As one of the world’s foremost energyscientists, Professor Sir Chris LlewellynSmith FRS, has unrivalled knowledgeof the frontiers of energy research.

At the 2010 conference, Dr Ed Moses ofthe Lawrence Livermore Labs talked about the progress beingmade to create clean energy from a laser initiated fusion reaction.

This year Professor Llewellyn Smith will take this a stage furtherwith a presentation on the ITER international fusion energy project.Chris is currently Director of Energy Research at Oxford Universityand was previously Chairman of the Council of ITER, DirectorGeneral of CERN, and Director of UKAEA Culham withresponsibility for the UK's fusion programme and for operation ofthe Joint European Torus (JET).

ITER is an international experiment supported by China, the EU,India, Korea, Russia and the US to demonstrate the commercialfeasibility of producing energy from fusion. It is based on the‘tokamak’ concept of magnetic confinement and uses a mixture ofDeuterium and Tritium as fuel heated to 150 million°C which iscontained by strong magnetic fields in the specially designedreactor vessel.

Based in Cadarache, southern France, construction work began in2010 and should be completed by 2018. It will pave the way for ademonstration fusion power plant, or DEMO, designed to produce2,000-4,000MW of power. If all goes to plan, a commercial fusionpower reactor based on this work could be on the grid by 2040.

The 2012 conference will address the state of play with a widerange of clean and renewable energy technologies, and theirimplications for Australia’s business, the economy andsociety. As fossil fuel prices continue to rise, can clean energyoffer long term price stability?

Among the key issues to be covered this year will be:

Wind: This is the only lowemissions power technologymature enough for a rapid scaleup in a short period of time.However, there are numerousissues which must be addressed,including intermittency andvariability; inability to operate safely in high winds; noise; andenvironmental impact.

Solar PV: This fits well with commercial and industrial peakdemand, although less well with residential demand. But a keyissue with the technology is that its costs are falling rapidly. Thissuggests that installations for industrial and commercial customersmay be economic in the near future, but it may spell problems formanufacturers and investors.

Solar thermal: Costs are currently not commercial, but withappropriate storage (e.g. molten salt or concrete) it couldcontinuously meet demand, making it more valuable to the market.Costs are likely to reduce as more systems are deployed, soallowing for improvements in engineering solutions, and inassociated components and fluids. While Solar ‘power towers’ arelikely to be more effective, the big opportunities await thedevelopment of storage options.

Geothermal: To date there has been little deployment in Australiadue to funding issues, which means its potential contribution topower generation is uncertain. However, geothermal offersenormous promise to deliver baseload power at competitive prices.

CCS: Australia has an abundance of coal and CCS could contributemassively to our clean energy future. But it is an unproventechnology and the huge scale of investment required of at least $1billion for a demonstrator could prove a major barrier to itsimplementation, at least in the short term.

Bioenergy and biofuels: Biofuels are likely to becomeincreasingly important – on the roads, in civil aviation and in oceantransport where there is a need to reduce high carbon footprints,and for the military, where energy cost and security are increasingly

important issues. The emergence of new technologies, such as theuse of algae, and the conversion of domestic waste, may offeralternatives to bioenergy crops that compete with food production.

Power storage: Perhaps the biggest challenge of all – reliable andcost effective solutions could revolutionise the use of intermittentsolar and wind energy sources, and increase their market valuedramatically.

Grids: Whatever the energysource, large investment in thedomestic power grid is an urgentpriority. But doesn’t it make senseto develop the grid so that it canintegrate intermittent and

distributed energy sources – and to make it smarter to enable theuse of smart appliances and make demand managementpossible?

Energy efficiency: Regarded by many as the most effective wayof reducing fossil fuel demand, this area offers a huge opportunity tobusiness to reduce costs and, once again, it will be prominent in theprogramme. One area we’ll be taking a very close look at is theFederal Government’s recently announced commitment to threenew programs to assist industry, local government, communityorganisations, low income households and smaller businesses.

Wave & tidal: Although facing much tougher technical challengesto wind and solar when it comes to implementation, harnessing thepower of the waves offers incredible potential. It is notable that,despite the undoubted technical and financial issues, increasedemphasis is being given to this form of energy generation, notablyin Europe.

Finance & investment: Once again the matter of money willfeature strongly in the programme. Specific topics covered willinclude the Clean Energy Finance Corporation and the RenewableEnergy Venture Capital Fund. In addition, we’ll be looking at currentM&A activity; the future challenges and opportunities of cleanenergy investment; the role of Feed in Tariffs, and how carbonpricing and climate change are impacting the asset allocationdecisions of institutional investors.

2011 was a major year for action on energy efficiency and cogeneration,with the carbon price legislation passing parliament in November 2011and a package of measures including $1 billion in grants through theClean Technology Program and up to $5 billion in finance through theClean Energy Finance Corporation.

There was also action at the State level, with the energy savings schemesramping up in Victoria and New South Wales. In 2012 these programs will bearfruit. Combined with rising energy prices caused by investments in theelectricity network, these programs will significantly increase the incentive forenergy efficiency, potentially doubling the return on investment on a range ofenergy saving projects.

2012 will also see major debates in energy policy, as policy makers and thepublic have started to realise how important demand-side measures are tokeeping electricity affordable. The two areas of hot debate will be theintroduction of a national energy efficiency scheme and major reforms toenergy markets to tackle peak demand.

Peak demand that lasts less than 40 hours a year currently accounts for 10 to25 per cent of electricity bills, and the problem is getting worse. It will be acritical year to be involved in the debate.

Clean energy in economicdevelopment – Geothermal energy inIndonesia and the role of the World BankMigara Jayawardena, Senior Infrastructure Specialist, InfrastructureDepartment, East Asia and Pacific Region, The World Bank

Access to environmentally and socially sustainable energy is essential toreduce poverty. Globally, more than 1.3 billion people have no electricity,while some three billion use solid fuels – wood, charcoal, coal, and dungfor cooking and heating. To provide universal access to modern energyservices by 2030 will require new capital investment of aboutUS$35–40bn/year – on top of the US$450bn/year needed to sustainenergy services at current levels.

The World Bank is a major contributor to this worldwide effort and MigaraJayawardena is expected to present on Indonesia’s Geothermal Clean EnergyInvestment Project which the Bank is supporting with US$300m in loans.

The Indonesian Government has set the ambitious goal of generating 4,000MWof geothermal power, a 40% increase in the current global geothermal capacityof about 10,000MW. Despite Indonesia’s huge geothermal potential, less than4% of its geothermal resources have been developed to produce power so far.

This project will assist government-owned PertaminaGeothermal Energy (PGE) to develop 150MW in Sumatra and Sulawesi. TheBank is also helping strengthen PGE’s ability to undertake investments thatmeet industry and international standards to assist its objective of generating aglobally unprecedented 1,000MW by 2015.

A year of action

Across the world we are changing the way our electricity is generatedand delivered. The question is no longer whether we continue relying onemission-intensive technology to keep the lights on – it is how fast wemove to embrace clean energy and energy efficiency.

In 2011, just under 10 per cent of Australia’s electricity came from renewableenergy. Australia’s clean energy industry has its sights set on delivering theFederal Government’s Renewable Energy Target of 20 per cent by 2020. Thoughwe still have a way to go, the introduction of a carbon price in mid-2012 and theassociated government support for clean energy – including the $10 billionClean Energy Finance Corporation – will provide the policy framework to unlockbillions of dollars in investment to all forms of renewable energy and energyefficiency.

With over 600 member companies and growing, the Clean Energy Councilcontinues to work on behalf of its members to help drive the transformation ofthe Australia’s electricity sector. Towards 20 per cent by 2020

The Biofuels Association of Australia will be coordinating a full daysession on biofuels at the 2012 All Energy Conference, incorporatingethanol, biodiesel, sustainable aviation fuels and the growing focus onsustainability standards.

Ninety eight percent of the energy used in the transportation industry stillderives from fossil fuels and the use of alternative fuel sources such as biofuelblends are growing around the world. Biofuels are able to make immediateand significant contributions in terms of greenhouse gas reductions in Australiawithout impacting on food production.

But biofuels are not just about reducing emissions and climate change. Biofuels

are also about regional development and creating local jobs at a time whenAustralia is importing more than half of its liquid fuel needs. Biofuelssubstantially reduce our trade deficit – and it is expected that for this financialyear, Australia’s total fuel deficit will be about $18 billion. Biofuels bring aboutenergy security alternatives and energy independence in times of uncertainty.

As one of the only truly renewable and sustainable sources of energy, we hopethat this year’s focus on biofuels will be valuable for all participants at theconference.
