ABOUT THE BIRMINGHAM 2022 COMMONWEALTH GAMES Birmingham was selected as the host city for 2022 Commonwealth Games in December 2017.

The games are the third largest global multisport event, and an important opportunity for Birmingham to showcase the city and region on an international stage.

As athletes go for gold in Birmingham, and visitors flock from across the globe, these Games have a unique opportunity to leave a lasting positive impact. The mission for the Birmingham 2022 Commonwealth Games is to:

WE WANT TO HEAR FROM YOU The Alexander Stadium will host some of the stand out moments of the Birmingham 2022 Commonwealth Games, next summer.

The Stadium will host the opening and closing ceremonies as well as the athletics, and para athletics events.

In order to do this, a series of temporary structures will be required and will be installed within and around the Alexander Stadium.

The Commonwealth Games Organising Committee is keen to hear your views on the proposals before a further planning application is submitted to Birmingham City Council to secure permission for these temporary ‘overlay’ structures.

THE ALEXANDER STADIUM – CURRENT PLANNING PERMISSION Background

In early 2020, Birmingham City Council granted planning permission for the redevelopment of Alexander Stadium, ahead of the Commonwealth Games.

Construction works are currently ongoing to deliver the ‘legacy’ elements of the project (see adjacent image). These works include the new west stand, a new track, and a new northern plaza.

As part of this planning permission, outline consent was granted for the temporary overlay structures required to deliver the Games.

The Birmingham 2022 Commonwealth Games Organising Committee is in the process of preparing the planning application for approval of the detailed plans of the stadium for its use during the Games (known as a reserved matters application).

WHAT TEMPORARY STRUCTURES ARE REQUIRED? The temporary overlay structures required at the Alexander Stadium will include:

• Spectator areas including temporary stands at the northern and southern ends of the stadium.

• Video board structures

• Field of play tents located for the athlete warm-up areas.

• Various compounds (including tents and cabins) around the stadium for logistics, broadcast, operations, ceremonies and catering.

• Two transport malls and a spectator arrival point on Perry Park

• Security fencing around the perimeter of the stadium.

TEMPORARY OVERLAY STRUCTURES WITHIN ALEXANDER STADIUM

Two temporary stands will be installed to the north and south of the stadium to increase the capacity at the Alexander Stadium to around 30,000 for the Games.

Installation of temporary games-time lighting columns, structures for video screens, and support for a temporary audio system, alongside the temporary stands for competition and broadcast purposes.

TEMPORARY COMPOUNDS Temporary compounds will be installed in areas outside of the Alexander Stadium.

These will be used for logistics, broadcast, operations, ceremonies and catering purposes. Examples of this can be see in the photos from the Glasgow Commonwealth Games.

TWO TEMPORARY TRANSPORT MALLS A key part of our proposed overlay for the Games are the temporary installation of two transport malls to the south of Alexander Stadium on Perry Park.

Why are they needed?

We need a facility where large volumes of spectators and accredited guests can safely board and alight from shuttle buses, coaches, and other vehicles.

What will happen after the Games?

The two temporary transport malls will be removed after the Games and the grassed areas will be re-instated.

What are the impacts?

The two malls require the removal of a small number of trees and the temporary closure of the playground.

What are we doing to mitigate this?

• Substantial net gain of trees in legacy mode

• Overall design considers minimising tree loss, and protection of existing trees during the build process

• Reinstatement of playground, working with BCC parks team

In addition, the sustainability of pavement selection has been assessed based on:

• Incorporation of recycled material in the product

• Use of materials that can be removed/recycled/ re-used after the games

• Location of supply chain to minimize haulage distances

ACCESS AND CONNECTIVITY TO ALEXANDER STADIUM Ensuring good connectivity to and from the Alexander Stadium is important for a successful Games. The transport strategy for Alexander Stadium will build on the Games Transport Plan (to be published for consultation later in the summer) and includes the following;

For Residents

• We will put in place temporary traffic management measures and parking controls to minimise congestion and protect local residential streets.

For Athletes, Team Officials and Accredited Guests

• Athlete buses will use the new Athletes Route to access the drop off and collection point to the North of the Stadium.

• Accredited officials will use the relevant temporary Games Transport Mall

For Spectators

• Shuttle buses for spectators to and from Birmingham city centre using the spectator transport mall

• Accessibility shuttle services will be available between Perry Barr station and the stadium

• Use of new A34 Sprint service and existing bus services along the A34 and Aldridge Road

• Spectator park & ride buses will use southbound sections of the A34 close to the Church Road junction for drop-off/pick up

• Signed walking route will be in place for use of the new and improved Perry Barr Rail Station.

• Facilities will be provided for people to walk and cycle, including the use of A34 segregated cycle corridor and dedicated cycle parking

TEMPORARY TRAFFIC MANAGEMENT In order to minimise any congestion and protect residential streets temporary traffic management measures will be needed including;

A Permit system will be in place throughout this period

• Temporary permit system introduced to allow local residents and businesses to maintain vehicle access to premises

• The Games, TfWM, and BCC will work with local residents and businesses to maintain access

Church Road

• Vehicle access restricted to local residents, businesses, and Games vehicles only

• One-way westbound between Athletes Route and the A34

• Two-way traffic between the Aldridge Road and Athletes’ Route

• Right turn from Church Road into Aldridge Road southbound permitted (minor highway works required)

Aldridge Road

• Northbound carriageway of Aldridge Road between Holford Drive and Church Road restricted to local residents, businesses, amenities, public transport and Games vehicles only.

• Dedicated traffic management and diversion strategy being developed to manage re-distributed traffic

A34 Walsall Road

• No access to Church Road from the A34. Exit only from Church Road onto A34

• Park & Ride shuttle bus load zones on southbound carriageway of the A34

• Temporary traffic signal works at the A34 / Rocky Lane junction and the A34 / Church Road junction

On-street parking controls

• Event day parking controls on local streets around stadium

NEXT STEPS The Games intends to submit a reserved matters application to Birmingham City Council in July 2021. Once the application has been submitted, you will be able to submit comments to the Council as part of the formal statutory consultation process.
