ALTERNATIVE EDUCATION PROVIDERS
DYNAMIC PURCHASING SYSTEM (DPS) CATALOGUE
Sept 2016
For use by:
South Gloucestershire Council
and
Schools

Overview
This South Gloucestershire catalogue of recognised Alternative Education providers has
been developed to help schools and the council choose organisations and packages best
suited to children and young people across all key stages and up to the age of 25.
The catalogue has been established via a Dynamic Purchasing System (DPS) under the light
touch regime. Together, they provide a framework for schools and the council to support
meeting the needs of children and young people with additional social and emotional needs
who:
are permanently excluded from school
are excluded from school on a fixed term basis
are at risk of disengaging from mainstream education
require additional support during a negotiated transfer between mainstream schools
or otherwise require alternative education provision to meet their educational
entitlement, for instance in line with an Education, Health and Care Plan.
The benefits of using the catalogue and DPS:
The framework promotes early intervention and preventative approaches.
The catalogue provides a single source of information about alternative education
providers who deliver high quality, effective, efficient and economical services for
young people whose needs are diverse and wide ranging.
The providers have demonstrated their expertise and capacity to provide alternative
provision services for students at risk of exclusion, or who need additional support or
intervention beyond the school
All the providers included have undergone a rigorous quality assurance process,
ensuring a minimum standard has been met in areas including company stability,
business insurances, policies and procedures, business continuity, experience,
technical and professional ability and safeguarding
The catalogue and DPS provide a consistent measure of quality and clear and
consistent terms and conditions for all providers, in line with statutory requirements -
reducing the need for providers to be individually quality assessed by each purchaser.
Schools and the council can make full use of the available opportunities to ensure that
all pupils are in an education setting that best suits them. This in turn will help to
improve the children and young people’s attendance and progress in learning so that
all students have the chance to achieve their potential and achieve the highest
standard of education possible.
The framework will strengthen and improve access to alternative education packages
that are flexible, responsive and tailored to the child or young person’s needs. This will
improve engagement with the market of alternative education providers - supporting
innovation, sustainability of providers and improved provision.
The catalogue will be reviewed annually. Further procurement processes can take place
based on the development of the market and the needs of the Local Authority to include new
providers in the catalogue. Providers who fail to maintain standards in the meantime will be
removed.
School Statutory Obligations
The DPS does not remove or affect any of the statutory obligations and duties upon schools
in relation to the provision of education or the exclusion of children and young people from
school. Further, it does not affect agreed practice locally. Any child or young person placed
by a school in Alternative Education Provision, either full or part-time, remains on the roll of
that school and responsibility for delivering the full-time statutory education offer and all other
duties in respect of that child remains with the school.
The commissioning school remains responsible for monitoring the quality of the Alternative
Provision and tracking the progress of individual children and young people and confirming
that the provision given is of good quality, value for money and meets the pupil’s needs.
Schools have the option to use other providers who have not been assessed and approved
through the Local Authority process, but must ensure that they have a robust process in place
for quality assuring those providers as well as appropriate contracting arrangements.
Concerns about any Provider must be highlighted and acted upon, with the Local Authority
being informed as appropriate.
Purchasing from the DPS
Providers are listed alphabetically within the catalogue.
Purchasers can use the matrix below to identify providers that offer the type of provision
sought and this then links to the provider page where further details can be obtained. The
purchaser should then contact the Provider directly to discuss further and make
arrangements as per current protocols.

Details of the different types of provision
Services are offered across key stage levels and delivering one or more of the four types of
programme below:
1) Full-time Alternative Provision
(typically ten sessions a week for a whole academic year)
2) Part-time Alternative Provision
(typically one or more sessions a week for a whole academic year)
Both full-time and part-time alternative provision are designed to provide alternative
education, securing appropriate learning experiences and qualifications for individual children
and young people to ensure progression at post‐16 into education, employment and training.
They include packages delivered by a sole provider and packages delivered by two or more
providers in order to meet individual needs.
All packages will have a ‘lead’ provider responsible for coordinating the Individual Learning Package and for reporting to the referring organisation.
3) Full-time revolving door provision
(typically ten sessions a week for a short-term fixed period)
‘Revolving door’ packages are provided for children and young people for a fixed period of
time only, with the fundamental aim of securing access to mainstream provision either
through re‐integration into the existing school or transition to a new school or special school.
Provision is only for 6‐12 weeks and either full‐time or part‐time with the remainder of the
education offer being delivered by a mainstream / special school.
Part‐time engagement in such provision will only be in place as a short‐term transition
arrangement or where full‐time learning is not appropriate due to medical conditions or
special educational needs.
4) Part-time revolving door provision
(typically one or more sessions a week for a short-term fixed period)
As per full-time provision, this will provide part of a package that as a whole delivers the full
curriculum necessary to secure appropriate learning experiences and qualifications for
individual children and young people.
Programmes will vary in length, according to the needs of the individual or group and the
agreement with the provider.

County Wide Online – through our learning platform and online classrooms
1:1 up to 1:10 1 Term
Apricot Online is one of the UK’s leading providers of live, online education. We teach children aged 8
to 25 part-time who require teaching outside of mainstream schools for short or long periods of time.
We work with clients and students to agree a timetable suitable for the student(s). Teachers and
students login to our secure learning platform and navigate to their classrooms.
We provide a re-engagement service of education provision from KS2-KS5, where learners are
introduced to highly participatory lessons online. These interactive lessons cultivate relationships
quickly, enhance student motivation, and build confidence through a variety of rich-media techniques
and AFL.
Apricot’s assessment is in-depth and revealing, not only by subject, but by topic/outcome in each
subject. Stakeholders can run reports for attendance, weekly achievement with teacher comments,
and half-termly ILPs, Soft Skills and APS graphs, with extended teacher comments. APS is reported
(and converted to NC Level, GCSE/A Level grade, Progress 8, etc.) in order to show our students
where they’ve made even the slightest amount of progress. Every point of progress they make needs
to be celebrated.
Our reporting allows teachers, students, parents/carers, and clients to understand exactly where
students are excelling and where they have weaknesses. This information informs teachers’ lesson
planning and students’ revision priorities.

Breakthrough Mentoring is a bespoke activity based one to one mentoring service in South Gloucestershire council which creates positive experiences and relationships to empower vulnerable people to help them achieve, grow, develop skills and realise their full potential. We achieve this through an outcome focused, person centred approach, looking to the future. We develop a programme to meet the needs of the mentee and all this evolves over placement duration. We match our mentors and mentees on personality, skills, interests, back ground and hobbies to maximise the effect and develop a genuine and constructive relationship. We have 60 mentors from all different backgrounds, experiences, ages and both male and female. Activities allow us to build a rapport where mentees are comfortable to talk, feel open and relaxed. Activities vary to meet personal needs and interests, these can provide a hook to building long term resilience. From the start of mentoring we aim to empower mentees with the tools and resilience to be strong individuals. There is an exit strategy from the start so the mentee is supported throughout and the project ends successfully. As part of South Gloucestershire Council we work to all their standards and procedures and have the backing, expertise, knowledge and resources from close working partnerships. We have Approved Provider standard from the mentoring and befriending society, a government funded audit. In 13 years we have worked with 3000 mentees and won three national awards included Mentoring Organisation of the Year with the Mentoring and Befriending Society.

Creative Youth Network The Kingswood Estate, 20 Old School House, Britannia Road,
Kingswood, Bristol,BS15 8DB
Creative Youth Network provides part-time, Alternative Learning Provision using Creative and
Performing Arts (in its widest sense). We offer termly courses, delivered at The Station, Hillfields,
Hanham, and the Kingswood Estate, one day/half day per week. Our experienced and diverse Tutors
offer a unique experiential learning experience that meets the needs of Pushed Out learners and
delivers recognised qualifications. We can provide either small group (up to 12) or individual teaching.
We offer three main packages:
• Stepping Up – successful transition from Y6 to Yr7
• Cre8&9 – Bronze Arts Award (Yr7-9)
• Creative Careers – Bronze & Silver Arts Awards (Yr10-11)
We take a therapeutic, flexible approach to educating vulnerable young people who do not thrive in a
formal school environment, and support their re-engagement into mainstream school or progression
onto other forms of Education, Employment or Training.
Course content is chosen to appeal to both boys and girls from diverse backgrounds, such as
designing a BMX bike, or making a short film. Most learning is experiential and activity-based, which
works well for Dyslexic and other low-literacy, attention deficit, socially anxious and special-needs
learners.
Creative projects help young people develop pro-social attributes and emotional resilience – which
are often damaged by developmental trauma, victimisation, learning difficulties, mental health issues,
dysfunctional family background, poverty, domestic violence and other issues. We use a strengths-
based approach building on existing skills and qualities to motivate learners. Additional numeracy
and literacy support can be added to creative learning.

Centres in Somerset & North Wiltshire, Ponies can be transported to school premises for work within schools
Usually 1:1 with 1:2 if learners are able. Maximum 1:4
Dependent on the needs of the learner
EAQ provides outdoor, experiential equine assisted learning where children and young people can learn by being with ponies. It is particularly beneficial for learners who are out of school, those with autism spectrum conditions, social, emotional, behavioural or learning difficulties.
The specially-trained facilitators provide engaging and innovative learning programmes which are
flexible and responsive to the needs of each individual. Working from the ground, learners are able
to interact with the ponies, taking responsibility for looking after them, feeding and grooming. Having
a pony choose to walk with them loose, without a halter or lead rope, can be challenging. Learners
will not be successful if they are angry, frustrated or in a rush. They need to be calm and ‘emotionally
neutral’ in order to be effective communicators with ponies.
Special communication techniques enable individuals to learn through their own first-hand
experience, explore and understand their feelings, build relationships, develop confidence and self-
esteem. This provides a platform which encourages open communication and an understanding of
how their behaviour impacts on others which in turn leads to a de-escalation of undesirable behaviour
resulting in improved motivation, sustained resilience and focus. EAQ’s unique ‘Seasonal Curriculum’
includes maths, science, literacy, and numeracy through a thematic, seasonal approach which can
be assessed against ‘P’ scales or the national curriculum at KS2-4. Regulated, nationally-recognised
qualifications, including the 30 hour Entry 3 unit ‘Developing Confidence Working with Animals’ and
‘Level One Employability’ are available through our approval with OCN London.

Courses can change on a yearly basis as we aim to personalise our curriculum to meet the needs of each student. Our ethos means that we demand the highest standards of teaching and mentoring from our staff, and the highest standards of engagement, cooperation and resilience from our students. We believe that teachers have a right to teach, students have a right to learn and that we work together. We pride ourselves on the excellent relationships between staff and students. Staff monitor student progress across the different subject areas. Parents/Carers are invited to discuss their child’s progress and to see their child’s work. Staff seek to involve students actively in their own learning and assessment and to encourage them to recognise their achievements and to be aware of their own potential. The curriculum includes time-tabled mentoring sessions which is a key strategy to enable students to develop a mind-set that enables them to learn effectively.

Fresh Start in Education Limited Castle House. Castle Hill Ave, Folkestone, CT20 2TQ
Fresh Start in Education Ltd is an interim one-to-one alternative education service for students who are permanently or temporarily excluded, are school refusers, or are in need of personalised off-site education to help them overcome the underlying causes of their challenging and/or disruptive behaviour. We also work with students who have been missing education or who suffer from mental or long term physical illness. Our services are delivered wherever the student is located, anywhere in the UK. Working with each student, their school and their parents/carers, we develop a bespoke Personal Learning Plan. The student is involved throughout the whole process to ensure that the intervention is tailored to their strengths, their personal goals and their preferred learning style. Staff are matched carefully so that support for the student during the intervention is effective. Each student’s engagement and progress is monitored daily. Every plan enshrines the core values of the National Curriculum and directs the student’s attitude, enabling them to reintegrate in formal education. Where return to school is not possible, the Company has access to GCSE’s, ASDAN, CoPE & AoPE or similar NCFE awards as most appropriate, generating evidence of learning and helping students create a sense of achievement for moving into adulthood.

FEE STRUCTURE
September 2016
The Company provides three levels of service. The appropriate level of service is assessed based on
the Company’s Engagement and Education Assessment (EEA) which is either charged as a one off fee
of £250 or as part of the initial hours of the provision. All fees incur VAT at the prevailing rate and
include all costs of staffing, supervision, reports, travel, and resources.
A Student may move from one service level to another, depending on their need. The fees will be
adjusted accordingly.
Level One: £48.00 per hour one to one
Early intervention (support and re-engagement) of students at risk of permanent exclusion or
refusing/unable to attend their school setting. These students may exhibit challenging behaviour but
they are not presenting as physically aggressive or violent to others. The Education Specialist(s)
appointed may or may not be a qualified teacher but will be matched to deliver the programme and
achieve the outcomes agreed with the Commissioner.
Level Two: £58:00 per hour
Engagement and education of students permanently excluded whose provision outcomes have been
requested (specifically) to be academic providing the student does not present physically aggressive
behaviours and/or has not been, or is not in the process of being assessed for an Education, Health
and Care Plan.
Level Three: £68.00 per hour per staff member
Engagement and education of students permanently excluded whose provision outcomes have been
requested (specifically) to be academic. Students may present with physically aggressive behaviours
and/or will have been, or are in the process of being assessed for an Education, Health and Care Plan.
The Education Specialist appointed will be a qualified teacher or a senior Learning Mentor trained in
MAPA® (Management of Actual or Potential Aggression).
Where more than one staff member is required due to the level of risk the student is presenting, all
staff will be MAPA® trained.
Level Four: £78.00 per hour per staff member
Students that present with aggressive and/or violent behaviour and are permanently excluded or
unable to be placed in formal education settings. The provision will be delivered by at least one
qualified teacher and another teacher/mentor, depending on the requirements of the assignment
and in agreement with the Commissioner. The main focus of these interventions is the re-
engagement of a student who has been, or is in the process of being assessed for an Education, Health
and Care Plan and whose special educational needs are of such complexity that they have become a
barrier to the student attending a formal education setting for the time being.
Fresh Start in Education Limited Castle House. Castle Hill Ave, Folkestone, CT20 2TQ
All members of staff will be MAPA® trained. A third staff member (where required) may be provided
at a reduced rate if suitable and appropriate.
These provisions are all supervised by a highly experienced senior member of staff, who is also
MAPA® trained and level three Safeguarding qualified. This member of staff has weekly supervisions
with a highly specialized SEBD trainer and consultant (also the Company’s MAPA® instructor and
supervisor) and together they provide advice to the Education Specialists placed in complex and
highly challenging provisions.
Direct support and advice by our external consultant is available at an additional fee when requested
by the Commissioner.

Discovery Office, Keynes Farm, Staunton Lane, Whitchurch Bristol, BS14 0QL
Discovery at HorseWorld is a fantastic project for vulnerable children and young people who may be at risk of exclusion, have social, emotional and behavioural difficulties and/or have additional learning needs. Discovery supports hands-on, interactive learning through the experience of working with our wonderful, calm horses in the great outdoors. Now in its sixth year, the project is having an increasing impact, working with more than 200 children and young people per year. Once young people realise what they can achieve with horses, they experience an increase in self-esteem, concentration, communication skills and the ability to engage. Those showing challenging behaviour can become calmer, more focused and more communicative whilst those with autistic spectrum disorder can engage in, and enjoy their learning. Discovery courses are 6 weeks long and have a structured syllabus that can be adapted to reflect the needs of your students. The courses run over a school term and students attend once a week for an hour and a half session. We have am or pm sessions available and can accommodate groups of up to 8 students or offer 1:1 sessions. City & Guilds qualifications – opening the door to qualifications for young people who have lost the key. ASDAN – Short courses now available.

With 99% of our students having some form of barrier to learning, Nisai focuses on providing outcomes to those learners whose barriers include SEN, SEMH, Behavioural, Looked After and Medically Ill. Nisai offers an inclusive experience so all students can complete their education by delivering online classes through a specially developed platform – The Nisai Virtual Academy. This provides a safe environment whilst also maintaining a group class setting and opportunities to socialise with other learners from around the country. As the UK’s longest established provider of virtual learning, we offer a wide variety of short and long-
term solutions to re-engage and support both learners and clients alike. Many of our GCSE courses
count towards Progress 8 and whilst we take care of the delivery and tracking of progress, we also
provide the ongoing data that schools require with regards to attainment, attendance and
engagement. Our Key stage 3 courses are structured to allow us to monitor and manage progress,
with the same approach being taken in our accredited Key Stage 4 & 5 programmes.
Nisai Learning is Section 41 Approved as part of the Childrens & Families Act 2014. It has also been
inspected by OFSTED at the Nisai Learning Hub in Nottingham and holds a direct EFA Contract for

a Learning Cloud to deliver engaging live lessons to support intervention, curriculum enrichment or to
increase teaching capacity. Learning continues between lessons in Social Spaces that allow students
to collaborate, learn together and extend their thinking. Tute has delivered 15,000 hours of lessons
to over 400 schools and 350,000 students. Partners in learning include BT, Durham University,
Shireland Collegiate Academy and Achievement for All.
Tute’s online classrooms do much to overcome the barriers to education some learners might face in
more traditional teaching situations. The combination of headset, computer and highly interactive
teaching methods creates a compelling learning situation where students frequently thrive. Every Tute
lesson is delivered live and is supported by comprehensive reporting and automated absence
notifications. Tute lessons can be accessed from any location offering a computer with broadband
connection and a headset. We work with schools to increase teaching capacity and make alternative
provision integral to the curriculum by creating a more inclusive learning environment. Our lessons
also blend with other provision to ensure the holistic needs of each learner are met and our courses
can help meet Progress 8 requirements.
We are commissioned directly by the DfE, associated with PP award winning schools and the impact
of our interventions has been subject to favourable recognition by OfSTED in the context of their
inspection reporting.
