1 INTRODUCTION

1.1 OBJECT

The purpose of this document is to provide general guidelines for activating AMR feature on a BSS network.

This document could be used as a check-list memorandum when activating AMR on a live network.

1.2 SCOPE OF THIS DOCUMENT

The document is compliant with the BSS release V14.3.1

It provides:

- general indication for AMR activation on a BSS side

- the list of necessary counters for a proper monitoring of AMR feature

- indication on AMR table customization

- a summary of the recommended AMR parameters

It is not the scope of this document:

- to provide a full detail of AMR activation procedure from a network integration perspective – see R[6] for this purpose

- to provide AMR engineering guidelines – see R[7] for this purpose

- to provide the full detail of the recommended parameters – see R[2] for this purpose

3 AMR ACTIVATION OVERALL STRATEGY

The following chapter presents an overall strategy for activating AMR on a BSS network.

The AMR configuration and activation can be split into 4 phases:

3.1 AMR CONFIGURATION

In order to configure AMR the following actions need to be done:

- AMR should be configured on NSS side (see § 4)

- correct v14.3.1 software should be loaded on each BSS node and equipment using the dedicated NRP (see §4)

- AMR counters should be included in the BSC counter list using BSC counter List editor (see § 5)

- AMR adaptation table should be customized using BSC data configuration utility (see § 6)

- AMR recommended parameters should be set using the dedicated NRP (see §7)

3.2 AMR ACTIVATION

The following strategy is a proposal for the first AMR activation on a network. Based on the AMR VO experience and the intrinsic characteristics of AMR, we recommended to start the first activation with a conservative approach. According to the results obtained and the operator strategy, different axes of tuning can be taken afterwards.

A handover from an AMR area to a non AMR area is equivalent to an external HO as a new vocoder needs to be re-allocated on the TCU side. If AMR needs to be tested in a cluster only, it is advisable to have an area wide enough in order to limit the impact of these external HOs. Hence, a BSC area is preferable for testing AMR.

For the first AMR activation on the field, and because of the robustness of the low codecs, the AMR optimistic table is proposed in order to limit the usage of the low codecs for low C/I and C/N. It is advisable to extent the Radio Link timeout in UL and DL to 32 (see §7).

According to the results and the operator strategy in terms of capacity and coverage, the table for FR values can be tuned and HR can be activated.

The conservative choice would be to implement at this stage the customized table that uses the pessimistic values for HR and optimistic values for FR (see § 6)

The AMR tuning and optimization will be driven by a trade-off between voice-quality, capacity and overall network performance. Refer to R[7] for the AMR engineering studies and guidelines.

4 OVERALL AMR CONFIGURATION

4.1 INTRODUCTION

This chapter provides general information related to the AMR configuration in terms of:

- software versions of BSS elements

- minimum setting of parameters

4.2 SOFTWARE VERSIONS

The following AVL correspond to the v14.3.1 release:

- BSCe3: AVL 17967

- TCUe3: AVL 17937

- S12000: AVL 17626

- S8000 CBCF: AVL 17617

The minimum software versions for AMR activation should be :

- BSC Software Version: B3G14030499D

- TCU Software Version: TC314009000

- EDRX Software Version: EDG14F442

- DRX Software Version: CDR14F365

The above software versions include the following AMR fixes from the ML0 load (refer to R[8] and R[9]):

- Q00805145: Intercell HO for AMR channel with criteria on RXLEV

- Q00852130: Assignment request received on ongoing AMR calls leads to DTAP blocking

4.2.1 AMR PARAMETERS SETTINGS

For the operational AMR configuration and activation on the BSS side:

- refer to the procedure for AMR activation in R[6] for the procedure itself and the creation of dedicated command files

- refer to §7 for the AMR recommended parameters

4.2.1.1 AMR CONFIGURATION

The minimum settings for configuring AMR are:

- On the switch side: FR3 and HR3 codecs should be added in the circuit pool Trunck tables (TRKGRP CICPool option)

- On the signaling point object (Class 2): speechMode parameter should have the following attributes: halfRateAMR, fullRateAMR, fullrate, enhancedfullrate.

- On the transcoder objet (class 2): the coderPoolConfiguration should be set for AMR, fullRate and enhancedFullRate (see chapter § 7 Recommended parameters)

- On the bts objet (class 3):

o The SpeechMode parameter should have the following attribute: FullRate, EnhancedFullRate, fullRateAMR. If HR AMR is required, the attribute halfRateAMR should be added.

o The HrLoadStart parameter should be set to a value different from 0 if HR AMR calls are needed

o the RadioAllocator parameter should have the attribute “speech+data circuit+packet data”

4.2.1.2 AMR ACTIVATION

As SpeechMode (on the signaling Point object), CoderPoolConfiguration and RadioAllocator are class2 parameters, it is recommended to have them configured the earliest in the deployment phase.

It is also advised to update the BSC counter list and to customize the AMR Adaptation table the earliest in the deployment phase as these two operations have to be done on each BSC and require a reset-build BDA operation (planned outage to be scheduled)

AMR can afterwards be activated and de-activated on a cell per cell basis through the class3 parameters on the bts object (Speech Mode, HrLoadStart) with simple command files or using the NRP.

5 AMR COUNTER LIST DEFINITION

5.1 INTRODUCTION

The current paragraph provides the list of AMR counters that are necessary for a proper monitoring of the AMR feature on a BSS v14.3.1.

They can be used for the definition of specific AMR metrics. Refer to R[4] or R[10] for this purpose.

From V12, the Counter List Editor should be used in order to update the counter list on the BSS side. Please refer to R[5] for this purpose

As the number of new counters is significant, it is highly recommended to avoid adding them to the BSC counter list if the AMR feature is not activated.

For full information about these counters, please refer to R[3] “SFS OBS” and R[1] “ AMR Functionnal Note” documents

WARNING : this is not the exhaustive list of the BSC counter list that should be implemented on the BSC. It is only a complementary list of AMR counters that should be added to the usual counters.

5.2 BSC COUNTER LIST

The below counter list does not include:

- the transceiver zone counters. They should be added if transceiver zones are being created on the BSS (concentric cells, monoBCCH…).

- the counters related to usual procedures that are not AMR specific: paging, RACCH access, SDCCH allocation, FR allocation assignment and HO, traffic releases, BTS overload, SCCP, etc…

6 AMR ADAPTATION TABLE

6.1 INTRODUCTION

The set of thresholds and hysteresis used for the link adaptation mechanism are configured in three predefined tables and one customizable one. These tables are chosen on a per cell basis through the setting of the bts object AmrAdaptationSet parameter. This parameter can take the following values:

- 0: for the typical table

- 1: for the optimistic table

- 2: for the pessimistic table

- 3: for the customized table

The current chapter provides some information about the 3 pre-defined tables and the following customized tables:

- AMR optimized table

- AMR 10.2 FR only table

- AMR 5.9 only table

The above tables have been used for several purposes during the AMR VO and are given for information purposes.

6.4 CUSTOMIZED TABLES

The following tables are example of tables that have been used extensively during the AMR VO.

The optimized one is the resulting table from the different VO testings and issues related to AMR. It’s a compromise table between a extensive usage of 10.2 codec and a limitation of the low codecs.

10.2codec only and 5.9codec only tables are given here for example if there is a need to test these codecs individually.

In all cases, the customization of the AMR table requires an ONLINE reset of the BSC and a build BDA. As a consequence, a planned outage of more than 30mn according to the nb of BTSs should be considered.

6.4.1 AMR OPTIMIZED TABLE

The following table is a compromise between a dominant FR 10.2 usage and a limitation of the low codec usage. For thresholds below 10.2, it corresponds to the “optimistic” values in FR.

7 AMR RECOMMENDED PARAMETERS

The following table provided the recommended AMR parameters.

Note 1: About RadioLinkTimeOut, Rlf1 and T3109 parameters

Due to the robustness of the low codecs versus the signaling link (SACCH) in poor radio conditions, it is highly recommended to extent the Radio Link Time Out to a value equivalent to 16s (32 SACCH blocks). This parameter is common for AMR and EFR capable MS.

NOTE 2 : CoderPoolConfiguration parameter on the transcoder object:

This parameter controls the FR/EFR/AMR/TTY vocoder pool distribution in terms of minimum calls to be handled by the TCU, at the initiation. During normal operation, it dynamically reallocates the resources between the TRMs to meet traffic demand. For the EFR and FR codecs, the archipelago capacity is 72, i.e. 216 circuits per TRM. For the AMR codec, the archipelago capacity is 60, i.e.180 circuits per TRM. For the EFR+TTY codec, the archipelago capacity is 48, i.e. 144 circuits per TRM.

For each type of vocoder, the following attributes can be settable MinimumCalls, powerUplink, powerDownlink.

powerUplink, powerDownlink are always set to 0.
