If you want to know how the work of ARTBA Transportation Development Foundation (TDF) makes a profound difference, consider this recent note from Carrie Lillis, a Lanford Family Highway Worker Memorial Scholarship recipient:

“I wanted to let you know I showed my Dad the letter you sent last spring about the award. He sat there, still and was very quiet. He just sat there and stared at the letter and his eyes welled up. After working in road construction for almost 20 years he thought now that he was injured no one cared.

“Without the money your foundation gave me I could not go to this school, but to my dad it meant so much more. He was so impressed that there was a fund and a group of people who cared that people like him die or are disabled from their work. My Dad helped build many of the iconic things in our community, highways, football stadiums, schools, but now that he is injured he just looks at them and wishes he could build again. Could you please let the folks know the scholarship gift made my dreams possible, but it also helped heal my dad’s broken heart? Many thanks.”

The scholarship program provides post-high school financial assistance to the children of highway workers killed or permanently disabled on the job. In 2018, the TDF Board of Trustees contributed a record $63,500 to a dozen worthy students like Carrie.

Among the other major accomplishments in 2018:• The Safety Certification for Transportation Project Professionals™ (SCTPP) program, earned the

“gold standard” in credentialing with accreditation under the ISO/IEC 17024:2012 international standard.The Texas Department of Transportation became the first agency to officially endorse the program andcommitted 500 agency employees to taking the exam in FY 2019. Since the October 2016 launch, 255industry professionals from 70 companies/agencies in 35 states have become “safety certified.”

• The “Transportation Construction Safety Center” (www.artba.safetycenter.org) serves as a gatewayto a comprehensive suite of programs and services that help industry firms improve worker and motoristsafety in roadway construction zones. Under several federal contracts, the TDF delivered customizedtransportation construction safety-specific training to more than 7,000 industry professionals.

• Hosted for nearly 100 industry professionals the 8th Annual Dr. Don Brock TransOvationTM Workshopwith the focus on building smarter and resilient infrastructure in preparation for future climate challengesor national emergencies.

Launched by industry leaders in late 2016, the Safety Certification for Transportation Project Professionals™ (SCTPP) program’s goal is clear:

To significantly boost the hazard awareness and risk management skills of all transportation project professionals who are in positions of influence through day-to-day oversight—from project inception through completion—to cause a decline in safety incidents.

The certification is not aimed at safety professionals, though they are welcome to take the test. It is aimed at the thousands of workers, supervisors, foremen, inspectors, designers, planners, equipment operators, manufacturers, materials suppliers and owners

Among the SCTPP program’s major achievements in 2018:

• The SCTPP earned accreditation from the AmericanNational Standards Institute (ANSI) under the ISO/IEC17024:2012 international standard.

• The Texas Department of Transportation became thefirst agency in the nation to endorse the program andis committing 500 of its employees to take the exam inFY 2019.

What does ANSI Accreditation Mean?If your firm or agency is involved in the provision of transportation infrastructure and you care about the safety of the workers and public exposed to project site hazards, how do you really know if your person-nel fully understand what makes a jobsite safe?

There is only one way: if your personnel have earned the “Safety Certified Transportation Project Professional™” (SCTPP) designation that has been accredited by the American National Standards Institute (ANSI) under the ISO/IEC 17024:2012 international standard.

What does that mean? It means your employees have passed an exam testing their knowledge of basic com-petencies that have been identified for the internation-ally-recognized industry standard. ANSI-accreditation assures that the exam has been developed following strict third-party protocols for the industry by its top subject mat-ter experts. It is also distinct from other industry “self-cer-tified” or “certificate” programs, which typically signify only the completion of a course or seminar.

Many in construction are aware of the ANSI-accredited “Certified Safety Professional” (CSP) designation and its value. The CSP is for safety professionals—those who have safety as at least 50 percent of their job responsi-bilities. It is a highly sought credential, although it is not industry-specific.

That is what makes the SCTPP unique.

The SCTPP has been developed to address safety issues specific to transportation project sites–not generic work environments. And while the SCTPP is certainly a creden-tial safety professionals in transportation construction may want to obtain, it has been designed for non-safety profes-sionals.

The intent of the SCTPP program is to sup-plement the “eyes” of safety supervisors by bringing “safety vision” to thousands of people involved in transportation projects from incep-tion to completion. In doing so, the overall level of industry safety awareness can dramatically increase—with the goal being a significant de-crease in preventable safety incidents.

Enhances Transportation Site Safety

In May, ARTBA and AECOM formalized an agreement aimed at strengthening the leading global infrastructure firm’s position in the design, construction and management of safer transportation infrastructure projects.

The partnership facilitated AECOM employees earning the SCTPP designation. The certification exam tests knowledge of industry-established core competencies necessary to recognize and mitigate potential hazards to those in and around transportation project sites. It also gave firm employees access to SCTPP prep courses that are available through ARTBA’s Online Learning Center.

Certification Commission

The Safety Certification Commission provides leadership, governance and ongoing program oversight. Commissioners include:

The jobsite safety of the men and women who build and maintain America’s transportation infrastructure—as well as that of those who travel through our work zones—is a top priority for ARTBA’s membership. As a result, the development of safety programs and training has been a core competency of ARTBA since its creation.

The Transportation Construction Safety Center(www.artbasafetycenter.org) serves as the consolidated home to a comprehensive array of programs and services that includes:

• Policy development and legislative and regulatoryengagement at the federal and state levels;

• Operation of the industry’s only internationally-recognizedprofessional certification program—Safety Certification forTransportation Project Professionals™;

• Development and operation of an 24/7 Online LearningManagement System that offers safety training andprofessional development hours (PDHs);

• Development and execution of federally-supportedtraining programs and materials targeted to transportationconstruction workers;

• Operation of the “National Work Zone Safety InformationClearinghouse”—the world’s largest online repository ofinformation on the topic;

• Leadership in national safety coalitions and organizations;

• National awards programs to recognize and promote safetyexcellence; and

• A scholarship program to help children of highway workerskilled or permanently disabled on the job pay for their post-high school education.

National Work Zone Safety Information Clearinghouse

The Clearinghouse continued to recognize its 20th Anniversary year with the production of several videos, webinars, material offerings and expanded content on its extensive website. Nearly 16,000 users visit its website each month, and ARTBA staff mailed well over 20,0000 posters and safety program materials annually.

Safety Training

Under a Federal Highway Administration contract, the TDF conducted 175 classes for nearly 6,000 participants using the ARTBA roadway-focused OSHA 10-Hour Training program, the Roadway Safety+ Training Program, and the Preventing Runovers and Backovers (PR&B) course.

The Foundation also provided “Preventing Runovers & Backovers” training to 1,250 through an OSHA Harwood-supported program in 45 classes.

National Traffic Management & Work Zone Safety Conference

Private sector transportation and construction officials from across the country, along with agency officials from 35 state DOTs, attended the National Work Zone Manage-ment Conference held Sept. 11-13 in Herndon, Va. The event offered nearly 30 sessions on “hot” topics such as portable variable speed limits, autonomous vehicles and other technology, roadway safety hardware compliance, and related topics. It was hosted by the ARTBA Founda-tion’s National Work Zone Safety Information Clearing-house.

Guardrail Contract

Under contract with FHWA, ARTBA and its partner KLS Engineering provided classes on proper installation and maintenance of guardrail to state DOTs across the country. Classes were offered at DOTs in California, Arkansas, Montana, Maryland, Pennsylvania, Florida, and Washington.

23rd Annual Industry Leader Development Program

In May, 24 emerging transportation design and construction industry leaders participated in an intensive “boot camp” introduction to the federal legislative and regulatory process, and went to Capitol Hill to advocate for a permanent Highway Trust Fund solution with their members of Congress. They were in Washington as part of the “Industry Leader Development Program,” which was held in conjunction with the association’s Federal Issues Program and the Transportation Construction Coalition Fly-In.

The ILDP provides an understanding of industry economics, how transportation work in the U.S. is funded and financed, how actions by the federal government impact the industry, and how to become politically engaged to help shape transportation policy.

Dr. Don Brock TransOvation® Workshop

Held in New York in conjunction with ARTBA’s National Convention, nearly 100 industry professionals participated in the 8th Annual Dr. J. Don Brock TransOvation™ Workshop to hear from experts about how to build smarter and resilient infrastructure in preparation for future climate challenges or national emergencies.

Lanford Family Highway Worker Memorial Scholarship

Thirteen students from around the country were named recipients of the “Lanford Family Highway Worker Memorial Scholarship” program. It provides post-high school financial assistance to the children of highway workers killed or disabled on the job. The 2018-19 class included:
