BRITAIN’S CONSTRUCTION INDUSTRY IS HEADING INTO A

Property development company Berkeley Homes has teamed up with West London College to help tackle the issue.

The launch of their joint-venture West London Construction Academy (WLCA), a state-of-the-art and one-of-a-kind facility, represents much more than a mere bricks-and-mortar contribution. The Academy is committed to going

further, not just by training up and providing ‘work-ready’ students, trainees and apprentices in the years ahead but also by playing

a key role in changing Britain’s construction narrative.

I N T R O D U C T I O N

Existing training facilities and courses are failing both employers and their

staff at exactly the time that national construction needs a major boost.

The industry shed 400,000 jobs during the recession and 400,000 workers are due to retire in the next 5-10 years.

5-10 years

The industry shed 400,000 jobs during the last recession and a further 400,000 workers are due to retire in the next 5-10 years. This will leave the country with insufficient manpower just as we try to tackle the housing crisis.

Why is this happening? Construction has traditionally struggled to recruit and retain apprentices. Young people perceive it as a sector blighted by poor working conditions, lack of job security and limited career progression.

Yes, the number of apprenticeship starts has increased by 49% in the five years since 2012, from 17,528 to 26,195. But this is still insufficient, with the Construction Industry Training Board (CITB) predicting that more than 158,000 new workers will be required over the next five years. Clearly, much more needs to be done.

T H E C R I T I C A L I S S U E

Britain’s construction workforce will fall by up to a quarter over the next 10 years.

Apprenticeships in the construction industry have increased by 49% from 17,528 to 26,195 but it’s still not enough.

Through its educational and training programmes, the WLCA is championing the fact that construction offers an exciting, rewarding path to young people setting out on their professional journeys.

For this is a sector which does not just offer stand-alone jobs but integrated careers.

Those with key hands-on skills, our bricklayers and window fitters for instance, may choose over time to become site supervisors and thereafter look towards managerial positions. Site engineers and quantity surveyors can also opt to broaden their experience by moving into management. Construction is a sector offering people a staircase of opportunities.

Equally, the WLCA will illustrate to stakeholders that the construction industry needs to invest much more actively in its employees and their careers.

This commitment will allow British construction companies to create a ‘golden thread’ which successfully connects their needs at one end to their employees ambitions and goals at the other.

The WLCA is housed in a 20,000 sq ft cutting-edge facility at Berkeley Homes West Thames Southall Waterside development. The Academy opened in October 2018.

There is no other comparable venue, in terms of facilities or the opportunities it offers, anywhere in the country.

Its location is also a huge asset; the Southall Waterside project, which will see some 3,750 homes built on a former gasworks site, is a massive 25-year brownfield land renewal project which will offer local tradesmen and women jobs for life.

The Academy, a mixture of classroom and practical learning space, will host up to 120 FTE (Full Time Equivalent) students each year, while offering parallel apprenticeship and short-course learning modules.

The Academy is next to the proposed location of Constructionarium which is due to arrive on site in early 2020. This is a educational initiative that enables learners to gain hands on experience of construction projects with capacity for 1,000 learners pa. The Academy and Constructionarium will work together to up skill students ready for employment in the construction industry.

The WLCA’s core mission of education and engagement

extends from primary school right through to University.

‘Golden thread’

14

Page 15: AN INTRODUCTION TO: THE WEST LONDON CONSTRUCTION … · of Southall Waterside. WLCA. Modern Apprenticeship: Risk Assessments and Method Statements Daily Activity Briefing Have A Go

It also reaches out further than any other similar institution.

Uniquely, the WLCA’s core mission of education and engagement extends – like a ‘golden thread’, from young children of primary school age right through to college and university students¹ (as well as offering up-skilling courses for existing construction employees and those looking for a career change).

The Academy fosters existing links with local primary and secondary schools and stage site visits, ‘Have a Go’ days² and career events to showcase how exciting construction can be – London, after all, is home to countless impressive construction projects.

It also actively showcases the plethora of different careers and opportunities available to students within the industry.

¹ The Constructionarium, a pioneering hands-on training facility based in Norfolk and which gives undergraduates experience of designing and building their own projects, is currently seeking to transfer its operations to regional sites and is expected to set up a presence at Southall Waterside.

² For the past three years Southall Waterside and West London College have hosted the Southall Waterside Construction Challenge. Teams from local secondary schools try out their skills in bricklaying, plumbing, drainage and sit a CSCS (Construction Skills Certification Scheme) test, with the winners from each school competing in a final challenge for the coveted West London Construction Cup.

The Academy’s philosophy is simple: To engage, to educate and to foster excellence.

The WLCA, supported by West London College and Berkeley Groups trade partners and industry experts, has committed itself to overhauling current training provisions, which it sees as outdated and failing to keep pace with the evolving needs of the modern-day construction site.

The ‘By Industry, For Industry’ curriculum will provide thoroughly modern apprenticeships, designed to transform raw students into work-ready employees.

The hyper-local character of construction skills has always presented major challenges for traditional training institutions, built around relatively large, expensive workshop-based infrastructures. In response, the Academy is prioritising flexibility – in its training, its facilities and in its qualifications – to ensure its courses are fit for purpose and dovetail with the construction industry’s requirements.

Trades will also help train the lecturers on innovative new ways of undertaking modern construction techniques and technologies.

The WLCA has already staged curriculum development events with 27 trade partners to help shape courses and will continue consulting construction companies and suppliers to ensure it remains in step with ongoing developments and innovations.

The Academy offers courses in:• Bricklaying • Dry Lining/Plastering• Electrical • Internal/Kitchen Fitting

Research shows that the total cost of error is more than one fifth (21%) of construction turnover.

The West London Construction Academy is totally committed to helping the industry get things right first time.

That means helping in the battle to plug the industry’s skills gap over the longer term. It means inspiring the next generation, from young school children to college students, and preparing them for the world of work. It also means serving the industry well and helping it to align its needs with its goals.

Getting it right also involves supporting GIRI – the ‘Get It Right Initiative’, a cross-industry alliance which is aiming to significantly reduce avoidable error and its associated consequences to build a better UK Construction Industry.

Research shows that the total cost of error is more than one fifth (21%) of construction turnover. WLCA will be helping to address this by delivering courses and workshops that have been developed by GIRI as part of its programme to upskill existing construction industry staff.

We work closely with organisations such as Women In Construction, Tomorrow’s People and the Change Foundation engaging directly with those needing additional support and those who do not traditionally enter our industry. Through these programmes we have learned that finding people opportunities is the start of the journey, not the end.

Street Elite is a training for work initiative. It uses sport and mentoring to motivate young people who are currently not in education, employment or training (NEET).

The programme offers intensive support to young people often living on the edge of gangs and crime, helping them gain the confidence and skills to get a job or go on to further education. Street Elite initially takes the young people through an intensive 12 week sports-based training and mentoring scheme. They gain recognised coaching qualifications and the personal skills and motivation to get their lives back on track. Then they test the skills they have learnt by delivering sports sessions on local housing estates. Finally, they have to help organise a one day sports festival, involving local schools and hundreds of young people in a borough-wide event. The Berkeley Group offers every person who completes the programme a two week work placement. If they do well, this has potential to turn into a permanent job and future training and upskilling at WLCA.

Berkeley Group are committed to attracting a diverse workforce across our sites and in our offices.
