An Overview of the Radiological Environmental Monitoring System
(REMS) for ITER Preliminary Design

REMS provides health and radiological monitoring for workers as well as environmental monitoring for the public, assisting in the protection against ionizing radiation, during the whole life of ITER starting from construction until operations and decommissioning. The environmental monitoring programme ensures compliance with the French Environmental Regulation and allows calculation of doses to the public.
The radiological monitoring for workers includes the following:
• Radiation and Contamination Monitoring• Sampling• Alarm handling • Measuring and limiting individual and accumulative doses to workers within the
Radiological Controlled Areas at ITER • Beryllium monitoring• Radiological monitoring for the environment of effluents (gaseous and liquid) release
monitoring & sampling.
In addition, the trigger detectors for the HVAC isolation and connection to the Detriation system and the tritium detectors in the Port Cells to initiate a cleaning action by the Detriation System are included.

The REMS comprise of Safety Important Class (SIC) components within some of the Sub-systems which have a Safety Classification based on the Safety Important Function that is intended that the component shall provide to protect from an unsafe event. These are shown below:

ITER System Design & Procurement Arrangement Process
In order to manage the procurement of the systems the ITER project has been sub-divided into a number of Procurement Packages and distributed to Seven-ITER Parties. There are currently 30 Plant Breakdown items that form part of a Plant Breakdown Structure (PBS) where each of the Products are controlled under a Procurement Arrangement (PA) for each of the parties.

REMS PBS 64 procurement package is a function specification type of PA
ITER ORGANISATION (IO) is responsible of the system development up to the Concept Design where this is handed over as part of the PA Process to F4E who are responsible of the preliminary (outsourced to AMEC through framework), & final designs, procurement, installation and commissioning of the different systems, sub‐systems and equipments throughout the design lifecycle.
F4E is in charge for the detailed design, procurement, manufacturing, transport, testing and commissioning of the Radiological and Environmental Monitoring Systems (REMS).

Purpose of the Preliminary Design Phase for REMS PA
AMEC are to carry out the Preliminary Design (PD) of the REMS in accordance with Task Order 1 Lot 2 in line with the PA milestone by achieving PD Baselines which will allow it to carry on to the next phase of the PA sequence (Final Design). The purpose of the PD phase is to achieve the following:
To review the outcome of the CD review meeting together with the issued CHITS – to identify any outstanding issues and propose solutions to update the proposed CD. This has been confirmed as completed by F4E.
To consider whether consolidated System Requirements Document (SRD) from CD is currently valid and achievable during the PD – this can be done by initially performing a review of the requirements (for e.g. the applicable list of Codes and Standards and whether they are current and where necessary shall be requested/recommended to be updated during the design lifecycle). Note: Do Not Change the SRD Requirements in the current version, including those that are not fixed. At the end of the PD phase a new version of the SRD shall be provided for IO and F4E’s review and approval, together with appropriate justifications for changes.
Delivery of the Preliminary Design Phase for REMS PA
• Develop the REMS PD package with the required design documents and drawings up to PD maturity for PDR – by preparing the PDR documentation package by updating the available documents from CD and by compiling new documents relevant for the PD package. The main documents to be produced as part of the PD package are required to include the following:
Requirements (SRD, ICD, ISs, CMMs, etc)Description (DD, RAMI, Load Specs, PFDs, etc)Operation and Testing (Ops Plan, Maintenance Plan, etc)Justification (DCM, DR and Recommendations, DJP, etc)Test and Comissioning (On-site Assembly Plan, etc)Design Management (Risk Assessment, Work Plan, etc)
Along with detailed specific technical requirements which demonstrate the following:
Classification (Safety, Quality, Seismic and I&C)Licensing Requirements (Electrical Compliance, etc)Applicable Code & Standards (Seismic, etc) System Specific Requirements (See TO1 278RAD/2.1)
Baseline of the Preliminary Design Phase for REMS PA
By the end of the PD phase we should have achieved the following:
• Refined CD to confirm whether the system is feasible, achievable and its robustness against its production schedule by substantiating it in the PD package.
• Updated DD with detailed schematics and component definition.• Updated and provided justification documents from CD demonstrating the technical
requirements that have been achieved.• Manufacturing, Assembly, Qualifications will have been addressed.• Be able to freeze Interface Specifications (assumptions, ranges and current data) as
the design achieves the right level of maturity during PD.• Produced a plan for future steps of justification (Test for Mock-ups, verification planning
etc)• Re-assessed the technical risk of the selected solution and provided a mitigation plan.• Periodically checked the PD package against the requirements with verification.
