IntroductionNew York's zoning enabling statutes (the state statutes which give cities, towns and villages the power to enact local laws) require that zoning laws be adopted in accordance with a comprehensive plan.
The comprehensive plan should provide the backbone for local zoning law.

The word zoning is derived from the practice of designating mapped zones which regulate the use, form, design and compatibility of development.
Zoning describes the control by authority of the use of land, and of the buildings thereon.
The dedication of zoning districts to particular uses is designed to serve the General Welfare = the concern of the government for the health, peace and safety of its citizens.
