INTRODUCTION

Purpose of the Assessment The purpose of the Algebra End-of-Course Assessment is to determine what students have learned and can apply to problems that require algebraic thinking, regardless of the course or teaching strategy used. Students who take this end-of-course assessment will receive a balanced collection of questions that permit them to demonstrate their level of proficiency in algebraic concepts, processes, and skills as identified by the National Council of Teachers of Mathematics (NCTM) Algebra Standard.

Components of the Assessment The assessment, which consists of two sections (Section I and Section II), is in one test booklet. Each section takes 40 minutes to complete. Each section of the assessment consists of 25 multiple-choice questions. There is also a five-question survey at the end of the test booklet. Although the assessment does not require that students use calculators to solve any of the problems, schools may choose to allow students to use calculators. The school or the students themselves are expected to provide calculators. The following devices are not recommended for use in taking the Algebra End-of-Course Assessment.

• minicomputers • electronic writing pads (Newton) • pocket organizers (PDAs) • calculators with typewriter (QWERTY) keyboards such as

o TI-92 o HP-95

• calculators with paper tapes • calculators that make noise or “talk” • any device that requires an electrical outlet • calculators that allow for symbolic manipulation, such as

o TI-89 o Casio FX2.0

2005 Assessment Administration Schedule There are two 2005 testing windows: one in May and the other in June. Completed student answer sheets must be returned to Educational Testing Service (ETS) as soon as testing has been completed. For the May administration, completed student answer sheets must be returned to ETS no later than Friday, May 6, 2005 in order for ETS to mail score reports by June 3, 2005. For the June administration, completed student answer sheets must be returned to ETS no later than Friday, June 10, 2005 in order for ETS to mail score reports by July 8, 2005.

Test Security Maintaining security of the test materials is critical. You are responsible for ensuring the protection of the test materials from loss, duplication, or unauthorized access at all times. To meet this responsibility, you must

• Arrange for secure conditions for receiving test materials. Test materials are considered to be secure once they are locked in a container, compartment, or storage area. You must take reasonable care to assure that the location of and access to the storage area and the strength of its lock are sufficient to deter access to the test materials by unauthorized persons. No more than 5 people should have access to the lock combination of the storage area in which the test materials are located.

• Check shipments of test materials within 24 hours after receipt to ensure that the full

shipment has arrived and is free from tampering or damage. Report any irregularities to ETS immediately by calling 800-241-5393.

• Make certain that no student has access to the test materials before and after the

administration, that no one reads the content of the assessment prior to the administration, and that no one reproduces, copies, photographs, or records any of the test questions or takes secure test materials from your school before and after the administration of the assessment.

• Ensure that the test materials are distributed to and collected from each student

individually. • Provide students with an opportunity to complete the Student Information section of the

student answer sheet prior to the actual testing session. This will save time and give teachers the opportunity to check the accuracy of the information provided by students. If this is done prior to the testing session, teachers must collect the student answer sheets, store them in a secure location, and redistribute them to the proper students on the day of the assessment. Accurate student information is vital to receiving accurate score reports on time from ETS.

• Do not return test booklets to ETS. If the test booklets will be used for next year’s

administration, the school must secure the test booklets under lock and key at the district or regional office at the conclusion of the testing session(s). The questions in the test booklets cannot be used for future classroom instruction.

• Return all completed student answer sheets by FedEx for schools located within the

United States (national) and by DHL for schools located outside the United States (international) to ETS in New Jersey. Preprinted airbills are provided for their return.

STUDENT PARTICIPATION

Eligible Students This assessment is intended for students currently taking Pre-Algebra, Algebra I, Integrated Mathematics, Honors Algebra, Applied Mathematics, or Sequential Mathematics courses that will end by June 2005.

Exempt Students All students taking the assessment should be able to function in a group-testing environment. Schools may make special accommodations for students with identified needs. These students might include:

• Students who have limited English proficiency and cannot read English • Students who are classified as having a learning disability and are typically excluded

from standardized testing • Students who are classified as having a functional disability (temporary or permanent

physical disability) and cannot perform in an assessment setting. Schools may exempt any student with an Individualized Education Plan (IEP) on file that includes a specific recommendation that the student not be assessed. Students should not be excluded from testing because of poor academic performance or discipline problems.

PREPARING FOR THE ASSESSMENT

Checking Test Materials You may use Appendix A at the back of this manual as a checklist to ensure that you have received the following materials:

• Shipping Notice with your School Number and District Number. If your school and district numbers do not appear or you cannot locate the shipping notice, please contact ETS by calling 800-241-5393.

• Test booklets, shrink-wrapped in groups of 10 • Student answer sheets, shrink-wrapped in groups of 10 • Administrator's Manual(s) • Student Roster(s) • Administrator Test Control Form(s) • Individual Classroom Return Envelope(s) • Return shipping materials, including a FedEx return kit for schools located in the United

States (national) or a DHL return kit for schools located outside the United States (international)

Without opening each shrink-wrapped packet, count the test booklets and student answer sheets. Verify that enough test booklets and student answer sheets have been received for the number of students taking this assessment. Notify ETS immediately, using the contact information on the information page, if you are missing materials or do not have enough test booklets or student answer sheets to administer the assessment to the number of students that you indicated on your order form.

Scheduling the Session(s) The assessment consists of two 40-minute sections. In addition to the 80 minutes of testing time, extra time should be scheduled to allow time for students to complete the Student Information portion on the student answer sheet, time for a break between the two testing sections, and time for students to complete the five survey questions at the end of the second testing section. The Student Information portion on the student answer sheet may be completed before the actual testing session. This will save time during the day of testing and give the teacher a chance to verify the accuracy of the information provided by the students. If this is done before the testing session, teachers must collect the student answer sheets, store them in a secure location, and redistribute them to the proper students on the day of the assessment. The assessment may be administered in a one-day 80-minute session or over two days with 40 minutes of testing each day. If the assessment is given in two sessions over two different days, it is important that the test booklets and student answer sheets be kept in a secure location under lock and key. It is also important that there be no discussion about the content of the assessment among students between the two testing sessions. Students may only respond to questions from the section that the class is currently testing. Students are not permitted to go back to Section I once the 40 minutes of testing has been called. Please note that scores can be produced only for students who have taken both Sections I and II. A student who takes only one section of the assessment cannot receive a score for just that section. Additionally, should you give the assessment outside the regularly scheduled classroom time and/or location, please make sure that all students scheduled to attend the session(s) do so. Testing should occur in a location that is quiet and free of distractions. If you are conducting the assessment in a large-group setting, have a proctor available for every group of 34 students. For example, at least two proctors should be present to monitor groups of 35 to 68 students, and three proctors should be available to monitor 69 to 102 students, and so on. You may administer makeup sessions for absent students. However, if you want these scores included in the composite score reports prepared by ETS, the makeup session(s) must be completed in time for you to have FedEx (for national schools) or DHL (for international schools) pick up your materials no later than Friday, May 6, 2005 for the May testing session and by Friday, June 10, 2005 for the June testing session. You must send all of your students’ completed answer sheets together at the same time, including answer sheets from any student who took a makeup exam. These return deadlines must be met for your school’s scores to be reported on time.

CONDUCTING THE ASSESSMENT

Setting Up Before the testing session begins, erase the boards or cover any material in the room that may distract the students. You should have the following materials with you before the start of the testing session:

• Test booklets • Student answer sheets • Administrator's Manual • Administrator Test Control Form(s) • Student Roster(s) • Individual Classroom Return Envelope(s) • Reliable timer or wristwatch • No. 2 pencils with erasers • Scrap Paper • Calculators for all students if you are allowing them and providing them;

extras if you are allowing them but not providing them Students will use the same answer sheet for both sections of the assessment. It is recommended that teachers have students complete the Student Information portion of the answer sheet prior to the day of testing. If students complete the Student Information portion of the answer sheet prior to the testing day, it is important that students receive their same answer sheets on the day of the assessment. If the classroom teacher will not be available to administer the assessment, it is important that the test administrator have prior experience in administering standardized assessments. If the results of this assessment are to be used as part of the classroom teacher’s performance evaluation, someone other than the classroom teacher should administer this assessment to the students.

Checking In Students If a student arrives late but before the assessment begins, you may give the student a test booklet and help the student complete the Student Information portion of the answer sheet. Once students open the test booklets and testing begins, no latecomers should be admitted. Students should be seated facing the same direction, separated by four feet side-to-side (center of desk to center of desk). If the assessment is given over the course of two days, a student who was absent on one of the days should be given a makeup for the section that was missed. Also, please make sure that students receive their same answer sheets on the second day.

Defective Booklets Finding a defective test booklet should be a rare occurrence. However, if such a booklet is discovered before or during the assessment session, remove it from the session(s). If extras are available, be sure to have them available for each assessment session in case a defective test booklet should appear.

Supervising the Session As the test administrator, please observe the following rules:

1. You may answer questions about completing the Student Information portion on the

student answer sheet. You may not answer any questions about the content of the mathematics questions. Do not help students read the directions or the answer choices for any assessment question. The best response to any such request is, "I'm sorry. I can't answer any questions about the content of this assessment. Just do your best with the question."

2. Be sure that all students understand what they are to do and that they know how to

record their answers. You may answer student questions about these matters. 3. As students are working, move about the room to see that they are answering

questions in the appropriate section (I or II) of the booklet and, if your school has elected to use calculators that they are using only approved calculators.

4. Students who ask to leave a session may do so only in an emergency situation. If a

student cannot complete the session (e.g., he or she becomes ill), collect the student's test booklet and answer sheet and record on the answer sheet the reason the student left the session.

The Administration Script Appendix C contains the script that you will read aloud to the students. This script provides instructions for completing the student answer sheet, the reading of test booklet directions to the students, and the timing for each section in the test booklet. Please read the script word for word to ensure that all sessions are administered in the same way. The instructions to the administrator appear in shaded boxes or parenthesis. The instructions that are to be read aloud to the students are in bold typeface.

Student Answer Sheet − Student Information Portion (Sections 1-13) It is recommended that the students complete the Student Information portion on the student answer sheet prior to or at the start of the first assessment session. In completing all information on the student answer sheet, instruct students to

• use only No. 2 pencils

• print all information

• completely fill in each appropriate oval

• avoid any stray marks

In order to ensure complete and accurate score reports in the specified time frame, you MUST have the following information filled in completely and accurately on the student answer sheets.

• Students should enter their names in the top line of grids, in the areas labeled Last Name, First Name, and Middle Initial (MI) and fill in the corresponding ovals.

• The Gender, Student Number, Teacher's Name, and School Name and Location sections, should be simple enough for the students to answer on their own, but you may provide assistance if requested to do so, especially for the first four characters of the teacher's first name.

• Please write the Class Period and Grade Level on the board for students to copy, so

that they all provide correct information. Use the numbers 01 to 09 if the grade level or class period is only a single digit. Class period information is important. If the assessment session is administered in a large-group setting with more than one class present, list or announce the different classroom and class period numbers in a way that best ensures that the students provide their correct information on their student answer sheets. Accurate class period and grade level information is critical to reporting classroom-level results.

• Please write the School Number and District Number for your school and district

on the board for students to copy. These numbers are provided on the shipping notice that was enclosed with the shipment of your test materials. If your school and district number does not appear or you cannot locate your shipping notice, please contact ETS at 800-241-5393. Write your school number and district number on the board so students can copy it. Accurate reporting of results depends upon each student in your school being associated with your school and district's identification numbers.

• Students should be aware of the following instructions for filling out sections 10a

and 10b.

Any student who is not a Department of Defense student should fill out section 10a only and leave section 10b blank.

Any student that is a Department of Defense student should fill out section 10b only and leave section 10a blank. Section 10b consists of two parts and both parts must to be answered.

• Sections 11-13 should be simple enough for the students to answer on their own, but you may provide assistance if requested to do so.

Collecting Test Materials Collect test booklets and student answer sheets individually from each student after each 40-minute session if you assess over two days, or after the one 80-minute assessment session. Review both sides of the student answer sheets to be sure that all information has been clearly and accurately provided. All information on the student answer sheets must be complete and accurate in order to receive accurate score reports on time. Please place complete and accurate student answer sheets in the Individual Classroom Return Envelope. If you plan on using the test booklets next year, you must secure them under lock and key at the district or regional office until next year’s administration.

RETURNING MATERIALS TO ETS

Packing Materials Please complete Appendix B: Return Inventory Form on page 13 to ensure that all materials are included in the return FedEx (national schools) or return DHL (international schools) shipment that is to be sent to ETS. All completed student answer sheets, Student Roster, Administrator Test Control Form, and one completed copy of Appendix B, should be put in an Individual Classroom Return Envelope, and then sent back to ETS in the return FedEx or DHL shipment. For every class that you administer this assessment to, you must return one Individual Classroom Return Envelope with the completed materials. Please secure all test booklets under lock and key at the district or regional office.

Sending Materials to ETS

Preparing the Shipment Pack each return envelope/box with care to avoid shipping damage. Seal each package. If you require the use of more than one FedEx or DHL envelope/box, please number each package in sequence, for example, “1 of 2” and “2 of 2.” Each piece of the shipment must bear at least one completed blue return label addressed to:

Prepare and use a single airbill for your entire return shipment using the instructions in the paragraph below.

Preparing the Airbill This is a prepaid shipment, and in order for your school not to incur any expense, you must use the airbill that ETS has provided. Please do not use an old airbill; use only the airbill that you received in this shipment. For schools located within the United States, complete all sections of area 1 of the FedEx airbill, and in area 7, indicate the number of pieces in your shipment. For international schools, fill out the sections of the airbill for DHL in a similar manner. Whenever possible, indicate the total weight of the shipment. Place the airbill inside the clear plastic pouch provided and affix it to the first package in your shipment by removing the protective backing from (only) the larger portion of the pouch.

Arranging the Pickup For national schools to arrange for a FedEx pickup, either on the day of the assessment or the immediate day thereafter, call FedEx at 800-463-3339 (800-GoFedEx). For international schools, call your local DHL office for pickup (www.dhl.com). When you call, you will need to specify the exact location of the pickup and the hours during which the shipment will be available. Remember that if you administer the test on Friday, May 6, 2005 or Friday, June 10, 2005 you must have your materials picked up on that day.

At the Time of Pickup

Retain a copy of your return shipment’s airbill for at least one month in the event that your shipment is not received and ETS must contact you for information in order to trace your shipment. Contact ETS if you have any questions about these shipping procedures or if you encounter any difficulties during this process (see the information page for contact information).

APPENDIX A

CHECKLIST FOR TEST ADMINISTRATORS This checklist provides a way of understanding and “checking off” the tasks that are necessary for the successful administration of the algebra assessment. Descriptions of each step are included in the manual.

Upon receipt of the test materials

Check, count, and safeguard the following materials, according to the Test Security procedures listed on page 2:

• Shipping notice with School Number and District Number (If your school and district numbers do not appear or you cannot locate the shipping notice, please contact ETS at 800-241-5393.)

• Test booklets, shrink-wrapped in groups of 10 • Student answer sheets, shrink-wrapped in groups of 10 • Administrator's Manual(s) • Student Roster(s) • Administrator Test Control Form(s) • Individual Classroom Return Envelope(s) • Return shipping materials, including a Federal Express (FedEx) return kit for schools

located in the United States or a DHL return kit for schools outside of the United States

Two Weeks Before the Assessment

Notify students of the date, time, and location of the testing session(s). Check with your Test Coordinator regarding the use of calculators. If your school has

elected to use calculators, tell the students to bring their calculators to class on the day(s) of the assessment. Be sure to tell students what kinds of calculators they cannot use.

Review the Administrator’s Manual and Appendix C: Script and Administration.

It is recommended to have students complete ALL of the Student Information portion and

the School and District Information portions on the student answer sheet prior to the day of testing.

Confirm the accuracy of the information provided by the students on the Student Information

portion of the student answer sheet. (NOTE: Inaccurate student information will affect score reports.)

Complete the Administrator Test Control Form(s).

Just Before the Session

Prepare the room for the session and gather the assessment materials: • Test booklets • Student answer sheets • Administrator's Manual • Administrator Test Control Form(s) • Student Roster(s) • Individual Classroom Return Envelope(s) • Post class period, grade level, school number, and district number information (see

page 7) • Reliable timer or wristwatch • No. 2 pencils with erasers • Scrap paper • Calculators for all students if you are providing calculators, plus extras if available

During the Session Check in students on the student roster and distribute the test booklets individually to

students. Do not have students pass the test booklets around for distribution. Distribute the student answer sheets individually. If the Student Information portion was

completed earlier, confirm that each student receives his or her own answer sheet. Read the script verbatim in Appendix C as you conduct the session.

Follow time limits exactly.

At the End of the Session Collect all test materials and scrap paper.

Check each student answer sheet to ensure that all students have completed them as directed.

Incorrect or incomplete information will delay the reporting of scores.

Before dismissing the students, count the student answer sheets and test booklets to ensure that you have the same amount of materials that were distributed.

Determine whether there is sufficient time to arrange makeup sessions for absent students

and that there will still be time to return all student answer sheets to ETS by either the Friday, May 6, 2005 or the Friday, June 10, 2005 return deadline.

After Completing all Sessions Package the materials in accordance with the instructions in this manual, located on page 8.

Check each Individual Classroom Return Envelope to be sure all components listed on page

9 are included. Using the preprinted airbill, return your shipment to ETS in New Jersey, via FedEx (national)

or DHL (international). If the test booklets will be used for next year’s administration, the school must secure the

test booklets under lock and key at the district or regional office at the conclusion of the testing session(s). The questions in the test booklets cannot be used for future classroom instruction.
