RATIONALE
With today’s industrialization and lifestyle of Filipinos, studies have shown that one Filipino can generate as much as half a kilo of waste a day.
The continuous stream of new products using new packaging technology in the market generates an increase not only in the volume of waste but also an increase in the variety of waste.

The necessity of Green environment is inevitable to save coming generation. A greener environment improves the quality of life on earth and help in supporting higher level of physical activities.
SITUATIONER: Metro-Manila, Philippines
In Metro Manila alone, the estimated waste generation for 2013 is 9,468 tons per day from households (74.15%), commercial shops (10.24%), commercial restaurants (8.18%), markets (6.13%), institutions (0.75%), street sweepings (0.42%), and river clean-up (0.11%).

Waste disposal is a major issue that confronts LGUs due to the health and environmental risks associated with waste.
• Waste contains pathogens that commonly cause infections.
• Garbage piles, besides being foul and unsightly, are breeding grounds of vermin and insects which carry various types of diseases.
• Improperly discarded waste can contaminate sources of drinking water; can affect marine resources, tourism industry, and destroy our environment. (methane)

GOVERNMENT’S RESPONSE

Congress enacted into law Republic Act No. 9003, otherwise known as the Ecological Solid Waste Act of 2000, which assigns the primary task of implementation and enforcement to local government units (LGUs).
The law emphasizes the importance of minimizing waste through reuse, recycling, resource recovery and composting.
Each provincial, city/municipal and barangay are mandated to:
• Create a Solid Waste Management (SWM) Board (city/municipal and provincial levels);
• Create a SWM Committee on the barangay level;• Submit a 10-year SWM Plan (city/municipal levels);• Establish a Materials Recovery Facility (MRF) per
barangay or cluster of barangays and city/municipal centralized MRF;
• Close open dumpsites and convert into controlled dumpsites by 2004 (city/municipal levels); and,
• Ban controlled dumpsites by 2006 (city/municipal levels).

Limitations of Sanitary Landfill
• Economic – too expensive to establish a SLF.
• Health – unregulated SLF contaminates groundwater from generation and percolation of leachate or wastewater that passes through the underlying soil, polluting sources of drinking water.
• Environment – biological and chemical decompositions of waste build up methane gas that may cause spontaneous combustion and contribute to depletion of the ozone layer.
• Social Acceptability – approval of the community is needed for the establishment of SLF.
ECO PARK (as an option to SLF)
Ecological Park (Eco Park) is an integrated facility designed for processing, treating, sorting, retrieving, extracting or recovery of recyclable materials, biodegradable wastes, non-hazardous/non-toxic solid wastes and disposal of residual wastes.

After manual segregation of biodegradable wastes in MRF the process start by adding tailored Bio-Enzymes and additives into the machine and converted into solid (compost fertilizer) and organic liquid fertilizer within 24 hours.

If all biodegradable & non-biodegradable waste are properly segregated as per its kind, they will be marketable with high values to recycling companies, such as;
• Plastics are possible to recycle into new products such as, bottle, containers, plastic roofs, monobloc chair, tables, toys, case, plastic sheets, cages etc.
• Paper/Cardboard are possible to recycle into new boxes, news print paper, toys, paper bag, and possible to ingredients of fertilizer, etc.
• Commercial wrappers or colored plastics are useful in making hollow-blocks, bricks by adding additives to make them fire retardant, etc.

Schematic Timeframe of Set-Up of SW Processing Facility
ACTIVITY 1st Month 2nd Month 3rd Month 4th Month 5th Month
1. FABRICATION. Fabrication shall commence immediately upon signing of contract.
2. TESTING & EVALUATION. After fabrication of the entire processing unit, testing and evaluation shall be done at the plant site in the presence of client LGU with their technical representatives. Modifications, if any, shall be instituted immediately to suit client satisfaction.
3. DELIVERY OF MACHINE & COMPONENTS. Delivery time and duration shall depend on the distance and location of the LGU’s processing center.
4. INSTALLATION. Installation shall take place immediately considering electrical installations and lay-out, and readiness of other utilities.
5. TRAINING OF LGU PERSONNEL. This training shall cover all pertinent operational aspects of the machine, basic functions and maintenance, solid wastes loading to bagging, storing of marketable fertilizer products.
6. COMMISSIONING & ACCEPTANCE OF EQUIPMENT BY CLIENT LGU.
