PhaseD systeMs rePlaceMent in an occuPieD builDing

ProJect historyDuring the spring of 2012, assabet Valley’s renovation project successfully passed town meeting and referendum votes in all 7 of its sending communities and progressed from Msba Feasibility study/schematic Design into the Design Development Phase under the guidance of owner’s Project Manager strategic building solutions (sbs) and architects Design Partnership of cambridge, inc. (DPc). the $60 million project includes envelope and system replacement and programmatic upgrades for the 40-year-old, 360,000 square foot facility.

like many schools of its era, assabet was designed with little regard for energy conservation. the original heating system was electric resistance. over the years, portions of the system have been changed to direct-fired gas, but even this equipment is now dated, unreliable and very inefficient by modern standards. Adding to the facility’s wasteful energy profile are single pane windows in metal frames that provide cold a direct path to the interior. Further, there is only minimal insulation under the failing roof membrane and no insulation in the solid masonry exterior walls. remediation of these issues forms the core of the project, which also includes upgrades to achieve life safety, seismic and access code compliance and new science teaching spaces.

the project is scheduled to go to bid in early 2013 and be under construction by mid-april.

Design scoPethe design encompasses the following scope:

• Complete science lab replacement and reconfiguration;

• Complete roofing system replacement consisting of increased insulation to meet latest Code, new roof membrane and flashings, drains, blocking, curbs and edging;

• Complete window and storefront replacement including fixed and operable aluminum sash with thermal-break framing and insulated,

low-e glazing;• Replacement of all exterior doors and

hardware;• Replacement of all exterior caulking and

sealants;• Building and site improvements to meet current access code regulations, regarding:

◦ toilet rooms ◦ locker rooms ◦ Door hardware ◦ Vertical access - lifts, ramps, elevators and

stairs ◦ signage ◦ Parking, curb cuts and entrances ◦ Site walkways;

• New suspended acoustic tile ceilings throughout, selected new finishes to repaired areas elsewhere;

• Plumbing fixture replacement for water conservation and barrier-free access;

• Sprinkler system extension to all non-sprinklered areas; upgrades to meet current Code;

• New main electric switchgear and service entrance;

• New lighting throughout;• Upgrades to IT and fire alarm systems;• New boiler room with staged, high-efficiency,

gas-fired hot water boilers and new gas-fired domestic hot water system;

• New, expanded air-conditioning system and provision of new high-efficiency cooling tower, chillers and pumps;

• New HVAC distribution system and terminal units, 4-pipe hot and chilled water supply to fan-coils located in corridor ceilings, ducted into teaching and other spaces;

• New DDC automated building management system.

construction Phasingbeginning in the spring of 2013, construction will continue through three summers and two academic years. at all times when school is in session, provisions will be made to insure an effective presentation of the curriculum without compromise to student and staff health, safety or the learning environment.

the key to achieving this goal is phased construction. this is an area where DPc has a great deal of experience. For over 30 years, our practice has centered on programming and design for educational clients and further specialized in renovation, repair and repurposing projects for schools and colleges throughout the region. the majority of these projects have involved phased construction in occupied buildings. one recent example is taunton high school where we designed and administered the construction of a 3 ½ year renovation-addition project encompassing 550,000 square feet of floor area, and valued at over $112 million.

DPC and the firm’s engineering consultants are working intensively with sbs, the assabet client committee and the school staff and administration to devise the complex phasing necessary for the project to be successful. strategies include constructing temporary classrooms within lightly used areas of the building, leasing portable classrooms (to be kept to a minimum, since their cost is generally not reimbursable by Msba), doing work in specialized spaces like the shops only during summer breaks, pre-purchasing electric switchgear to make sure it is available for installation during the first summer, running new and existing systems in parallel and many others.

assabet’s phasing solution will contain these central elements:

• At every point during the school year, there will be sufficient classrooms and science labs to present the full academic program;

• Shop and other specialty spaces supporting the technical and career programs will not be impacted during the school year, unless programs can be accommodated elsewhere (e.g. the carpentry program might focus on building an outdoor or off-site project);

• Contractor activities and construction zones will be confined to designated, contiguous areas of the building and site, separated from all school activities and contact and contained within physical barriers;

• All utilities will remain fully functional within areas of school use;

• Areas in use by the school will meet all Code requirements for egress, availability of toilets and number of fixtures, fire protection, life safety, ventilation, etc.

using systems and strategies proven on many previous projects, DPc has created a package of detailed phasing drawings and specifications that are part of the contract documents, instructing the contractor in the sequence and scheduling of work and spelling out provisions that must be made and protocols that must be observed to minimize impact on the school community. During construction the duties of DPc and sbs will include critical liaison between the contractor and the school’s administration, as well as monitoring construction activities to insure all contract document provisions are enforced.
