1 INTRODUCTION1.1. ObjectThe UTRAN Parameters User Guide (UPUG) document provides parameters setting recommendations from Alcatel-Lucents experience, coming from studies, simulations and experimentations. It gives the rationales of these settings by describing Alcatel-Lucents UMTS Terrestrial Access Network algorithms and parameters from an engineering point of view. It also gives some engineering rules related to parameters settings. The UPUG does not contain the complete list of configuration parameters, this objective being covered in [R01]. The parameters described in this document are mainly customer configuration parameters accessible by the customer (operator) via the MMI of the OMC. Nevertheless, some manufacturer configuration parameters as well as some static parameters are also covered when they are required to understand the different UMTS mechanisms. In the case where the recommended values of the UPUG are different from any other document, the UPUG recommendations should prevail. A common and single UA06 load is delivered to address the needs of all Alcatel-Lucent WCDMA customers, which are grouped into two different markets due to their particular functional specificities: Market USA Global Description Customers with UTRAN where Alcatel-Lucent 939X Node B (former Lucent OneBTS) is deployed Any other customers Table 1. 1: Market definition for UA6.0 This document provides a description of the features included in the UA06 release. At the beginning of each volume, a table has been added to clearly indicate to which market, among the two listed previously, each feature is applicable to. Note that one feature can belong to one or two markets but: A feature which is not applicable to USA Market is not supported on a UTRAN with Alcatel-Lucent 939X Node B (former Lucent OneBTS). For features common to USA market and Global markets, the behaviour on UTRAN with 939X Node B might be different from other Alcatel-Lucent Node B products, in which case the differences are described in the Hardware Dependencies section.

1.1 Scope of this documentThe UTRAN Parameter User Guide describes the features and the associated parameters which represent the salient functions available within Alcatel-lucent UTRAN, and having some engineering attributes. This document contains features belonging to the Alcatel-lucent UTRAN version UA7.1 but also to previous releases. The features introduced in earlier releases and present in this document show some evolution in UA7.1 (changes in parameters class, parameters values, etc.). Thus, it is not recommended to use the UA7.1 parameters values in previous releases of the network. Please refer to the corresponding version of UPUG in this case.

There are two main kinds of parameters in Alcatel-Lucents system, the static and configuration parameters.

The static parameters have the following characteristics: They have a fixed value and cannot be modified at the OMC. They are part of the network element load. A new network element needs to be reloaded and built in order to change their values. The customer cannot modify them.

The configuration parameters have the following characteristics: They are contained in the OMC database. They are subdivided in two main types: User / Manufacturer. o o Customer: Can be modified by the customer at the OMC (at the MMI or with DRFs). Manufacturer: They represent system constants defined manufacturer. They do not appear at the MMI neither in the DRFs. by the

Regardless of the parameter type (customer or manufacturer), the parameters can have the following classes: o Class 0: the value of the parameter is set at the parent object creation. Currently, most of the objects can only be killed and re-created through a new MIB built (either btsEquipmentMIB or rncMIB). Class 2: parameters of an object created at the OMC-R (respectively OMC-B) can only be set when the object and its parent are both locked. The new value will be taken into account after the object is back to working state (administrative state set to unlocked). Class 3: parameters of an object created on the OMCR (respectively OMC-B) can be modified when the object (and parent object) is unlocked. The new value is taken into account immediately.

COMMON CHANNELS CONFIGURATION2.1 BCCH / SIB Support

The system information elements are broadcast in System Information Blocks (SIB). A system information block groups together system information elements of the same nature. Different system information blocks may have different characteristics, e.g. regarding their repetition rate and the requirements on UEs to re-read the system information blocks. The system information is organized as a tree. A Master Information Block (MIB) gives the references to the other systems information blocks and their scheduling. A generic SYSTEM INFORMATION message is used to convey the system information blocks on the BCCH. The RRC layer in RNC performs segmentation and concatenation of system information blocks: If a system information block is larger than the size of a SYSTEM INFORMATION message, it will be segmented and transmitted in several messages. If a system information block is smaller than a SYSTEM INFORMATION message, RNC may concatenate several complete system information blocks into the same message.

Management of System Information Change: Notification to UE

In UMTS, in order to save battery life, UEs do not regularly re-acquire the system information. The BTS on its side is constantly radiating the system information. System information blocks come along with a value tag, which, by comparison to UEs stored value tag allows the UE to determine if the system information block has changed and should be re-acquired. Value tags are used to manage changes on system information. If a block content is modified, a ag is set to inform that the related value tag has to be incremented in order to force UE to reload the block the next time it acquires the system information.

With the introduction of feature Management of system information change: handling of Value Tag (26227) in UA4.0, any parameters modification (with impact on SIB) is automatically taken into account by mobiles in: Idle mode when changing the cell (through reselection) Cell_DCH mode when passing to idle mode Cell_FACH mode when passing to idle mode

All this is done automatically without being necessary activating any flag. With the introduction of feature Management of system information change: notification to UE (26228) in UA4.1, the mobiles in idle mode that are not reselecting another cell (and those in Cell_FACH) will also be informed about any parameter modification (with impact in SIB). The RNC is able to notify mobiles that system information has changed for the cell in which they are located. Mobiles in idle mode are notified by a special paging type 1 that includes BCCH_Modification_Info indicating to the mobiles the changed MIB_Value_Tag. For mobiles in Cell_FACH state, a new RB combination will be used to include a fifth RB, BCCH over FACH. This will be implemented as a RLC TM. Refer to [R19] for more details on these 2 features. 2.2.7

Engineering Recommendation

Engineering Recommendation: SCCPCH Configuration, paging capacity and RRC It is recommended to use the Bi-SCCPCH configuration, since this configuration provides higher capacity for paging and FACH channel compared to Mono-SCCPCH Configuration. Moreover, this configuration is highly recommended when paging repetition is activated (See [Vol. 5]) due to increased PCH capacity. It has also been noticed a positive effect on RRC Establishment Success Rate indicator when using Bi-SCCPCH configuration in live networks. Tri-SCCPCH Configuration shall be used only when CBS is used on the cell.

Engineering Recommendation: SCCPCH Configuration and 64 QAM feature introduction When using Bi-SCCPCH configuration it is not possible to have up to 15 HS-PDSCH codes, needed to reach maximum throughput with 64 QAM. To benefit from this feature, a Mono-SCCPCH configuration should be used instead. As mentioned in the previous recommendation, there will be a trade-off between HSDPA throughput, paging capacity and RRC performance. UA7.0 RADIO BEARERS3.1 Radio Access Bearers & Signalling Radio Bearers

Different Radio Access Bearer (RAB) configurations are supported in UA7.0. These configurations are split between downlink and uplink and may be asymmetric. At the RNC, each RAB is identified by a DlUserService (Downlink) or UlUserService (Uplink). A Radio Access Bearer represents a set of Radio Bearers (DlRbSetConf or UlRbSetConf) which are linked through a common radio configuration. Therefore, a Radio Access Bearer is generally composed of: A signalling radio bearer (SRB); A set of traffic radio bearers (TRBs).

Note: New RABs or RBs introduced in UA7.0 are identified in Yellow Cells in the following tables
