• For the 6th straight year ridership exceeded 30 million and has grown by almost 50% since 1998.
• In FY16, Amtrak earned approximately $3.2 billion in ticket revenue and covered 94 percent of operating costs with ticket sales and other revenue.
• Majority of Amtrak ownership is concentrated along the busy Northeast Corridor from Boston to Washington, DC; has ownership rights at half of the top 10 busiest stations and owns and operates over 2 million square feet of mixed-use station properties.
• 134 station construction projects totaling $100 million and $5 billion under design.

Amtrak is open to a range of ideas and concepts related to commercial structures and the form of Amtrak contribution to the Project. Ultimately, Amtrak will be looking to see which options will allow the team to fulfill the project goals, while minimizing the contribution Amtrak must make to the Project.

The 30th Street Station District Plan lays out a path for the next 35 years and beyond to:
Expand the Station passenger facilities to handle double the volume of trips (±11 million annually in FY16)
Envision build out of 18 million SF of new private development
Create 40 acres of new parks & civic spaces with new roads and bridges

Potential Elements included in the Master Development:
• Improvement and expansion of concourses, retail, office and supporting amenities within the station complex.
• Operations and maintenance of all non-rail elements.
• Development of mixed-use projects adjacent to station.

Goals of the Master Development Program:
Looking for a dynamic master developer team withpublic/private partnership experience. Experience working with rail projects a plus.
Partner in implementing the vision of a fully integrated mixed-use urban district with the transportation hub at its core. Anticipated the Master Developer will:
Uphold the spirit of the vision for the station as an urban living room that connects rail patrons and residents.
Modernize and expand the 30th Street Station Complex.
Develop on Amtrak-owned air rights properties.

Today, the Station Complex consists of multiple uses:
• Rail service on platform levels is operated by Amtrak, SEPTA Regional Rail, and NJ Transit.
• Passenger concourses at ground and mezzanine floors provides 30,000 SF of retail and dining, passenger circulation, ClubAcela lounge, ticketing, customer service, baggage, crew quarters, back-of-house functions.
• Upper floors in the two towers consists of 280,000 SF of office space, occupied by Amtrak employees and the Centralized Traffic Control Center for the Northeast Corridor.
• Up to 83,000 SF of vacant/underutilized space at ground and subgrade levels is available for expansion, providing opportunities to increase the existing commercial footprint. Growth of daily passenger foot traffic from 38,000 to upwards of 90,000 Unmet retail spending potential of $200MM within the 30th Street Station area Daily foot traffic in and around the Station totals just over 100,000
• Undertaking an office space needs assessment to identify opportunities for Amtrak to take up a smaller office footprint at the station or potentially relocate.
In the future, we see opportunities to use the station more effectively to accommodate expected increases in ridership and tap into unmet commercial potential.

MASTER DEVELOPER PARTNERSHIP RFQ REVIEW
Amtrak will review Statements of Qualifications to determine:
• Qualifications, as demonstrated by experience and technical expertise in implementing commercial and station redevelopment projects, developing-managing retail and concessions, and maintaining and operating non-rail facilities.
• Creativity and understanding in the proposed approach, potential commercial structures and methods of driving value to Amtrak.
• Financial capacity of potential bidders.
Taking into account these and other components, teams will be shortlisted and invited to move forward to the RFP.
