SCHEDULE OF SUPPLIES/SERVICES, BLOCK 20 DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

I. Description A. SUMMARY

This specification requires the Contractor to completely furnish all labor, materials, engineering, transportation, hoisting, tools and equipment required to replace elevator controls for one (1) passenger elevator. Elevator structural and mechanical equipment will remain and shall be refurbished for continued operation.

B. APPLICABLE PUBLICATIONS Codes and Standards To Be Complied With In Their Entirety:

l. ASME A17.l (2007): American National Standards Institute (ANSI) Standards: Safety Code for Elevators and Escalators and all supplements. In text, publication will be referred to as the Code. Nothing in this specification shall be interpreted as overriding the ASME Code.

2. ASME Al7.2.1 (2002): American National Standards Institute (ANSI) Standard: Inspector’s Manual for Electric Elevators.

3. ASME A17.3 (2005): American National Standards Institute (ANSI) Standard: Safety Code for Existing Elevators and Escalators.

4. ICC/ANSI All7.l (2003): American National Standard Specification for Accessible and Usable Buildings and Facilities for Handicapped People.

5. ADA: Americans with Disabilities Act. 6. NFPA No. 70 (NEC-2008): National Electrical Code. In text, the Code will

be referred to as NEC. 7. ASME-QEI-1-2007: American National Standards Institute (ANSI):

Standard for the Qualification of Elevator Inspectors.

In the event the contractor cannot comply with the proposed standards and codes they shall submit alternatives codes and regulations and submit complete documents in English.

C. SPECIFIC REQUIREMENTS Furnish all labor, materials, appliances, engineering, transportation, and perform all elevator work described herein.

1. Quantity & Type: One (1) geared traction passenger elevator 2. Capacity & Speed: 600 Kg at 60 meters per minute 3. Power Supply: 380 volt, 3 phase, 4 wire, 50 hertz.

4. Control: Variable voltage variable frequency 5. Operation: Simplex selective collective operation.

Provide Independent Service from the car only and Firemen Emergency Service operation.

6. Wiring & Conduit: Provide all new machine room, hoistway

and car wiring, conduit and junction boxes. There shall be a 10% spare conductor ratio maintained throughout. Provide coded traveling cables with 10% spare conductors and shielded wire for telephone system.

7. Stops & Openings: 9 stops and 9 openings in line at L, 2 thru

9th floors. 8. Travel: 28.7m (existing) 9. Machine Type: Retain 10. Controller: Provide new solid-state microprocessor

controllers. NOTE: Propriety type controls are not acceptable. If microprocessor type controls are approved by the government, provide a diagnostic testing device or maintenance terminal required for troubleshooting and adjusting procedures related to the specific type microprocessor controls provided on this project. The devices shall become the property of the Government. Provide instructions and data for operating the testing and/or maintenance devices.

11. Car Door Size 800mm wide by 2,100mm high clear 12. Hoistway Door Size Same as car 13. Guide Rails: Existing car and counterweight guide rails

shall be retained, and shall be realigned and filed as required.

14. Car Frames: Retain.

15. Buffers: Retain. 16. Platform: Retain. 17. Firemen’s Service: Provide Phase I and II Firemen Service

Operation from switches located in the designated floor hall push button station and in a recessed lockable compartment in the car operating panel with instructions engraved into the faceplates. Contractor shall also connect the (Government-furnished) smoke detectors, in the machine room, to the elevator control systems so that activation of these smoke detectors shall cause the elevator to return to the designated and alternate level floors. The Firemen Service Operation shall be provided in full compliance with the Code.

18. Car and Counterweight Guides: Retain 18. Car Enclosure: Refinish 20. Hoistway Entrances: Retain 21. Finishes: Signal fixture face plates shall be provided

in a No. 4 smooth satin finish. 22. Car Door Equipment: Center-opening, single speed, variable

voltage variable frequency power-operated car and hoistway doors and high speed operation. Furnish and install new full curtain infra-red (40 beam minimum) door protective device and timing devices with nudging buzzer and nudging operation.

23. Signals: Provide car operating panel with call register

lights, an in-car position indicator, an illuminating alarm call button and in-car keyed stop switch. Provide hall button fixtures with call register lights and combination hall lanterns and position indicators at all floors. New hall button

fixtures shall be lowered with the centerline of the push buttons at 42 inches (107cm) above the floor. All signal fixtures shall comply with ADA requirements as noted. Provide Phase I Firemen key-switch fixture at designated floor and Phase II key-switch with illuminating jewels in a recessed compartment in the car operating panel.

24. Fixtures: Provide tamperproof spanner head screws to

match face plate for all fixtures. Fixtures shall be of a vandal-resistant design. Provide recessed cabinets in the car operating panel for devices and switches that are not normally used by the passengers.

25. Communication System: Install and connect telephone in car

operating panel. The car station telephone shall be a

programmable auto-dialer and emergency power pack located in the machine room in full compliance with ADA requirements, including visual illuminating symbols for the hearing impaired. Elevator contractor to terminate the wiring in a machine room junction box for final connection by the telephone company.

26. Emergency Power: The new control equipment shall be

designed to interface with the existing emergency power system that operates the elevator.

27. Painting: All new and existing machine room

equipment shall be given two coats of machinery paint. All new iron work shall be given one coat of rust-inhibiting paint. Machine room floors shall be painted and an epoxy hardener mixed with paint. Colors shall be as selected by the Owner.

28. Outlets/Lights: Provide 220V GFCI receptacles for work

lights and utility outlets on the crosshead of

each car and the underside of each platform. Protect each light with metal shield.

D. PERFORMANCE The elevators shall be designed and adjusted to meet the following performance standards.

1. Speed: The speed for the elevator shall be 60 meters per minute +/- 5% with full-load up, full-load down, empty up and empty down.

2. Door Opening Times: The maximum door opening time for 32 inch (81 cm) wide door shall be 1.5 seconds or less.

3. Door Closing Times: The door closing time shall be 2.1 seconds. 4. Floor-to-Floor Time: Measured from start of door close to door fully open

at the next adjacent floor in either the up or down direction. For this project the floor-to-floor performance time shall be no more than 11.0 seconds.

5. Nudging Time: The "Nudging" time shall be in effect between 20 to 25 seconds.

E. ADA REQUIRED ACCESSIBILITY PROVISIONS

1. All operating and signal fixtures shall be designed, located and operated as described in the Americans with Disabilities Act (ADA).

2. Automatic Self-Leveling to within +/- 0.25 inch (6 mm) shall be provided for both directions of travel under all load conditions.

3. Hall Buttons which are at least 0.75 inch (1.9 cm) in diameter shall be provided and mounted at 42 inches (107 cm) above the finished floor (to the centerline between the up and down buttons).

4. Hall Lanterns shall be provided: a. at all entrances which are visible from the hall buttons; b. with visual and audible signal (sounding once for "up" and twice for

"down") for the direction of incoming cars; c. mounted at least 72 inches (183 cm) above the finished floor or

above the entrances; d. with the visual element at least 2.5 inches (6.4 cm) high and wide.

5. Hoistway Door Jamb Braille Plates shall be provided: a. at all entrances on both jambs; b. with the centerline at 60 inches (152 cm) above the finished floor; c. with characters at least 2 inches (5.1 cm) high; d. permanently fixed to the jambs.

6. Full Curtain Infra-Red Door Re-opening Device shall be provided and the re-opening shall be effective for 20 seconds or more.

7. Long Door Hold Time shall be greater than 5 seconds, which is the time from notification that a car is answering a call until the doors of that car start to close.

8. Short Door Hold Time shall be greater than 3 seconds, which is the time the elevator doors remain fully open in response to a car call.

9. Car Sill to Hoistway Landing Distance shall be less than 1.25 inches (3.2 cm).

10. Illumination Level within the car shall be greater than 5 foot-candles. 11. Elevator Control Panels shall have the following features.

a. The buttons shall be at least 0.75 inches at their smallest dimension. b. The buttons shall be designated by Braille. c. All of the characters and symbols shall be raised. d. All symbols shall be per the Code.

e. There shall be a "star" symbol for the designated floor. f. There shall be visual lights for the floor buttons. g. Floor buttons shall be located 54 inches (1370 mm) maximum above

the floor for parallel approach and 48 inches (1220 mm) maximum for front approach.

h. Emergency controls shall be grouped on the bottom of the car operating panel.

i. Emergency control buttons shall have their centerlines at a minimum 35 inches (890 mm) and maximum of 54 inches (1370 mm) above the floor.

j. Controls shall be located on a front wall if cars have center opening doors, and at the side wall or at the front wall next to the door if cars have side opening doors.

12. Car Position Indicators shall be provided in the cars which have the following features.

a. The visible indicator shall be located above the car control panel or above the door. Numerals shall be 0.50 inch (13 mm) minimum. As the car passes or stops at a floor served by the elevator, the corresponding character shall illuminate.

b. The audible indicator shall b 20 decibels minimum with a frequency of 1500 Hz maximum above ambient. Indicator shall be either an audible signal which sounds when the car passes a floor and when a car stops at a floor served by the elevator, or an automatic verbal announcement which announces the floor at which the car has stopped.

F. SPECIAL REQUIREMENTS

1. Load Weighing Device a. Provide means to measure the load in the car within an accuracy of

4% (plus or minus) of the elevator capacity. b. Provide one of the following types of devices:

1) A device consisting of four strain gauge load cells located at each corner of the car platform and supporting a free floating car platform and cab with summing circuits to calculate the actual load under varying conditions of eccentric loading.

2) A strain gauge device located on the crosshead, arranged to measure the deflection of the crosshead and thus determine the load in the car.

3) A device consisting of four strain gauge load cells, supporting the weight of the elevator machine with summing circuits to calculate the actual load under varying conditions of load.

4) A device to measure the tension in the elevator ropes and thus determine the load in the car.

c. Arrange that the output signal from the load weighing device be connected as an input to the speed control system to allow for pre-torquing of the motors.

d. Provide audible and visual signals in connection with the overload device.

2. Ascending Car Overspeed Protection Device

a. Provide a device designed to prevent an ascending elevator from striking the hoistway overhead structure. The device shall decelerate the car with any load up to the rated capacity by applying an emergency brake.

1) The device shall detect an ascending car overspeed condition

of not greater than 10% higher than the speed that the car governor is set to trip.

2) The device, when activated, shall prevent operation of the car until the device is manually reset.

3) The device shall meet the requirements of Section 2.19 of the ASME A17.1 Safety Code.

3. Unintended Car Movement Protection Device

a. Provide a device to prevent unintended car movement away from the landing when the hoistway doors are not in the closed and locked position and the car doors are not in the closed position.

1) The device shall prevent such movement in the event of

failure of the electric driving machine motor, brake, coupling, shaft or gearing, control system, and any other component upon which the speed of the car depends, except the suspension ropes and the drive sheave of the traction machine.

2) The device, when activated, shall prevent operation of the car until the device is manually reset.

3) The device shall meet the requirements of Section 2.19 of the ASME A17.1 Safety Code.

4. Marine Security System

a. General Requirements: A security panel shall be provided in the Post One Marine Security Guard Station for the elevator. This security panel shall include an elevator release switch, a position indicator, a 3-position switch, and three indicator lights for the elevator which are all mounted on an engraved stainless steel plate. There shall also be a separate stainless steel plate which is engraved with the

description of the “Capture” and “Night Shutdown” operational features.

b. Elevator Position Indicator: Provide digital type position indicator on the top portion of the Marine Security Panel which displays numbers/letters (which are at least 50mm high) showing the floor location (i.e., 1, 2 or 3) and travel direction of the elevator.

c. Capture/Normal/Shutdown 3-Position Switch: Provide a 3-position rotating switch with the “CAPTURE” position located at 12 o’clock, the “NORMAL” position located at 3 o’clock, and the “NIGHT SHUTDOWN” position located at 6 o’clock.

d. Capture Feature Operation: When the rotating switch is pointing to the 12 o’clock position toward “CAPTURE (DOORS LOCKED)” the operation of this security system is as follows.

1) The green light (NORMAL) will go out and the red light (CAPTURE) will begin blinking.

2) Hall calls shall be immediately cancelled. The hall station call buttons, door open button and door-closed button shall be rendered inoperative.

3) The elevator shall return non-stop to the Ground Floor Lobby just as it would in the Fire Service Recall Mode.

4) The car and hoistway doors shall remain in the closed position secured by an approved locking mechanism. Once the elevator is positioned at the Ground Floor the doors can be opened by rotating the rotary switch quickly counterclockwise 180 degrees through the “NORMAL” position and on to the “SHUTDOWN” position. The elevator will then remain at the Ground Floor with the doors open. Rotating the switch from the “Capture” position to “Shutdown” position will cause the blinking red light to go out and the blue (steady-state) light to illuminate.

5) The elevator shall remain at the First Floor Lobby until the 3-way rotating switch is returned to the "NORMAL" position, at which point the green (steady-state) light will illuminate.

e. Night Shutdown: When the rotating switch is pointing to the 6 o’clock position toward “SHUTDOWN (DOORS OPEN)” the operation is as follows.

1) The green light “NORMAL” will go out and the blue (steady-state) light “SHUTDOWN” will illuminate.

2) Hall calls shall be immediately cancelled. The hall station call buttons, door open button and door-closed button shall be rendered inoperative.

3) The elevator shall return non-stop to the Ground Floor Lobby just as it would in the Fire Service Recall Mode.

4) The car and hoistway doors shall open when at the First Floor Lobby.

5) The elevator shall remain at the First Floor Lobby until the 3-way rotating switch is returned to the "NORMAL" position, at which point the blue light will go out and the green (steady-state) light will illuminate.

g. Security Panel Face Plate: The face plate of the Marine Security Panel shall be stainless steel with a No. 4 satin finish. The front of the panel shall be permanently engraved with the following:

1) “CAPTURE (DOORS LOCKED)” (at 12 o’clock); 2) “NORMAL” (at 9 o’clock); 3) “SHUTDOWN (DOORS OPEN)” (at 6 o’clock); 4) The words “CAPTURE”, “NORMAL” and “SHUTDOWN”

shall be least 18mm (.75”) high. h. Instruction Plate: There shall be a separate engraved plate adjacent to

the Security panel which provides a description of the “Capture” and “Shutdown” modes. Note that the words “CAPTURE” and “SHUTDOWN” shall have letters which are 8 mm high with all of the other words having letters which are 6 mm high. This instruction plate shall have a #4 brushed stainless steel finish with the following inscription in black letters:

“CAPTURE: DISABLES PASSENGER COMMANDS. ELEVATOR RETURNS NON-STOP TO THE GROUND FLOOR AND PARKS WITH THE DOORS LOCKED CLOSED. DOORS ARE OPENED WHEN PUT IN THE SHUTDOWN MODE.”

“NIGHT SHUTDOWN: DISABLES PASSENGER COMMANDS. ELEVATOR RETURNS TO GROUND FLOOR LANDING AND PARKS WITH THE CAR DOORS AND LOBBY DOORS IN THE OPEN POSITION AND THE CAR INTERIOR LIGHTS OUT.

i. Panel Indicator Lights: The requirements for the red-blinking

“CAPTURE” lamp, the green “NORMAL” lamp, and the blue “SHUTDOWN” lamp are as follows.

1) Red "CAPTURE" lamp shall be LED "BLINKING" type

with a min. T-1 3/4 (5mm) size and min. MCD 500; 2) Green "NORMAL" lamp shall be LED type with a minimum

T-1 3/4 (5mm) size and a minimum MCD 620; 3) Blue "SHUTDOWN" lamp shall be LED type with a

minimum T-1 3/4 (5mm) size and a minimum MCD 3000.

j. Provide floor lockout and bypass control switches for the card access

security system.

k. Provide a two-position release switch in the control panel. Activation of the switch shall override the car access system and permit the elevator to respond normally to the car and hall calls.

5. Elevator Security Interface Requirements – Card Reader Control

a. The elevator shall be card reader controlled by the security system on an individual floor programmable basis allowing the user to access only those floors for which their access card is programmed. The ground floor shall always be available without the need of an access card.

b. The security system shall provide for control of the elevator on a time programmable basis allowing access to certain floors/doors to be card reader controlled while allowing free access to other floors/doors at the same time. Key switches to activate the card access system shall be located in the Security panel in Post One. Floor lockout switches shall be provided for each floor.

c. When an elevator is in the card reader control mode of operation, the elevator user shall be required to hold their access card up to a card reader mounted on the elevator return panel and push the desired floor/door select button, even while in manual mode of operation. The elevator control system shall light the select button from the time of authorized floor/door selection until the elevator reaches the selected floor.

d. To provide for placing the elevator in the card reader controlled mode of operation, the elevator control system shall operate such that the application of a maintained dry contact closure (provided by the security system) across a pair of terminals (provided by the Elevator Contractor) shall place the elevator in the card reader controlled mode of operation.

e. To provide for card reader control of elevators, the elevator control system shall operate such that the application of a dry contact closure (provided by the security system) across a pair of terminals per floor or door per elevator (provided by the Elevator Contractor) shall enable the selection of the authorized floor/door select buttons in the elevator. When the elevator is in the card reader controlled mode, the contacts provided by the security system shall be open and shall close for five seconds upon a valid card reader to allow the floor to be selected. When the elevator is in the non-reader controlled mode, the contacts shall be closed, allowing the floor to be selected without a card reader.

6. Monitoring of Elevator Duress Alarm Buttons a. The security system shall provide auxiliary monitoring of the duress

alarm buttons in each elevator. Activation of an elevator duress button shall cause an alarm indication on the security system operator’s terminal.

b. To provide for monitoring of the elevator duress alarm button, provide a pair of terminals per elevator such that when the duress button is activated, a normally closed dry contact across those terminals shall open and remain open for as long as the duress button is activated.

7. Bypass Keyswitch Override a. Provide a keyswitch for each reader controlled elevator in Post One

Security control panel to bypass the reader controlled elevator function and return the elevator to normal operation.

8. Firemen’s Override a. Firemen’s override and automatic recall functions shall bypass all

security elevator control functions. 9. System Interface

a. To provide for elevator / security system interface and a terminal cabinet in each elevator machine room. The terminal cabinet shall contain all terminals required to interface the elevators served by the machine room to the security system.

10. Submittals a. Submit product specifications, fabrication shop drawings, and wiring

diagrams of the following: 1) Elevator / Security interface terminal cabinet. 2) Card reader installation. 3) Keyswitch installation. 4) Traveling Cables.

11. Interface Terminal Cabinet a. The interface terminal cabinet shall be a lockable continuous hinge

cover NEMA Type 4 enclosure. The cover of the enclosure shall be labeled to identify its function.

b. Dual screw barrier type terminal strips shall be provided within the interface terminal cabinet. Terminals shall be provided for each interface point. All terminals shall be labeled to identify their function.

12. Traveling Cable a. The card reader interface traveling cable shall be one (1), twelve (12)

conductor 20 gauge stranded, low voltage cable with an overall braided shield and drain wire.

b. Traveling cable shall be provided with two (2), RG-59U stranded center conductor coax cables and one (1), two (2) conductor 20

gauge stranded, low voltage cable with an overall braided shield and drain wire for CCTV Camera (installed by Others).

c. All security interface traveling cables shall be located in the elevator control traveling cable and shall be isolated from other traveling cables used to carry high voltage alternating current circuits.

13. Bypass and Floor lockout Key Switches a. The bypass keyswitch and floor lockout key switches shall be a

maintained contact type keyswitch with the key removable in either the lockout or normal position. All bypass keyswitches shall be keyed alike.

b. Each bypass keyswitch shall be labeled to identify its function and floor numeral, the secure/lockout position, and the bypass position.

14. Interface Terminal Cabinet a. Install the interface terminal cabinet within the elevator machine

room in a readily accessible location no more than 6'-0" AFF. b. Provide any control logic and relays that will be required to interface

the elevator control system to the dry contact closures (rated for 1 AMP at 24 VDC) provided by the security system.

c. Provide interconnect wiring form the elevator control system to the interface terminal cabinet.

d. The security contractor shall wire from the security system to the interface terminal cabinet.

15. Card Reader and CCTV Camera Installation a. The card reader and CCTV camera shall be provided by the security

contractor and installed by the Elevator Contractor. The security contractor shall provide supervision, wiring details and installation diagrams to the Elevator Contractor.

b. The exact card reader and CCTV camera locations shall be specified by the Government.

16. Traveling Cables a. Traveling cables for card reader interface shall extend from the

elevator / security interface terminal cabinet in the elevator machine room to behind the elevator return panel. Terminate the cables including the drain wire to dual screw barrier terminal strips in the interface cabinet and provide 6 feet of excess cable behind the elevator return panel. The Elevator Contractor shall be responsible for connecting the cable behind the return panel to the card reader under the direct supervision of the security contractor.

b. Traveling cables for the CCTV camera shall extend from the elevator / security interface terminal cabinet in the elevator machine room to the top of the elevator cab. Provide an excess loop of 10 feet of cable at each end.

17. Conduit, Power and Wiring

a. Provide all conduit, power and wiring required for the installation of the terminal cabinet, traveling cables and interfacing to the elevator control system.

b. Provide one (1) single phase duplex unswitched outlet dedicated to security on top of each elevator equipped with CCTV camera.

c. The security contractor shall provide all wiring from the interface terminal cabinet to the security system.

18. Automatic Bypass of Card Reader Control of Elevators a. The card reader control of elevators shall be automatically bypassed

by the security system upon a fire alarm condition. b. To provide for automatic bypass, the fire alarm contractor shall

provide a normally closed dry output contact from the fire alarm system. Upon a fire alarm condition, the contact shall open the elevator system shall bypass the card reader control of elevators. The contact shall remain open until the fire alarm system is manually reset.

G. MAINTENANCE DURING PRE-CONSTRUCTION AND CONSTRUCTION PHASES

1. Existing Equipment: Provide maintenance service of the existing equipment from the award-of-contract until that elevator is removed from service. This maintenance service shall be preventive maintenance (adjust, clean, lubricate, etc.) with repairs, including both labor and material, invoiced separately. These services shall include the following features.

a. Monthly systematic examination and adjustment of equipment. (Minimum of 2 hours per month per elevator and a minimum of one visit per elevator per month exclusive of call back service.)

b. Cleaning, lubricating, adjusting, repairing and replacing of all parts as necessary to keep the equipment in proper working order.

c. Repairs, renewals and replacements shall be made by Contractor within a reasonable time, as soon as monthly or other examinations reveal the necessity therefore, or when the Contracting Officer so advises the Contractor under the terms of this agreement. "Reasonable time" meaning that positive corrective action shall be taken within twenty four (24) hours from Contractor's awareness.

d. Provide 24 hour emergency service which shall consist of promptly responding to calls within two hours for emergency service (one hour if the Contractor is advised that a trapped passenger is involved) should a shutdown or emergency trouble develop between regular examinations.

2. New Equipment: Provide maintenance service on the newly constructed elevator from the acceptance of the elevator under the Warranty Maintenance Program. This maintenance service shall be "full-service" including preventive maintenance (adjust, clean, lubricate, etc.) and repairs,

including both labor and material. These services shall include the following features.

a. Monthly systematic examination and adjustment of equipment. (Minimum of 2 hours per month per elevator and a minimum of one visit per elevator per month exclusive of call back service.)

b. Cleaning, lubricating, adjusting, repairing and replacing of all parts as necessary to keep the equipment in proper working order.

c. For this new equipment, maintaining the performance standards set forth in this specification.

d. There shall be no charges for replacing malfunctioning parts on the new equipment.

e. Repairs, renewals and replacements shall be made by Contractor within a reasonable time, as soon as weekly or other examinations reveal the necessity therefore, or when the Contracting Officer so advises the Contractor under the terms of this agreement. "Reasonable time" meaning that positive corrective action be taken within twenty four (24) hours from Contractor's awareness, it being understood and agreed that repairs, renewals and replacements shall be new and genuine parts supplied by the manufacturer of the original elevator equipment and shall apply to the repair, renewal or replacement of all mechanical, hydraulic, electronic and electrical parts.

f. Provide 24 hour emergency service which shall consist of promptly responding to calls within two hours for emergency service (one hour if the Contractor is advised that a trapped passenger is involved) should a shutdown or emergency trouble develop between regular examinations.

H. PHASING SCHEDULE

Within 14 days of contract award the Contractor shall furnish the Contracting Officer with a phasing schedule including the dates which each phase will begin and end. In addition, Contractor shall notify the Contracting Officer two weeks in advance of the proposed date of starting work in each specific area of site, building or portion thereof. Note that all times listed for the phases in the following paragraphs are from the date of receipt of the Notice to Proceed.

Phase I: Prepare and submit shop drawings and samples on all items required of the Contract within sixty (60) calendar days. Phase II: Within 180 calendar days after approval of the shop drawings the Contractor shall commence elevator reconstruction project with the removal of the elevator from service. Within 90 calendar days after the elevator has been taken out of service, the Contractor shall test, certify the completeness, and return the reconstructed elevator back for usage by Embassy personnel. The Contractor shall

assume responsibility for providing "full service maintenance" of the elevator the elevator has been accepted. Phase III: Within seven (7) calendar days after acceptance of the elevator, on-site training and instruction of two Government personnel and also assume responsibility for providing Warranty Period Maintenance Adjustment and Repair Service and shall continue for twelve (12) months.

I. SHOP DRAWING SUBMITTALS Submit complete detailed shop drawings for each elevator system for review prior to commencement of any work in accordance with the requirements of the Contract Documents. All shop drawing submittals shall be written in the English language. Items which shall be detailed shall include, but shall not be limited to:

1. drawings showing sections of each elevator shaft, pit and machine room, which illustrate the full height;

2. drawings showing plans of each elevator machine room including the arrangement of all equipment;

3. working drawings showing location of all elevator and electrical equipment, loads and other information as directed;

4. complete wiring diagrams of all circuits in the system, and parts catalogues; 5. detail drawings of each elevator car and elevator hoistway entrance

including elevation, floor plans, reflected ceiling plans and complete details of doors, frames, controls, fixtures and all accessory equipment;

6. copies of the manufacturer’s specifications and installation instructions for each item or component part, and for each elevator system. Include manufacturer’s certifications, and other data as may be required to show compliance with these specifications.

J. SUBMITTALS OF SAMPLES OF MATERIALS, COLORS, TEXTURES AND

FINISHES The Contractor shall submit the following:

1. a sample plate, which illustrates the finish and thickness, of the stainless steel to be used in the interior finish of the car;

2. color charts for selection of paints which are to be applied by the installation Contractor or the Manufacturer;

3. sample pieces of the plastic laminate, which show the available colors and textures, which is to be used in the car interior;

4. color illustrations or sample pieces showing the available choices in the car's flooring.

K. POWER SUPPLY

1. It shall be the Contractor's responsibility to determine if the local utility electrical power is compatible with the proposed elevator control system. If, after the elevator is installed it is discovered that the elevator is experiencing

problems with the incoming electrical power (e.g., voltage fluctuations, power surges, high voltage spikes, low voltage sags, frequency variations, etc.), then it shall be the Contractor's responsibility to install additional power conditioning equipment (e.g., stabilizing transformers, filters, surge suppressers, etc.) to remedy the situation. The cost of the additional power conditioning equipment shall be the responsibility of the Contractor at no additional cost to the Government. Therefore, the Elevator Contractor, prior to submitting his proposal, may want to analyze the local utility power supply to determine if there are fluctuations or other problems with this electrical service which would effect the elevators' operation. If any additional power conditioning equipment is required then the Contractor could include it in his proposed price.

2. The Contractor shall be responsible for all wiring, conduit and connections from the machine room disconnect switch to the elevator equipment.

L. WORK SCHEDULE

Before work is started, submit prepared work schedule for approval and arrange with the General Services Office the sequence of procedure, means of access to premises, space for storage, use of approaches, corridors, stairways and elevators, location of temporary partitions, etc. The Contractor shall notify the American Embassy in writing, two weeks in advance of starting work on elevators.

M. SAFETY PRECAUTIONS

1. Provide screens, partitions, or other suitable barricades to effectively isolate public and building personnel from work areas of each elevator, while it is out of service. It shall be the obligation of the Contractor to maintain a free and clear passageway in each elevator lobby. Parts, tools, etc., shall be kept within the confines of the work area.

2. Contractor shall also provide one (1) fire extinguisher in each machine room during the entire construction period. The fire extinguishers shall be 25 pound ABC type.

N. MATERIALS AND EQUIPMENT REMOVED

1. It shall be the Contractor's responsibility to remove the existing equipment and materials (including the machines, controls, transformers, motors, sheaves, ropes, cabs, car frames, counterweights, ropes, wiring, conduit, etc.) from the work site.

2. Contractor shall receive title to all materials and equipment required to be removed and not specified to be reused or retained, as of date of withdrawal of material from service by Contractor to complete required and scheduled work. Government does not warrant condition of said material to which Contractor shall obtain title, neither shall Government be liable for any damage before or after title passes to the Contractor.

3. After completion of work, and before the issuance of Certificate of Final Acceptance, work shall be thoroughly cleaned, and elevators properly adjusted, so that they are in proper operating condition. Contractor shall remove from site, all debris, abandoned elevator equipment and associated materials which are no longer required as a result of work performed under this Contract to be left as part of finished work, and shall remove all stains and defacements caused by this Contractor's work. The entire work shall be left in a clean condition, satisfactory to the Contracting Officer.

O. AS-BUILT DRAWINGS AND WIRING DIAGRAMS

Prior to the acceptance testing of each elevator the Contractor shall provide a record set of drawings for that respective elevator along with all of the changes made during the installation of work. At the completion of the job, submit for the Government’s use, a complete set of AS INSTALLED plans and wiring diagrams. Mount one set of wiring diagrams in the machine room. Incorporate all changes on these diagrams which are the Government’s property.

P. SPARE PARTS

Provide spare parts required for maintenance of the elevator equipment installed under this contract. The spare parts shall be placed in a new storage cabinet in the machine room and become the property of the Owner. Locate storage cabinet and spare parts inventory as directed by the Owner. Upon expiration of the contract, a complete set of spare parts as described below shall be turned over to the Owner and a receipt obtained. The following is an absolute minimum requirement:

1. A complete set of fuses. 2. A complete set of solid-state replacement boards for the control system. 3. Spare metal or carbon contacts for all control equipment. 4. Two of each type of relay. 5. Any such other parts as recommended by the elevator manufacturers which

are needed to assure prompt replacement in the event of a shutdown of any elevator.

Q. MAINTENANCE MANUALS

The Contractor shall submit two (2) complete sets of maintenance and operating instructions, including parts lists for each complete elevator system and as-built wiring diagrams. Assemble manuals for component parts into single binders for elevators in each building and identify each binder with the elevator designations shown.

R. INSTRUCTION OF OWNER’S PERSONNEL Prior to the acceptance, the Contractor shall instruct the Owner's designated personnel (a minimum of 8 hours) in the recommended methods of rescuing passengers trapped in a stuck elevator along with the other practical details of maintaining, adjusting and trouble-shooting the equipment.

S. ACCEPTANCE INSPECTION/TESTING

Prior to any elevator being turned over for passenger usage, the elevators shall be first subjected to a safety inspection and acceptance testing in accordance with the ASME A17.2.1 Inspector's Manual.

T. GOVERNMENT-FURNISHED ELEVATOR INSPECTOR

The inspection shall be performed by, and the tests directed by, by a U.S. Government designated "Qualified Elevator Safety Inspector" (QEI) who meets the requirements of ASME-QEI-1-2007. Note that the QEI(s) will be supplied by the Government. There will be no charge to the Contractor for the QEI(s) unless the elevator is not able to be successfully inspected/tested in a five (5) work day period and the QEI(s) have to either extend their stay or return at another time.

U. PRE-TESTS AND ACCEPTANCE TESTS

1. It shall be the responsibility of the Contractor to pre-test, per the specification, the elevators and related equipment, for proper operation before requesting final acceptance inspection and testing.

2. Procedure outlined in the "American Standard Practice for Inspection of Elevators, Inspectors Manual ASME A17.2.1 shall apply.

3. Before the elevators are accepted for passenger usage, the elevators shall be inspected and tested. The inspection shall be conducted and the tests monitored and witnessed by a "Qualified Elevator Inspector" who meets the requirements of ASME QEI-1-2007. The QEI shall be provided by the U.S. Government with no cost to the Contractor.

4. At the designated time of inspection, the Contractor shall supply properly marked testing weights.

5. Repeating the tests: If the equipment fails any test, than those discrepancies shall be corrected and the equipment shall be re-tested until satisfactory results are obtained. Any additional costs associated with repeating those tests will be the responsibility of the Contractor. Those additional costs may include salaries, travel, lodging, etc., if it is necessary for the U.S. Government representative(s) to extend their initial visit or to have a return visit for the purpose of repeating those tests.

V. WARRANTY

Provide special project warranty effective for one year from acceptance of the elevator, which shall be signed by Contractor, Installer and Manufacturer, agreeing to replace/repair/restore defective materials and workmanship of elevator work during warranty period. "Defective" is hereby defined to include, but not by way of limitation, operation or control system failures, performances below required minimums, excessive wear, unusual deterioration or aging of materials or finishes, unsafe conditions, the need for excessive maintenance, abnormal noise or vibration, and similar unusual, unexpected and unsatisfactory conditions.

W. RELATED WORK TO BE PERFORMED BY THE GOVERNMENT

1. Telephone line and junction box to the car controller. 2. Permanently open smoke ventilation of each elevator shaft providing not

less then three square feet of free vent area per elevator opening directly to outside air. Dampers which open under a slight increase in pressure or smoke-activated motorized dampers are acceptable.

3. The Government will provide a signal to the machine room controller to indicate special emergency condition due to smoke detection activation and smoke sensor in each elevator lobby, top of hoistway and the machine room. Smoke detectors will be installed by the Government. Manual reset of smoke detectors is required. The final connection to the controllers shall be by the elevator contractor.

4. Security card readers shall be furnished by the Government. 5. The Government shall relocate the existing sprinkler piping in the machine

room. X. ALTERNATE PRICE NO. 1: MAINTENANCE/REPAIR SERVICE DURING THE

OPTION YEARS OF THE POST-WARRANTY PERIOD 1. Proposal: Submit a per annum cost including all escalation for a Full

Maintenance and Repair Service Agreement for one (1) elevator for each of the five (5) option years during the Post-Warranty Period.

2. Requirements: Maintenance and repair services shall be provided in accordance with the requirements stated in Section 1.10 MAINTENANCE/REPAIR SERVICE REQUIREMENTS DURING THE RECONSTRUCTION, WARRANTY AND POST-WARRANTY PERIODS" of this Statement of Work Section.

3. Contract Duration: The Post-Warranty Maintenance Agreement shall commence at the termination of the Warranty Period and shall continue for a period of five (5) option years all of which are at the option of the Government. The Government may terminate this agreement either at the end of the first year, or at the end of any subsequent year by giving the Contractor thirty (30) days prior written notice.

4. Labor Contracts: It is understood and agreed that the Contractor shall furnish to the Government a copy of any current labor union contracts pertaining to elevator maintenance personnel employed by the Contractor. Updates and changes to these labor union contracts shall continue to be provided to the Government for the duration of the contract.

5. Maintenance Log: During the Post Warranty Period, the Contractor shall maintain a "trouble-log" at the maintenance supervisor's office trouble desk or designated area. The log shall list the date and time of all weekly examinations and all trouble calls. Each trouble call shall be recorded by a designated Government employee noting the date, time, elevator, status and general description of the trouble. Upon arriving, the Contractor's personnel

shall sign-in this log and upon completion shall fully describe the nature of the call, necessary corrective action performed and/or parts replaced in the log. Without exception the Contractors personnel shall sign in - out every time he arrives or departs the building, regardless of whether the visit was a routine maintenance or a trouble call.

6. Cancellation For Cause: Upon written notice to the Contractor, all outstanding items shall be remedied within thirty days or within a time deemed reasonable without cost to the Government. Failure of the Contractor to promptly remedy deficiencies noted in the written request of the Government shall be cause for cancellation of all of the Government's contractual obligations. The Government shall have the right to cancel this Contract once cause has been established.

II. Delivery Location and Time

A. The contractor shall deliver all ordered items to the U.S. Embassy Hanoi. The address is: U.S. Embassy Hanoi 7 Lang Ha Street, Dong Da District, Hanoi, Vietnam B. The contractor shall deliver all items not later than 90 days after date of contract award. C. Any contractor personnel involved with the delivery of the items shall comply with standard U.S. Embassy regulations for receiving supplies. The Contracting Officer's Representative (COR) will be responsible for instructing contractor personnel at the time deliveries are made. Prior notice of at least 5 working days [ X ] will [ ] will not be required. D. If delivery will be to U.S. Embassy, delivery shall be made between the hours of normal working hours 08:00-17:00.

(d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. (a) Definitions. As used in this provision— “Economically disadvantaged women-owned small business (EDWOSB) concern”

means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.

“Forced or indentured child labor” means all work or service— (1) Exacted from any person under the age of 18 under the menace of any penalty

“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—

(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;

(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;

(3) Consist of providing goods or services to marginalized populations of Sudan; (4) Consist of providing goods or services to an internationally recognized

peacekeeping force or humanitarian organization; (5) Consist of providing goods or services that are used only to promote health or

education; or (6) Have been voluntarily suspended.

“Sensitive technology”— (1) Means hardware, software, telecommunications equipment, or any other

technology that is to be used specifically— (i) To restrict the free flow of unbiased information in Iran; or (ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and

(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).

“Service-disabled veteran-owned small business concern”—

(1) Means a small business concern— (i) Not less than 51 percent of which is owned by one or more service-disabled

veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and

(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.

(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).

“Small business concern” means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and size standards in this solicitation.

“Subsidiary” means an entity in which more than 50 percent of the entity is owned— (1) Directly by a parent corporation; or (2) Through another subsidiary of a parent corporation.

(ii) Examples. (A) The taxpayer has received a statutory notice of deficiency, under I.R.C.

§6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.

(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. §6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.

(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. §6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.

(1) All offerors must submit the information required in paragraphs (l)(3) through (l)(5) of this provision to comply with debt collection requirements of 31 U.S.C. 7701(c) and 3325(d), reporting requirements of 26 U.S.C. 6041, 6041A, and 6050M, and implementing regulations issued by the Internal Revenue Service (IRS).

(2) The TIN may be used by the Government to collect and report on any delinquent amounts arising out of the offeror’s relationship with the Government (31 U.S.C. 7701(c)(3)). If the resulting contract is subject to the payment reporting requirements

described in FAR 4.904, the TIN provided hereunder may be matched with IRS records to verify the accuracy of the offeror’s TIN.

(m) Restricted business operations in Sudan. By submission of its offer, the offeror certifies that the offeror does not conduct any restricted business operations in Sudan.

(n) Prohibition on Contracting with Inverted Domestic Corporations. (1) Relation to Internal Revenue Code. An inverted domestic corporation as herein

defined does not meet the definition of an inverted domestic corporation as defined by the Internal Revenue Code 25 U.S.C. 7874.

(2) Representation. By submission of its offer, the offeror represents that— (i) It is not an inverted domestic corporation; and (ii) It is not a subsidiary of an inverted domestic corporation.

(o) Sanctioned activities relating to Iran.

(1) The offeror shall e-mail questions concerning sensitive technology to the Department of State at [email protected].

(2) Representation and Certification. Unless a waiver is granted or an exception applies as provided in paragraph (o)(3) of this provision, by submission of its offer, the offeror—

(i) Represents, to the best of its knowledge and belief, that the offeror does not export any sensitive technology to the government of Iran or any entities or individuals owned or controlled by, or acting on behalf or at the direction of, the government of Iran; and

(ii) Certifies that the offeror, or any person owned or controlled by the offeror, does not engage in any activities for which sanctions may be imposed under section 5 of the Iran Sanctions Act.

(3) The representation and certification requirements of paragraph (o)(2) of this provision do not apply if—

(i) This solicitation includes a trade agreements certification (e.g., 52.212-3(g) or a comparable agency provision); and

(ii) The offeror has certified that all the offered products to be supplied are designated country end products.
