LETTER FROM THE ASSOCIATION PRESIDENT By Elly Merica The past two years as President, and several prior years as VP of the Alcova Heights Civic Association, have been a deeply rewarding experience for me. I got to meet and work with many of you when we responded to the development pro- posals for Penrose Square and the Litman building. We had some lively discussions about several issues in our communi- ty. I had the duty and honor to assist a group of Dundree Knolls residents when they had a recurring problem, and then when the County responded. I have also talked with many of you at the park, and as I took walks around the neighborhood, much to my kids’ dismay -- "Come on Mom!" It is time for me to focus on my family. I have also found a new calling, and will be transitioning to a degree program and hopefully, a position in public policy. With all these changes, I will not be able to seek reelection as president of AHCA for next year. The other members of the executive committee have said they will continue, if asked, and will rotate some of the responsibilities for running meetings, etc. But, we need some fresh energy and insight. I was happy to see some other res- idents pick up on the drainage issues and offer to meet with the County engineers. Those of you who have similar issues need to step up too. It is not a chore when you have help, as I have found. It is a wonderful way to meet your neighbors and make new friends, and to strengthen the bonds that make this such a caring and welcoming community. Please consider this opportunity to become a part of your neighborhood. You can make the position into your own, and bring your own talents and concerns. I am happy to support a new President or Co-Presidents in any way I can, including the updating of the Conservation Plan. That is the best way to continue to receive the attention from the County that we need to calm traffic and get other improvements. NOTES FROM THE ASSOCIATION SECRETARY -SEPTEMBER MEETING IN REVIEW

By Marie Van Ness

We were pleased to welcome Jennifer Torrez, an AlcovaHeights resident, as our new babysitter for the younger chil-dren. We also started our new format in which the associa-tion officers will take turns leading the meetings. Mark Cole,Treasurer, led the September meeting. The agenda includedthe Treasurer's report, Halloween Parade, follow-up on thestormwater management issue, traffic concerns, bicycle safe-ty concerns, and the Neighborhood Wish List (related to theConservation Plan) to submit to the County. Elly Merica,President, also announced that she will be stepping down asof November. Civic Association Officer Elections will beheld at the November 15 meeting, and all are encouraged toattend!

Dellynn Periandri addressed the upcoming Halloween Paradeand Party to be held on Saturday, October 27, beginning at2:30 pm. Lynn Gant is taking care of getting the necessarypermits, traffic cones and working with the police. Dellynnneeds volunteers! The association members passed a motionto give Dellynn $250.00 to buy items for the party. Dellynnwill have a box on her porch for those who want to donateitems. (If you can help, please sign up on the listserve oremail Margaret Rogers at [email protected].)

Amy Mills has offered to follow up with the ArlingtonDepartment of Environmental Services (DES) staff whohave agreed to provide engineering advice on stormwatermanagement to groups of AHCA residents. Amy suggestedshe could invite the DES staff member to do a walk-throughof the community with interested residents to discuss possi-ble engineering solutions. Mike Rhode mentioned that KosetSurakomol is also interested in this issue. As this is a signifi-cant issue for many in the neighborhood, Mike Rhode hascreated a poll on the listserve for people to state their mostpressing concerns. If you are impacted by stormwater runoff, please be sure to answer the poll, or contact Amy or KosetSurakomol ([email protected]) if you are interested inbeing a part of the walk-through group.

Mark Cole provided us with a Treasurer's Report. The asso-ciation currently has $2,478.00 in deposits, most fromnewsletter advertising ($2,343.00). Only 13 households havepaid their dues ($135). Expenses have been newsletter print-ing ($728.69), Neighborhood Day ($258.79) and miscella-neous expenses ($211.00) which include website fees anddues to CPRO and ACCA. There will be a drive for 2008dues in January 2008. If you have not paid your dues for2007, please bring a check (payable to Alcova Heights CivicAssociation) to the next meeting, or get your dues to MarkCole at 815 S. Oakland St.

A final draft of the directory was presented. Thanks to RainaRose Tagle for her work in putting the directory together.

Elly reported on the response to the County's request for aWish List of projects that neighborhoods would like to con-sider in the long-term. Cliff Anckaitis has been working onthis, and there has been a great response to his request forsuggestions. As a related issue, the NeighborhoodConservation Plan still needs updating. After the meeting, anelectronic copy of the last submitted Conservation Plan wasfound! Elly Merica will work with Cliff to get the projectmoving along. Questions were asked as to whether theCounty is REALLY beginning to move on 7th St. sidewalks,as surveying teams were spotted on 7th St. This appears to beengineering and surveying work that the County is doing toget a good cost estimate before the job is officially approved. However, the sidewalk on 7th St. is one of the seven projectsset to be funded in the next round.

Traffic on Randolph St. and bicycle rider safety and etiquettewere also discussed at the meeting. If there is enough inter-est in a presentation on bicycle safety, we can have a speakerat a future meeting.

Some of the signs announcing civic association meetingshave disappeared, and so the association members moved tobuy 5 additional meeting announcement signs. If a sign islurking in your garage or basement and you would like tohave it find a new home so that it can get out more, please letMarie Van Ness know. We will be compiling a list of signsand their caretakers shortly.

FALL GARDENING - TEND THE SOIL

FOR A BETTER SUMMER 2008

By Alice Nicolson

What a disaster the summer has been, at least for me. Firstsome bird discovered the raspberries, and for the first time in25 years I got not one berry. Then the family of raccoons thatset up housekeeping in our block ruined the veggie garden -no tomatoes, squash, cucumbers or melons (but they don'tcare for green beans and peppers)! Bottom line - stupendouswater bills to keep the trees and shrubs and some perennialsalive. Now hints of rain may mean things are looking up.

How to avoid a repetition of this scenario if global warmingmeans local drying out? I think that for me this meansimproving the soil. Had my soil been full of organic matterand well-mulched, plants would have fared better in thedrought. Although it means a great deal of digging, I have toget serious about remaking some of my beds. The half-loadof county leaf mulch I ordered came during the early phaseof the drought and I kept waiting for a good soaking beforeI mulched the beds. Finally I impatiently mulched severalareas after a small rain and then looked on in dismay as themulch proceeded to sop up all subsequent rain and most ofmy sprinkler efforts. The ground stayed pretty dry beneath, alas. When the ground is moister, I'm vowing to lift the plantsas best I can, dig in all of the mulch I'd spread and anotherwhopping load as well, add some low-grade organic fertilizerlike kelp meal or Milorganite, or some greensand, rock phos-phate, or perhaps some bloodmeal or cottonseed meal orbonemeal, and maybe some grit for good tilth, then till it allgently with my brand-new Honda mini-tiller (the old Troy-Built got pretty heavy and I wasn't too sad when the enginecroaked for good this spring), and replant the healthy peren-nials and bulbs, perhaps in a more attractive arrangement.

Of course this means cutting through a lot of tree-roots thathave made their way into the beds since they were built adecade ago (who ever thinks about roots when they plantthose nice whips of choice trees - the Halesia, Davidia, andworst of all, the Prunus 'Okame'), so I'm going to have to tryand recruit my supposedly retired husband to do some of theheavy digging.

Anyhow, the bottom line is always the soil, and the job ofamending and improving it is never done. Vegetable garden-ing seems so much easier from this aspect, since you get toadd stuff in fall and spring, whereas with perennials you canamend only now and then, in bits and pieces, when installing, moving or dividing them. Topdressing with county leaf

mulch is always welcome in the fall, in perennial beds oraround shrubs - except if you want self-seeding poppies, lark-spur or nigella, since most annuals have a tough time comingthrough even an inch of mulch.

FREE MULCH

Mulch is available to pick up from the County for free at theTrades Center at 4300 29th St. S., Mon. - Fri. 5 am - 9 pm,Sat. 7:30 am - 4:30 pm, or can be delivered for a small fee.More information is available at www.arlingtonva.us, underthe "Environment" section, or just search for "mulch."

Buy a nice looking head of garlic with large cloves. Plant thelarge cloves this month, in mulched soil about 4 inches downwith the pointy side up, about 4 inches apart. The garlicscapes should be up and ready to harvest around MemorialDay, and the garlic can be harvested sometime around the 4thof July. I (your fearless editor) haven't tried this yet, but I havea pot waiting on the deck to experiment.
