Comprehensive planning is a process that determines community goals and aspirations in terms of community development.

The outcome of comprehensive planning is the Comprehensive Plan which dictates public policy in terms of transportation, utilities, land use, recreation, and housing.

IntroductionNew York's zoning enabling statutes (the state statutes which give cities, towns and villages the power to enact local laws) require that zoning laws be adopted in accordance with a comprehensive plan.

The comprehensive plan should provide the backbone for local zoning law.

The word zoning is derived from the practice of designating mapped zones which regulate the use, form, design and compatibility of development.

Zoning describes the control by authority of the use of land, and of the buildings thereon.
