By MICHAEL REAGANSpecial To The Penny Press

Anybody who watched Barack Obama’s sorry performance during last week’s Saddleback Civil Forum on the Presidency with Pastor Rick Warren had to come away with the question, “What is this guy doing

running for president of the United States?”

The worshipping media described his comments as “nuanced,” the word they use to describe “wishy-washy.” It was full of those “on the other hand” answers to Pastor Warren’s probing questions.

Obama was anything but wishy-

washy, however, when he said that knowing when human life begins was “above his pay grade.” He was just plain evasive, obviously seek-ing to play down his extremist view that abortion at any time, in any circumstance, is perfectly acceptable to him.

This isn’t surprising since he took the lead in the Illinois Senate in fighting a bill that would outlaw the barbarous murder of newborn infants who survive being killed in a partial-birth abortion.

During the forum, his struggle to please everybody by straddling the issues was plain for all to see. He showed he was willing to say and do what he believed everybody wanted to hear. When you try to find any real depth in his beliefs you quickly discover he is utterly shal-low and soulless, a sloganeer instead

of a missionary. He’s just a politician on the

make, trying to be all things to all people -- an empty suit proclaiming empty promises.

Being without real depth, his platform merely floats on a surface of promises categorized as “Hope” and “Change,” neither of which is clearly defined.

He assures us that he wants to change Washington and sweep away all that this city represents. Yet one has only to look at this week’s Democratic National Convention to understand that it’s not change, but lots more of the same.

Just look at the roster of speak-ers lined up and try to find a single new face. It’s the same old lineup, the same old roll call of familiar Democrat politicians who have con-stituted the leadership of the national

Democratic Party for eons.Change? Does inviting Jimmy

Carter (arguably the worst president in our long history and a dedicated foe of Israel) constitute meaningful change?

Is John Kerry a new face, or sim-ply a retread of a failed presidential candidate who represents his party’s recent past as well as its immediate future?

How about putting Al Gore on the speaker’s dais? Al Gore, the high priest of the phony climate-change religion who to this day can’t accept the fact that he lost to George Bush in 2000 and never stops whining about it. That’s change?

Just what changes the old Democratic order when you have Bill Clinton speaking one night and Hillary Clinton the next night?

Obama Same Old Same OldContinued from page 3

Is Mayor Daley, Obama’s strongest backer and the boss of the corrupt Chicago Democratic machine, a symbol of change?

You look at this upcoming convention and you have to ask yourself, “Have I not seen this show before?”

We saw it in 2004 and 2000 and 1996 and 1992, and every other Democratic convention going back to Harry S. Truman. And by the way, if Truman were alive today he would be the one familiar face who wouldn’t be invited to speak.

Plain-spoken Harry would take one look at Obama and we’d be hearing some of his patented obscenities. Truman had no tolerance for politicians who tried to pass themselves off as messiahs, above the give and take of everyday politics.

Change? It’s simply more of the same old thing: power-hungry politi-

cians lusting after the authority to impose the decades-old Democrat, social-ist, big-brother programs on the American people. An authority the people wisely continue to deny them.

Barack Obama hasn’t demonstrated that by virtue of any past experience that he possesses the capacity to be president of the United States, a job far above his pay grade.

A Molly Ivins Moment

The late Molly Ivins lived in Texas, whose politicians unwittingly contributed so much material for her prize-winning columns. We can only imagine what she would have done with Austin’s 3rd Court of Appeals’ recent decision that the state’s money-laundering statute did not cover payments made by checks, only cash.

This particular case involves two former employees of a political fund-ing raising organization headed by former GOP House Majority Leader Tom Delay (Texans for a Republican

Majority), who were indicted in 2004 on the grounds that they laundered $150,000 of corporation money that they then used in the 2002 election cycle for illegal campaign purposes. In 2005, Delay, their boss, was also indicted and eventually forced out of the Congressional leadership.

The two employees appealed their indictment and on Monday, day one of the Democratic Convention in Denver while most people’s attention was elsewhere, the Court released their decision, part of which interpreted the law as applying only to cash payments, not checks.

When I read this, my first thought that came into my mind was that old insurance ad with Yogi Berea in which he tells viewers that “You

get back cash, which is as good as money.”

Now, Tom Delay’s lawyers are claiming that this decision gets their client off the hook because the cor-porations made all the payments in checks and thus no “cash” passed hands.

This is simply too cute. Webster’s Collegiate Dictionary (10 Edition) defines cash as “money or its equivalent (as a check) paid for goods or services at the time of time of purchase or delivery.”

Roget’s International Thesaurus (Fourth Edition) pro-vides as synonyms for the noun the terms “money,” “payment,” and “ready money.”

So? Money laundering by check, money order, wire transfer, exchange of gold, silver, monetary certificates, bearer bonds, travelers

checks, Western Union or Wal-Mart or any other form of transfer would be permissible under Texas law. Only hard cash counts.

Imagine how many prisoners across American are envious that Delay’s people drew such dolts at the Texas Court of Appeals. If they had not delivered their payoff in hundreds and fifties, they too would be freed on bond, waiting for some higher up court to throw out their cases.

The Travis County Prosecuting Attorney’s response was “absurd.” However, he is retiring at the end of this year. Delay’s lead coun-sel bragged that the decision was a home run for the former House Leader and his two ex-aides.

With “Texas justice,” it just might be. PAT CHOATE

Here is the speech Barack Obama would have to give to get me to vote for him:

My Fellow Americans—and I do mean Americans.

I am not an “African-American”. I am an American who hap-pens to have an African father.

I am not a Democrat. I am an American who happens to be a member of the Democratic Party.

I am not a liberal. I am an American who thinks that some answers to our societal problems can be found in government but most answers to our problems will come from you.

I believe that this nation—while we have made many mistakes in our collective history—has become history’s longest-lived experiment in self-government precisely because we have always tried to do the right thing. We have not always suc-ceeded but we have always tried.

I believe that we, as a nation, are good and do noble things. Again, we don’t always do so without making mistakes, but we’re always out there doing what we perceive to be the right thing.

When I talk about change, what I mean is that, perhaps we need a fresh set of ideas in Washington because even my oppo-nents will privately acknowledge that Congress has become an incumbent protection system on both sides of the aisle and that has the effect of stifling new ideas which might work.

Further, both political parties should be ashamed of themselves for the way they—and I will specifically include my opponent and I in this—have performed in Congress in the past.

I have spent the past four years in the Senate largely running for President.

In retrospect, it was probably not the best use of my time, since I could have legitimately been bringing change to Washington during that time.

Nonetheless, I have somehow maneuvered myself into the position I am today and perhaps, if I’m realistic and do not let my press clippings overwhelm the reality, I might actually be in a better position to help fix a broken system.

With that in mind, let me tell you specifically what I will do if you honor me with the job I am seeking.

I will immediately appoint my opponent, John McCain, Secretary of Defense. He has forgotten more about the military than I will ever learn.

I will consult with the commanders in the field and Senator McCain and their advice will govern the future of our activities in the Middle East.

On the economic front, I will use my bully pulpit to explain to Wall Street that we can do things the easy way or the hard way. They need to stop squeezing the last nickel from people who cannot afford to pay it in areas such as mortgage secu-ritization, oil speculation and other activities, which have the additional consequences of affecting the economy negatively. We can either regulate them in ways they won’t like or they can fix the problems themselves.

I must be honest with you.

Any President—including the current President—has a very limited ability to change economic factors. Presidents cannot lower gas prices or raise wages or lower interest rates or raise the value of your house or make someone give you a loan.

Presidents do have a bully pulpit and I would use mine to remind Wall Street that Main Street is watching and we can make their lives much more difficult should they choose to be particularly rapacious. The one thing I can immediately do is to allow for additional oil drilling in places where we have pre-viously not allowed such activity. If nothing else, it is a matter of national security.

While we are on the subject of our current President, let me also say that President Bush is a decent, honest man who, like every other sitting President, has faced great challenges which none of us can actually know until we take the job.

I may disagree with his politics, but I would urge you to under-stand that George W. Bush is a patriot, a great American and I cannot promise you that after you elect me, I might not do many of the same things he did. There’s just no way to know until I’m on the job.

I hope my honesty hasn’t scared you. If you vote for my oppo-nent, you are also voting for a great American. If you honor me with your vote, I’ll do my level best not to embarrass you. Good night and God Bless America,

If he gave that speech, I’d vote for him.

More Bank Failures“There will be more bank failures, but nothing compared with previous

cycles, such as the savings-and-loans days,” Sheila Bair, chairwoman of the Federal Deposit Insurance Corp. (FDIC), said in an interview recently after $32 billion IndyMac was seized by Bair’s organization.

The IndyMac failure is the second largest in history behind the failure of the $41 billion Continental Illinois National Bank back in 1984. What took Continental down and led to the biggest bank bailout in US history is the primary focus of Irvine H. Sprague’s Bailout: An Insider’s Account of Bank Failures and Rescues. The author spent over eleven years at the FDIC as Chairman and Director and oversaw 374 bank failures during his tenure.

He retired in 1986 and penned Bailout the same year. And although the book isn’t new, the FDIC insider chronicled the events of four bank bailouts while his memory was fresh. Unfortunately, he left the bank regulator just midway through the crisis. From 1982 to 1992, over 2,000 financial insti-tutions failed. Maybe his point of view might have changed had he been around for all the failures.

Sprague clearly outlines the FDIC routine when a bank is about to fold. The practice evolved in the 1980’s when the deposit insurer was facing “an avalanche of failures.” First there was a secret, kept under lock and key, “probable fail” list that was updated weekly. These were banks that were thought to have a high probably of collapsing in the coming 90 days (reportedly, IndyMac was not on this list). Once a bank makes the list, a determination is made if the bank can be sold, which is the preferred solu-tion according to Sprague.

Next, bid packages are prepared. “What is offered for sale is all deposit liabilities, insured and uninsured, together with the good assets of the bank, usually including the bank building itself and certain performing loans in the bank,” describes Sprague. Other healthy banks make bids for the failing institution, sans the problem assets. Preferably, the acquiring bank is twice the size of the failed institution and is well capitalized. The agency deter-mines a minimum premium it will accept, and if the highest bid exceeds that number, that bidder will be opening the doors of their newly acquired branches on Monday after news of the failed bank is announced on Friday. For instance, The Topeka Kansas-based Columbian Bank and Trust was closed by regulators last Friday, becoming the ninth failure this year, but its nine branches opened on Monday as Citizens Bank and Trust based in Chillicothe, Missouri.

As the author points out the sales (shotgun weddings) are the easy ones. Unfortunately, there are not always bidders, even with the FDIC stripping out the bad loans. And the bulk of the book is spent chronicling (often tediously) the bailouts of Unity Bank, Bank of Commonwealth, and First Pennsylvania Bank, leading up to Continental rescue. In all cases the “essentiality doctrine” was invoked, although for different reasons. The regulator was worried about race riots in 1971 if the tiny $11.4 million minority-owned Unity Bank was allowed to fail, while Continental was

judged simply as “too big to fail.”But Continental didn’t hit the skids without help. Sprague spends a

chapter on a little Oklahoma City bank called Penn Square that started the dominos tumbling. Penn Square grew from $62 million to over half a billion in assets in five years aggressively lending to the oil and gas industry. At the same time the bank sold over two billion in loan participations to Seafirst in Seattle and Continental, along with other banks. When oil prices tanked, so went the loans, and in turn the banks.

Of course not all banks are regulated by the FDIC. The Office of the Comptroller of the Currency (OCC) supervises national banks. The Office of Thrift Supervision (OTS) regulates thrifts. The Federal Reserve oversees bank holding companies and some banks, while the FDIC regulates most community banks. Plus, state government regulators are involved. So, as one would guess, there are turf battles aplenty according to Sprague. With all of this regulating going on, one wonders how anything could ever go wrong.

But ultimately, the FDIC is the entity that provides the deposit insur-ance, so it does the liquidating, even if the failing bank has another primary regulator.

Writing back in 1986, Sprague claimed at the end of Bailout that the deposit system was “still strong,” and that the FDIC sticker means; “insured depositors can still sleep easily and because of that a lot of bankers can sleep easily, too.” But remember, savings and loans used to proudly display the FSLIC (Federal Savings and Loan Insurance Corporation) sticker represent-ing the entity that supposedly stood behind those deposits. But the FSLIC went bust despite repeated taxpayer capital infusions, including $15 billion in 1986 and nearly $11 billion in 1987. Before the end of the decade the deposit insurer was finally judged hopeless and abolished, with the respon-sibility of savings and loan deposit insurance transferred to the FDIC.

Now, the “IndyMac failure is expected to reduce the FDIC’s designated reserve ratio for its deposit insurance fund to less than 1.15%,” according to a report by A.M. Best Research. So, the FDIC must scramble and quickly develop a plan to increase its reserves to a whopping 1.25% of insured deposits that the law requires.

As Murray Rothbard explained in The Case Against the Fed, business firms cannot be insured, and especially not fractional-reserve banks. “If no business firm can be insured,” Rothbard wrote, “then an industry consist-ing of hundreds of insolvent firms is surely the last institution about which anyone can mention ‘insurance’ with a straight face.”

One wonders if chairwoman Bair held a straight face when she penned the conclusion to the FDIC’s Depositor Bill of Rights: “The banking system in this country remains on a solid footing through the guarantees provided by FDIC insurance. The overwhelming majority of banks in this country are safe and sound and the chances that your own bank could fail are remote. However, if that does happen, the FDIC will be there – as always – to pro-tect your insured deposits.”

Commentary: Albert ThomasHow To Know When The Bear Market Is Over

For the past 6 months and longer everyone has been denying we are in a bear market. Mr. Market has not been paying attention to the nay sayers and has been declining. Yes, there have been rallies, but it is quite evident the major trend is down.

When did the bear start? There are many who will argue for certain dates; however, long term analysts believe it began in 2000. When market cycles are studied they run up and down in 16 - 18 year periods. If the 2000 date is correct the bull cycle ended in 2000 after 18 years and the new bear cycle now has another 10 years to go. Awful! Awful! I know you hate what I am saying. Truth is true and that is what the market is proclaiming.

During the bull market we had no 300 point up days. Did you know that is a common characteristic of bear markets? We are having many of them now.

The pretty cheerleaders on TV, economists, brokers (of course), finan-cial planners, government officials, etc. have their heads in the sand shout-ing “correction”. As this gets worse they are going to help you go broke.

Many of us know we are in a bear market and should not hold any equity positions, but how will we know when o buy again?

Here are a few signs you will see in the coming years as the stock market

declines: All economists will become bears. The same ones who told you the

economy was strong and you should hold your stocks. The cheerleaders will be asking, “What are you selling?” not the usual,

“What are you buying now?” Volume will decline. Many mutual funds and hedge funds will have

gone out of business. CNBC-TV will shorten their program hours. P/E (price/earnings) ratios will be around 7, not the current 18. The market will go through a long period of “drying out”. The last few

Buy N. Holders will be giving up. The little guy with his “safe” mutual funds will now be almost broke. Baby Boomers will no longer be Boomers and many will be working as greeters at Wal Mart.

I know you hate me by now for this gloomy scenario, but I hope I have scared you enough to start thinking about getting out of the market and into something with a guarantee. U.S. government bonds are not exciting, but al least you will get your money back. Don’t buy municipal bonds; many of them will default.

Start thinking about and putting an exit strategy into place now. The one who loses the least in a bear market is the winner. Yucca Mountain No Hill For McCainForget Yucca Mountain being a deal-killer for John McCain. In a survey commissioned by the Las Vegas Review journal a majority

believe a candidates position – pro or con – on Yucca Mountain isn’t going to sway their votes.

The presumptive Republican nominee has been an ardent supporter of the nuclear waste storage facility in our backyard, while Mr Obama has been pounding he anti-nuke drum trying to sway supporters away from McCain.

It apparently ain’t happening.Meanwhile the polls revealed a few more interesting things about the

respondents.Fifty-eight percent oppose storing of waste in Yucca Mountain. That’s

a lot lower than I would think. Maybe people are realizing that the possi-bilities that could yield, including a possible aftermarket once technology develops to completely recycle the spent fuel rods, could be a boon. After all, it would be a lot easier to build the testing facilities here, where the product is, than move it somewhere else.

Nevadans support Nuclear energy, though. The same percentage that opposes storage here – 58% - also supports increased uranium mining to support the supposed vile energy source.

I’ll say it again. Nuclear energy isn’t perfect, but in this very imperfect world, it’s the best alternative we have to fossil fuels.

Speaking of energy, Nevadans are of a truly united mindset. By and large, according to the same poll, they are willing to pay more for alternative energy, but also want drilling for more oil and gas on public lands.

Maybe it’s just me, but I think they get the message. Expand explora-tion for oil and gas, while working to develop more sustainable energy resources. It’s only right.

I guess Paris Hilton didn’t get in the way of the message, huh. Whatever. Like, she’s still totally hot.

The Democrats don’t get it, though. Nancy Pelosi asked protesters chanting, “Drill Here, Drill Now!” if they could “drill their brains.” Steny Hoyer also shot back, saying that while America doesn’t control 1 quarter of the world’s fossil fuels, it uses that much.

Uh, Steny, read the plan. We use our fuels to wean us off fossil fuels. Then you bozos get to work renewing many of the expired or expiring alter-native fuel plans. Then we don’t’ have to worry about it, do we? All you care about is raising taxes, and so far, you haven’t been able to figure out a way to tax sunshine or wind.

You are doing a good job of providing hot air, though....Your school teachers want your taxes to go up.That’s the message sent, however inadvertent or intentional, by the

Nevada State Education Association in challenging an initiative petition that seeks to cap property taxes.

I know a good number of teachers who work hard, do what’s right for their students, and spend a lot of money out of their own pocket to make their classes run better.

Their union does them no favors. It makes them look bad. The union should be ashamed. After all, teachers are property owners,

too!

Notes from the conventionzzzzzzzzTeddy Kennedy made it for his last hurrah in Denver. Probably the most

Power With Authority

Have you ever thought about the importance of power and authority working together? One without the other is simply not sufficient. You need to have both power and author-ity—together—to really be able to make an impact.

Let me give you an example. Let’s say you just got a new job at a store in the mall. On your first day, the store owner makes a big show of giving you the key to the store (which represents power). But she chooses not to give you any author-ity. No authority to make decisions, no authority to supervise staff, no authority to buy products for the store. In this case, your key is almost worthless. Sure, you have the power to get into the store, but once you are there you have no authority to do anything of substance.

Now let’s look at the other side. Same new job. Same store owner. Only this time, instead of giving you a key, she makes you the store man-ager. Now you have the authority to do all those things you couldn’t do before, but this time you have no key. You can’t even get in the store! Now you have all the authority you need, but you have no power. Power and authority must work hand in hand.

What is true in the natural world is also true in the supernatural, or spiritual, world. In Genesis 1:26, it says: God said, Let Us [Father, Son, and Holy Spirit] make mankind in Our image, after Our likeness, and let them have complete authority over the fish of the sea, the birds of the air, the [tame] beasts, and over all of the earth, and over everything that creeps upon the earth (The Amplified Bible).

We were made in the image and likeness of God and given complete authority and dominion over every-thing else God made. Mankind was given power and authority when we

were first created. But you know the rest of the story. When Adam and Eve sinned and chose to eat the fruit—even after God told them not to—they gave up their power and authority to the devil. They gave the keys of the kingdom to him.

And it didn’t just happen in the Garden. It continues to happen even today. How many times do you have a pity party and feel sorry for yourself? How many times do you allow your mouth to rattle on and on, saying things you shouldn’t? How many times do you choose to have a bad attitude over a good one? These are times when you hand over to the devil the power and authority that are rightfully yours. You choose to act like him instead of acting the

way you know you should…like God.

You see, God has destined you and created you to have power with authority in this earth. It is your birthright. But when you choose to obey the devil and live his way instead of obeying God and living His way, you are giving away your birthright.

Your power and authority in this world is based on your relationship with God. When you walk in obe-dience to God, you walk in power and authority. When you choose to walk in love, giving your best and sharing with those around you, you are walking in the authority and the power of God.

In Genesis, in the very begin-

ning, God gave man resources. He gave him power and authority and told him to “serve Me and bless peo-ple.” As long as you are focusing on your relationship with God and tak-ing care of His people, God will take care of you. You will have the power with authority to do the things God is calling you to do. You will have the power with authority to resist the devil when he tries to take away your birthright. The devil may have some power, but you have power with authority from God Himself.
