Webelieveourstudents–ofeveryrace,gender,ageandincomelevel–aspiretocompletecollegecredentialsofvalueandpurposebecausetheyseeksecureandfulfillinglivesforthemselvesandtheirfamilies;consequently,werejectthatlowaspirationsarethe

causeoflowgraduationrates.

Weacceptthatasleadersofstates,communities,institutionsandclassrooms,wehavea

sharedresponsibilitytoremovebarriers,reformsystems,andredesigninstructionto

facilitatemorestudentsuccess–butneverbyweakeningacademicrigororreducingthe

exceptionalqualityofAmericanhighereducation.

Wecannotupholdtheseidealswithoutacknowledgingthesetruths:

● Timeistheenemyofcollegecompletion.

Therefore,earlyandsustainedmomentumisvitalforstudentsuccess.

● Structurebenefitsstudents.

Therefore,allstudentsdeserveclearacademicpathways,purposefulprogramselection,andclassschedulesstructuredtoallowworkandfamilybalance.

● Studentsuccessrequiresamutualcommitment.

Therefore,studentsmustworkharder,acceptingstructuresthatspeedtheirsuccess;andinstitutionsmustberesponsivetotheneedsoftheirstudents,utilizingnewpolicyandpracticeproventoboostachievement.

Accordingly,thisAlliancesharesthefollowingbeliefsandmakesthesecommitments:

Webelieveinequity.Weknowwe’reallinthistogether–andourcollectiveeconomic,culturalandcivicfuturesdependuponsuccessinhighereducationforallpeople,notjustthemosteconomicallysecure.Wewillmovebeyondlipservice,recognizingthatwhiledatadisaggregationisanessentialstartingpoint,wemustdomoreinourpursuitofconcreteactionsproventopermanentlycloseeducationalachievementgapsforthosemostoftenleftbehind:studentsofcolor,low-incomestudents,first-generationstudentsandolderstudents.Wesupportstudentsofhighabilityandhighneedandrejectlowexpectations.

Webelieveinevidenceandfacts.Wedonotfearthehardtruthsrevealedthroughanhonestassessmentofthedata,butinsteadrealizethatdataarekeytounderstandingourstrengths,confrontingourchallengesandidentifyingsolutions.Everyone–fromtheboardroomtotheclassroom-mustengageindataanalysisandtheevaluationsofresults.Dataprofessionalsshouldbeempoweredtostepuptojointheirfellowchangeagents,assertingtheirexpertisetohelpdrivecontinuousimprovement.

Webelieveinsmartpolicytoaccelerateandsustainsystemicreforms.Wewillassertthescalingpowerofpolicywhenitisevidence-based,pursuedinanappropriatevenue,developedtransparentlyandcraftedwithimplementationinmind.Weknowthatgoodpolicyprovidesflexibilityforinstitutionsbutdoesnotcompromiseonequity,quality,oraccountabilityforresults.Wemustrestoreandsustainpublicinvestmentinhighereducationbecauseitsbenefitsarebroadlyenjoyedbythepublic,notjustprivately.Werespectthedutyofelectedandappointedpolicymakerstoprotectthepublicinvestmentinhighereducationanddemandbetterandmoreequitablereturnsforstudentsandtaxpayers.

Webelievecommunicationaccelerateschange.Wewillestablishanddrivemechanismstoenhanceourconnectedness,frequentlyandeffectivelysharingourreformeffortsandstoriesofsuccess.Wewillmarshalpublicopiniontowardadeeperunderstandingofthechallengesfacingourstudentsandthesolutionsbeingchampionedbyourmovement,focusingallAmericansonasharedvisionforthefutureofhighereducation.

Webelieveineffectiveimplementation.Wewilldevelopandactonclear,concise,highly-structured,evidence-basedandgoal-orientedimplementationplansdesignedtoachievedramaticimprovementsinstudentsuccess.Themeasurablegoalsandtheplanstoachievethemmustbeequallyownedbyadministratorsandfacultywithaclearunderstandingoftheirresponsibilitiesforgeneratingresults.Weexpectactionatscaleandwithurgency,ensuringallstudentsareprovidedtheopportunitytobenefitfromreformefforts.Wewilldeploybestpracticeswheretheyexistandworktodiscovernewsolutionswheretheydonot.

WebelieveinthisAlliance.Weareimpatientreformers,agentsofchange,andsystemdisruptorsfromallwalksoflifeandpositionsofinfluence–equippedwithevidenceandurgentlydrivenbecauseourcountry’sfuturedependsuponoursuccess.WemustbeasdiverseasAmericayetstrongertogetheraswejointlyleadandcollaboratetopushforsubstantialandsustainableincreasesinachievementandcompletionforallstudents.Wewillaccelerateourpaceasweruntowardproblems,notawayfromthem.

Ensureallstudentsenrollinandcompletegatewaymathintheirfirstyearbydesigningmathcoursesthatarealignedwiththeskillsstudentsneedfortheirchosenprogramofstudy.

Buildearlymomentumsostudentsmeetkey,first-yearbenchmarks:informedchoiceofametamajorormajor,enrollmentin30credits,completionofninecreditsintheprogramofstudyandcompletionofgatewaymathandEnglishrequirements.Provideearlysupportandguidancethatempowerdecisionmaking,includingtheuseofinterestassessmentsandlabor-marketdata.

Increasedegreeattainmentbyinvitingadultlearnersbacktocompletetheireducation,providingaredesignedsystemthatoffersacceleratedcourses,year-roundenrollmentandpredictableschedulesthatfittheirbusylives.Givecreditforpriorlearningandexperienceandadditionalsupporttohelpstudentsnavigatethesystem.

Boostthenumberofstudentswhoareontrackforon-timegraduationbyencouragingenrollmentin15creditseachsemester(30creditsperyear,includingsummers).Financialaiddollars,aswellasinstitutionalprocessandpractice,shouldsupportthatstandard.

TheStandardismetwhenaclear,data-drivencaseforanequityagendahasbeendevelopedandpublicized.

Cultivatecommitment

ItisimportantthattheCompleteCollegeAllianceTeamdedicatesitselftoidentifyingandclosingestablishedachievementgaps.Theteam’sEquityLeadmustholdtheteamaccountableforthatcommitment.Itisequallyimportantthatallinstitutions,includingthemostselective,putforththeirowncommitmenttopermanentlyclosingachievementgapsforallpostsecondarystudents,notjustthestudentscurrentlyenrolledattheirinstitutions.

TheStandardismetwhentheCompleteCollegeAllianceTeamandInstitutionalLeadershavepubliclycommittedtoagoalofclosingachievementgapsbyadatecertain.

Fostertrust

Whentacklingissuesassensitiveandcomplexaseducation,race,income,andemployment,expliciteffortstobuildandnurturetrustareessential.TheCompleteCollegeAllianceTeammustdeepenpartnershipswithinstitutionsthatservethetargetedpopulations.Strategiesmustbecustomizedtomeetthecontextoftheseinstitutions,butnotavoidedbecauseofthatcontext.Theadviceofstudents,diversityexperts,communityorganizations,andthosewithexperienceservingtargetpopulationsmustbeheeded.

TheStandardismetwhenleadersofinstitutionsservingtargetedpopulationsagreetheyhavestrongworkingrelationshipswithhighereducationleadersandpolicymakersacrossthestateorregionandthattheirexpertiseandperspectiveinfluencedecisions.

Focusattention,support,andresourceswheretheymattermost

WhenaCompleteCollegeAllianceTeamiscommittedtoscalingcollegecompletionstrategies,itmustprioritizesupportforinstitutionsthatservehighpopulationsoflow-income,minority,andadultstudentsbyprovidingsufficientresourcesandsupportfortheseinstitutionstoachievescale.

TheStandardismetwheninstitutionsservingunderrepresentedpopulationsagreetheyhavethesupportnecessarytoscaleandsustaincompletionandequitystrategies.

Alignfinancialincentivestoequitygoals

Ifequitygoalsareatoddswithstatefinancialincentivesandaccountabilitymeasures,theCompleteCollegeAllianceTeamshouldexpectfrictionbetweenpolicyleadersandinstitutionsservingtargetpopulations,whichinturnstagnatesprogress.Policyleadersmustdesignfundingformulastoincentivizetheclosingofachievementgapsandrewardinstitutionsthathavedemonstratedtheircommitmenttoservingunderservedstudents.

TheStandardismetwheninstitutionalfundingisdirectlyandexplicitlytiedtotheoutcomesoftargetpopulationsbasedonrace,age,orincome.

Safeguardequitythroughoutscalingefforts

TheCompleteCollegeAllianceTeam,withleadershipfromitsEquityLead,mustrelentlesslymonitortheresultsofscalingeffortstoverifythattheyclosegapsforunderrepresentedandlower-performingpopulations,andadjustasnecessary.Structuralchangesmaynotbeenoughtoclosegaps,necessitatingmoretargetedinterventionstoaddresstheuniquechallengesofeachunderservedstudentpopulation.

TheStandardismetwhentheCompleteCollegeAllianceTeampublishesdataprovingthatthestrategiestheyimplementednarrowedachievementgaps.

EmbedequityineachoftheScalingStandards

TheworkofcreatingmoreequitableoutcomesmustbecontinuallytopofmindforthePolicy,MetricsandEvidence,CommunicationsandImplementationLeadsoftheCompleteCollegeAllianceTeam.Whileitisunrealistictobelieveprogresscanbemadewithoutasinglepointofownership,itisequallyunlikelythattheEquityLeadcanmakeprogressunlessequitygoalsheavilyinfluencetheworkofothersontheCompleteCollegeAllianceTeam.TheEquityLeadmustworkdirectlywitheachteammembertoexplorewaystoembedequitygoalsintotheirowndailywork.

TheStandardismetwhenallmembersoftheCompleteCollegeAllianceTeamhaveengagedinmeaningfulconversationwiththeEquityLeadtofocustheirowneffortsmoreintentionallyonequity

andhavechangedthewaytheydotheirworkasaresult.

ForCompleteCollegeAllianceTeamsandCampusImplementationTeamsthatcommittothesescalingstandards,CompleteCollegeAmericacommitsthe

followingresourcesinreturn:

● DisaggregateddatafromtheCompleteCollegeAmericacollectionprocesstohelpshapeconversationsandgoal-settinganddrivereform

● Specializedprojectsforminority-servinginstitutions

● Samplecommunicationslanguagethathighlightstheeconomicandmoralimperativesforclosingachievementgaps

● ExpertAdviceonconstructinganoutcomes-basedfundingmodelthatappropriatelyrewardsimprovementswithunderrepresentedpopulations

MetricsandEvidenceScalingStandards

Webelieveinevidenceandfacts.Wedonotfearthehardtruthsrevealedthroughanhonestassessmentofthedata,butinsteadrealizethatdataarekeytounderstandingourstrengths,confrontingourchallengesandidentifyingsolutions.Everyone–fromtheboardroomtotheclassroom-mustengageindataanalysisandtheevaluationsofresults.Dataprofessionalsshouldbeempoweredtostepuptojointheirfellowchangeagents,assertingtheirexpertisetohelpdrivecontinuousimprovement.

Ifitmatters,measureit

Thecommoncompletionmetricsfocusonthemostimportantmeasuresofprogress,completion,andequity.Thesesimple,consistentmeasuresprovideimmensevaluetothefieldandcomplementtherigorousresearchandcausalevaluationthatdriveourwork.TheCompleteCollegeAllianceTeam,withleadershipfromtheMetricsandEvidenceLead,mustregularlyreportthesemetricstoCompleteCollegeAmericaandusethemtoproducedigestible,actionablereportstoadvancetheirgoals.(SeeCommunicationsScalingStandardsformore.)

TheStandardismetwhenCompleteCollegeAllianceTeamspubliclysharecommoncompletion,progress,andequitymetrics.

Workdeeplywithdatatodriveinnovation

Datacollectiononitsownwillnotdrivechange.Changecomeswhenpeopleinteractandinternalizethedata,drawtheirownconclusionsandtakeaction.CompleteCollegeAllianceTeamsmustusedatatodeveloptheproblemstatementthatcatalyzesplanningandreform.(SeeImplementationScalingStandardsformore.)

TheStandardismetwhencollegecompletionandequitymetricsareexplicitlyandconsistentlyincorporatedintotheCompleteCollegeAllianceTeam’sproblemstatement,goals,andimprovementstrategies.

Empowerdataexpertstobeleadersinthemovement

Dataprofessionalsmustbemorethanproducersofdata,butratherleaderswhoguidedecision-makers,helpingthemtoleveragedatatoprioritizeandfocuscollegecompletionefforts.Dataprofessionalsarethewatchdogsofsuccessforallscalingefforts.Theyshouldbeinvolvedinthedevelopmentofevaluationplansfromtheoutset,helpexecutetheplansandhaveaccesstonecessaryresourcestosupportprojectevaluation.TheymustalsohelpothermembersoftheCompleteCollegeAllianceTeamdeveloptheirownskillssothattheycanbetterunderstandandinterpretdataindependently.

TheStandardismetwhenthemembershipoftheCompleteCollegeAllianceTeamandCampusImplementationsTeamsincludeadataprofessionalwhogeneratesdata,translatingitintoactionableinformationthatleadstomeaningfulrecommendationsincorporatedintoactionplans.

Givevoicetothesilentthroughdata

Nodataanalysiscantellthefullstoryuntilitdisaggregatesdatabyvariousstudentsubgroupsthathavebeenunderservedbyhighereducation.WhileitmaybetemptingfortheCompleteCollegeAllianceTeamtouseaggregateddatatodrawconclusionsonthestateofstudentsuccess,theMetricsandEvidenceandEquityLeadsmustinsistthatfurtheranalysisbeconductedtoaccountforthedifferentialimpactonvariousstudentgroups.(SeeEquityandImplementationScalingStandardsformore.)

TheStandardismetwhenallreportsrelatedtocompletionandinterventionimplementationsexplicitlycalloutthechallengesfacedbydifferentpopulationsandtheimpactofinterventionsonthosesamepopulations.

Supportimplementationatscale

TheCompleteCollegeAllianceTeam’sMetricsandEvidenceLeadandhisorhercounterpartswithininstitutionsmustsupportCampusImplementationTeamsbycollectingandreviewingagreeduponstudentoutcomedataandotherevaluationdatareflectingtheoverallqualityofthescalingeffort.Descriptivedata,particularlywhenitiscollectedaspartofalarge-scaleeffortshouldbesufficienttodemonstratethesuccessoftheinitiativeandareasinneedofimprovement.Wherepossible,theCompleteCollegeAllianceTeamshouldsupportrigorouscausalresearchtounderstandwhatelementsoftheinterventionhadthegreatestimpactonstudentperformance.Everyoneshouldunderstandthatittakestimetoseelong-termimpactsoncompletion,butwheninstitutionsandstatesscale,short-andlong-termresultswillberevealedmoreswiftly.(SeeImplementationScalingStandardsformore.)

TheStandardismetwhentheCampusImplementationTeamshavereportedtotheCompleteCollegeAllianceTeamthequalitativeandquantitativeresultsofimplementationeffortsassoonastheyareavailable.

Communicatefindingsfromdatatodrivereform

TheCompleteCollegeAllianceTeam’sDataLeadshouldworkwiththeCompleteCollegeAllianceTeamtoanalyzeallavailabledatatounderstandthenatureofthecompletionproblemortheimpactofanintervention.Dataandcommunicationsprofessionalsmustworktogethertoaccuratelyrepresentthedataandtellthemostcompellingstorypossibletodrivereform.(SeeCommunicationsScalingStandardsformore.)

TheStandardismetwhenabroadrangeofstakeholderscancomfortablydescribethelessons

learnedfromthedataandpublishedreportsareeasilydigestibleandaccuratelyrepresentthefacts.

CampusImplementationTeamsshouldidentifytheprovenevidence-basedmodelstoreplicate.Theinstitutionsshouldcustomizethemodeltotheirinstitution’scontext,circumstancesandresources.Ifthereisuncertaintyaboutwhichspecificmodeltoreplicate,buildprototypestotestwhichmodelisbestforyourinstitution’sstudents.Itiscriticalthatinstitutionsmakeuseofcurricula,syllabi,advisingprotocols,policiesandpracticesthathavebeentestedandproveneffectivebyearlyadopters.CampusImplementationTeamsshouldcurateresourcesandadaptthemtotheirneeds.Effortstoinnovateshouldbedonewithafullunderstandingofthesystemicnatureoftheproblem,whathasbeenlearnedfromsuccessfulreformsandwhatproblemshaveyettobesolvedtomaximizeimpactonstudentoutcomes.

ExpectationsofAllianceMembers

WebelieveinthisAlliance.Weareimpatientreformers,agentsofchange,andsystemdisruptorsfromallwalksoflifeandpositionsofinfluence–equippedwithevidenceandurgentlydrivenbecauseourcountry’sfuturedependsuponoursuccess.WemustbeasdiverseasAmericayetstrongertogetheraswejointlyleadandcollaboratetopushforsubstantialandsustainableincreasesinachievementandcompletionforallstudents.Wewillaccelerateourpaceasweruntowardproblems,notawayfromthem.

CreateandcoordinateaCompleteCollegeAllianceTeamTeammembersmustberepresentativeswhoarecommittedtocollegecompletionandequitygoals,willingtodedicatetimeandefforttotheworkoftheteam,andbestpositionedtoactasstrategicthoughtpartnersandleaders.TheteammustincludeleadsforEquity,Metrics,Policy,Communications,andImplementation(2-yearand4-year).Theteammustoperatestrategicallyanddeterminethebestleverstodriveactiongiventhepoliticalenvironmentandgovernancestructurewithinwhichitoperates.TheAllianceTeamshouldalsostrivetobuildparallelteamsatallpublicinstitutionstohelpempowertheworkatscale.

AttendtheSummerActionSummitanddevelopannualplansEachyear,theCompleteCollegeAllianceTeamwilldevelopanannualplanthatincludescleardelegationofresponsibilitiesandtimelinesforaction.ItiscrucialthatallteammembersattendtheSummerActionSummit,sincethiseventprovidesdedicatedtimeandresourcestofacilitatethatplanningprocess.

ConvenequarterlywithCompleteCollegeAmericastaffAnnualplansandgoalsmustbetrackedonanongoingbasis,includingregularmeetingsoftheCompleteCollegeAllianceTeams.Atleastquarterly,thesemeetingsshouldincludeCompleteCollegeAmericastaff.ThesemeetingswillhelpCCAstaffbettercoordinatetechnicalassistanceneedsandsupportactionplans.

PromotetheCCAAnnualConveningandsendastrongdelegationTobuildamovement,wemustopenthedoors.TheCompleteCollegeAllianceTeam,inadditiontoensuringteammembersattendtheconvening,shouldpromotetheimportanceoftheeventthroughouttheirnetworksandencouragebroadattendanceofpolicymakers,institutionalleaders,andfaculty.
