The recipients are Annette Bianchi of Drexel Hill, Pa.; Robert Elfont of Plymouth Meeting, Pa.; Catherine Hamilton of West Chester, Pa.; Frederick Leiner of Mclean, Va.; Rita Redberg of Brooklyn, N.Y.; Deborah Rice of Meirose, Mass.; Amy Tananbaum of Belmont, Mass.; David Trautenberg of Ventnor City, N.J.; Joseph Valente of Rosemont, Pa.; and Bryan Washington of Haverford, Pa. They were selected through a competitive program that initially screened 78 appli- cants. The process reduced the number of potential winners to twenty-three finalists who attended a weekend retreat for inter- views with the program director and the Thouron Committee. The ten award- winners were chosen for their outstanding scholastic achievements as well as their personal interests and leadership potential. Aside from academic pursuits, each Thouron scholar is expected to act as an unofficial ambassador for the United States. Catherine Hamilton, who will attend the London Graduate School of Business after receiving her master's degree in chemical engineering, describes her role as "something of a diplomat. "If we have diversity that's fine, but it isn't something we necessarily look for. Three graduate students in the Faculty ofArts and Sciences were awarded PenfieldScholarships in Diplomacy, InternationalAffairs and Belles Lettres which will enablethem to do research abroad for theirdoctoral dissertations.

The winners are Alan Lampert, Chris-topher Maurer and Mollie McNickle.

Lampert, a native of Brooklyn. N.Y., is aMedieval Studies student in the Englishdepartment. He plans to visit Cambridgeand London this summer to study OldEnglish poetic charms, the subject of hisdoctoral dissertation.

Christopher Maurer, a native Philadel-phian, received his bachelor's degree fromColumbia University. He will be studying inSpain during the next academic yeargathering material for his thesis which will bea critical edition of the poems of Franciscode Figueroa (1536-1617), a Spanish soldierand minor lyric poet.

Mollie McNickle, a doctoral candidate inthe history of art, is a graduate of Yale Uni-versity. Her parents reside in Arlington, Va.

McNickle is studying the paintings of theAmerican abstract expressionist, BarnettNewman (1905-1970) whose work is foundmostly in Europe and primarily in Stock-holm. Amsterdam and Basel.

Many research projects require resourceswhich are not available in this country andthat is why this fellowship was established,"according to FAS Associate Dean DonaldFitts, chairman of the selection committee.The University of Pennsylvania is an

international institution and it is appropriatethat we should be dealingwith resources thatare located outside the United States."The fellowships, which are awarded for

academic excellence and the nature of theproject, are restricted to doctoral candidateswho have completed all the requirementsforthe degree except the dissertation. ThePenfield Scholarships were endowed by thelate Frederic Courtland Penfield, formerambassador of the United States to Austria.Travel must be necessary to the candidate'sresearch project in order to be eligible.

Undergraduate Workgroup on Athletics:A response to the January 1979 statement by the President and the Provost

I. IntroductionIn March of 1978, thestudents ofthe University

of Pennsylvania expressed their outrage at thediscontinuation of several athletic programs.Subsequently, some of the proposed cuts werereversed. Students realized that a legitimateexpression of concern could directly influence theaffairs of the University. In the fall of 1978, theChairman of the Undergraduate Assemblyappointed a group of students to investigate thecurrent status of the athletic program. That effortwas influential in convincing the President andProvost to issue their joint statement of January1979 which placed a one-year moratorium on thegrowth of the athletic program, with a commit-ment to establish an athletic policy at the end ofthat period. This report workstoward theseends.Although overthe past fifteen yearsmorethana

dozen committees, subcommittees and task forceshave prepared "definitive" reports on Pennsyl-vania's athletic program, the University's statedathletic policy remains nebulous. Working in thebest interest of the entire University community,eleven undergraduates formed this Workgroup ofthe Undergraduate Assembly last December toinvestigate athletics and athletic policy at theUniversity. Meeting for more than four hundredman-hours, the Workgroup defined the issues,closely examining various areas of athletic policyby reviewing past reports, gathering data, andtalking with members of the Universitycommun-ity interested in athletics. It is our opinion that it isbest to begin by addressing the role athletics playat any university, in general, and at Pennsylvania,in particular. We then assess the current program,looking at athletic admissions, women's athletics,the budget, recreationand facilities. Options otherthan the current program are discussed and weaddress what we believe to be the best choice forPennsylvania. We conclude with ourrecommen-dationsfor the betterment ofthe athletic program.Many of us have heard Provost Gregorian's

challenge that we should all be"lovingcritics andcritical lovers ofthe University." It is in this spiritthat we submit this report.

II. Athletics in the Contextof a UniversityThe Mechanick Report was correct in its

appraisal that "of all the programs at theUniversity, the one that has beensingled out mostfor scrutiny and study is athletics." Athletics atPennsylvania has historically suffered re-evaluations and shifts in policy, evidenced by theplethora ofreports this Workgroup obtained andstudied. These alternating attitudes reflect in-tensely ambivalent feelings toward athletics inthevarious sectors of the University. TheMechanickReport states that:The extent to which the Intercollegiate AthJetlc

program is successfUlmayoffset or beasubstitutefor the image ofacademic excellence to which weaspire. Where a university has manifest academicquality as well as successful athletic teams, suchsuccessIsviewedas consistent with thesuperiority

ofthat institution. Where academic excellence Isless strikingly evident, investment in successfulathletic teams may be viewed as compensatoryand even as a sign of deficiency.These statements make it clear that athletics at

Pennsylvania can only be discussed in the largercontext of the aims and objectives of theUniversity and not as an entity unto itself. OurWorkgroup also feels that athletics should bediscussed specifically within the context of theaimsand objectives ofthe undergraduate schools.The Senate Advisory Committee ofthe Faculty

Senate (SAC) more narrowly construes theUniversity's goals in proclaiming that "theprimary mission of Pennsylvania is to add to theworld's knowledge and to disseminate knowl-edge."OurWorkgroup respects the pursuit of excel-

lence in academics. However, the McGill Report,with which we concur, is cognizant of theimportance ofproducingwell-rounded graduates.Defining the role of the athlete is dependent onhow the goalsofthe University,in general, and theundergraduate school, in particular, areconstrued. If the goals of the undergraduateschools are delimited, the quality of student lifedeteriorates tothedetriment ofacademic pursuits.Education is not confined to classroom expe-rience. We have embraced the McGill Report'sobjective of turning out "literate, intelligent, well-adjusted and morally responsible graduates." TheUniversity must be committed to developing acommunity that nurtures the growth of individu-als. We are nottrying to minimizethe importanceof academics but maximize the quality ofstudentlife. It is our belief that athletics and athletescontribute significantly to the formation of thisideal.

The program of the Department of Recreationand Intercollegiate Athletics (DRIA) is avaluablepart of the overall University program. Theeducational benefits which accrue directly to theUniversity community are numerous. It is obviousthat one of the largest benefactors of intercolle-giate athletics is the undergraduate athlete.Participating in athletics affords the athlete awide-range of experience that adds to hisunderstanding of himself and others. The athletereceives direction from his coach and must workwith team members to accomplish personal andteam goals. In the process, he experiences bothsuccess andfailureand developstheability tocopewith these later in life. Such benefits are maxim-ized in the Varsity program with a high level ofcompetition, regardless of sport, because theresponsibility, dedication and concentrationneeded for such participation allow these expe-riences to be more pointed and have a more directimpact on the athlete.

Intercollegiate athletics provides other benefitswhich work toward the achievement of manyUniversity goals. In general, the intercollegiateathlete provides a role-modelwhich, in addition tothe classroom and dormitory experiences, canlead students and faculty to appreciate andunderstand an individual's ability and commit-ment to achieving his maximum potential. In

particular, an athlete can lead others to desireparticipation in a program of recreational and/orintercollegiate athletics for their personal, life-long benefit.As a community of individuals with diverse

backgrounds and interests, the University has asanother of its goals the interaction of its diversegroups on both formal and informal levels forcommunication and exchange ofideas. Intercolle-giate athletics, by providing spectator sportingevents, creates a forum for interaction on aninformal level.The development ofanintercollegiate program

necessarily involves the development of athleticfacilities which, once built, can be of use to theentire University community. Without intercolle-giate athletics, it is more difficult to raise thecapital necessary for construction. Later, thefacilities are used minimally by the teams, makingthem more available to recreational athletes.As a prestigious institution with more than

165,000 living alumni, the University should striveto continually inform these valuable resourcesabout the University and its current status. Anathletic program can provide such contact.Intercollegiate athletics allow them to remain inclose contact with Pennsylvania, and this contactoften leads to their commitment of support to theUniversity and intercollegiate programs.As an institution recognized forexcellence in its

intellectual pursuits, the University desires toachieve prominence in the academic world.Students from this scholastic environment whoparticipate in a successful athletic program wellserve the University as representatives of the.student body in promoting Pennsylvania'snational reputation as an educational institution.Intercollegiate athletics can provide exposure toprospective applicants outside of our immediateregion, thereby increasing the regional diversityand academic quality of the student body.Further, intercollegiate athletics can spread ourreputation to governmental agencies whichprovide increasing support to the University andits programs. Lastly, by increasing the awarenessof the general population to Pennsylvania,intercollegiate athletics can aid our graduates intheir post-graduate lives, which can return otherbenefits to the University.

Ill. General Assessmentof the Current ProgramA. AdmissionsNowhere in the University is the inconsistency

in athletic policy more evident than in theadmissions process. A meaningful discussion onathletic admissions requires an understanding ofthe general admissionpolicy for allthe undergrad-uate schools. Accepting the institutional goalswhich we have previously described, we mustidentify those applicants that would best help usmeet these aspirations. As is stated in the McGillReport, "The present and future vitality of aneducational institution is highly dependent uponthe characteristics of the students who pass

through its portals." The McGill Committeeacknowledgesthe difficulties inherent inarticulat-ingthe qualities one would like tosee insuccessfulcandidates for admission. The Committee agreedupon a loose generalization, stipulating that theUniversity seek those students that could bestserve the longterm interests of the University,broadly conceived. As we stated above, we are inaccord with McGill's statement on admissions forthe undergraduate schools. We feel that ouradmissions policy should reflect the objectivesstated above.While there is substantial (but not absolute)

value in scores and other objective criteria in theevaluation of a candidate, the difficulties inassigning numerical values to subjective qualitiesare numerous. The rigidity that percentagesnecessitate is notideal; however, if percentagesarethe only way to insure the University's commit-ment to a diverse student body, we wouldreluctantly reaffirm them. However, if the McGillReport and its Addendum continueto beused as aguideline for admission policy, they must beupdated to reflect the changing needs of theundergraduate populatio, as exemplified by therecent increase in the size and scope of thewomen's athletic program.Althoughthe McGill Report envisions graduat-

ing well-rounded students, it expressly rejects thenotion of matriculating the "well-rounded"applicant. We are not sure that pursuing theimportant aim of diversity in this manner willresult in the admission of the desirable student.This policy seems to rely too heavily on the oneaspect ofthe person that maybe outstandingorofinstitutional concern tothe University. It maynotbe too great an exaggeration to suggest thatsuchapolicy admits character traits and institutionalconcerns while subtly discriminating against"whole" people.

"Well-rounded" may have a connotation ofaverageness or mediocrity which the Universtymaynotwant to convey to prospective

applicantsWewouldideallygearouradmissionsstafftosearch for excellent people with intellectualpowers and other strengths which may beparticularly attractive to the University, yetemphasizingthewhole person. This is not merely aquestion of semantics. A policy which relies tooheavilyonone aspect ofa student's charactermayyield a diverse community which is, in actuality,nothing more than a conglomeration of narrowindividuals that are not receptive enough tobenefit significantly from the talents and interestsof their fellow students. Thus, it is not possible toproduce our desirable student in the currentmanner. By adjusting our admissions policy toseek out and admit people of high intellectualpower who will, by their interests and talents,contribute to the undergraduate community andin turn be stimulated bytheinterestsand talents oftheir peers, Pennsylvania will go much further inmaintaining a true and healthy diversity.

Admissions should place less emphasis on thestudent athlete of below-average potential. Whilewe acknowledge thedesirability of these students,we feel that too great an emphasis, in bothrecruiting and admissions, has been placed hererather than on "scholar athletes." Recruitingefforts should be geared towards the true studentathlete and the admissions policy should giveadded weight to their athletic ability in ourdiversity category because of an athlete's gift asan

undergraduate.At present, 5 percent of each incoming class is

designated as specially-admitted athletes. For theClass of 1981, this resulted in 99 such students.The ratio ofmento women is greaterthan fourtoone. The men's spectator sports accounted forapproximately half of these students.

Before discussing current admissions policies,our Workgroup would like to express its shockeddisbeliefthat a university of the size andstatureofour own would have so little statistical data onwhich to base its admissions policies. The type offollow-up studies recommended in the McGillReport and its Addendum have not been under-taken. This Workgroup recommends that suchstudies be immediately established on a continu-ing basis.The admissions procedures detailed in the

McGill Report have led to some unanticipatedconsequences in terms of athletic admissions. Theemphasis in admissions seems to be on theacademic and special categories with little atten-tion devoted to those athletes in the diversitycategory. When a student athlete applies toPennsylvania in the regular admissions process,two separate evaluations occur. First, a coach atthe University rates the candidate on athleticability. If he believes the applicant to be ofsuperior ability and of great value to histeam, hewill place him on his"preferred" list. If he believesthat he is a good athlete, but not essential to hisprogram, he will place the candidate on his"recommended"list. Others receive no rating. Theadmissions office then places those from the"preferred" list into the special-admission cate-gory if the candidates do not possess objectivecredentials which are competitive within theapplicant pool. The remainder ofthe preferredlistand the recommended list are placed in thediversity category, in which those onthe preferredlist receive 5 points and those "recommended"receive 3 pointsunderthe leadershipand activitiescomponent.

This policy often results in the University'srefusing admission to very talented athletes whoare competitive within the applicant pool. Toinsure admitting the maximum number ofathletes, coachesoften place athletes, regardlessoftheirathletic ability, with low objective criteriaontheir "preferred" list and athletes with highobjective criteria on their"recommended" list. Asa result, the admissions office gives the athletes(with less athletic talent) whoare on the preferredlist more weight in the process, yielding thehigherprobability of their admission than those withhigher scores and athletic ability who mustcompete within the pool. In additio, coachescenter their recruiting efforts aroundthe "special-admit" applicant becausethey have better successin havingthese students admitted. The admissionsoffice places more emphasis on accepting appli-cants for the spectator sports, resulting in theadmissions office accepting athletes with lowerobjective criteria in the spectator sports andrejecting athletes with higher criteria in the non-spectator sports. Our current admissions policydiscriminates against the very athlete that the IvyAgreement speaks to.

This controversy raging on campus over thespecially-admitted athlete is also having a detri-mental effect on the program in general. First andforemost, there are serious consequences inlabelling some Penn students as special-admits.

Contrary to stated policy, these students knowwhothey are. This level has a very deleterious andalienating effect on these students which leadssome to generalize thatmost athletes are specially-admitted and contributes to the poor academicimage that athletes face on this campus.There are many problems in attracting and

admitting athletes to a programwith an uncertainfuture. Currently, there is a morale problemamong the coaches because of the uncertainty andlack ofleadership. This problem manifestsitself inan ambivalent attitude toward recruiting becausea coach may not make the additional effort torecruit an athlete if he fears his team will becut ordowngraded in a few years.

Pennsylvania also faces a challenge in attempt-ing to recruit scholar athletes that are also beingrecruited by schools which offer athletic scholar-ships. Pennsylvania should stay within thespirit oftheIvy Agreement;weshould not tryto"hard sell"applicants, but present an "Ivy Image" andprovide students with a true-to-life picture ofPennsylvania. Ifwecontinue toadmit anumberofstudents that fall below the average, we shouldincrease the use of Supportive Services to meettheir needs. Because of the nature of our financialaid program, we can often compete with the aid avery needy student might receive in the form ofafull athletic scholarship elsewhere. When this typeof opportunity presents itself, and the studentwould be a valuable asset to our program, weshould take advantage of this. However, toadvocate this type of recruiting as general policycould have serious consequences.Some aspects of current policy could be

corrected. The coach, working with the AthleticDirector and Admissions Officers should choosethose to be placed in the "Special AdmitCategory" thus ending the manipulation of thelists. Byfairly representing an athlete's ability, theUniversity could prevent the needless rejection ofthe better candidates. Further, relying on thecomposition of the recruited pool, they shoulddetermine yearly the optimal number ofplaces ofSpecial Admits more equitably among the teamsfor the benefit of the athletic program.

B. Women's Athletics

Our workgroup is breaking with precedent inincluding a section on women's athletics in ourreport. We believe that the Universityhas not paidenough attention to women's athletics, which hasled to misconceptions about the program.Women's athletics in some form or another has

existed at Pennsylvania from the 1920s. However,it was only with the advent of Title IX in 1972andthe transfer of the women's program fromrecreation to intercollegiate athletics in 1974 thatthe women's intercollegiate program has madeany appreciable progress. The Mechanik reportaddresses all of women's athletics in one para-graph under the heading of intramural sports:As it is now, there are about eight women's

tewns, each of which plays a local schedule ofaboutsevengames. Weweretoldthattheprogramis not developed enough,from either the players'or thecoaches' standpoint toengageinIvyLeaguecompetition in the nearflaure.

In 1974, when Women's Intercollegiate Athlet-ics was established, a Director of Women'sAthletics was appointed. In 1978, when the(continued on page 6)

women's program was assimilated into the men's,its directorship was abolished. Today, there areseventeen women's varsity teams, a majority ofwhich play Ivy League schedules, and women'sathletics is part of the total intercollegiateprogram with an Assistant Director of Athleticsfor Women.

While the women's program has made greatstrides in past years, it is still developing. Thefinancial problems that have beset the program inrecent years have often resulted in privations onthe women's teams that the men have notexperienced because of the inadequate attentiongiven to the developing nature of women'sathletics. The men's and women's programscannot be viewed as one without adverselyaffecting women's athletics because of its uniquedevelopmental problems.The women's intercollegiate program is at a

crucial point in its development. The question ofits future direction must be assessed in conjunc-tion with other members of the Ivy League. Wemust keep in mind the developing nature of thewomen's program. If the womengotheir ownway,it will be extremely important to afford themmaximum flexibility in budgeting, scheduling,recruiting and admissions. For example, the men'sprogram often makes major allocations forrecruiting expenses. The women may not chooseto follow such a route. They should therefore havethe flexibility to channel the funds from recruitingto other areas inthis case. The Title IX guidelinesissued in January 1980 pursue this idea: flexibilityin providing benefits and opportunities for menand women is allowable and encouraged. Theallocation ofresources maybe different as longasthe net benefits of the programs are equal.

Currently the women's program lacks many ofthe fundamental supports that allow for growthand development. One of the reasons thatwomen's varsity teams have suffered so in thefinancial difficulties of recent years is the lack offund-raising mechanisms specifically for women.Whereas provisions have been made in terms ofalumni clubs and computer space for men, verylittle has been accomplished in that direction forwomen. This lack of outside support has imposeda degree of privation on the women unknown tothe rest of the intercollegiate program, resulting,for example, in an overall lack of sufficientequipment. The available equipment currentlydoes not always prepare the teams in season, andany repair and maintenance is slow. Also, thesupport staff available to the women's coaches isnot sufficient to meet their needs. Specialattention should be given to their competitiveschedules to insure that they are the best possible.The area of admissions is ofparticular concern.

Because the University extends special considera-tion to a number of athletically-talented maleindividuals each year, it should, under Title IXguidelines, extend equivalent consideration tofemale athletes in proportion to their totalparticipation in the intercollegiate program.Currently, this is not the case. Male athletes arematriculated in a proportion greater than theirparticipation would allow. Also, it nowseemsthatthe number of component spots reserved for maleathletes are reserved on a matriculant basiswhereas those for womenare reserved on an admitbasis. This resultsineven fewer specially-admitted

women matriculation at the University thanavailable figures indicate.While the program has made some progress

since the early '70s, the current athletes are stillconfronted with a lackofequipment, facilities andmedical personnel. The University must make acommitment to supporting the women's intercol-legiate program it has established on both legaland moral grounds.

C. Budget

Athletics at Pennsylvania should ideally besupported at a level which recognizes its importantvalue to the University and its undergraduateschools. Through the years, however, varioussegments of the University community havecalledfor reduction of the University subvention toDRIA in light of current financial difficultieswhich have purportedly begun to adversely affectacademic programs. This is an inconsistent viewbecause, like academics, athletics plays animportant role in achieving the University's goalsas outlined above. Everything has its place, andtoassume that every dollar spent on athletics is onetaken from academics is to deny the complimen-tary roles and mutual benefits that they provide.Ideally, an athletic program which can meet itsown direct and indirect costs through ticketrevenues, facilities charges and fund-raising wouldbe desirable; however, Pennsylvania must bewilling and prepared to support programs such asathletics which are ofgreat valueto the University.

Presently, this goal of complete self-support isunobtainable. While winning teams in the specta-tor sports could produce much revenue, we mustrealize that the greater value of an athleticprogram lies in the nature ofthe competition, notsolely in whether there are hordes of revenue-generating spectators. We must therefore make asmuch headway in stimulating othermore extrane-ous sources for revenue for DRIAand, if thesefallshort, necessarily adjust the University's subven-tion. In order to accomplish this tremendous task,we must first clearly develop our goals in athletics,which we have yet to adequately. The Genslerreport reiterates that:The athletic program has, at best, been vaguely

defined with no clear University policy statementexisting concerning athletics. This has lead notonly to the current lock of predictability anddirection in the sports program but also to the ill-definedrelationship which DRJAhas hadwith theremainder ofthe University. There isa strongneedat this time for a stated policy.It is extremely difficult, if not impossible, to basesound fiscal policies on such wavering conceptionsof the program. President Meyerson was eventu-ally forced to succumb to overpowering financialarguments which, lacking the support of a strongpolicy on athletics (due in part to lack of adirector), required him to freeze DRIA's budgetsaying: "all of the inflationary increases for directand indirect expenses will have to be provided byadded private giving and, if possible, from thestudent fees." This was, by necessity, an interimmeasure strongly supported by faculty groupswith little input from other important groups,particularly the alumni and students, and not abroad-based policy.Even with asound policy supporting athletics, it

will still be difficult to solve many of our currentproblems. Perhaps the most vital area for the

University to demonstrate its commitment toathletics is budgetary planning. Insteadofformingguidelines, the freeze during fiscal year 1980 onexpenditures other than salaries, wages andbenefits hitthe teamsquitehardrequiringmosttodo with old equipment and worn uniforms. Theteams bore up admirably under this hardship.However, in order for the University to see itscommitment to athletics bear fruit in competitiveteams, the University must continue additionalfinancial support, covering at least the extra costsincurred by galloping inflation. We agree with theMechanick report when it states:Manyfelt that the athletic program shouldnot

be exempt from the same budgetary constraintsandcontrols that arenowbeingimposedthrough-out the University.However, neither should athletics be overly"constrained." At present, the University is notbudgeting for expected inflationary increases.Expenditures other than compensation areexpected to rise by only 8 percent in the "inertialprojection" for DRIA. This appears to be far lessthan the current rate of inflation of 13 percent perannum. Even if inflation drops to 10 percent,expenses are projected to be $1,197,000 comparedwith the now-budgeted $I, 175,000-projecting adeficit of over $20,000. This exemplifies the factthat the "administration has for several yearsexhibited fiscal imprudence in being overlyoptimistic in budgeting for DIA," as Genslerreports. The actual current expenses forfiscal year1980 are now expected to be $1,051,000, comparedwith the $934,000 budgeted-a difference of 13percent. We further find it hard to agree with theSAC's analysis of the growth of the University'ssubvention for DIA since, as Gensler points out,that:The University has recently "cleaned up" Its

budgeting and recognized the real costs ofDIA,funding it throughsubvention rather than throughcontinued budget deficits. It is inaccurate,therefore, to extrapolate into thefuture the recentgrowth in DIA subventionIt is also impossible, as of this date, to completelydepend upon alumni contributions as a means ofreliable support for current expenses. TheDevel-opment Office has only recently begun seriousfund-raising efforts in conjunction with DIA andthe results ofcontinued efforts are only marginallymaterializing. As others agree, only whenexternally-raised funds can be accurately andconfidently counted upon should they bereflectedin subvention allocations. Recent increases arepromising, but it is risky and unjustified to basethe existence of needed programs on suchunpredictable support.Many groups have addressed the converseissue

of lowering expenses for DRIA. The SAC hassuggested savings due to recovery offinancial aidto athletes, doubling-up of coaching responsibili-ties and reduction of travel and league play forcertain teams. All of these are contrary to currentpolicy objectives and goals, stemming from thecurrent administration to the McGill report.While Wood's 1972 report states that "studentsrequiring financial aid who are not in the topacademic component or who are not particularlydesirable for various institutional considerationsmay be at a disadvantage in the competition forthose funds controlled by the University," we arehorrified by President Meyerson's statement inUniversity Council (11/8/72)that "the bold vision

which many private institutions have held duringrecent years that all students should be admittedregardless of their financial need is no longermeaningful in light of fiscal difficulties." Becausethe savings would be minimal, according to theSAC, we feel that the disadvantages from thispolicy far outweigh any savings in that we nolonger admit first and support second. If weindeed recognizethe value ofthese athletes, whichall do, then we should be willingto support them.

Doubling of coaching responsibilities couldonly hurt the value of our athletic program toathletes, as defined in McGill's "scholar athlete"model. Byremoving time froma coach's participa-tion outside of practice and competition, oneseriously affects this desirable relationship.Further, a part-time coach necessarily possessesdifferent values and goals which will adverselyaffect the quality ofparticipation andcompetitionas well. Thus, these savings are incurred at a highcost.

Limiting the scope ofplay can also conflict withour objectives as stated in the Ivy Agreement. Bydesignating some sports for "local" play, younecessarily lessen the level of competition as wellas national public exposure to Pennsylvania andits programs. This can have serious resultsinotherareas. This also dooms programs to failure andultimate withdrawal as players and coaches losethe prestige and excitement ofsuch competition.One cost which caneasilybe"lessened" is that of

facilities. We must clearly proportion theseindirect costs between recreation and intercolle-giate athletics as to accurately reflect the "real"costs of the program. As others have stated,facilities used byrecreation, such as courts andtheClass of 1923 Ice Rink, should be correctlybudgeted, with use by DIA charged to theiraccount. As Wood (11/16/78) points out, suchpractices avoid current confusion in the budget-ing. Furthermore, these costs are significant andcould not easily be eliminated with varsityathletics:

It is likely that a complete elimination ofintercollegiate athletics would produce direct

monetary savings ofless than 25 percent ofthat

budge:, for all income would be lost andmost ofthe indirect costs would remain.

Therefore, the University should maintain itslevel of subvention taking into account inflation.It should seek to reduce expenses while notmaking changes which are in direct conflict withour current goals and objectives for our athleticprogram.

D. Recreation

Sports provideactivephysicalexpression that isimportant for an individual's physical andemotional well-being. It is necessary for auniversity which has a substantial residentialstudent body to provide some means tofulfill thisneed. The Department of Recreation and itsfacilities should offer this type of program.Because everyone does not have the ability or thedesire to be a varsity athlete, the recreationprogram should provide instruction and organizeathletic events at variouslevels of competition andtime commitment. All programs in the depart-ment should encourage maximum participationfor the student, trying to develop, throughparticipation, an individual who has an apprecia-tion for leisure time and physical activity for

recreational purposes which can be used throughlife. Furthermore, these programs can provideimmediate benefits as they allow students to relaxand unwind from their studies, a necessarypsychological support.All the reports whichhave dealtwith the subject

of recreations and its program of intramuralcompetition have developed the same two recom-mendations: (I) the recreation program shouldprovide broad opportunities for both graduateand undergraduate students to participate insports; and (2) the recreation program should befully supported as called for by the studentpopulation. The participation in sports should bepossible at a variety of levels of talent and time.Whether participation is at the level ofintramuralor club sports is a matter of personal preference.Emphasis should be placed on those activitieswhichareconsidered lifetime activities. Regardingfunding, it is in programs such asrecreationwheresmall amounts can make a significant difference.The Department of Recreation offers a variety

of instructional classes which emphasize the im-portance of life time physical activity. In additionto these adult classes, children's classes areoffered. These are all open to both the Universityfamily and the surrounding community.The Club Sports Program provides another

means for meeting the needs of the Universitycommunity. The clubs, currently nineteen innumber, provide instruction/ coaching, competi-tion and socialization for the participant. Full-time students, both graduate and undergraduate,are eligible to join any club. Many clubs alsowelcome members from the faculty and staff. Itshould be emphasized that these clubs originatefrom, are organized by and function for thestudents ofthe University. About 80percentofthefunding for the Club Sport Program comes fromthe Student Activities Council. The remaining 20percent ofthe budget and administrative supervi-sion is provided by the recreation office. Theindividual clubs are also expected to raise 25percent of their needs. While Recreation doesprovide facilities for the clubs, it is difficult tomeasure this indirect support due to the lack ofadequate use data. Thus, it is questionablewhether DRIA substantially supports thisimpor-tant program.The philosophy of the Intramurals Program is

best stated by saying that "Ability is notimportant; all one needs is the desire to play."Maximum participation is encouraged. About 65percent of the undergraduate student body wasinvolved in the Intramurals Program during theyear 1978-79. This year fielded teams in twenty-one sports, thirteen ofwhich were coeducational,thereby offering a wide range of activities thatcould be enjoyed bythemajority ofthestudents. Itcan be argued that the Intramurals Program isperhaps one of the most economically efficientinDRIA. The cost per participant is slightly greaterthan one dollar. Much of the program is run bystudents, thereby providing management expe-rience and employment for the student popula-tion.A sense of community is also created by the

competition in the Intramurals Program.Through mutual participation, a sense of prideand belonging can be fostered in fraternities,residence halls or simply groups of friends.

E. Facilities

Varsity Athletics at Pennsylvania have stimu-lated the design and construction ofa remarkablequality and quantity of athletic facilities throughthe years. As previously stated, the existence of avarsity program has provided incentive fordonations for current facilities which, now built,are available for recreational and personal use.These are exemplified by the Class of 1923 IceSkating Rink, Levy Pavillion, and GimbelGymnasium. It is highly improbable that thecurrent facilities would exist without the VarsityAthletic program.These facilities are, to a large extent, adequate

for the needs ofDRIA. There are, however, someglaring needs. A field house equipped with anindoor track is very desirable. Pennsylvania is theonly Ivy institution without such facilities. Morefields are also required, especially forthe Depart-ment of Recreation. Playing time on the Universi-ty's fields is now maximally used. Anyincrease inthe intramural program's size must be accompan-ied by adding astro-turf and lights to our existingfields. This would eliminate the unfair competi-tion between recreation and varsity athletics forfield time.Whilethese needs are pressing, theycan only be

supported provided the current financial difficul-ties of the entire athletic program can be solved.

IV. OptionsThere are several options to our present athletic

program. These are related to differing viewsconcerning the goals and purposes of athletics atthe University. If we firmly believe that varsityathletics serves University goals over those of thescholar athlete, we may envision an athleticprogram similar to the teams in the form ofcoaches' salaries, equipment and recruiting, wecould attract many better qualified athletes. Byoffering lucrative "scholarships" and other formsof financial assistance, we could ensure theirmatriculation at the University and continuedsatisfaction with the athletic program. This couldproduce winning teams of national competitioncaliber which would satisfy university goals fornational recognition, alumni contact throughsupport ofteams, Commonwealth relations, fund-raising and campus morale. This would undoubt-edly result in our repudiation of the Ivy Agree-ment because our admissions and supportpolicieswould radically differ from those of our sisterinstitutions.Asecond alternative would be to downgrade all

sports other than football, basketball, crew andtrack. Converting the coaches from full-time topart-time statusand changingfrom Ivy League tolocal competition would result in substantialsavingsin salaryand travel costs. This wouldleaveour major Ivy League sports intact and competi-tive within the League. By de-emphasizing the"minor" sports, we could limit special admissionsfor athletes in this area, while specially-admittedathletes and other scarce resources could beconcentrated in the major sports. This wouldretain most of ourUniversity goals whilelesseningthe costs of the program.We could lessen all varsity sports as a third

effectively reduce the level of competition for thevarsity programs. This would not achieve anyUniversity goals of national recognition, alumnicontact and support and Commonwealth rela-tions. It would effectively, however, reducecompetition to a recreational level. Specialadmissionswould not be required, thereby raisingthe academic level, as some stipulate, of thestudent at the University. This would alsonecessitate our repudiation of the Ivy Agreementdue to ourchoice not to compete with Ivy Leagueteams, as well as our inability to successfullycompete with them.A fourth choice would be to completely

eliminate certain varsity sports, using thefunds toincrease support for other teams. This wouldinvariably involve a choice to "cut" those teamswhich were least successful in achieving ourdesired goals for the athlete and the University.Such teams would characteristically have lowalumni support, little or no spectators, and littlenational recognition for the University. Ideally,eliminating such teams would have substantialsavings for the University, as well as maintain ourcompetitive stance within the Ivy group. Anothercriteria which has been proposed for eliminatingteams has been the "five team rule" whichstipulates that we reduce any team from varsitystatus whose sport does not haveatleastfive teamswithin the Ivy League, which presently includesmen's lightweight football, volleyball, gymnasticsand sailing, and women's softball, sailing andbadminton. This is on the theory that it isimpossible to have an "Ivy" championship withless than five teams.A final choice which remains unconsidered is

our option to spendless on our majorsports, suchas football, while concentrating on our other, lesscostly programs. While we may not be able toremain competitive within the Ivy League, ourremaining programs may then become strongenough to participate on a national level,achieving some if not all of our University goals.By retaining ourdiversityinsports, and increasingtheir support, we can perhaps attract betterapplicants to the University and maintain a highlevel ofbenefit to the individual athlete. This mayor may not result in a changein thenumber ofourspecial athletic admissions depending on ourincreased commitment to these other"non-major"sports.

V. The Best ProgramIdeally, out ofall ofouroptions, ourCommittee

believes that our present athletic program,modified and strengthened by the recommenda-tions we later discuss, would best fulfill the needsand goals of the University of Pennsylvania.The Ivy Group Agreement states that "players

shall be truly representative ofthe student body."The McGill report advocates "the diversity ofstudent background" and not "a student popula-tion composed exclusively or even predominantlyof 'well-rounded' individuals." A broad-basedathletic programistheonly typeof program whichwill satisfy the needs and desires of this diversestudent population.As the Mechanick report states, "Pennsyl-

vania'sending its Ivy Leaguecompetition inthosesports which do not usually enjoyalargeaudienceor receive much publicity would appear to the

public as a brand of 'commercialism'." Abroad-based program allows for maximum participationof the student body. Program cuts, both overalland within specific programs by limiting partici-pant numbers, is detrimental to those studentswhodecide to experiment with a new varsity sportduringtheir undergraduate career; i.e. thewalk-onalthete.The SAC report recommends that "special

admissions be permitted only for spectatorsports-that is, football, basketball, and soccer."At the same time theleague should trytoeradicatethe need for special admissions throughout theother programs. This policy will contribute to the"commercialism" spoken of in the Mechanickreport while doing nothing to those programswhich seem to require the greatest number ofspecial admits.With the predicted drop in the applicant pool

due to declining birthrates, competition formatriculants will intensify. Mr. Stetson, Directorof Undergraduate Admissions, has expressed hisconcern that any reduction in thecurrent program"would be seen by prospective students as areduction in opportunities for extra-curricularactivities, and thus our overall recruiting programcould suffer seriously."The typeofscholar athletethe University seeks to attract necessitates that thenumber and diversity of varsity programs bemaintained. Cornell(40 teams) is the onlymemberof the Ivy League which carries a larger varsityprogram than Pennsylvania (37). However, Yalehas the same number (37) while Harvard (36) andDartmouth (34) are close behind.The Ivy League level of competition must also

be maintained in order to attract this desiredscholar athlete. Local schedules will cause theprogram to lose coaches and athletes currentlyinvolved with the program as well as severelyhandicapping the recruitment of future scholarathletes. This change in programming would inreality create recreational sports programs withinvarsity status which would be unable to remaincompetitive within the Ivy League.

Thus, our first option is untenable. It would beinconsistent with our stated ideals, aswell asthoseof other Ivy institutions, to offer scholarships toattract varsity athletes. Further, by placing suchpressures on an athlete to produce winningteamsof national character, we essentially negate hisreason for being at Pennsylvania: his education.Thus, we would no longer have scholar athletes,just athletes, in every sense of commercialism asMechanick points out. It is also doubtful whetherwe could afford the initial expenditures for such aprogram.The second choice to downgrade all other sports

beside the"major" oneswould appear,justly so,tohave only an interest in revenue-producing,winning teams, and therefore little interest in theindividual athlete in the sports concerned.Further, our de-emphasis of the majority of ourathletic program could only hurt our recruitingofthose truly bright athletes which matriculate eachyear in the non-majorsports. This would hurt thediversity we wish to attain. Lastly, many of theseminor sports possess a significant alumni follow-ingwhose support would besignificantlyaffected.It would not be cost effective because the savingswould not be high, yet the level of competitionwould be severely harmed.Reducing all varsity sports resultsinacomplete

recreation program. While this is very cost-

-efficient, it in nowaymeets any institutionalneedsand does not meet the needs ofthe superiorathletefor superior competition in any sport. It thusmerits no further consideration.

Eliminating certain varsity sports, evidencedbythe hockey teamin 1978,wouldnot result inmajorsavings. Oftheteams mentioned (asinnot meetingthe five team rule), few possess significant costs.Further, many of the indirect costs would remainfor facilities and equipment for recreationalpurposes. Thus, many of the disadvantagesoutlined in the second alternative would accruewhile few advantages would be gained.The last alternativeis a viable one, provided we

can make a strong commitment to all sports attheUniversity outside of the major teams. Greatsavings would result because of the high costs ofthe sports involved, but our University goalswould not be met. There would be strong alumniopposition to such a move. Further, becausespectator sports would be most seriously affected,we would not achieve our objectives of morale-building and informal gatherin. The advantagesof such an alternative might be gained throughstricter budgetary control and clearer policyplanning, as outlined elsewhere in this report.We believe that an athletic program similar to

the current one is best for Pennsylvania Byfollowing our recommendations for the program,we can best achieve those institutional andpersonal goals and benefits for the overallbetterment of Pennsylvania as a distinguished Ivyinstitution.

Vi. RecommendationsA. Admission.

(I) Our Workgroup salutes the pursuit ofexcellence in academics; however, this goal failstoemphasize many virtues inherent in a thorougheducation. In concurrence with the McGillReport, the University should strive to producestudents of a high intellectual caliber, strongmoral character, and capable of disseminatingtheir knowledge and values throughout society.Athletics play an integral part in achieving thisgoal.

(2) The McGill Report should beupdated byre-evaluating the issue of percentages in generaladmissions policies. The efficacy of the McGillproducedures should be analyzed through itsstatistical analysis. The regressions should beimmediately and continuously pursued.

(3) The University should continue to pursuethe goal of diversity in its student population.However, we should seek students that not onlyhave special talents and interests but also theability to sharetheir interests with thecommunity.These qualities could be determined through moreextensive use of interviews and applicationquestions designed to enable the applicants tobetter communicate their interests.

(4) We support the continuation ofadmittingapercentage of student-athletes whose predictiveindices fall below that of the average matricu-lant's. However, the University should stopterming some students "special admits." The termis both derogatory and generally misunderstood,and it should be replaced.

(5) The athletic admissions process should bealtered to reflect less emphasis on the studentswith below-average ability and more on theapplicant who is competitive in the pool. This

could be accomplished by giving athletic abilitymore weight in the diversity category. To betterevaluate their character, student athletes shouldalso provide a recommendation from their highschool coach.

(6) Because of the important role that admis-sions plays in supporting the athletic program, weapplaud the creation of a liaison betweenadmissions and athletics. It is essential that thisliaison be strong and effective in communicatingthe needs of both offices. Successfully performed,the duties associated with this position cansignificantly decrease much ofthe misunderstand-ing between DRIA and the Admissions Office.

B. Women's Athletics

(I) The direction of the women's programshould be immediatelydetermined by the Univer-sity community.

(2) Women's athletics should be viewed separ-ately from the men's program to allow it moreflexibility, which is needed because of its develop-ing nature. It should be provided with resourcesthat, while adequate foritscurrent needs, permit itthis flexibility as a sound basis for growth anddevelopment.

(3) The University should comply with thespirit, and not only the law, of the Title IXregulations.

(4) Specific fundraising mechanisms should bedeveloped for the women's program which areequivalent to those of the men.

(5) Admissions for women's athletics shouldreserve component spots ona matriculationbasis.This would place thewomenina position ofparitywith the men in that, while a proper proportion ofwomen to men are currently admitted based onparticipation in the program, the proper propor-tion of matriculated students would be main-tained, which is presently not the case.

C. Budget

(I) Increased outside funding. With endowedsupport, much like endowed academic chairs,coaches could receive support while other unres-tricted monies could be diverted to other areas ofthe athletic program. This would tend tolessen theDepartment of Recreation and IntercollegiateAthletics' dependence upon University subven-tion. Increased giving to the Weightman Societyshould be actively solicited by the University.

(2) Continued subvention. The Universityshould demonstrate its commitment to excellencein athletics by insuring that the costs of inflationwill be covered by increased subvention, notcutbacks in teams or programming. Indeed, theUniversity should be committed to maintainingthe current level of teams at their current level ofcompetition.

(3) Coaches' assistance. The coaches shouldreceive assistance intheir fundraising efforts. Theyshould be motivated to raise donations with theknowledge that these monies will bespentdirectlyon their programs.

(4) Reducecosts through vigilance. The Univer-sity should continue its vigilance in keeping theteams' budgets as lean as possible, withoutdecreasing support for current activities. Thiscould be accomplished through economies intravel rather than in limiting travel.

(5) Separate Costs. Although it is a seemingly

difficult task, it is clear that we must demarcateindirect costs for facilities between intercollegiateathletics and recreation.

D. Recreation

(I) The Department of Recreation shouldreceive no decrease in funding or other supportfrom the University. It provides a vital service at areasonable cost, and it should be bolsteredbecause of its wide participation and availability.

(2) The Department of Recreation shouldcontinue to develop programs to encourage evengreater and more broad-based participation inrecreational activities. The overall costs would notincrease significantly because the basic facilitiesexist. Marginal increases would only beneeded forextra staffing to supervise events and competi-tions.

(3) Because of its funding base, it is unrealisticto recommend expansion of the Club SportsProgram. The Student Activities Council iscurrently expending maximum amounts for the

program and any increase would have to comefrom other sources.

E. Facilities

" New facilities are predicated on the financialstability of the athletic program in conjunctionwith a consistent policy on athletics at theUniversity.(I) The University should acquire and/or

renovate playing fields. This includes the additionof lights and astro-turf to one or more fields.

(2) The University should construct a field-house and other facilities to be used jointly byvarsity athletics and recreation.

and Higher Education recently issued asummary of its final report, recommendingthe creation of a single federal agency toenforce all campus-related equal opportun-ity laws, replacing eight existing agencies.The commission's study, directed by Dr.

Carl Kaysen, distinguished professor ofpolitical economy at the MassachusettsInstitute of Technology and a Universitytrustee, suggests the establishment of aCouncil for Equal Opportunity in HigherEducation, an independent regulatoryagency within the Department ofEducation.Incentives for self-regulating affirmativeaction are emphasized by the commission..Each institution would develop its

assessment procedures in a way that realisti-cally reflects its own structure and decisionprocesses...," the commission said. Everycollege and university would be required tofile an assessment report with the proposedcouncil on a regular basis.Two members ofthe 22-member commis-

sion opposed to the idea ofthe council wereJudge A. Leon Higginbotham, Jr., amember of the U.S. Court ofAppealsfor theThird Circuit, Philadelphia and a Universitytrustee, and Peter Clark, publisher of theDetroit News.Clark said, "since higher education serves

as a self-conscious source ofmoral criticismand social change for the society, it mayprove useful that higher education besubjected to the same governmental proce-dures as is everyone else."Judge Higginbotham suggested that his

fellow commissioners "seemed to identifymore closely with the problems of thepresent college administrations and the

present tenured faculty than it empathizeswith the problems of victims of discrimina-tion." Also, he said that the proposedreforms "would slacken the pace of equalopportunity and delay the day in this nationwhen racial, religious, and gender discrimi-nation can become merely a tragic relic ofour past."Reform of the federal student-aid pro-

grams and a reduction in their cost was thecommission's second recommendation. The"modest" program ofgrants would be basedon academic achievement and merit,emphasizing values that "in recent years,have taken a back seat to society's intenseefforts to encourage and help those pre-viously outside the mainstream of intellec-tual achievement and economic reward."The commission also recommended

greater federal support for Basic Educa-tional Opportunity Grants; the eliminationofa provision that the size of basic grants belimited to half the cost of a student'seducation, a"self-help" provision that wouldrequire students to contribute $500 to theireducation."Above all," states the commission's

report, "each institution must check on itsprogress through criticism by its owncommunity-the faculty."

Carl Kaysen said that the commission'sconclusions have been presented to Congressand that the commission plans no f*thereffort to implement its recommendations.The Sloan Commission was created more

Reorganization of the Faculty SenateAt the fall 1978 meeting of the Senate a

proposal to modify the structure of theSenate was presented and defeated. Last fallI asked the Senate Committee on Adminis-tration to consider other approaches toreorganization of the Senate. That commit-tee, drawing on the experience of the pastyearand respondingto some ofthe criticismsof the previous proposal, has recommendeda new structure which is embodied in thereport sent to the Senate members on March17, 1980. This report has been endorsed bythe Senate Advisory Committee. The reportand the corresponding changes in theSenateBylaws will be considered at the springSenate meeting.The proposed organization would replace

the current Senate Advisory Committee witha larger Senate Executive Committee con-taining acombination ofmembers elected bythe faculty-at-large and members elected byindependent constituencies. The new com-mittee would be, in effect, a merger of themembers of the current Senate AdvisoryCommittee and the faculty constituencyrepresentatives to University Council. TheExecutive Committee would provide bothUniversity-wide perspective and representa-tion of all areas of faculty interest. Since allfaculty members of University CouncilWould also be members of the ExecutiveCommittee, the faculty voice on UniversityCouncil, although not necessarily coherent,would at least be better-informed on Senateconcerns.

During the past year, the Senate AdvisoryCommittee has held several joint meetingswith the constituency representatives. Thenumber of persons at these meetings hasbeen an impediment neither to the transac-tion of business nor to productive discus-sion. Indeed, the wider range of opinion has

been very helpful. The only drawback to themeetings has been the illegitimacy of thegroup, which drives most formal decisionsback to the Senate Advisory Committee.The experience of the past year has

convinced me that a combined committeewould both work effectively and result in amuch more broadly-representative facultyvoice. I believe that the proposed changeswill produce a significantly more effectiveSenate organization. Tuition Structurefor Ph.D. Students

A new tuition structure for graduatestudents who are working on their Ph.D.dissertations will take effect on July 1, 1980.

Under thenew structure, designed by FASDean Donald D. Fitts, graduate studentswho have completed their Ph.D. coursework will be charged a "DissertationTuition" each semester amounting to two-thirds of the tuition for a course-unit, as isthe case at present. (For 1980-81, thisDissertation Tuition will be $510 persemester, since the charge for a c.u. will be$755.) After having paid the DissertationTuition for a total of four semesters, thosestudents who have not yet received theirPh.D. will be charged each semester only a"Ph.D. Registration Tuition" amounting to15% of the tuition for ac.u. ($115 for 1980-81). However, for the semester in which thePh.D. degree is awarded, the student willagain be charged the Dissertation Tuitioninstead of the Ph.D. Registration Tuition.The new system will apply to currently-enrolled students as well as to new students.Detailed implementation rules will beavailable at the Graduate Office of theFaculties, 16 College Hall, by April 15.The new system will aply to all Ph.D.

students except those in the School ofEngineering and Applied Science and intheGraduate School of Education, both ofwhich will continue to follow their own long-standing tuition structures.The new dissertation-tuition structure has

No CluesIn Revsin Death

It has been more than two weeks sinceJulie Revsin, a graduate student in theAnnenberg School of Communications,wasmurdered and there are still "no suspects incustody," according to Detective Capt.James Murray of the Philadelphia Police.

Revsin's death was attributed to bleedingfrom knife wounds. Inspector DonaldPatterson, police homicide division, saidthat the evidence would indicate that therewas some struggle.

Police are trying to trace Revsin's actionson the day she was murdered, March 21. Thepolice have requested that anyone withinformation or suspicions about this inci-dent contact the homicide division at 686-3334.
