issues that affect knife users, research laws in all 50 states and learn
more about the activities of leading knife advocacy organization
American Knife and Tool Institute (AKTI) on the redesigned AKTI.org
website.
Knife advocates will find extensive legislation updates, educational
materials and other current knife information at the new site. While
some of the material is available only to members, much of the site caters
to all knife users and provides resources for everyone who uses a knife as
a tool – whether for work, recreation or as part of their everyday lives.
“For more than a decade, AKTI has used its website to keep
the knife advocacy community updated about important
issues that affect us all, in all 50 states, and at the federal
level,” said AKTI Executive Director Jan Billeb.
“This new design makes it easier for knife users to easily find
the information they need, from knife safety resources to
legislative updates to stories about how knives have been
used in challenging work and recreational situations to save
lives.”
Through its new website, the American Knife and Tool Institute shares
information about state and federal knife laws and legislation. The
organization has also added sections to the AKTI.org website specifically
for legislators, law enforcement officers and media.
“We want to build on the work we’ve done and the reputation
we have as the organization for those who work with or
benefit from knives, and to support those who have questions
about legal knife usage,” Billeb said.

Charlotte, NC --(Ammoland.com)- In District of Columbia v. Heller
(2008), the Supreme Court indicated that a limited number of gun
control restrictions are permissible under the Second Amendment —
provisions such as “prohibitions on the possession of firearms by felons
and the mentally ill, or laws forbidding the carrying of firearms in
sensitive places such as schools and government buildings, or laws
imposing conditions and qualifications on the commercial sale of
arms.”
In McDonald v. Chicago (2010), the Court said that its Heller ruling
applied not just to Congress and federal enclaves, such as Washington,
D.C., but nationwide as well.
Nevertheless, earlier this year, New York City mayor Michael Bloomberg
and his police commissioner, Ray Kelly, proposed new regulations
designed to give the NYPD the power to deny a firearm license to anyone,
for reasons that most Americans would consider not nearly serious
enough to warrant the suppression of a fundamental individual right.
These reasons — grouped under the heading “lack of good moral
character or other good cause” — include an applicant’s “poor driving
history,” termination from employment due to “lack of good judgment
or lack of good moral character,” failure to pay debts, or having ever
been arrested for anything more serious than a traffic offense, even if no
charges had been filed, charges had been dropped, or the applicant had
been found not guilty in court.
For individuals whose license applications cannot be denied for those
reasons, the proposal would also allow the police to deny a license to
anyone about whom “information demonstrates an unwillingness to
abide by the law [or] a lack of candor toward lawful authorities,” or
when there is “other good cause.”
Insulting the intelligence of anyone who can read the proposal, the
mayor and commissioner announced it in a press release which focused
on how their plan would streamline the gun license application process
and reduce license fees — all of which will be meaningless to people
whose license applications will be denied. Only in the next to last
paragraph did the release note that “NYPD will add to its regulations to
offer more detailed examples of eligibility standards for a permit,”
without giving examples of what those “examples” might be.
With the public comment period on the proposed regulations having
ended in mid-September, and city bureaucrats working out the new
regulations’ final language, on October 19th Bloomberg appeared on
CNN’s “American Morning” program, saying that it is the NRA that is
“totally unreasonable.”
Bloomberg’s statement is absurd; probably the kind of thing the NYPD
should take into account, if he ever applies for a license to possess a gun.

shooter for Revision Eyewear, competed in the 2010 Louisiana Gator
Classic, held October 28-31, 2010 at the Southern Shooting Center in
Thibodaux, LA, where he won the title for the Open Division and was
declared the Overall Champion.
This was Michel’s first time competing in the Classic in almost ten years.
Michel competed against 68 of Louisiana’s top shooters in the Open
Division and finished with 1585.0000 match points, or 100%, to ensure
his Open Division and Overall Champion titles.
“I was so excited to have the opportunity to compete in the
Louisiana Gator Classic,” commented Michel. “I moved back
to Louisiana about 18 months ago and this was my first
match in the area as my travel schedule just doesn’t allow for
local competitions. I had a fantastic time and hope to
compete in more Louisiana based matches.”

Michel’s next competition is the Rio Salado Desert Classic: USPSA Area
2 Championship, held at the Rio Salado Sportsman’s Club in Mesa, AZ

MADISON, WI --(Ammoland.com)- Three rule proposals to help
protect Wisconsin cave bats from the fatal white-nose syndrome disease
are available for public review and comment and will be the subject
public hearings across the state later this month.
The proposed rules would list four cave bat species as threatened species,
list the white-nose syndrome fungus as a prohibited invasive species, and
allow monitoring of caves and mines and other preventive measures to
limit the potential spread of white-nose syndrome.
Wisconsin has the largest concentration of bats in the upper Midwest.
The most common Wisconsin bat – the little brown – is particularly
susceptible to the disease and faces extinction.
White-nose syndrome is a white fungus that grows on nose, ears,
muzzles and wings of bats. The disease is transmitted to bats from a cave
that has been infected, likely from a human introduction on shoes or
equipment. It kills up to 90 to 100 percent of bats in infected caves or
mines used as hibernacula.
In just three years, the disease has spread across the eastern U.S. and
Canada. It is now about 200 to 300 miles from Wisconsin’s borders, well
within the 280-mile migrating range of bats.
“We need to act quickly to meet this threat. And we want
everyone who is interested in the health of Wisconsin bats
and the proposed rules to provide comments,” said Laurie
Osterndorf, Administrator for DNR’s Land Division.
The public hearings will be on both emergency and permanent rule
proposals to list the little brown bat (Myotis lucifugus), big brown bat
(Eptesicus fuscus), northern long-eared bat (Myotis septentrionalis), and
eastern pipistrelle (Perimyotis subflavus) as threatened species under §
NR 27.03(3), Wis. Adm. Code and to list the white-nose syndrome
fungus, (Geomyces destructans) as a prohibited invasive species in § NR
40.04(2), Wis. Adm. Code. The third proposed rule adds provisions to
NR 40.04 and 40.07 relating to early detection and prevention of the
spread of the disease due to human activities, including the
decontamination of clothes and equipment that have been used in mines
or caves, and limited access of bats or people to caves or mines.

The State Natural Resources Board at its On October 27 meeting adopted
each of the three rules as the emergency orders, meaning that the
provisions generally go into effect while the permanent rule is being
developed. The board did amend the rule on decontamination
requirements and the authority to restrict access to caves or mines to
either humans or bats as applied to commercial caves or mines to begin
45 days after the effective date of the rule order.
The department will hold hearings on the bat rules via video conference
on November 29 beginning at 11 a.m. with participation available at the
locations listed below.

MADISON, WI --(Ammoland.com)- The Wisconsin Venison Donation
Program and its affiliates, Hunt for the Hungry and Target Hunger along
with more than 140 participating meat processors, are ready to accept
and distribute extra venison donated by hunters.
A list of participating meat processors is available on the Department of
Natural Resources website.
In this, the program’s 11th year, there are participating meat processors
in 65 of Wisconsin’s 72 counties. In 10 years, hunters have donated more
than 73,000 deer providing 3.3 million pounds of venison to food
pantries across the state.
“Hunters have been generous providers in this program,” said
Laurie Fike, venison program coordinator,
“but it has been the volunteers who have put a shoulder to the
wheel and accomplished the huge job of distributing the
product to the pantries, making it available to families
needing some food assistance.”
In the southern Wisconsin CWD management zone, Target Hunger has
taken on the task of making the program work smoothly. It involves a
partnership of community action groups including Southwest
Community Action Program (Dodgeville), Community Action, Inc.,
Janesville, Community Action Coalition for South Central Wisconsin,
Madison, and Central Wisconsin Community Action Coalition,
Wisconsin Dells. Hunt for the Hungry operates the program in the Green
Bay area.
Additionally, U.S. Department of Agriculture – Wildlife Services staff
help administer the program in 49 counties.
How to donate
For hunters, the process for donating a deer hasn’t changed. There is no
charge to the hunter except for transporting the deer.
There only a few simple steps:
• Field dress the deer and register it at a Wisconsin DNR registration
station prior to donating the deer.
• Call First! Contact one of the participating processors before
dropping the deer off to verify the processor has space to accept
your deer.
• Deer legally harvested outside the CWD management zone are
registered with a silver metal tag. These deer can be dropped off at
a participating processor by Jan. 10, 2011.
• Deer harvested in the CWD management zone are registered with a
red metal tag. Red-tagged deer can only be donated to a processor
participating in the Target Hunger program. Donated red-tagged
deer are tested for CWD and only deer that test negative will go out
to pantries.
• Donate the entire deer to receive the processing for free. (Head

indicating your desire to donate the deer and the donated deer will

Delaware --(Ammoland.com)- DOVER (Nov. 2, 2010) – A significant
number of songbirds were silenced last week in Delaware when their
southerly migration ran afoul of circumstantial weather conditions that
led to their flying into glass windows causing mortal injuries to nearly a
dozen species of thrushes and sparrows, common and rare birds alike.
As a cold front moved into the northeastern United States on the night of
October 28, conditions were perfect for a mass migration of songbirds
throughout the Mid-Atlantic region. After almost a week in which no
strong bird migratory movements had been detected across Delmarva,
many songbirds seized on the coming cold front to depart ahead of it,
leading to a historic fallout of migrants in Delaware. Reports from
birders indicate that migrant songbirds, particularly sparrows and
thrushes, had descended on Delaware in record numbers as they worked
their way south for the upcoming winter. Unfortunately, their epic
migration also provided a glimpse into the dangers that many migratory
birds face along their journey.
Just after daylight Friday morning, Oct. 29, shopkeepers, residents, and
visitors of Rehoboth began noticing a number of dead birds along the
boardwalk. Their concern led them to contact the Rehoboth Beach Police
Department, which got through to the Delaware Division of Fish and
Wildlife Enforcement Section. Later, as he identified photos of some of
the dead birds as thrushes, Anthony Gonzon, a wildlife biologist with the
Division’s Natural Heritage and Endangered Species Program, knew
immediately that something disturbing had happened in the resort beach
town.
For Gonzon, finding one or two dead songbirds almost anywhere would
not be surprising, but an initial report of 12-15 birds at a localized site
was highly unusual – especially occurring away from large cities where
tall buildings and the potential for birds to strike windows would be
much more prevalent.
Joined by Sr. Cpl. Tommy Penuel of the Division’s Enforcement Section
and officers from the Rehoboth Police Department, Gonzon searched the
Rehoboth boardwalk and side streets for dead migrants, eventually
turning up 60 dead songbirds representing 11 different species. Counted
among them were 20 White-throated Sparrows, 17 Hermit Thrushes,
along with uncommon species such as the Lincoln’s and Nelson’s
Sparrows.

Nearly all of the birds had injuries consistent with window or building
strikes. Others had already been scavenged by cats and other birds, but
all were found in proximity to those that had died as a result of collision.
Sites along the northern half of the Rehoboth boardwalk resulted in the
greatest number of mortalities. Windows along that stretch showed
obvious signs of avian impacts, several with dead songbirds having fallen
directly below them. While there were likely far more dead birds than
searchers found at the time, between boardwalk residents and
maintenance workers removing and discarding some birds and
scavengers taking others, the actual number of mortalities is difficult to
speculate.
All of the events leading to this mortality event might never be truly
understood, but Gonzon ironically pegged it in the larger picture to
perfect migration weather patterns.
“I’d received word from several sources that migration on
Thursday night (Oct. 28) would be historic in terms of the
sheer number of birds on the move,” he said. “Given that
hundreds of thousands, if not millions, of birds were passing
by and descending on us very early Friday morning, and with
winds blowing out of the north-northwest, birds coming off
Cape May and crossing over to Delaware may have been
forced a bit further south. This would result in a landfall at or
about Rehoboth Beach.”
As exhausted birds reached the Delaware coast during the predawn
period, lights and reflections from buildings and glass could disorient
them, resulting in strikes. Because birds fly lower over water as they
descend upon reaching land, it’s possible that buildings and glass along
the boardwalk were directly in their path. Gonzon also noted that
ominously perfect conditions aligned for the unfortunate mortality, and
that until those conditions coalesce again, Delaware would likely not see

buildings or glass. Because birds often cannot see glass or comprehend
the difference between a flyway and a reflection, bird strikes on glass are
implicated as one of the most significant causes of mortality for
migrants. Mortality estimates from glass strikes range from a
conservative 100 million annually to nearly 1 billion.
“However, we can do some things to reduce the impacts of
this type of mortality,” Gonzon said. “Decreasing the use of
building and window lighting during peak migration periods
and using bird-safe glass can help to reduce the number of
strikes. The use of exterior window treatments such as pull
down shades also can reduce or eliminate reflectivity, and
prevent birds from striking.”

the Overall Champion title, on his home turf at the 2010 Louisiana Gator
Classic, held October 28-31, 2010 at the Southern Shooting Center in
Thibodaux, LA.
This was Michel’s first time competing in the Gator Classic in nearly ten
years.
It is a USPSA Level II Match comprised of 12 stages and more than 300
rounds.
World champion shooter Max Michel
Michel competed against 68 of Louisiana’s finest shooters in the Open
Division and finished with 1585.0000 match points, or 100%, to ensure
his Open Division and Overall Champion shooting titles.
“I was so excited to have the opportunity to compete in the
Louisiana Gator Classic. I moved back to Louisiana about 18
months ago and this was my first match in the area as my
travel schedule just doesn’t allow for local competitions,”
commented Michel. “It just felt good to get back to my roots
and have some fun with old shooting buddies and family. It
was exactly what I needed at this point in the season.”
Michel’s next competition is the Area 2 Championships, held at the Rio
Salado Sportsman’s Club in Mesa, AZ from November 10-14 2010. The
Area 2 is the final Area Championship Michel must win in order to be the
first person to win all eight Area Championships in a single year.

Team ITI Takes Home Multiple Division Titles At 2010 IDPA Georgia
State Championship

SHACKLESFORD, VA --(Ammoland.com)- Team International
Training, Inc. (ITI) couldn’t have asked for a better end to the 2010
season with teammates Morgan Allen, Gary Byerly and Brandon Wright
taking home several titles at the 2010 IDPA Georgia State
Championship, held in Conyers, GA on October 30th, 2010.
Wright won the SSP Division (Overall Champion), Allen won the ESP
Division (2nd overall) and Byerly came in 2nd in the CDP Division.
This year’s match was a one day event, consisting of a 13 stage course of
fire. Stages included 17 pneumatic and 2 electronic movers, a shoot
house and a side match on the plate rack. The round count was
approximately 200 rounds.
Allen came in on top, taking first place in the Enhanced Service Pistol
(ESP) Division (2nd overall) with a score of 232.79 (67). This is Allen’s
3rd straight year holding the ESP Division title for the IDPA Georgia
State Championship and his 25th IDPA division title. His win also marks
his eighth IDPA state championship division title for the 2010 season
(GA, NM, MI, TX, AR, AL, NC, SC).
“Challenges like the ones this match provided will allow you
to understand whether or not your fundamentals are in
order,” commented Allen. “Preparation, be it through
training on your own or with your teammates as I regularly
do, can make all the difference. There’s little more that a good
competitor loves more than testing themselves; so shooting
with Gary, Brandon, and extended ITI family this past
weekend made a big difference and drove up the fun factor!”
Byerly secured 2nd place in the CDP Division with a score of 263.40
(102).
“The GA State IDPA Championship has a reputation for being
challenging and this year it more than lived up to that. The
match had moving targets on almost every stage with several
complicated sequences. It was an accuracy intensive
competition with several unique scenarios” commented
Byerly. “My teammates and I were able to identify key points
on every stage allowing us to shoot to our maximum
potential. Congratulations to my teammates who are both
State Champions!”
Last but not least, Wright clinched a first place finish in the Stock Service
Pistol (SSP) Division (Overall Champion) with a score of 199.05 (57).
“This is the second time I have shot the GA State IDPA
Championship and it was not to disappoint. Match Director
Capel English did a great job with his stages. The match had
13 challenging stages, over 200 rounds fired and no stage was
less than 5 targets,” commented Wright. “Capel incorporates
lots of pneumatic targets that pop up, pop out and move. This
threw our timing off and caused us to really examine each
stage. That’s why it was important to have great teammates
with me like Morgan and Gary. I also want to thank ITI for
giving myself and my teammates the ability to expand and
improve our shooting. We’re all looking forward to competing
in 2011.”

About Morgan Allen
Morgan Allen has only been shooting pistols since 2005, but has already
amassed over 20 IDPA State and Regional Division Championship titles
under his belt since 2007. Having moved up the ladder from an IDPA
Novice to Master in only 14 months, Allen has also won three top five
Division finishes at the Smith & Wesson Indoor Nationals. Allen is an
NRA Certified Pistol Instructor, as well as an IDPA Safety Officer and
PPC Master.
About Gary Byerly
Gary Byerly has been competing in IDPA matches for the past eight years
and USPSA and 3-Gun matches for five years. He is an IDPA ESP and
SSP Master, as well as a six-time IDPA State Champion. Byerly is a
Master in Production and holds an “A” Classification in Open and
Limited in USPSA. Byerly is also a three time Area class winner.
About Brandon Wright
Brandon Wright served four years as a Law Enforcement Officer and
four years as a State Trooper in the Virginia State Police. In addition,
Wright was a member of the local police department S.W.A.T. Team.
Wright has over eight years experience as a Firearms Instructor, which
he puts into practice at ITI as their Senior Firearms Instructor. He is an

The 2010 Gun Rights Candidate Survey consists of 8 simple questions
that poll candidates on REAL Right-to-Carry, the repeal of Iowa’s
permit-to-purchase, a true Stand-your-Ground bill, opposition to
banning semi-auto weapons, support of the Firearms Freedom Act, and
more.
If a candidate won’t put their beliefs on paper then you and I have every
reason to expect an aggressive anti-gun vote to be cast by that candidate
if elected.
In this final article we are going to focus on several state wide races that
you’ve been asking us about.
Don’t forget to take action today on these alerts you’ve been receiving.
Now is the time to send a loud message to the gun grabbers, after two
years of fighting with them, that you’ll not forgot their anti-gun
positions.
In the race for Governor:
Terry Branstad has completed the Iowa Gun Owners candidate survey
with all pro-gun responses. He has pledged, in writing, to sign the REAL
Right-to-Carry bill into law once we get it on his desk.
This is an amazing feat to have accomplished! There is virtually no
position that Brandstad had to take while Governor regarding the 2nd
Amendment to look into – which is why we use the candidate survey in
the first place.
We should also point out that Lt. Governor candidate Kim Reynolds
always co-sponsored our legislation and voted for it on the Floor as a
Senator.
On the other hand, Governor Culver refused to complete our survey. He
also signed into law, this year, SF2357 which allows you to lose your guns
based solely on an accusation of a crime. By signing this bill, Governor
Culver did away with the concept of ‘innocent until proven guilty.’
These two anti-gun facts are very telling regarding Culver’s views on the
2nd Amendment.
Secretary of State
Neither candidate returned the survey. For those who are asking why we
would survey those candidates, recall that Governor Culver was formerly
the Secretary of State and it is helpful to understand the views of these
individuals.
Attorney General

Neither candidate returned the survey. Tom Miller, however, has been
working both directly and indirectly to regulate, restrict and interfere
with your gun rights for a long time. From allowing cities to ban weapons
in city property to pushing for SF2357 last session, Miller has been very
dangerous to your gun rights.
