Salinas has been appointed as Maritime Ambassador of the International Maritime Organization (IMO). This honor is a recognition by the IMO of Ambassador Salinas’ service and dedication to the maritime industry throughout his professional career, his vision for the promotion of Filipino maritime professionals and his continued efforts to sustain the country’s position of leadership in global shipping. A focal point of his new role will be to drive enhancement of the overall image of shipping as an industry that moves the world, and seafaring, as a noble profession that ensures safe, reliable and efficient transport. In so doing, it is hoped that such efforts will help attract the best and brightest of Filipino youth to such an important global industry. PTC Welcomes Representatives from the Belgian and Dutch Embassies H.E. Ambassador Michel Goffin of the Embassy of the Kingdom of Belgium and Mr. Jaco Beerends, Deputy Head of Mission of the Embassy of the Kingdom of the Netherlands, visited PTC last January 11, 2017 to take part in discussions on maritime training and education with Ambassador Carlos Salinas and executives of the PTC Group. Among the key points discussed in the meeting was how PTC, through the Philippine Center for Advanced Maritime Simulation and Training, Inc. (PHILCAMSAT) and the Mapúa-PTC College of Maritime Education and Training (CMET) which are both certified by the Belgian Maritime Institute, can be part of the efforts to address concerns raised by the European Maritime Safety Agency regarding maritime training and education in the Philippines. Updates on the Dutch Embassy’s meeting with the German, Norwegian and British embassies regarding EMSA issues were also covered. Prior to the meeting, the representatives of the two embassies were given a tour of PHILCAMSAT’s world-class simulator facilities. PTC Launches Development Program for GMPs To help accelerate the professional growth of all PTC Global Maritime Professionals (GMPs), the company has launched the PTC Technical Training and Leadership Development Program, to be delivered through the Philippine Center for Advanced Maritime Simulation and Training, Inc. (PHILCAMSAT). This landmark program aims to increase the number of GMPs who sail with accelerated credentials in order to build a more stable succession on board. The program is also designed to strengthen the competencies of GMPs to respond to emergency situations, expand their technical proficiency, and broaden leadership capability across all ranks. To make this possible, PTC has established a training subsidy which allows as many as 50,000 GMPs to enroll in prime courses under PHILCAMSAT’s Cornerstone and Capstone Program. For a very minimal administration fee, ratings and officers have access to as many as 66 and 108 hours, respectively, of quality learning. PHILCAMSAT’s Cornerstone Courses are critical classes that push the performance levels of GMPs beyond the expected standard competencies. These specialized courses are integrated to include methodologies that enhance Leadership, Analytical and Decision-Making capabilities which enrich soft skills in the context of technical competency development. The Capstone Course meanwhile is a unique evaluation program that not only assesses critical technical and leadership competencies but also provides learning opportunities to sharpen GMPs’ performance capability under challenging and difficult conditions. Included in the program offerings are premier, specialized courses such as the PTC Bosun’s Role & Responsibility Evaluation and Enhancement Program (BOSREEP), cited as Highly Commended at the 2017 Safety at Sea (SAS) Awards, and Human Element in Leadership and Management (HELM) for Deck and Engine certified by the UK Chamber of Shipping’s Merchant Navy Training Board. The students also keep track of their adopted ship on a big world map. International Maritime Organization (IMO)’s Maritime Ambassador George Hoyt and officers from PTC and PTC-CSJ presented Certificates of Appreciation to the five principals and who have enrolled their respective ships in this educational endeavor for Filipino youth: Exmar Shipmanagement, Grindrod Shipping, Hydroussa Navigation, Seaspan Ship Management and TechnipFMC. In another ceremony, PTC-CSJ President Carla S. Limcaoco also presented Certificates of Appreciation to four school principals and 20 teachers. During the program, one teacher shared a touching story of an AAS pupil whose father was a seafarer. The student did not initially understand his father’s work but through AAS, he was able to gain not only a deeper understanding of his father’s profession and a greater appreciation of the important role that seafarers play in our everyday lives. The teacher also shared that the boy’s mother was very thankful to AAS for providing her son with this unique learning opportunity. As PTC-CSJ President Carla Limcaoco said, “The learnings go beyond just the hardware and reach out to both the children and teachers in deeper ways. This further strengthens our appreciation for AAS and its potential to educate and raise awareness about shipping and our global maritime professionals.” AAS is implemented in partnership with PTC, PTC-CSJ, IMO and InterManager. PTC GMPs Lauded for Rescue of Vietnamese MarinersThe officers and crew of MV Asiatic Dawn, a boxship under Asiatic Lloyd ShipManagement LLP, were commended for their heroic efforts in the rescue of eight crewmembers from the Vietnamese vessel Do Minh Toan which sunk at the South China Sea near Singapore last January 12, 2018.

MV Asiatic Dawn was among the three merchant vessels which responded to the MOB alert (man over board) sent out by the Singapore Port Operations Control Centre, according to the Maritime and Port Authority of Singapore. Three more survivors were rescued by the other vessels, while two crewmembers remain unaccounted for at the time of reporting. The rescued mariners were immediately given first aid treatment and were provided with food, water and dry clothes before being endorsed to authorities at Port Kelang in Selangor, Malaysia.

Capt. Ihson Gafar, Director of Operation and Safety – DPA/CSO, Asiatic Lloyd ShipManagement LLP, commended the officers and crew of Asiatic Dawn headed by its Master Capt. Aldwin D. Agpasa, for their exceptional seamanship and heroism despite difficult conditions during the night of the rescue.

Starting 2018 the PTC WayPTC GMPs and their families started off the new year with optimism and focus by setting goals for their health and finances through the help of PTC’s Family and Crew Relations (FCR) and their partner AXA Philippines at the 2018 Kick-Off General Assembly held last January 27 at the Penthouse of First Maritime Place in Makati. The assembly was opened by Mr. Peter Lugue, PTC AVP for Crewing Operations, followed by Ms. Normie Hernandez, FCR Manager, who enlightened attendees on how to track their SSS, PHILHEALTH and PAG IBIG contributions online. Dr. Louie Mar Gangcuangco, MD, conducted a health and wellness forum while Mr. Ram Guerrero, OFW Section Director, AXA Philippines, discussed the importance of financial literacy and planning especially for GMPs and their families. Aside from these talks, guests were also treated to a hearty lunch, fun games and prizes.

PTC-CSJ Foundation Brings Plastic Oceans to IloiloOver 1,900 maritime students learned about the importance of marine conservation as the PTC-CSJ Foundation, in cooperation with the Swedish Embassy of Manila, brought the environmental roadshow “#HindiAkoPLASTIC: A Collaboration on Sustainability” to the St. Therese - MTC Colleges (STC) in Iloilo.

The roadshow featured screenings of the award-winning documentary film “Plastic Oceans” by journalist Craig Leeson and was held from January 19 to 26 at the Tigbauan and La Fiesta campuses of STC.

Students from STC’s Magdalo campus were also present in the screenings. This marks the second leg of the roadshow after its launch last October 2017 at the Mapúa-PTC College of Maritime Education and Training (CMET) in Malayan Colleges Laguna.

The Plastic Oceans roadshow aims to educate maritime students and the general public about the plight of marine animals living among the estimated 5 trillion pieces of plastic rubbish generated by humans. To date, the roadshow has screened the documentary to almost 2,700 students and is scheduled to be brought to maritime schools and theaters across Visayas and Luzon this 2018.

The event was supported by PTC, the Philippine Center for Advanced Maritime Simulation and Training, Inc. (PHILCAMSAT), the Swedish Institute, Business & Professional Women (BPW) Makati and Plastic Oceans Foundation.

ANGKLA Sponsors Bill Strengthening PDOSCongressman Jesulito Manalo of ANGKLA has sponsored House Bill No. 6649 entitled “An Act Strengthening Further the Pre-Departure Orientation Program for Overseas Filipino Workers (OFW)” to include Financial and Entrepreneurial Education, amending for the purpose of Republic Act No. 8042, as amended, otherwise known as the Migrant Workers and Overseas Filipino Act of 1995. Now approved on Second Reading, the proposed bill aims to provide OFWs, including seafarers, with relevant information and knowledge that will not only ensure their safety and well-being while employed overseas, but will help them achieve financial stability upon their return. Cong. Manalo currently chairs the Overseas Workers Affairs Committee of the House of Representatives.

PTC-CSJ Recertified by the PCNC

The PTC-CSJ Foundation, Inc. has been re-accredited by the Philippine Council for NGO Certification (PCNC) after once again passing the PCNC standards of good governance, management and accountability and has thus been granted a three-year certification valid until 2020. PCNC is a private voluntary organization that promotes professionalism, accountability, and transparency among its members and the Philippine non-profit sector. Its certification serves as a “seal of good housekeeping” among member NGOs across the country. The Certificate of Accreditation was awarded to the PTC-CSJ Foundation last December 11, 2017 by PCNC Executive Director Luis P. Morales and Chairperson Fr. Antonio Cecilio Pascual. .

FMCC Unveils Easier Loaning Process for PTC GMPs

First Maritime Credit Corporation (FMCC) has recently announced its “no co-borrower” policy for all PTC GMPs who wish to apply for any of its loan packages. The new policy allows FMCC to more readily assist clients who would like to avail of Pang-Tawid (bridge), Pang-Asenso (livelihood) or Pang-Edukasyon (education) loans at terms extremely favorable to PTC GMPs. PTC Mil-Com Congratulates First Batch of FA Graduates for 2018PTC Mil-Com Aviation Training Center congratulates this year’s first batch of graduates of the 15-Day Flight Attendant Training Program. Named as Valedictorian and Academic Excellence Awardee for this batch was Ms. Ivy Hinuguin. This unique internship program prepares enrolled college students for a career in the airline industry via classroom lectures, group activities, and hands on training which are convertible to on-the-job training (OJT) hours. Previous graduates of this program have gone on to successfully pass the recruitment process of several local and international airlines and are currently pursuing careers as flight attendants and ground crew. Preparing for the New Generation of ISO StandardsIn anticipation of PTC’s transition to the updated Environmental Management System (EMS) Standard, the EMS Core Team headed by Environmental Management Representative Benjamin Reyes, conducted an ISO 14001:2015 Foundation Training Course last January 23 to 24, 2018. The training was designed to help the attendees develop a clear understanding of environmental management in the modern era and to provide employees involved in audit conduct and management with the necessary skills to fulfill their role. The training was facilitated by Ms. Vilma Julatan of DNV GL Philippines.

Staying Heart HealthyWith the growing prevalence of hypertension among the youth, PTC’s Health & Wellness Seminar held last January 30 focused on this dreaded yet highly-preventable disease. The seminar was conducted by Dr. James Edward P. Sison, MD, Diplomate, Philippine College of Occupational Medicine, who discussed the risk factors leading to hypertension and what can be done to minimize these in order to ensure cardiovascular health. He emphasized that through lifestyle modification and healthier habits, even individuals classified as pre-hypertensive may lessen their chances of developing cardiovascular diseases.

PTC Group executives, together with officers of the Filipino Shipowners Association, paid a courtesy visit to Hon. Bernard P. Olalia, Officer-in-Charge and Vice-Chairman of the Philippine Overseas Employment Administration (POEA) and Undersecretary for Human Capital Development and Regional Operations of the Department of Labor and Employment last January 16, 2018 at the POEA office in Mandaluyong City.

The PTC Group Management Team gathered last January 24, 2018 at the Legaspi Room of First Maritime Place for the closing session of the first Quarterly Business Review for the year.
