BSF, CISF bag top prize in NHRC debate

Deeptimaan Tiwary,TNN | Oct 27, 2014, 09.37 PM IST NEW DELHI: BSF and CISF on Monday bagged top laurels in an inter-paramilitary debate competition on the importance of human rights in the sphere security. Organised by National Human Rights Commission (NHRC) the debate was titled 'There can be no security without Human Rights'. Constable Amarendra Kumar of BSF won the first prize in Hindi debate while SI/Mahila Irina Pego of CISF lifted the first prize in English debate. Head Constable Rajeshwari Vijay of CRPF won the second prize in the Hindi debate. The Running trophy was lifted by CISF. As many as 64 participants had contested the semi-finals held on September 27, 2014, of whom only 16 were selected for the finals. The event was organized at CRPF Institute -Shaurya in Vasant Kunj. Justice (Retd) K.G. Balakrishnan, Chairman, NHRC was the chief guest and chief of jury while Kanwaljeet Deol, DG NHRC, Gopal Sharma, former DG J & K and SSB and Prof Anuradha Chinoy of JNU were the other jury members. Speaking on the occasion, Balakrishnan lauded CRPF for its role in anti-terrorist operations and said that NHRC is very strict in dealing with terrorism and that terrorist activities have to be dealt with seriously, a CRPF release said. He was of the view that 'not the act but the attitude' will bear fruit in the long run. He said that real winner of this debate competition is policing and that the participants will leave as better informed officers, the release said. PVK Reddy, Addl DG (HQ), CRPF, VS Yadav, IG RAF and Malini Aggarwal , DIG RAF were also present on this occasion. CRPF was assigned the responsibility to organize the debate competition this year.

New Delhi: The National Human Rights Commission (NHRC) has recommended that the Uttar Pradesh Government pay Rs. five lakh to a victim of police torture due to which he became permanently disabled.

The case is related to a student named Ashish Kumar Madheshiya, who as a 17-year-old boy, was picked up by the police personnel of Pipraich Police Station, Gorakhpur district, on 23rd January, 2010.

During the course of inquiry, the NHRC found that Ashish was illegally detained and severely tortured by the Station Officer (SO) and two Constables, which caused serious injury to his spine making him permanently crippled. As a result, the boy could not walk in his lifetime without help from others.

The NHRC has observed that this is a case of grave violation of human rights committed by the police officials for which the state is liable and recommended monetary relief. The NHRC has also asked the Senior Superintendent of Police (SSP) of Gorakhpur to respond within four weeks with the status of the departmental action and chargesheet against the erring police officials in the court.

The state government, through its Chief Secretary, has been given six weeks time to submit proof of payment to the victim.

Death of businessman: Delhi Police opposes CBI probe Press Trust of India | New Delhi October 27, 2014 Last Updated at 19:40 IST The city police has opposed in the Delhi High Court a woman's plea seeking CBI probe into the death of her 30-year-old businessman-husband who was allegedly abducted and killed by eight policemen here.

The Delhi Police, in an affidavit submitted before Justice Pratibha Rani, has said that since an independent judicial probe of the incident has been carried out by a magistrate and reports sent to National Human Rights Commission (NHRC), there is no reason to have a fresh investigation by CBI or any other agency.

It has said that it has "fairly" carried out the probe and has also filed a charge sheet in the case against the accused policemen.

It has also said that it will file a supplementary charge sheet in the case, if it is required.

The Delhi Police has said that interim compensation of Rs two lakh has been ordered to be paid to the victim's family in the matter by the South West District Legal Services Authority and thus, the plea for Rs 10 lakh compensation sought by the woman "would not lie in the facts and circumstances of the present case".

The court today listed the matter for further hearing on January 7, 2015, by when the petitioner can file a response to the affidavit of the Delhi Police.

According to the petition filed through advocate Gaurav Kumar Bansal, the businessman, Manoj Rana, was allegedly abducted on May 26 by eight policemen and taken to an undisclosed location.

Police later said Manoj was an accused in a case of opening fire during a wedding in Uttam Nagar locality here and it had been looking for him since the case was registered, his wife, Rishi Rana, has said in her petition.

She has said the accused policemen were forcing Manoj to confess that he had an illegal weapon which was used by him to open fire at the marriage party.

"As he refused to admit any false claims, it had annoyed the policemen who then beat Manoj Rana to death," she has said.

Rishi has also alleged that prior to the incident, the policemen had come to her house on May 19 and threatened to kill her husband.

The National Human Rights Commission (NHRC) has directed the concerned authority of Odisha government to submit an action taken report (ATR) over the alleged attack on a journalist by Revenue Minister Bijayshree Routray.

Acting on a complaint filed by human rights activist Subash Mohapatra, the commission has directed the concerned authority to submit the ATR within four weeks.

The Odisha Revenue minister Routray had allegedly abused and heckled Smruti Ranjan Behera, senior reporter with Odia news channel Focus Odisha inside the official chamber of the minister onSeptember 15. The TV reporter had come to his official chamber at the state secretariat along with other fellow reporters to record his comments on the Ghangapatana land scam probe.

Lawyer moves NHRC against Andhra Pradesh cops

Chennai: A lawyer from Chennai has approached the National Human Rights Commission (NHRC) against the Andhra Pradesh police, accusing them of building up fake red sanders smuggling cases against people from Tamil Nadu.

The petitioner claimed that the AP police had been violating all human rights norms and making people languish in jail for months. These detentions do not follow the guidelines prescribed by the Supreme Court, according to the petitioner.

In his petition, lawyer S. Zakir Hussain alleged that hundreds of people from Tamil Nadu are lodged in prisons in Kadapa, Chittoor, Nellore, Kurnool, and Rajahmundry for several months without even getting mandatory legal assistance.

“I had the occasion to visit the Rly Kodur judicial magistrate court’s in Kadapa district recently. I was shocked to see very large numbers of people from Tamil Nadu being produced for extension of remand in connection with red sander smuggling cases,” the lawyer said in his petition.

Andhra Pradesh police authorities had been acting in violation of the established procedure of law and had been committing a violation of human rights while apprehending them, says Hussain, who runs a trust named Rights Awareness Organisation in Chennai.

“Thereafter, I had managed see one chargesheet that had been filed before the Vth additional district munsif magistrate, Tirupati. There were as many as 430 persons implicated in crime No. 179/2013.

Of the total 430 persons, nearly 400 persons are from Tamil Nadu,” said the petitioner. These persons were brought from Tamil Nadu for employment as labourers, but the Andhra Pradesh police, for statistical purposes, had been implicating them as accused.

Citing a specific case of Muraliraj, a native of Dharmapuri district, the lawyer says that his entire right hand is inactive because of a paralytic attack.

“However, the Renigunta police have registered a case against him as if he was involved in the cutting of red sanders wood,” Hussain claimed in his petition to the NHRC.

He also alleged that the AP police had been killing innocent persons, mainly workers from TN, under the guise of searching for sandalwood smugglers.
