    CHAPTER 1.1 THE PROBLEM

    I.1 Introduction

    In a growing population and demand of the people town centers and commercial complex

    are areas that creates businesses, sources of the needs of the entire neighborhood or a

    community it powers the entire area with its services that every individual needs to live. Food,

    water, money, goods and other products are located making it a center of life in a community,

    rapid growth in population through the years results demands not only in goods but the standards

    of being on a municipality into a city rises up, failure to deliver such standards not only in economy

    but in architectural results flaws like traffic congestion, crowded hallways and uncomfortable

    places that no human being could resist in a subsequent number of times. Pacita Commercial

    Complex in the heart of San Pedro, City in Laguna and is the third and last town center that made

    up the downtown area of the whole city. Its adjacency to Bian City makes it more special

    because its where vehicles from the infamous Maharlika Highway passes by making it an

    important key to some of the drivers, the complex composes of fast food restaurants, a Tiange

    Center, supermarkets, banks and transportation like the PNR, Jeepney, UV Express, Pedi

    cab, Tricycle, Buses. The whole complex is the heart of the whole subdivision and villages because

    of the uniqueness of the stores and its services implied, and everyday commuters from any parts

    of San Pedro usually go, making it the center of San Pedro City, creating a diversified complex

    and linkage between the unseen advantages of transportation capability means efficiency in every

    aspects of the place, contributing not only to the progress of the area but because it gives people

    comfort of having such facilities into a certain place thus effectiveness is resulting factor.

    The proposed study aims to provide the component city of San Pedro specifically the

    owner Pacita lands with a well-planned and well adapted town center which will be the center of

    commercial, businesses, health and transportation in the residents of Pacita 1 and 2 and other

    subdivisions across the whole city, the target users will be the consumers and other commercial,

    health, businesses related services and the commuters. The end market will be the staffs of each

    and every establishments, and the tricycle drivers, Jeepney drivers, bus drivers, and other PNR

    related staffs and maintenances. The proponent is to develop a diverse complex which will be

    able to service the residents of the city and the neighboring city as well.

    I.1.2 Background of the Study

    The area that composes the Pacita Commercial Complex used to service only the small

    municipality of San Pedro, since the area of San Pedro was develop by the La Paz developers, the

    whole municipality of San Pedro flourish and progressed rapidly, 20 barangays was established

    by the local government of the area, several subdivisions dominated the area of San Pedro, Pacita

    Complex is one of the largest subdivisions in San Pedro, in which the Pacita Commercial Complex

    was established to be the center of commercial, trade and business and serves as the basin for

    commuters from Metro Manila or South Luzon, Visayas and Mindanao provinces and not only the

    subdivision of Pacita but all of the neighboring subdivisions as well.

    The roads of the Pacita Commercial Complex was given to the local government by the La Paz

    Developers, so the access from other roads of the government will be synchronized which will

    help the travel of the users from the other subdivisions and villages will be at ease, the Pacita

    railway station is one of the oldest station in Region IV-A which connects the goods from other

    provinces, commuters from Metro Manila to the commercial complex that helps the livelihood.

    The early building established in Pacita Commercial Complex was the Commercial building which

    is located in the center of the complex, the gas station was soon demolished and a fast food chain

    Jollibee was established in front of the National Road, the tricycle terminal was soon added, and

    Pedicab terminal in the south side was introduced to the public, city buses and provincial buses

    was operational since then and converted the parking lot into a bus terminal, the Jeepney was

    already swarming in front of the complex and other transportation like the UV express existed.

    On March 27, 2013 the municipality of the San Pedro was converted to a component city of the

    province of Laguna, since then the Pacita Commercial Complex was deemed to be as always aside

    from the 2 towns of San Pedro City, the iconic complex of San Pedro City, San Pedro City was

    known as Labasan because of its nature where commuters and other visitors are coming in and

    out of the neighborhood and serves a gateway to other visiting users, by the year 2015

    authorities and NGOs are striving that the city of San Pedro will be incorporated to Metro Manila.

    In this study, the Pacita Commercial Complex continues to serve as the gateway of the

    visitors and locals and an important sector for businesses and the key area for trading and

    commuting for the city of San Pedro. In what point should the site can be altered in order to

    reach the certain requirements of the studied approach to the problem: The New Development

    of Pacita Commercial Complex:

    What solution can be implemented on the pedestrian and vehicular traffic around

    the current area?

    What other architectural solutions can be implemented in a growing population?

    What benefiting factors can influenced not only traffic but efficiency in the area?

    How can a better complex and transportation hub can unify the needs of the users?

    Who are the beneficiaries and who will be benefited in the study?

    How to connect the benefits of the target users and the needs of the end users?

    The intention of the study is to create a documentation regarding Pacita Commercial

    Complex:

    To create a dynamic and flourishing complex for the growing population

    o From municipality to an emerging city, creates lots of flaws which the level

    of being a city cant be sustained, growing population deemed to have

    more space has to be given, growing demand and certain approaches has

    to be based on a city level planning, and analyzing it is the key solution.

    To sustain architecturally the demand of the emerging city of San Pedro

    o Formulation of certain nodes and certain spatial consideration in order to

    answer the future problems of space of the complex vehicular of pedestrian

    traffic, and certain spaces lacking in order for the comfort of the users.

    Create a certain boundary of transportation that wont be conflicted

    o Create a seamless and fluid transition of different kinds of transportation

    lurking inside the complex, in which they wont be conflicted to each other,

    that could create traffic and discomfort to the users due to its distance or

    the level of necessity based on the specific location of the transportation.

    Systematic arrangement of different activities into one focused place

    o Creating a focused activities in a complex could result to good flow activities

    without any conflicting reasons to have the congestion or other problems.

    To formulate a systematize execution of research that will produce credible

    and legitimate knowledgeable paper for further research study and

    development.

    o This research can be based on other development of the site in which for

    the benefit of the progress of the site, and to be able to help other entity

    that are having the same study to have an idea to prior research studies.

    Create a certain impact to the comfort and benefits of the users

    o The study create good impact and certain ideas to be proposed for the

    development and the contribution of study thus, getting more insights and

    proper knowledge to the statistics and ideas to be withdrawn to the study.

    Create a multi-dimensional perspectives of every ideas and views of the

    o Encourages certain people to view the study in other way possible that

    could negate a certain thought process which can sustain the study and

    further progress the overall needs of the research study.

    To develop the complex to standardization of modern approaches and

    modern ideas which can hold the future demands.

    o Commercial establishments, modern terminals and certain landscape ideas

    can be crafted into modern ideas which can benefit certain problems of the

    site and to progress the imagery of the whole complex.

    I.1.4 Significance of the Study

    The proposed study should be legitimate, credible and knowledgeable in order to obtain

    solid statistical results and certain basis for approaches, needs and the problems of the site must

    be shown so that the accurate result of the existing condition of the site will be properly

    documented. The study will provide various answers that needed specific answers that will create

    effective and precise solution to the existing problems of the site, diverse study of the different

    factors and views that should be tackled must be presented and documented and considered to

    the study, this study will provide possible solutions to the proven existing problems of the

    complex, solutions will be based on the study of macro and micro settings.

    Connecting certain existing commercial complex and transportation hub study in local and

    in foreign settings will not only provide information, but to adapt certain principles in the integrity

    of an commercial complex and transportation hub, and other ideas and types of approach in the

    same study, related literature will help in formulating certain ideas and execution to the study,

    that will develop the study even further and to build a certain approach to the problems.

    The study will provide important local laws based on the Local Government of the city or

    the province, and the Constitutional Laws of the Philippines, and the prioritization of building

    codes and codes given by the San Pedro City Local Government and the National Building Code.

    I.1.5 Scope of Limitation

    The proposed study covers the Pacita Commercial Complex, in terms of the possible

    redevelopment of the commercial complex, the modernization of certain key features like the

    faade and certain landscape features that not only benefit aesthetics but the function as well,

    modernization of the interior of commercial and the wet and dry market area, reorientation of

    spaces that needs to be moved based on the study, the changes from the adjacency of the

    spaces, landscaping and development of the complex environmentally, including the

    transportation terminals inside the complex, it will cover the flow of both the commuters, drivers,

    stall owners, visitors, and other target and end users, it will cover the beneficiaries of the study

    and its beneficial factor in the future and to the advantage of the study. The beneficiaries are the

    following:

    The Local Government

    The Administrator/ the Owner

    Stall Owners/ Staffs

    Neighboring Areas/Districts/Cities/Villages/Towns

    Maintenance/Security Personnel

    Truck Drivers/Bus Drivers/Pedicab/Tricycle Driver/UV Express Driver/Jeepney Driver

    Commuters/Students/Passerby both Local and Visitors

    The study negates and limits to the schematic design to the architectural planning and design of

    whole Pacita Commercial Complex. It will be tackled in architectural design in the phase of the

    study.

    ByJeepney on C-5 and by buses which stop a short walk from the Tiendesitas gate. The

    shopping center is run by the management team ofGreenhills Shopping Center.Tiendesitas is a

    30,000 square metres (320,000 sq. ft.) complex of "villages" featuring stylized Filipino

    architecture. The complex functions like an "urban retreat" where one can walk around in wide-

    opened villages. The complex is made up of twelve pavilions inspired byMaranao architecture,

    National Highway connecting Pacita Commercial Complex

    Based on the conducted research the main problem within the area of the PCC is during torrential

    rainfalls which results to flooding delaying the flow of the usual commuting and transportation

    capability of the whole complex, flooding is the concern because of shops being flooded that

    results to certain damages to stocks and selling products, Hans Queano a daily commuter in

    Pacita Commercial Complex said that rainy seasons in the area is the biggest drawback in the

    complex, hence he suggested that elevated walkways and sheds will bring relief to the

    transportation network and the businesses that are operating within the area.

    Inside of the Commercial Building

    Jeepney Terminal which occupies the national highway causes traffic commuters whom

    are waiting on the so called terminal left their garbage in the area, lack of waiting sheds specially

    on rainy seasons is a hassle example of the transportation network within the area, dark and lack

    of ventilation inside the commercial building because of poor planning and maintenance, the use

    of lights in midday are signs of not organized and discrete planning of the structure, and very

    small hallways that none of the bystanders and passerby would want to go, hence the whole

    business inside the establishment isnt having any regular income that results to bankruptcy.

    Jaywalkers lack of pedestrian walkway and proper waiting areas the overall circulation

    inside the complex arent really accessible most of the time youll end up crossing all over the

    roads which is not only dangerous but very risky specially from people who are carrying heavy

    loads, very small walkways specially on the side of the railway are not a good sign. Most of the

    time commuters are always in contact with vehicular traffic, which is very dangerous. Old and

    The Pacita tricycle terminal which is located on the west side of the complex has its own

    problematic issues to address, the overall tarmac which the tricycles are lined up is consisting of

    The figure above shows that the cities of Santa Rosa, Bian and San Pedro doesnt have

    any flood prone areas, which is beneficial to the residences of this cities. But at very strong

    typhoons the coastline of the San Pedro City overflow creating floods at the part of Landayan,

    which is the barangay closes to the lake, which also floods the Pacita Commercial Complex

    especially on heavy rains. Other establishments on the national highway is affected on the floods.
