Construction of Hanger made Pandal along with stage, carpeting, power cabling, lights etc with following description :- Erection of Aluminum Hanger Structure, fire resistant and opaque white tarpaulin, covered Wooden Platform of required size made of 4 to 6 inch thick with Brand new good quality carpet of appropriate size in green colour with additional red colour carpet as per route decided by Institute all along the passages on the main carpet. Entrance:- At least 7 Nos fixed glass/PVC doors for entry and exit in main pandal, robbing room and photographic arena as per drawing shall be provided . Deployment of adequate nos. of electronic security gadgets fitted in all gates. Stage (60'x 40'):- Stage shall be made with Iron structure and wooden platform covered with good quality carpet and with proper flower decoration in consultation with Institute. Sufficient lightings shall be maintained in stage area through out the function. Stairs with SS Railing support for stage:- 3 nos. Stairs with SS railing support (2 nos. for front portion of stage and 1 nos. for back portion.) and 1 no of ramp including new carpret shall be provided. Podiums:- 2 nos. well decorated podium shall be provided in either side of stage. Dias :- Stage will have a Dias properly decorated for seating minimum 10 nos. dignitaries. Scope to increase the size of Dias may be kept for increased no. of dignitaries.

Decorative Lights in the campus :- Rich lights LED Ropes or LED pers or Sharphys as approved by Institute shall be provided from main entrance to the AYUSH blocks building and Night shelter including the front portion etc. Lighting shall be done as per pictures attached. Color scheme of lights will be Purple. 1. Lighting of areas as mentioned in drawing attached including all consumables and non-consumables. 2. Annexure- A2

Terms and Condition

1. The bidder firm shall possess experience of similar work and attach proof in support. 2. The annual turnover of the bidder in each of the last three years 17-18, 18-19, & 19-20

should be minimum 50 Lakhs each year and documentary proof in the form of audited

financial statement (Income statement, balance sheet) must be provided as evidence. 3. The Tenderer will have to make all necessary changes as may be required by the AIIMS

Deoghar / District Authorities in the interest of work and security requirements for holding programmes with VVIP as guests and in attendance.

4. Only those tenders shall be accepted which give the offer for entire work (tenders for part work will not be accepted).

5. The tenderer shall be required to keep sufficient work force including at least 6 electricians / wireman who shall be kept on duty to attend and check the lines for rectification. All wiring points shall be completely insulated.

6. All security measures/back up to avoid chances of disruption in power supply shall be made by the contractor/tenderer.

7. For sound and light system, prior approval of District Administration shall be obtained by the tenderer, if required.

8. The bidder shall have the LATEST authorization/registration of Electrical, Safety from Govt Department and Department of Intelligence (Police)

9. The rates quoted should be inclusive of all taxes i.e. GST, Income Tax ,EPF ESI

contribution etc. and nothing shall be paid on account of any tax whatsoever may be.

10. No payment „shall be paid for the cartage. (Rate should be F.O.R. Site). 11. “The work should be completed within the stipulated time given from the date of order as

mentioned in work order. 12. The party shall be responsible for security of all its items.

13. Approximate Quantities are given in BOQ which may vary as per site requirement.

Deviation in BOQ quantity is allowed up to 100 % after approval from Competent

authority. 14. The work should be completed within the stipulated time given from the date of order as

mentioned in the work order. 15. An earnest money of Rs. 1, 50,000 (Rs. One Lakh Fifty Thousand) in the form of Bank

Draft issued by a Nationalized. Bank in favour of “AIIMS Deoghar ” Payable at Patna

should accompany the bid form. The same shall be refunded/ returned to parties whose

tenders are not accepted. 16. EMD will be converted into security deposit for the tenderer whose bid is accepted.

DD of Rs. 1180/- being cost of bid form has to be attached with Tender form in the mode

of Bank Draft in favour of “AIIMS Deoghar ” Payable at Patna which is not refundable in

any case. 17. AIIMS Deoghar shall not be responsible for any kind of loss and insurance coverage. 18. Completed bid form will be placed in the tender box- kept in the Tender office by the

last date of April 15, 2021 up to 11:00 AM. The tender will be opened on same day. 19. PAN, GST and Labour Department’s latest registration /Certificate is essential Attested

copies of same are to be attached. 20. Authorized signatory has to keep all the original documents at the time of opening of

tender and provide same for verification.

21. In case of change of date of the OPD inauguration due to any unforeseen reason, the

successful bidder has to make the arrangement for the event for the revised date at the original quoted amount and and shall bear insurance costs associated if any with the event on his own.

22. In case of virtual inauguration all necessary arrangement will be made by vender with no extra charges.

23. The arrangements shall be ready in all respects for inspection by security persons, rehearsal etc. one day (24 hours) before the actual main convocation function and shall continue to be provided on the day of the convocation event.

24. The Executive Director, AIIMS Deoghar will have absolute right to reject the tender without assigning reason.

25. All disputes are subject to Deoghar legal Jurisdiction.

26. If any item of BOQ is not carried out as per satisfaction of Institute that item shall be

rejected out rightly and no payment of such item shall be made. In the event of inferior

quality of work, a penalty at double rate of that particular item shall be imposed.

27. In case of Joint Venture all the liability will be borne by the bidder.

28. Experience certificate obtained from private organization shall not be consider for

evaluation.

29. Any addition, alteration or changes in the tender paper made by the tenderer i.e.

conditional tender will attract rejection of tender.

30. No tender is allowed for multiple bidding of the work, which will summarily disqualify

the tender in the bidding process.

31. Rates quoted by the bidder will be valid for 180 days from the date opening of the bid.

32. Security Deposit will be forfeited if

a. The contractor fails to perform work as assigned.

b. If the bidder sublets the work,

c. If the successful bidder refuses to perform the work.

33. The work will be awarded to the bidder who has secured higher marks as mentioned

in Annexure-A3. However if the selected bidder fails to perform the work, the work

will be awarded to the next bidder who have scored second higher marks.

Payments Term & Conditions:-

1. 95% Payment will be made on successful completion of the event and rest 5 % will be

released after submission of all the deliverables within one month of the function.

BID EVALUATION:-

A- Technical proposal evaluation shall be of 60 marks (Credential Score) based

on submitted documents in respect to relevant past project experience within three years.

B - Financial bid evaluation will be based on 40 marks.

C- The lowest financial bidder shall be given the financial score (FS) of 40 and other shall be given proportionately score as per their financial bid

D- Committee hereby reserve right to reject any bid if it is found excessively low from market value and not practicable.
