes atwhich time the player will be required to leavethe field for treatment. The exception to thetwo minute Rule above is when an injury is soserious as to require treatment in place orwhere a stretcher is required to remove playerfrom the field of play.

• To allow for a free to be taken. A score willresult from such a free only when no playerfrom the attacking team other than the free-taker touches the sliotar. Should the defendingteam commit a further foul before the Refereewhistles for the end of the half, she/he mustfurther extend the time to allow for anadditional free to be taken.

41.7. The Referee may terminate a match because of:

• persistent outside interference;

• failing light;

• the refusal of a player to leave the field of playwhen dismissed by the Referee, the team

captain or official having been given a threeminute warning by the Referee;

• a team or player(s) leaving the field withoutthe Referee’s permission, or refusing tocontinue to play, the team captain or officialhaving been given a three minute warning bythe Referee;

• any other reason deemed by the Referee to besufficient.

41.8. The Referee must specify in his/her report thereason(s) for terminating a match and, whereapplicable, include the names of offending playersand officials and known partisans. If a match isterminated because of failing light, it will be re-fixedfor full time by the Committee in charge, exceptwhere there was a deliberate delay on the part ofone team, in which case the match may be awardedto its opponents. If terminated for any otherreason, the decision will rest with the Committee incharge.

41.9. The Referee must dismiss a player from the field ofplay in the following instances:

a. by showing a red card when a player isadjudged by the Referee to have struck orattempted to strike an opponent, unless theReferee is satisfied that such was accidental.

b. Where a player who, having already beenwarned once by the Referee in connection withrough and/or dangerous play, and the Refereehas indicated this by showing the player aYellow Card, commits a second offence of thisnature, and the Referee has indicated this byshowing the player a second Yellow Card andhas also indicated her dismissal by showingthe player a Red Card;

c. Where a player who, having already beenwarned once by the Referee for dissent or the use of abusive language, and the Refereehas indicated this by showing the player aYellow Card, commits a second offence of thisnature, and the Referee has indicated this byshowing the player a second Yellow Card andhas also indicated by showing the player a Red Card

d. for a first offence should she/he deem that theplayer’s conduct warrants such. Such playershall be dealt with by the committee in chargein accordance with Rule 44.

e. A player dismissed from the field of play in a,b, c, or d above stand suspended until theyappear before the relevant Transfers, Hearingsand Disciplinary Committee which will decideon the action to be taken (Section 27 and Section 44).

In all instances, substitution of a dismissed playerwill not be permitted. In the event of extra timeteams revert to fifteen players. Players dismissedunder Rule 41.9 a, b, c or d above during normaltime may not play in extra time.

41.10. The Referee must:

• at the time of dismissal, ascertain and recordthe player’s name and jersey number.

• in her/his report, give the name of any playerdismissed and jersey number, state the reason.

41.11. The Secretary of the Committee in charge of acompetition must retain a permanent record of thenames of players dismissed from the field of play.The Secretary of a Provincial Council mustimmediately notify the Ard Stiúrthóir of dismissalsin Provincial competition, and the Ard Stiúrthóirwill inform the relevant Provincial County Secretaryof dismissals in All-Ireland competition.

41.12. Should the appointed Referee be unable to officiateat a match, a substitute must be appointed by anyOfficer of the Committee in charge present at thematch. In the absence of an Officer, a Referee maybe agreed upon by the Officials of both teams.

42. Duties and powers of Goal Umpires

42.1. There must be four Goal Umpires, two at each goal,one at each goalpost. They must not change endsduring the match.

42.2. The Goal Umpire must:

• make decisions on scores, wides, forty-fivemetre frees and parallelogram infringements;

• indicate decisions to the Referee with thefollowing signals: a goal by raising a green flag;a point by raising a white flag; a wide byoutstretched arms; a forty-five metre free bystanding where the sliotar crossed the end-lineand raising one arm; a parallelograminfringement by crossing arms in the sign ofan “X”;

• give the Referee any assistance she/he mayseek in relation to play in the area; and

• draw the Referee’s attention to any Ruleinfringements.

Where possible, Goal Umpires should wear an umpire’s coat unless otherwise agreed by Ard Chomhairle.

43. Duties and powers of Line Umpires

43.1. There must be one Line Umpire on either side of the field of play. They must change sides at half-time.

43.2. The Line Umpire must:

• make a decision on where the sliotar crossesthe side-line and which team is entitled to theconsequent side-line puck;

• indicate decisions to the Referee with thefollowing signals:

• raise a flag and point it in the direction inwhich the side-line puck is to be taken; point tothe spot from which the side-line puck is to betaken;

• raise the flag upright in the event of a clashedsliotar, or if unable to decide which team putthe sliotar out of play; point to the spot atwhich the Referee should throw in the sliotar;

• give the Referee any assistance she/he mayseek in relation to play;

• draw the Referee’s attention to any Ruleinfringements.

43.3. Where possible, Line Umpires should wearregulation uniform or a tracksuit.

43.4. Where appropriate the committee in charge willappoint a Fourth and Fifth Official. The fourthofficial administers full substitutions and bloodsubstitutions from both teams. On behalf of theReferee s/he indicates time added on. The FifthOfficial announces the substitutions entering thefield of play and time added on.

44. Penalties

44.1. Player/official/mentor dismissal

44.1.1. A player dismissed from the field of play during amatch by the Referee will stand suspended untilthe decision of the Transfers Hearings andDisciplinary Sub-Committee is advised to her perRule 27. Subject to the decision of the Transfers,Hearings and Disciplinary Sub-Committee, theplayer may be further suspended at theirdiscretion and where applicable in accordancewith Rule 44.1.2 below.

44.1.1.a There are three exceptions to Rule 44.1.1

(i) Where the player waives her right to ahearing and accepts the mandatory penalty.The player must notify in writing, no laterthan seven days, of her dismissal from thefield of play the secretary of the committeein charge of the competition of her decisionto waive her right to a hearing and acceptthe mandatory penalty set out in 44.1.2.

(ii) Where an official/mentor waives her/hisright to a hearing and accepts themandatory penalty. The official/mentormust notify in writing within 5 days ofher/his incident/dismissal from the field of

play the secretary of the committee incharge of the competition of her/hisdecision to waive her right to a hearing andaccept the mandatory penalty set out in44.1.2.

(iii) Where two yellow cards followed by a redcard are issued, such dismissals are for theduration of the game, except for breachesreported of playing Rules 10.2 (h) and (k). If a player is reported by a Referee as beingdismissed for the duration of a game morethan once in any one playing season in acompetition under the same Committee inCharge, she stands suspended until sheappears before the relevant Transfers,Hearings and Disciplinary Committee.

44.1.2. The following mandatory penalties apply in thefollowing circumstances:

a. Persistent dissent by a player or team officialtowards a Referee’s decision

• An automatic two match ban for theplayer or official in the competition thatthe offence took place.

b. To use abusive or threatening language,gestures or behaviour, (including but notlimited to anything which could be construedas sectarian, racist or homophobic), towardsa Referee, match official, any player or teamofficial.

• An automatic two match ban applicable toall official competitions sanctioned by thecommittee in charge that the player orofficial is involved in. For the purposes ofa match ban tournaments andchallenge/friendly games are notconsidered official competitions.

• The Unit which the player/official wasrepresenting in competition will be fined€100 for a first offence. The fine willincrease by €100 for each subsequentguilty offence within the calendar year, i.e.for the 3rd guilty offence in same year thefine will be €300

• Should the Transfers, Hearings andDisciplinary Sub-Committee adjudge theoffence sufficiently serious, it maydisqualify the offender’s team from thecompetition in question.

c. Punching, hitting (without a hurley) orkicking a player in a manner that the Refereedeems non-accidental

the committee in charge that the player orofficial is involved in.

d. Kicking, hitting or striking of a match officialby a player or team mentor or knownpartisan in a manner that the Referee deemsnon-accidental.

• An automatic 48 weeks suspension fromall camogie membership and activity.

e. Striking a player with a hurley in a mannerthat the Referee deems non-accidental.

• An automatic three match ban applicableto all official competitions sanctioned bythe committee in charge that the player orofficial is involved in.

In the case of a. to e. above, all penalties will carryover from one season to the next until the ban isfully served.

In the case of an offence undertaken in gamesunder Ard Chomhairle auspices, an automaticmatch ban refers to all official competitions (e.g championships, league, other competitions)sanctioned by Ard Chomhairle as the Committeein Charge.

In the case of an offence undertaken in gamesunder Provincial Council auspices, an automaticmatch ban refers to all official competitions (e.g championships, league, other competitions)sanctioned by Provincial Council as theCommittee in Charge.

In the case of an offence undertaken in gamesunder County Board auspices, an automaticmatch ban refers to all official competitions (e.g championships, league, other competitions)sanctioned by County Board as the Committee in Charge.

44.2. Player playing illegally (also see Rule 28.4 forbreaches of underage eligibility)

44.2.1 A player adjudged guilty of the offence ofknowingly playing illegally with a Club or team inany of the following circumstances will besuspended by the relevant Transfers, Hearings andDisciplinary Sub-Committee for a period of 3months. An investigation must be undertaken toascertain whether the player knowingly playedillegally. The team with which the player playedillegally must forfeit the match to its opponents.

44.2.2. The following penalties will be imposed by theTransfers, Hearings and Disciplinary Committee(THDC) on a Unit adjudged guilty of fielding anillegal or suspended player, players or team:

• The team must forfeit the match to itsopponents and may be disqualified from theremainder of the competition in question;

• Team Officials responsible will, if knowledge of the circumstances be proven, be suspendedfor at least three months;

• Unit Officers will, if knowledge of thecircumstances be proven, be suspended for atleast three months.

44.2.3. Where a competition is confined to a specificunder age-group, the following penalties will beimposed by the Transfers, Hearings andDisciplinary Committee (THDC) on a Unitadjudged guilty of fielding an illegal player, playersor team:

• The team must forfeit the match to itsopponents and may be disqualified from theremainder of the competition in question;

• Team Officials responsible will, if knowledge of the circumstances be proven, be suspendedfor at least six months;

• Unit Officers will, if knowledge of thecircumstances be proven, be suspended for atleast six months.

44.3. Player leaving field without Referee’s permission

44.3.1. A player who leaves the field before the end of amatch without the Referee’s permission will standsuspended until the decision of the Transfers,Hearings and Disciplinary Sub-Committee isadvised to her as per Rule 27.7. Subject to thedecision of the Transfers, Hearings andDisciplinary Sub-Committee, the player may befurther suspended at their discretion.

44.3.2. A team which leaves the field before the end of amatch without the Referee’s permission, or whichrefuses to continue with the match, will standsuspended until the decision of the Transfers,Hearings and Disciplinary Sub-Committee isadvised to the team per Rule 27.7. Subject to thedecision of the Transfers, Hearings andDisciplinary Sub-Committee, further suspensionsmay be issued at their discretion.

45. Power to impose penalties when not stated

Where a definite penalty is not stated under theforegoing or any other Rules, the power to imposepenalties is vested in the relevant Transfers,Hearings and Disciplinary Sub-Committees.
