1 Algonquins of Ontario 2020/2021 - HARVEST UPDATE Algonquins of Greater Golden Lake First Nation June 26, 2020 MOOSE HARVEST The Algonquins of Ontario (AOO) as represented by the Algonquin Negotiation Representatives (ANRs) continue to work closely with the Ministry of Natural Resources and Forestry (MNRF) to implement this year’s harvest plan. In keeping with last year, the 2020/2021 Moose Harvest will involve a draw system for both inside and outside Algonquin Park and the harvesting requirements will remain the same. Recent data provided by MNRF to the AOO indicates that moose populations in many of the Wild Management Units (WMUs) are in a trend of declining populations. For the 2020-2021 harvest season, the AOO have again decided that the harvest area within Algonquin Park is to be expanded to include all of include the entire portion of Algonquin Park that lies within WMU 51 and north of the Hwy 60 Corridor Development Zone and within the Algonquin of Ontario Settlement Area This expansion of the Algonquin Park – WMU 51 harvest area was introduced to Algonquin Harvesters in October 2019 just prior to the commencement of the 2019 – 2020 AOO Harvest Season.     MOOSE HARVEST

    Moose Harvest Dates outside Algonquin Park (Bow Harvest)

    The Bow Harvest occurs WMUs outside of Algonquin Park. Two names are required for an adult bow tag. There are no specific bow tags for calf moose. The same calf tags are used for both rifle and bow harvests of calf. There must be one name to a calf tag being used to harvest a calf by bow.

    DEER HARVEST

    As deer are harvested throughout the Wild Management Units (WMUs) in the AOO Settlement Area during the AOO deer harvest seasons inside and outside of Algonquin Park, we request that you report all deer harvests by the WMU they are harvested in. Doing so will allow the Algonquins of Ontario to have a better handle on how our deer harvests continue to ensure sustainability of deer populations. Remember, we need to look out for future generations.

    Deer: September 1, 2020 – January 15, 2021 (except for special permit) WMU 41: September 1, 2020 to December 15, 2020

    Note: Season has been reduced for deer harvest in WMU 41

    Note: The boundary for WMU 41 starts at the westernmost point of Trout Lake using Trout Lake North which becomes Hwy 63. The Boundary is then Hwy 63 (harvest southeast) through to the Quebec border bridge over the Ottawa River.

    ELK HARVEST

    The Algonquins of Ontario (AOO) are entering our seventh year of the Adult Elk Harvest and the seasons runs from September 1, 2020 to December 21, 2020. In 2019-2020, the AOO harvested 7 Elk, specifically 4 cows and 3 bulls.

    Based on the results from the 2017 aerial elk survey the population is stable however it is estimated to be below the current population objective. The calf and mature bull proportion of the population has been noted as a cause for concern. The AOO allocations of elk tags recognize the need optimize proportions of bulls, cows and calves in the elk population. Rifle Allocations for elk for the 2020 season is 50 total elk tags (9 bull tags and 41 cow tags).

    There is no Elk Calf Harvest and there are no Bow Tags for Elk. Like last year, individuals in all communities are eligible to apply for both Elk Tags and Moose Tags. Individuals will also be allowed to hold both an Elk Tag and a Moose Tag. However, individual communities may choose to opt out of this approach and allocate tags differently.

    Harvesters are to report their elk harvests by WMU and Elk Harvest Area.

    ELK TO AVOID HARVESTING:

    Mature Bull Elk:

    The AOO are encouraging harvesters to avoid harvesting mature bull elk. As noted above, the ratio of mature bull elk to cow elk is a cause for concern. In order to protect the population and move towards maximum productivity, the mature bull elk require some assistance. It is recommended that Algonquin harvesters avoid harvesting bull elk with an antler class greater than 3x3. A 3x3 bull elk is described as having 3 points (tines) on both antlers (see image below). A bull elk with at least one side with 4 or more points should be avoided.

    Harvesters are to report the bull elk antler class. The antler class is determined by the number of points per side (e.g.2x2, 3x3, 4x5 etc.).

    Collared Elk

    Algonquin Harvesters should avoid harvesting elk that have been collared. Very few collared elk remain in the population. These collared animals are an important component of ongoing elk research and monitoring programs. No replacement tags will be issued in these circumstances.

    If you harvest an animal wearing an ear-tag or collar, this animal was chemically immobilized many years ago past using veterinary drugs. Due to the time span that has elapsed since elk were chemically immobilized and collared, it is highly unlikely that the animal is unsafe for consumption. Health Canada has established recommended guidelines for consumption.

    Please contact the AOO Consultation Office at [email protected] or your local Algonquin Negotiation Representative to report your harvest. The AOO will follow up with MNRF to obtain information on the length of time when the animal was chemically immobilized and advise the harvester accordingly. Elk Harvest Dates outside Algonquin Park (Adult Elk Only, Rifle Only)

    Elk: September 1, 2020 – December 21, 2020 (Cow or Bull)

    Reporting and Enforcement:

    An Algonquin who harvests a bull, cow, or calf moose in Algonquin Park shall report the harvest to an Algonquin Harvest Monitor within 24 hours and must provide the tag number.

    Outside of Algonquin Park, any Algonquin who harvests a bull, cow, or calf moose, or elk, must report the harvest by WMU (and Harvest Area for elk) and provide the tag number within 24 hours of the harvest to their respective ANR or community staff person.

    Reporting is essential in continuing to manage for the sustainability of the AOO Season. Please respect MNRF enforcement officers and any other authorities encountered while harvesting.

    Application Instructions for Moose and Elk Harvest 1. Individuals in all communities are eligible to apply for both Elk Tags and Moose Tags. Individual

    communities may choose to opt out of this approach and allocate tags differently 2. WMU Option 1 is the applicant’s first choice for an area to harvest Moose. WMU Option 2 is the applicant’s

    second choice for an area to harvest Moose 3. WMU Option 2 will only be used if no one applies for a certain WMU as their first choice. In past years, several

    of the WMU Option 1’s were filled, so it is important to include a second option. See the attached Algonquin of Ontario Settlement Area Harvest Map for Moose Harvest WMU selections

    4. For Moose Bull and Cow Rifle tags, a minimum of six names are required on the tag 5. For Moose Calf tags one name is required on each Calf Tag. The number of Calf Tags available will be limited

    6. For the Moose Bow Harvest outside of Algonquin Park two names are required two names to a Bow Tag. Two

    names are required for an adult bow tag 7. There are no specific bow tags for calf moose. The same calf tags are used for both rifle and bow harvests of

    calf. There must be one name to a calf tag being used to harvest a calf by bow 8. For Elk Bull and Cow Rifle Tags there must be six names on a tag. There are no WMU selections in applying

    for an elk tag. See the attached Algonquin of Ontario Settlement Area Harvest Map for Elk Harvest WMUs 9. All applicants must be 16 years of age or older to apply for any draw. Those who are successful this year

    will not be able to apply in next year’s Adult Moose Tag draw

    10. If you received an Adult Moose Tag last year, you are not eligible for this year's draws. Please check that no one on your application was successful with last year’s draw for an Adult Moose if you do not want to be excluded from this year’s draws

    11. Only one Adult Moose Tag per household

    12. Tags will be drawn by alternating Bull, then Cow for both inside and outside Algonquin Park

    13. Anyone not receiving an Adult Moose Tag will be eligible for Moose Calf Tag. Calf Tags will only be

    provided upon request from your ANR

    14. Anyone over the age of 16 years of age can apply specifically for a Calf Tag if their name is not attached to an Adult Moose Tag already

    15. Only those who apply and return this application by the due date will be allowed to participate in this year’s

    community Adult Tag Draw 16. The Moose Harvest and Elk Harvest Draw will take place on: August 16th at 1pm (read cover letter)
