SUBJECT : AMENDMENT TO MC#13 s.2017 RE: GUIDELINES ON FREE IRRIGATION SERVICE

NIA has been receiving several complaints from farmers and from other : , ( d o r s addressed to the Office of the Administrator or coursed through various government offices on the continued collection of certain fees by officers of Irrigators' Associations (lAs) despite the pronouncement of the national government that irr igat ion service w i l l be fiee st int ing 2017. The lAs could be invoking Item #8 of MC 13 s. 2017- Guidelines On Free Irrigation Service- where lAs are encouraged to collect additional amount on top of the regular dties from their members to augment the Associations' 0 & M budget lor as long as the collection was approved by the respective general assemblies of the lAs. There were even false allegations that NIA employees themselves are spearheading the collection activities.

In v iew of the above, and to avoid confusiori especially by members of lAs anti other users of i rr igat ion water, the NIA Board of Directois has approved Resolution No. 84(>6~17 series of 2017 deleting Item # 8 of MC 13 s. 2017. This is to al low the lAs, as indep.Mident and private organizations, to tackle the matter anioiig diemselves.
