    WelcomeHere we are in lockdown – again!

    Hopefully, as you read this, things are improving.

    Did you remember, remember the 5th of November?

    Hopefully, you all remembered the 11th November.

    And now we need to remember those in our community who are living alone. A phone call, an offer to get shopping will be so welcome.

    As the temperatures drop, do also remember to put some food out for the birds; they do so much to make life pleasant for us all.

    Looking forward we have New Year and soon the shops in Town Gardens will be open.

    VIEW FROM THE CHAIRDear Residents,

    With the second national lockdown underway it’s good to be able to update you with some positive news!

    PHPML have listened to residents and opened the section of London Road past the Enterprise Centre. The speed humps are temporary and will be removed when the road is adopted by the Council in the coming months.

    The community retail areas are moving to completion in early 2021, as well as Sainsburys PHPML have agreed leases including two food outlets, vet, barber and dentist.

    With completion of the planned earth works on Zones 2 and 3 for the year, the nature walks through the Gretton Valley are being readied for residents to use, hopefully by the end of the year.

    PHPNA continue to meet via zoom, the Council rules still do not allow public meetings so our AGM has been

    But – Lockdown means birdwatching on a wider scale – once again daily exercise will take me out into the surrounds and I am hoping for lots of Winter visitors, for skeins of Geese, and plenty of wild fowl on the ample watery areas on Priors Hall – so excited to get wellies and binoculars on and get out to listen, watch and look up.

    WELL – 2 days into Lockdown again and of course I have been avidly watching the bird feeders – and I am not disappointed!

    From a barren start 7 years ago the garden and its wildlife have continually grown and the variety has increased. This Spring was an absolute revelation – I couldn’t really believe how many bugs and insects – creepy crawlies of all kinds I had above and inside the soil, and in line with the theory my bird population has equally grown.

    A huge cohort of Goldfinches – regularly 50+ are joined by 16 or so Sparrows, a mixed flock of Tits – Blue, Coal and Great – I am always looking out for my favourite little bird the gorgeous little Long Tailed Tit – never spotted one in the garden yet. A pair (hurrah)

    postponed until the New Year, we will also consider other formats if there is no change in the situation.

    Weldon Parish Council meet on a monthly basis in the Village Hall Annexe with the exeption of August, however, these meetings are currently held via Zoom. We would encourage all residents, both new and old to attend our meetings, details of which (including zoom access), along with previous minutes and other parish events can be found on our website https://weldonparishcouncil.org/

    On searching thought the archives I came across the minutes from the first Little Weldon Parish Council meeting, held on November 4th 1894 in the Odd Fellows Hall, now 31 High Street, as there was no Village Hall at that time.

    Weldon was split into 2 villages, Great Weldon and Little Weldon. As I Understand it Little Weldon covered a larger area than Great Weldon.

    Great Weldon did not have a Parish Council, they had a Parish Meeting which is smaller than a Parish Council and could not make the same decisions as a Parish Council.

    The first Parish Councillors for Little Weldon were:

    Mr John Rooke, who was voted in as Chairman at the first meeting

    Mr Arthur Stokes, who was chairman from 1896 to 1924

    Mr Thomas Ewart

    Mr Fred Lancum

    Mr George Eyers

    Mr Thomas Spendlove Mr Henry March, who was the Clerk from 1895 until his death in 1927 Mr John Phillips

    In February 1895, the Parish Council adopted the Standing Orders and the minutes recorded supporting a charity for spinsters, widows and widowers, which was still being paid out in 1999 when it was finally wound up.

    The Clerks salary in 1895 was 2 guineas per annum, that was £2-2s the currency was £,s,d. Members discussed having a telephone exchange at the 1913 meeting in April, with the precept was set at £10.

    Little Weldon Parish Council and Great Weldon Parish held a joint Meeting in April 1920 to discuss sewage disposal and a recreation ground. Earl Winchelsea, who was a landowner, first gave the village the use of the Cricket Field and it was proposed to use the land behind the Kings Arms Public House, which is now Kings Road and Church View, as the recreation ground this was also used once a year for the Annual Fair.

    The War Memorial was erected in 1922 in the memory of the men from both villages who gave their lives during WW1.

    1928 the Clerks salary was £3 per year, that was still in the days of pound, shillings and pence 1932 Little Weldon Parish Council asked for a resident Policeman.

    October 1934 saw a request for 15 streetlights. In February 1935 saw the amalgamation of Little Weldon Parish Council and Great Weldon Parish Meeting to become Weldon Parish Council.

    Whilst the ledger is in poor condition, all the ledgers will eventually go to Wootton Hall in Northampton for safe keeping and to be stored in an environmentally control manner along with all the other archive material that has been found, including the hand written accounts, and the minutes from typed minutes from 1998 to 2014 which I intend to scan first and put onto an external hard-drive.

    Weldon Parish Council

    The traffic on Weldon’s narrow roads, and in parts no pavement, has changed greatly with increased volumes of private cars and commercial vehicles. Weldon Parish Council (WPC) have listened to its parishioners and considered how our village can be made safe for all residents, walkers and cyclists to STOP Weldon being a ‘rat run’.

    WPC noted the comments by residents made at the consultation meetings held between 2007 – 2009 and worked with Northamptonshire County Council (NCC) and Persimmon, building the new Weldon Park development, to provide a relief road, A427 village by pass, with a one way system for Kettering Road. The Weldon Relief Road is also

    known as the Spine Road and is due to be open imminently to reduce the increased traffic volume, speed, and noise through the old village.The one-way design was reviewed by NCC/WPC and Persimmon in Jan 2018 and decided that it would not work as originally planned due to the traffic flow having increased massively through the village. The amended design is approved by NCC for a full closure between Woodland Park and the entrance to the landfill site.

    Stamford Road Traffic calming on Stamford Road was originally suggested in 2014 by residents after a senior Weldon resident was knocked down on the zebra crossing and seriously injured while walking his dog (https://www.gopetition.com/petitions/weldon-northants-road-safety-measures-on-stamford-road.html)Several vehicles have been either damaged or written off and a child was nearly hit by a vehicle crashing into the wall of a house on Stamford Road.

    The Parish Council subsequently raised funds for the project via an increase in council tax for one year. WPC took on the design from Kier WSP in 2018 and delivered 2 build outs, a new safer bus stop and the raised table pedestrian crossing. This was achieved for the same price the Kier WSP quoted for just ONE as build out.It has taken four years before installation due to complexities with delivery/design/legalities. Full completion is due by the end of the year once the new bollards are installed. This Project has taken longer than expected but has been kept within budget.

    Priors Hall ParkThe management company (PHPML) will be offering a consultation on parking plans after working with residents and highways for safer roads. Urban &Civic (U&C) are also supporting the Parish Council’s project to design a crossing on A43 to safely join the village of Weldon with Priors Hall Park for all parishioners.

    The aim for Weldon Parish Council is to make this a safer environment for all its parishioners.

  • Anti-Social Behaviour UpdateDuring September we opened 38 cases in relation to reports of anti-social behaviour/issues that need further investigation. We have seen an increase in referrals from the Police and other agencies to assist with target hardening. Target hardening is where a review of a property is carried out to identify if any security measures or advice can be given to reduce the risk of further crime or anti-social behaviour occurring. We work closely with the Police Crime Prevention team to support victims and where appropriate, we fund security measures such as locks, alarms, or cameras. We issued two Community Protection Warnings in September in response to reports of anti-social behaviour which are affecting a number of households in an area.

    Engagement activity – Covid-19 complianceNeighbourhood Wardens have been carrying out visits across the borough to monitor and gather information around compliance with the current guidelines. We are visiting open spaces, parks, business premises, community facilities and schools to educate and engage with the public to ensure that we are all playing our part in restricting the spread of the virus. We are doing this alongside our Environmental Services Team and are working hard to encourage compliance with the guidelines through posters, flyers and social media messages.

    Corby Borough Counciland Neighbourhood Policing Team updateDecember 2020

    School and campaign engagement activity.Our yearly engagement programme has had to be reviewed and amended as a result of the current pandemic situation. School activity has significantly dropped this year as a consequence, although there has been an increase in school participation during the month of October, which is good news. It’s hopefully a sign of local schools starting to feel more confident with allowing external agencies back into their settings. Priors Hall A Learning Community were one of 4 schools who took part in Hate Crime workshops held as part of National Hate Crime Awareness Week during October. 6 sessions were delivered across Years 3-6 to approximately 200 children.

    If residents have any issues that require support from our team, we will still be operating under our normal hours during the lockdown period.     I hope that residents of Priors Hall are keeping safe and well during these unprecedented times. As a local authority, Corby Borough Council are adapting and allocating resources to support countywide and national efforts in tackling Covid-19. The Safer Corby Team are concentrating on activity to raise awareness around the guidelines and to reduce incidents of infection. The majority of all other activity has had to be placed on hold during this time and what has been delivered has had to be revised and delivered mainly via other platforms such as social media.

    Priors Hall Park Netball Club updateFollowing on from our most recent update, we can confirm that the government gave England Netball the green light to get back on court - albeit with some modifications - in September 2020. The Priors Hall Park Netball Club committee and Covid-19 officers had various discussions about restarting our sessions but decided against doing so for now given that all the additional checks and sanitisation requirements would have left us with very little playing time every week. We are continuing to monitor the situation closely and as soon as things start to improve, we’ll all be back on court again and raring to go. It’s certainly very strange not seeing all our players every week and we’re missing our giggles.

    Now that the festive season is upon us, why not brighten your homes and gardens with a few festive plants? A variety of long-lasting plants will keep the Holiday cheer around for that bit longer, for example Amaryllis or Poinsettia will give some seasonal indoor colour. If you have a traditional indoor Christmas tree in a pot, be sure to keep it watered to prevent the needles dropping off, especially when the central heating is on. As a guide, the soil in the pot should be moist.

    We’ve seen lots of lovely wreaths on the doors of Priors Hall Park over the Autumn - why not try to make your own festive wreath from plants or other materials such as pom-poms or candy canes? Search online for some ideas and let your imagination run wild - we look forward to seeing some of them on your front doors soon!

    In the garden, be sure to collect leaves from the grass to let in the light and prevent dead patches appearing. If it is mild and the grass is still growing, it is ok to cut but try to raise your mower height to reduce the chance of shock in the grass. When the weather turns, avoid walking over frozen grass in the garden as this can scorch the ground and damage the grass. Try and gather all potted plants together and cover with frost protectors on those cold nights. Adding mulch to plants in the winter can also help to keep the root zone warmed up and free from frost. Winter pruning of wisteria, roses and the like can start now.

    Farewell to Bills MeadowI remember with fondness that patch of waste land,all covered in weeds it was hardly so grand.A promise of shops – with flats up above,just never happened – the site sadly lacked love.

    Then, after some pressure, a clean-up took place;some grass seed was sown to put a smile on our face.Some kids played football on this newly found patch,it was kick-around stuff – not really a match.

    “Bills Meadow” was born – our newly found ground,we knew it was “borrowed”, but to us it was sound.Kids toys got stored there – and mums chose to meet,as Bills Meadow got mown it soon looked a treat.

    Now times have moved on, and the builders are busy,As they work with great pace – it makes you feel dizzy.A Sales Office and Café – will be all new folk know,but for those who remember – it was OUR Bill’s meadow.

    As Priors Hall Park, and more importantly the amount of greenspace we take care of grows, we are constantly looking for ways to improve our service and offer value for money.

    With a small in-house estates team, we continue to maintain a high standard, but as we grow, we are aware that this will become increasingly difficult. With that in mind we have made the decision to outsource the green space maintenance.For our residents, nothing much will change. All office staff will remain the same and all our rules and regulations will be managed in the same way. The same estates team staff will still be on site working and, following an extensive tender process, they will now be employed by the CGM Group Limited who will be carrying out the general maintenance of the site as normal.

    The decision to outsource was a purely economic one. It allows us to increase the standards without raising the maintenance charges. CGM Group have the infrastructure to ensure that a quality service is provided 52 weeks a year, to the highest standard, with a national support network. Making this change will ensure that there is always a full team on site covering staff holidays and sickness. With CGM Group carrying out the works, the quality management of the service is transparent for homeowners.

    Priors Hall Park Management will be invited to submit an annual satisfaction survey, which you as residents will be instrumental in, and will assist in an annual grading being provided on the performance of CGM Group.

    Our aim is to create a much more accountable process for you as homeowners.

    Lockdown ChristmasAs we approach the Christmas season, we may be asking ourselves what a COVID Christmas is going to be like? particularly as we could be extremely limited in the number of family that can join us. How can we do it without overloading Zoom on the day? How can we give such a precious day real meaning?

    It has been interesting that with the few weddings I have been involved with - in their limited capacity, people’s focus has changed, from post wedding venues, what food to serve (and the huge cost that it entails), to what the wedding vows mean. Whilst this has always been an important part of all marriages I have had the privilege to officiate at, it seems that when the peripheral items are stripped back there is an intensification of the focus on the actual commitment being made. People have found a real joy in this new focus as the pressure of organising a big event is taken away from them.

    Perhaps as a result of stripping back the tinsel of Christmas we might intensify our gaze on the meaning of the day. We celebrate Christmas because a child entered the world, but this was no ordinary child. This child was going to bring hope of a new chapter in human history. This child, Jesus, shows us the intensity of God’s love for His creation. It is in this reality we can find peace and joy, even in times of difficulty; all we have to do is start looking in the right place.
