Russia requires product certification before your goods can reach its buyers.
It can be a bit of a minefield trying to decipher which products need which certificates, restrictions,

GOST/GOST-R
What is this standard/certification?

Technical Regulations RUS
What is this standard/certification?
Why are they implemented?
Technical Regulations are similar to GOST-R and GOST
nigh-identical. There are some key differences, which will be explained below. For
now, however, it is worth getting your products credited as conforming to GOST and Technical Regulations standardisations.
Technical Regulations are intended as the replacement for GOST across Russia and the Eurasian Customs Union (ECU). Technical Regulations standards began being

Similar to how GOST standards were adopted by previous Soviet Union member countries, Technical
Regulations EAC covers

To continue the legacy of GOST setting standards across the Soviet Union, this certificate is being implemented to harmonize product and service standardisation across Central Asia. Unlike GOST, however, the EAC regulations only apply to countries that make up the union. In this case, they are:
• Armenia• Belarus• Kazakhstan• Kyrgyzstan• Russia
If you’re looking to use Russia as an export hub to export to these countries, you’ll need to get them certified by at least one-member state. Products certified by one union member are valid in all other participating countries.
As mentioned above, this is a wider standard, applying to four more countries than just Russia. As such, you can get your Technical Regulation
EAC certificates from an Accredited Russian Body. They will then be valid throughout the rest of the EAC.

Why are they implemented?
Standard/Certification in Russia
This is neither a standard or a certificate, but rather a collection of documents
required for testing for GOST and other certificates throughout Russia.
Simply put, they give accreditation bodies all the information they need to
ensure products conform to GOST or Technical Regulation standards.
Accreditation services will require the following items:
• User manual• Technical specifications• Technical passport• Test plan
Manual – This contains a technical data of a product, describing its function, characteristics and construction. Information on proper use in accordance with safety standards, maintenance, overhaul, and testing should be included. Disposal advice should also be featured.
Technical specifications – A document breaking down the technical specs of a given product. They cannot be incompatible with Russian and international
standards. In Russia, technical specifications are approved according to the GOST 2114-95 and GOST R 51740-2001 standards.
Technical passport – A technical passport is essentially a document or booklet containing product/manufacturer warranty information. It also includes other elements like essential product features, disposal/recycling info, and technical specifications.
Test plan – A test plan describes how the product in question should be tested, including a description of the object being tested, testing procedures, and the reason for testing the product.
Where is this standard/certification available from?This is something that companies seeking certification must prepare themselves. However, many accreditation bodies offer technical documentation services. If confused, it is worth contacting one and enquire how they can help.
